सा.का.जन. 870(अ.).- अंतिेिीय पोत अजधजनयम, 2021 (2021 का 24) की धारा 106 की उपधारा
(2) के खंड (य) से (यछ) के साथ परित धारा 34 की उपधारा (1), धारा 35, धारा 36 की उपधारा (1), धारा 37 की
उपधारा (3), धारा 38 की उपधारा (1) और (4), धारा 39, धारा 41 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते
हुए, केंद्र सरकार भारत सरकार के पत्तन, पोत पररवहन और िलमागग मंत्रालय द्वारा संख्या सा.का.जन 422(अ.) दिनांक 7
िून, 2022 द्वारा अजधसूजचत अंतिेिीय िलयान (चालक िल) जनयम, 2022 के अजधक्रमण में, ऐसे अजधक्रमण से पूवग की गई
या लोप की गई संबंजधत पूवग बातों को छोड़कर, नए अंतिेिीय िलयान (चालक िल) जनयम 2025 तैयार करने का प्रस्ट्ताव
करती है, और अंतिेिीय िलयान अजधजनयम, 2021 (2021 का 24) की धारा 106 की उपधारा (1) द्वारा यथा अपेजित
उन सभी व्यजियों की िानकारी के जलए एतद्द्वारा प्रकाजित करती है जिनके इससे प्रभाजवत होने की संभावना है; और एतद्द्वारा
यह सूचना िी िाती है दक उि प्रारूप जनयमों पर उस तारीख से तीस दिन की समाजि के पश्चात जवचार दकया िाएगा, जिस
दिन इस अजधसूचना की प्रजतयां, रािपत्र में यथा प्रकाजित रूप में, िनता को उपलब्ध करा िी िाती हैं;

मसौिा जनयम
1.
संजिि िीर्गक और प्रारंभ.-
(1) इन जनयमों को अंतिेिीय िलयान (चालक िल) जनयम, 2025 कहा िाएगा।
(2) ये जनयम िासकीय रािपत्र में अंजतम रूप से प्रकािन की जतजथ से प्रवृत्त होंगे।
2. पररभार्ाएँ.-
(1) इन जनयमों में, िब तक दक संिभग से अन्यथा अपेजित न हो-
क. “अजधजनयम” से अंतिेिीय पोत अजधजनयम 2021 (2021 का 24) अजभप्रेत है;
(ख) "अनुमोदित प्रजििण संस्ट्थान" से जनयम 21 के अंतगगत अनुमोदित प्रजििण संस्ट्थान अजभप्रेत है;
(ग) "बुजनयािी सुरिा पाठ्यक्रम" से जनम्नजलजखत पाँच पाठ्यक्रम अजभप्रेत है, जिनका पाठ्य जववरण और अवजध वह होगी िो
भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जवजनर्िगष्ट की िाए:
(i) प्राथजमक जचदकत्सा सहायता;
(ii) उत्तरिीजवता तकनीकों में ििता;
(iii) व्यजिगत सुरिा और सामाजिक उत्तरिाजयत्व;
(iv) अजि रोकथाम और अजििमन; और
(v) जनर्िगष्ट सुरिा कतगव्यों वाले नाजवकों के जलए सुरिा प्रजििण;
(घ) "सामान्य प्रयोिन रेटटंग में कन्विगन पाठ्यक्रम" से ऐसा पाठ्यक्रम अजभप्रेत है जिसका पाठ्य जववरण और अवजध वह
होगी िो भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट की िाए;
(ङ) "अनुभव" में अंतिेिीय िलयानों और वाजणज् य पोत पररवहन अजधजनयम, 1958 (1958 का 44) के तहत पंिीकृत
िलयानों पर सेवा करके चालक िल द्वारा अर्िगत अनुभव िाजमल है, जिसमें निी-समुद्री िलयान भी िाजमल हैं;
(च) "िलयानों का सकल टनभार (िीटी)" से 24 मीटर और उससे अजधक लंबाई वाले िलयान के जलए, िलयानों के टनभार
माप पर अंतरागष्ट्रीय कन्वेंिन, 1969 के अनुसार पररकजलत सकल टनभार, और 24 मीटर से कम लंबाई वाले िलयान के
जलए, मचेंट जिपपंग (िलयानों का टनभार माप) जनयम, 1987 के अनुसार पररकजलत सकल टनभार अजभप्रेत है।
(छ) "भारतीय अंतिेिीय िलयान चालक िल (आईएनडीआईवीसी) संख्या" से एक अनुमोदित प्रजििण संस्ट्थान द्वारा प्रत्येक
अंतिेिीय िलयान चालक िल के सिस्ट्य को िी गई जवजिष्ट संख्या अजभप्रेत है;
(ि) "नया प्रजििण कायगक्रम" से अजभप्राय है इस जनयम के अंतगगत बुजनयािी सुरिा पाठ्यक्रम, कन्विगन पाठ्यक्रम, पुनश्चयाग
और पुनर्वगजधमान्यकरण पाठ्यक्रम, तैयारी पाठ्यक्रम अजभप्रेत है।
(झ) "पोटगल" से अजधजनयम की धारा 22 और धारा 106 के अंतगगत भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जवकजसत
केंद्रीय डाटाबेस 'िलयान' और 'नाजवक' पोटगल अजभप्रेत है;

