सा.का.जन. 313(अ).––केंद्रीय सरकार केंद्रीय मोटर यान जनयमावली, 1989 के कजतपय जनयमों के जनम् नजलजखत
प्रारूप, जिसे मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 110 द्वारा प्रित्त िजियों का प्रयोग करते हुए और
संिोधन करने का प्रस्ट्ताव करती है, इसके उक् त अजधजनयम की धारा 212 की उप-धारा (1) द्वारा यथापेजित उनके द्वारा
प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए प्रकाजित दकया िाता है और एतिद्वारा नोरटस दिया
िाता है दक प्रारूप जनयमों को उस तारीख से तीस दिन की अवजध समाप्त होने के बाि जवचाराथग स्ट्वीकार कर जलया िाएगा
जिस तारीख से सरकारी रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए उपलब्ध करायी िाती हैं।
उपरोि अवजध समाप्त होने से पहले उक् त प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राप्त होने वाली आपजत्तयों
या सुझावों पर केंद्र सरकार द्वारा जवचार दकया िाएगा;
इन जनयमों के प्रजत आपज तयां एवं सुझाव, यदि कोई हो, अपर सजचव (एमवीएल, पररवहन और सड़क सुरिा),

(2) इन जनयमों में अन्द्यथा उपबंजधत होने के जसवाय, ये रािपत्र में अंजतम प्रकािन की तारीख से प्रवृत्त होंगे।
2. केन्द्द्रीय मोटर यान जनयमावली, 1989 (इसके बाि उि जनयमों के रूप में उजल्लजखत) के जनयम 115 में,
(1) उप-जनयम (18) में, खंड (i) में, -
(i) ताजलका 2 में, -
(क) सीमांत िीर्गक में, "सकल भार इससे अजधक नहीं" िब्िों के पश्चात, '3000' अंक के स्ट्थान पर, '3500' अंक प्रजतस्ट्थाजपत
दकया िाएगा;
(ख) कॉलम (7) के तहत, कॉलम िीर्गक में, िब्ि 'एचसीएनिी' के अंतगगत, कोष्टक, अंक और िब्ि ' (हाइड्रोिन + सीएन)' के
जलए, कोष्टक, अंक और िब्ि ' (हाइड्रोिन + सीएनिी)' प्रजतस्ट्थाजपत दकया िाएगा;
(ग) कॉलम (8) के तहत, कॉलम िीर्गक में, िब्ि 'गैसोलीन' के अंतगगत, कोष्टक, अंक और िब्ि '[(ई10)/(ई)]' के जलए, कोष्टक,
अंक और िब्ि '[(ई10)/(ई20)]' प्रजतस्ट्थाजपत दकया िाएगा;
(घ) कॉलम (11) के अंतगगत, कॉलम िीर्गक में, कोष्टक, अंक और िब्ि ‘(ई85)’ के जलए, कोष्टक, अंक और िब्ि ‘(ई85) या
(ई100)’ प्रजतस्ट्थाजपत दकया िाएगा;
(ङ) कॉलम (15) के अंतगगत, कॉलम िीर्गक में, कोष्टक, अंक और िब्ि ‘(बी10)’ के जलए, कोष्टक, अंक और िब्ि ‘(बी100)’
प्रजतस्ट्थाजपत दकया िाएगा।
(ii) ताजलका 2 के अंतगगत नोट (रटप्पजणयों) में, —
(क) मि 4 में, उप-मि (घ) में, 'गैसोलीन ईंधन ई10' िब्िों और अंकों के बाि, कोष्ठक और िब्ि '(जनमागता द्वारा जवजनर्िगष्ट)'
का लोप दकया िाएगा;
(ख) मि 17 में, उप-मि (i) में, 'संपीड़न' िब्ि के स्ट्थान पर 'तुलना' िब्ि प्रजतस्ट्थाजपत दकया िाएगा।
(2) उप-जनयम (18) में, खंड (ii) में, ताजलका 2 में,—
(i) स्ट्तंभ (8) के अंतगगत, स्ट्तंभ िीर्गक में, कोष्ठक, अंक और िब्ि ‘(ई85)’ के स्ट्थान पर कोष्ठक, अंक और िब्ि ‘(ई85) या
(ई100)’ प्रजतस्ट्थाजपत दकया िाएगा;
(ii) ताजलका 2 के अंतगगत रटप्पजणयों में,—
(क) मि 11 में, उप-मि (i) में, सारणी 1 में, स्ट्तंभ (4) में, स्ट्तंभ िीर्गक में, िब्ि और अजधलेख (सुपरजस्ट्िप्ट) 'एनएमएचसी1'
के स्ट्थान पर, िब्ि और अधोलेख (सुपरजस्ट्िप्ट) ' एनएमएचसी2' प्रजतस्ट्थाजपत दकया िाएगा;
(ख) मि 11 में, उप-मि (i) में, सारणी 1 में, स्ट्तंभ (5) में, स्ट्तंभ िीर्गक में, अधोलेख और अजधलेख 'सीएच41' के स्ट्थान पर,
अधोलेख और अजधलेख 'सीएच42' प्रजतस्ट्थाजपत दकया िाएगा;
(ग) मि 13 में, सारणी में,—
(i) ‘परीिण चि’ िीर्गक वाली पंजि 1 के सामने, स्ट्तंभ 2, 3, 4 और 5 के अंतगगत प्रजवजष्ट में, ‘जमलीग्राम /दकलोवाट-घंटा’
िब्ि और अंक के स्ट्थान पर ‘जमलीग्राम /दकलोवाट-घंटा’ िब्ि और अंक प्रजतस्ट्थाजपत दकए िाएंगे;
(ii) ‘डबल्यूएनटीई’ िीर्गक वाली पंजि 2 के सामने, स्ट्तंभ 4 के अंतगगत प्रजवजष्ट में, ‘60’ अंक के स्ट्थान पर ‘600’ अंक
प्रजतस्ट्थाजपत दकए िाएंगे।
(3) उप-जनयम (19) में, खंड (i) में, ताजलका 2 में, स्ट्तंभ (11) के अंतगगत, स्ट्तंभ िीर्गक में, कोष्ठक, अंक और िब्ि ‘(ई85)’ के
स्ट्थान पर कोष्ठक, अंक और िब्ि ‘(ई85) या (ई100)’ प्रजतस्ट्थाजपत दकया िाएगा।
(4) उप-जनयम (20) में, ताजलका 2 में, स्ट्तंभ (10) के अंतगगत, स्ट्तंभ िीर्गक में, कोष्ठक, अंक और िब्ि ‘(ई85)’ के स्ट्थान पर
कोष्ठक, अंक और िब्ि ‘(ई85) या (ई100)’ प्रजतस्ट्थाजपत दकया िाएगा।

