The Ministry of Railways amends the Indian Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012. The amendment increases the penalty for activities that affect cleanliness at railway premises. A person who violates these rules is now liable to a penalty of one thousand rupees. If the person does not pay this penalty, the authorities produce the person before a competent court. The court may impose a fine up to two thousand rupees. These rules take effect on the date of their publication in the Official Gazette.

सा.का.नि. 758(अ).— केंद्रीय सरकार, रेल अधिनियम, 1989 (1989 का 24) की धारा 60 की उपधारा (2) के खंड (छ) और उपधारा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय रेल (रेल परिसर में स्वच्छता को प्रभावित करने वाले क्रियाकलाप हेतु शास्तियां) नियम, 2012 में संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभ :- (1) इन नियमों का संक्षिप्त नाम भारतीय रेल (रेल परिसर में स्वच्छता को प्रभावित करने वाले क्रियाकलाप हेतु शास्तियां) संशोधन नियम, 2026 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. भारतीय रेल (रेल परिसर में स्वच्छता को प्रभावित करने वाले क्रियाकलाप हेतु शास्तियां) नियम, 2012 के, नियम 4 में "उसे जुर्माने से दंडित किया जाएगा जो पांच सौ रुपए से अनधिक नहीं होगा" शब्दों के स्थान पर "वह एक हजार रुपए की शास्ति का दायी होगा, और शास्ति का संदाय न किए जाने की स्थिति में, ऐसा न करने में असफल रहने वाले व्यक्ति को अधिकारिता प्राप्त सक्षम न्यायालय के समक्ष पेश किया जाएगा, जो जुर्माना अधिरोपित कर सकेगा, जो कि दो हजार रुपए तक का हो सकेगा।" शब्द रखे जाएंगे।

NOTIFICATION
New Delhi, the 24th August, 2026
G. S. R. 758(E).— In exercise of the powers conferred by clause (g) of sub-section (2) and sub-section (3) of section 60 of the Railways Act, 1989 (24 of 1989), the Central Government hereby makes the following rules, to amend the Indian Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012, namely:-
1. Short title and Commencement. - (1) These rules may be called the Indian Railways (Penalties for activities affecting cleanliness at railway premises) Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Railways (Penalties for activities affecting cleanliness at railway premises) Rules, 2012, in rule 4, for the words "punished with a fine which shall not exceed five hundred rupees", the words "liable to penalty of one thousand rupees, and in the event of non-payment of the penalty, the person so failing shall be produced before a competent court having jurisdiction which may impose a fine which may extend to two thousand rupees" shall be substituted.
