मामले को ,वा,7य और परवार क9याण मं.ालय, भारत सरकार, जो'क वषय पर नोडल मं.ालय है, को भेजा गया था। ,वा,7य और परवार क9याण मं.ालय, भारत सरकार ने प. सं० जेड. 28015/28/20204-एन 'दनांकः 01.06.2026 (3ित संल"न) से ,प? 'कया है 'क यो"यता वेतन के प म द@ गई अितर वृ को वशेष प से िनAनानुसार - "गैर- अवशोषत" - िन'द? 'कया गया है, तदनुसार, इस तरह कC वृ को पदो+नित पर वेतन िनधारण, एम. ए. सी. पी. के तहत वDीय उ+नयन या 'कसी अ+य वेतन ,तर के संशोधन के उFेGय से मूल वेतन के 'ह,से के प म नह@ं माना जाये। यह िच'कHसा आयु (िच०3शा०) कC ,वीकृित से जार@ 'कया जा रहा है।

Multiple references from field offices on Merging of Qualification Pay(Non-Absorbable) granted to the Nursing Cadre in ESIC were received in Hqrs Office.

The matter was referred to Ministry of Health & Family Welfare, Govt. of India, the Nodal Ministry on the subject. The Ministry of Health & Family Welfare, Govt. of India vide letter no. Z.28015/28/20204-N dated: 01.06.2026 (copy attached) has clarified that the additional increments granted as Qualification Pay have been specifically designated as "non-absorbable". Accordingly, such increments are not to be treated as part of the Basic Pay for the purpose of pay fixation on A-27012(11)/5/2024-MED7-Part(1) I/4162624/2026

promotion, financial upgradation under MACP, or any other pay level revision. This issue with the approval of the Medical Commissioner (M.A.).

Subject: Request for clarification regarding merging of Qualification Pay in the form of additional increments with Basic Pay in respect of Nursing Cadre employees.

Sir,     I am directed to refer to your letter dated 05-03-2026 on the subject mentioned above and to inform that the Ministry's order dated 12.11.2020 clearly states that:     The Qualification Pay in the form of one/two additional increment(s) (non-absorbable) in the applicable pay level of the Pay Matrix of 7th CPC, as specified in the Rule 9 of the CCS (RP) Rules, 2016, shall be applicable w.e.f. 01.01.2016 to the eligible nursing personnel after acquiring additional qualification which may be regulated in accordance with the existing terms and conditions stipulated in the M/o Health and FW OM No.A.11017/4/2008-N dated 15.1.2010 and letter No.Z.28015/53/2017-N dated 09.09.2019.   The method for grant of increments in the 7th CPC's Pay Matrix may be followed as per the similar stipulations given in DoPT O.M. No. 1/7/2017-Estt. (Pay-I) dated 24.07.2020 applicable to Stenographers of Subordinate Offices. 2.  It is clarified that the aforesaid order specifically provides that Qualification Pay shall continue to be regulated in accordance with the existing terms and conditions contained in this Ministry's O.M. Z.28015/28/20204-N I/3867060/2026 1 File No. Z.28015/28/20204-N (Computer No. 8266697)

dated 15.01.2010 and letter dated 09.09.2019. The reference to DoPT O.M. dated 24.07.2020 is limited only to the methodology for grant of additional increments in the Pay Matrix under the 7th CPC and does not alter the nature or conditions governing Qualification Pay. 3.  Further, the additional increments granted as Qualification Pay have been specifically designated as "non-absorbable". Accordingly, such increments are not to be treated as part of the Basic Pay for the purpose of pay fixation on promotion, financial upgradation under MACP, or any other pay level revision. 4.    Therefore, the provisions contained in the Department of Expenditure O.M. dated 29.06.2022 regarding non-admissibility of DA/HRA, etc. on Qualification Pay/Special Allowance and non- counting of such element for pay fixation on promotion are consistent with the non-absorbable nature of Qualification Pay and do not appear to be in contradiction with this Ministry's Order dated 12.11.2020. 5.    The necessary orders have also been attached herewith for information and ready reference.
