Employees’ State Insurance Corporation (ESIC) is an autonomous corporation under Ministry of Labour & Employment. ESIC is an integrated social security system tailored to provide social security to workers and their dependent/ family, in the organized sector, in contingencies such as, sickness, maternity and death or disablement due to an employment injury or occupational hazard.
Employees' State Insurance Corporation, (ESIC) had rolled out an ambitious project “Panchdeep 1.0” in 2011 through a national digital network in all the 2300+ locations with a view to provide hassle-free health and social security services to the stakeholders as well as for transforming its business into total e-governance.
Project Panchdeep 1.0 is one of the largest e- governance programmes of the country to provide online facilities to the employers, insured persons, ESI staff, third parties, government agencies, suppliers, and other stakeholders. It provides key functionalities such as registration of employers and beneficiaries, deposition of contribution, disbursement of cash benefits and documentation of medical services for all insured people.
ESIC has floated a fresh Request for proposal for engagement of service provider for Functional Management of IT Project ‘Panchdeep’ of ESIC (Operations & Maintenance, AMCs/ ATSs, Support and Comprehensive Management) on GeM portal & ESIC’s Tenders section ( Bid Number: GEM/2026/B/8145226).
With above background, the ESIC shall be organizing a pre-bid meeting with the stakeholders that have prior experience in providing similar services and their solutions in IT Public Projects, to understand their concerns and to discuss their suggestions in respect to the floated RFP. Thus, interested organizations are requested to attend the meeting as per the provisions of the RFP. The meeting is proposed to be held as per the schedule given below:

Key Instruction for Participating Organizations:
i. Interested Organization shall nominate and share the details of their representatives (maximum 2) with ESIC via email on ict-hqrs@esic.gov.in (with the Subject – RFP for Project Panchdeep) till 5:00 PM on 22/10/2026 to make such necessary arrangements.
ii. Above Nomination is mandatory for participation in this pre-bid meeting.
iii. In case it is not feasible for the interested organization to attend the meeting in person, the same may be communicated through email on above mentioned email ID. Link for VC may be provided to the concerned organizations as per discretion of ESIC.
iv. This is a pre-bid meeting and is no way binding on any participating firm for responding to the RFP at any stage.
v. ESIC would review suggestions and concerns received from the participating stakeholder. However, the suggestions received shall not be binding and ESIC reserves its right to consider or not consider the same.