(5) उप-जनयम (22) में, ताजलका 2 में, स्ट्तंभ (11) के अंतगगत, स्ट्तंभ िीर्गक में, कोष्ठक, अंक और िब्ि ‘(ई85)’ के स्ट्थान पर
कोष्ठक, अंक और िब्ि ‘(ई85) या (ई100)’ प्रजतस्ट्थाजपत दकया िाएगा।
(6) जनयम 115ई में, उप-जनयम 4 में, रटप्पजणयों में, मि (xii) में, कोष्ठक, अंक और िब्ि 'ई100 वाहनों के जलए अनुलग्नक
एस' के स्ट्थान पर कोष्ठक, अंक और िब्ि 'ई100 वाहनों के जलए अनुलग्नक एसए' प्रजतस्ट्थाजपत दकया िाएगा।

NOTIFICATION
New Delhi, the 27th April, 2026
G.S.R. 313(E).— The following draft of certain rules further to amend the Central Motor Vehicles
Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section
110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of
section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on
which the copies of this notification as published in the Gazette of India, are made available to the public;
The objections or suggestions which may be received from any person in respect of the said draft
rules before the expiry of the aforesaid period will be considered by the Central Government.
Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL,
Transport & Road Safety), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street,
New Delhi-110 001 or on the email: comments-morth@gov.in;
Draft Rules
1. Short title and commencement. — (1) These rules may be called the Central Motor Vehicles (……
Amendment) Rules, 2026.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication
in the Official Gazette.
2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 115,-
(1) in sub-rule (18), in clause (i), —
(i) in TABLE 2, —
(a) in the marginal heading, after the words “gross weight not exceeding”, for the figure ‘3000’, the figure
‘3500’ shall be substituted;
(b) under column (7), in the column heading, under the word ‘HCNG’, for the bracket, figure and word
‘(Hydrogen+CN)’, the bracket, figure and word ‘(Hydrogen+CNG)’ shall be substituted;
(c) under column (8), in the column heading, under the word ‘Gasoline’, for the bracket, figure and word
‘[(E10)/(E)]’, the bracket, figure and word ‘[(E10)/(E20)]’ shall be substituted;
(d) under column (11), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure
and word ‘(E85) or (E100)’ shall be substituted;

(e) under column (15), in the column heading, for the bracket, figure and word ‘(B10)’, the bracket, figure
and word ‘(B100)’ shall be substituted.
(ii) in the Notes under TABLE 2, —
(a) in item 4, in sub-item (d), after the words and figures ‘Gasoline fuels E10’, the bracket and words ‘(as
specified by the manufacturer)’, shall be omitted;
(b) in item 17, in sub-item (i), for the word ‘Compression’, the word ‘Comparison’ shall be substituted.
(2) in sub-rule (18), in clause (ii), in TABLE 2,—
(i) under column (8), in the column heading, for the bracket, figure and word ‘(E85)’, the bracket, figure and
word ‘(E85) or (E100)’ shall be substituted;
(ii) in the Notes under TABLE 2,—
(a) in item 11, in sub-item (i), in table 1, in column (4), in the column heading, for the word and superscript
‘NMHC1’, the word and superscript ‘NMHC2’ shall be substituted;
(b) in item 11, in sub-item (i), in table 1, in column (5), in the column heading, for the word, subscript and
superscript ‘CH41’, the word, subscript and superscript ‘CH42’ shall be substituted;
(c) in item 13, in the table,—
(i) against the row 1 named ‘Test cycle’, in the entry under columns 2, 3, 4 and 5, for the word and figure
‘Mg/kWh’, the word and figure ‘mg/kWh’ shall be substituted;
(ii) against the row 2 named ‘WNTE’, the entry under column 4, for the figure ‘60’, the figure ‘600’ shall be
substituted.
(3) in sub-rule (19), in clause (i), in the TABLE 2, under column (11), in the column heading, for the bracket,
figure and word ‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.
(4) in sub-rule (20), in TABLE 2, under column (10), in the column heading, for the bracket, figure and word
‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.
(5) in sub-rule (22), in TABLE 2, under column (11), in the column heading, for the bracket, figure and word
‘(E85)’, the bracket, figure and word ‘(E85) or (E100)’ shall be substituted.
(6) in rule 115E, in sub-rule 4, in Notes, in item (xii), for the bracket, figure and word ‘Annexure S for
E100 vehicles’, the bracket, figure and word ‘Annexure SA for E100 vehicles’ shall be substituted.
