सा.का.जन. 539(अ).––दिव यांगिन अजधकार जनयमािली, 2017 में संिोधन करने के जलए कजतपय जनयमों का
जनम्नजलजखत मसौिा, जिसे केन्र सरकार दिव यांगिन अजधकार अजधजनयम, 2016 (2016 का 49) की धारा 100 की
उप-धारा (1) और (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करने का प्रस्ट्ताि करती है, को इससे प्रभाजित होने
िाले संभाजित व्यजियों की सूचना के जलए, िैसादक उि धारा की उपधारा (1) द्वारा यथा अपेजित है, एतद्द्वारा प्रकाजित
दकया िाता है, और एतद्द्वारा सूजचत दकया िाता है दक इस अजधसूचना िाले आजधकाररक रािपत्र की प्रजतयां प्रकाजित होने
और उसे िनता को उपलब्ध कराने की तारीख से तीस दिन की अिजध की समाजि के पश् चात उक् त मसौिा जनयमों पर
जिचार दकया िाएगा;
आपजत्तयां और सुझाि, यदि कोई हो, सुश्री िेबाला भट्टाचािी, अिर सजचि, भारत सरकार, दिव्यांगिन
सिजिकरण जिभाग, कमरा नंबर 517, 5िीं मंजिल, पंजडत िीनियाल अंत्योिय भिन, सीिीओ कॉम्प्लेक्स, लोधी रोड,
नई दिल्ली, 110003 को या ईमेल द्वारा debala.joarder@gov.in और/अथिा policy.depwd@gmail.com पर
भेिी िा सकती हैं;
उपरोि मसौिा जनयमों के संबंध में, दकसी भी व्यजि से उपरोि जनर्ििष्ट अिजध के समाि होने से पहले प्राि होने
िाली आपजत्तयों और सुझािों पर, केंर सरकार द्वारा जिचार दकया िाएगा।

मसौिा जनयम
1. संजिि िीर्िक और जिस्ट्तार- (1)इन जनयमों को दिव्यांगिन अजधकार (संिोधन) जनयमािली, 2025कहा िाएगा।
(2) ये आजधकाररक रािपत्र में उनके प्रकािन की तारीख से लागू होंगे।
2. दिव्यांगिन अजधकार जनयमािली, 2017के जनयम 22,और जनयम 38में जनम्नानुसार संिोधन दकया िाएगााः –
i. जनयम 22के उप-जनयम (4)में‘रजिस्ट्टडि डाक'िब्ि के स्ट्थान पर 'स्ट्पीड पोस्ट्ट'िब्ि प्रजतस्ट् थाजपत दकया िाएगा।
ii. जनयम 38के उप-जनयम (1)में ‘रजिस्ट्टडि डाक'िब्ि के स्ट्थान पर 'स्ट्पीड पोस्ट्ट'िब्ि प्रजतस्ट् थाजपत दकया िाएगा।

संख्या सा.का.जन. 591(अ.), दिनांक 15 िून, 2017 के माध्यम से प्रकाजित दकए गए थे और उन् हें जपछली बार
सा.का.जन.649 (अ.), दिनांक 16 अक्टूबर, 2024 द्वारा संिोजधत दकया गया था।

NOTIFICATION
New Delhi, the 4th August, 2025
G.S.R. 539(E).—The following draft of certain rules to amend the Rights of Persons with Disabilities Rules,
2017, which the Central Government proposes to make in exercise of the powers conferred by sub-sections (1) and (2)
of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), is hereby published as required by
sub-section (1) of the said section, for the information of all persons likely to be affected thereby; and notice is hereby
given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date
on which the copies of the Official Gazette in which this notification is published are made available to the public;
Objections and suggestions, if any, may be addressed to Ms. Debala Bhattacharjee, Under Secretary to the
Government of India, Department of Empowerment of Persons with Disabilities (Divyangjan), Room No 517, 5th
Floor, Pandit Deendayal Antyodaya Bhawan, CGO Complex, Lodhi Road, New Delhi, 110003 or by email at
debala.joarder@gov.in and/or policy.depwd@gmail.com ;
The objections and suggestions, which may be received from any person with respect to the said draft rules
before the expiry of the period specified above, will be considered by the Central Government.
DRAFT RULES
1. Short tile and extent.- (1) These rules may be called the Rights of Persons with Disabilities (Amendment)
Rules, 2025.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. The Rule 22, and Rule 38 of the Rights of Persons with Disabilities Rules, 2017, shall be amended as
under:-
i.
In sub-rule (4) of Rule 22 for the word ‘registered post’, the word ‘Speed Post’ shall be substituted.
ii.
In sub-rule (1) of Rule 38 for the word ‘registered post’, the word ‘Speed Post’ shall be substituted.