(ञ) "प्रारंजभक पाठ्यक्रम" से अजभप्राय है डेक और इंिन जवभाग में जवजभन्न ग्रेडों के जलए पाठ्यक्रम अजभप्रेत है, जिसका पाठ्य
जववरण और अवजध वह होगी िो भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट की िाए;
(ट) "पुनश्चयाग एवं पुनर्वगजधमान्यकरण पाठ्यक्रम" से डेक जवभाग और इंिन जवभाग में जवजभन्न ग्रेडों के जलए पाठ्यक्रम अजभप्रेत
है, जिसे सीओसी धारक को अगले 5 वर्ों के जलए सीओसी की वैधता के अनुमोिन हेतु प्रत्येक 5 वर्ग में पूरा करना होता है।
पाठ्यक्रमों का पाठ्य जववरण और अवजध वह होगी िो भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट की िाए;
(ि) "अनुसूची" से इन जनयमों के साथ संलि अनुसूजचयां अजभप्रेत है, जिनमें प्रजििण संस्ट्थानों के अनुमोिन के मानक और
मास्ट्टर/प्राजधकारी के उत्तरिाजयत्व िाजमल हैं;
(ड) "इंिनों की कुल िजि (दकलोवाट)" से अंतिेिीय िलयान के सभी प्रणोिन इंिनों की कुल िजि अजभप्रेत है;
(ढ) "िेत्र" से ऐसा कोई भी अंतिेिीय िल िेत्र अजभप्रेत है, जिसे राज्य सरकार, अजधसूचना द्वारा, जनम्नजलजखत अजधकतम
आवश्यक तरंग ऊँचाई मानिंडों के आधार पर, इन जनयमों के प्रयोिनाथग िेत्र 1, िेत्र 2 और िेत्र 3 के रूप में घोजर्त करे-
क. िेत्र 1 से वह िेत्र अजभप्रेत है िहाँ अजधकतम आवश्यक तरंग ऊँचाई 2.0 मीटर से अजधक नहीं है;
ख. िेत्र 2 से वह िेत्र अजभप्रेत है िहाँ अजधकतम आवश्यक तरंग ऊँचाई 1.2 मीटर से अजधक नहीं है;
ग. िेत्र 3 से वह िेत्र अजभप्रेत है िहाँ अजधकतम आवश्यक तरंग ऊँचाई 0.6 मीटर से अजधक नहीं है।
(2) इन जनयमों में प्रयुि तथा पररभाजर्त नहीं दकए गए दकन्तु अजधजनयम में पररभाजर्त िब्िों और अजभव्यजियों के वही
अथग होंगे िो अजधजनयम में उनके जलए जनर्िगष्ट हैं।
3. अंतिेिीय िलयान.-
इन जनयमों के प्रयोिन के जलए, अंतिेिीय िलयानों को जनम्नजलजखत श्रेजणयों के अनुसार वगीकृत दकया िाएगा-
(क) अंतिेिीय िलयान, िो श्रेणी क में आते हैं, जनम्नजलजखत में से दकसी भी प्रकार के डेक दकए गए िलयान हैं-
(क) हाउस बोट को छोड़कर अन्य िलयान, जिनकी लंबाई 24 मीटर से अजधक हो और हाउस बोट जिनकी लंबाई 30 मीटर
से अजधक हो;
(ख) िलयान जिनमें 50 से अजधक यात्री सवार हों;
(ग) बांधकर ले िाने के जलए सुसजित सभी िलयान, जिनकी बोलाडग पुपलंग िमता 10 टन से अजधक हो;
(घ) पेरोजलयम वस्ट्तुओं, रसायनों या द्रवीकृत गैसों को भारी मात्रा में कागो के रूप में ले िाने के जलए जडजाइन और जनर्मगत
िलयान;
(ङ) खतरनाक सामान ले िाने वाले िलयान; और
(च) 300 सकल टनभार और उससे अजधक के िलयान।
(ख) श्रेणी ख - वे िलयाना िो श्रेणी 'क' या श्रेणी 'ग' के अंतगगत नहीं आते।
(ग) श्रेणी ग - 10 मीटर से कम लंबाई वाले िलयान।

4. न्यूनतम कार्मगक.-
(1) प्रत्येक अंतिेिीय िलयान में उप-जनयम (3) के अंतगगत यथाजवजनर्िगष्ट न्यूनतम कार्मगक होंगे।
(2) प्रत्येक अंतिेिीय िलयान पर लागू कार्मगकों की न्यूनतम संख्या, सवेिण प्रमाणपत्र में सवेिक द्वारा, िलयान के प्रकार
और आकार, उसके प्रचालन िेत्र, इंिन िमता और ऐसे अन्य कारकों के अनुसार ििग की िाएगी, िैसा समय-समय पर केन्द्रीय
सरकार द्वारा जनधागररत दकया िाए।
(3) प्रत्येक यंत्रचाजलत अंतिेिीय िलयान में प्रचालन के िौरान न्यूनतम जनम्नजलजखत चालक िल होंगे:

ख. अंतिेिीय इंिन चालक श्रेणी 1 प्रमाण पत्र के साथ
एक सेकंड अजभयंता या अंतिेिीय इंिन चालक श्रेणी
2 प्रमाण पत्र के साथ 2 वर्ग का अनुभव हो।

रटप्पण 1: सेरांग, इंिन चालक श्रेणी 2 और िीपी रेटटंग के मामले में, ऊपर जनर्िगष्ट आवश्यकताओं का अनुपालन, जनयमों के
लागू होने के 3 वर्ों के भीतर दकया िा सकता है।

रटप्पण 2: 1 घंटे से कम अवजध की लघु यात्राओं पर 500 िी.टी. से कम के िलयानों के जलए सामान्य प्रयोिन रेटटंग की संख्या
कम की िा सकती है, िैसा दक जनर्िगष्ट प्राजधकारी को स्ट्वीकायग हो।
रटप्पण 3: 1000 िीटी से अजधक के िलयानों के संबंध में डेक जवभाग और इंिन जवभाग के जलए जनधागररत कार्मगकों के अजतररि,
3000 िीटी से अजधक के प्रत्येक िलयान पर एक मास्ट्टर (जविेि िाने वाला) या मास्ट्टर (तटीय यात्रा के जनकट) और एक मेट
(जविेि िाने वाला) या मेट (तटीय यात्रा के जनकट) या मेट (मेट के जवकल्प के रूप में), एक अंतिेिीय िलयान मास्ट्टर प्रथम
श्रेणी, जिसके पास प्रजतबंजधत िीएमडीएसएस लाइसेंस और नौवहन महाजनिेिालय द्वारा िारी रडार ऑब्िवगर पाठ्यक्रम
प्रमाणपत्र और भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट अंतिेिीय िलयान मैन्युवटरंग जसम्युलेटर पाठ्यक्रम
प्रमाणपत्र हो, को रखा िाएगा। ऐसे िलयानों पर एक समुद्री इंिीजनयर अजधकारी (एनसीवी) श्रेणी II या एक समुद्री इंिीजनयर
अजधकारी (जविेि िाने वाला) श्रेणी III, या एक अंतिेिीय िलयान इंिीजनयर या अंतिेिीय िलयान इंिन चालक I श्रेणी भी
रखा िाएगा जिसे 3000 िीटी से अजधक के यांजत्रक रूप से चाजलत िलयान पर कम से कम िो वर्ग का अनुभव हो।
रटप्पण 4: जनर्िगष्ट प्राजधकारी, चालक िल की कमी के मामले में, एकमात्र यात्रा के जलए या एक माह से अनजधक अवजध के जलए,
िो भी पहले हो, उप-जनयम (3) के अंतगगत जनधागररत संख् या से कम कार्मगकों की अनुमजत िे सकता है।
रटप्पण 5: न्यूनतम िो वर्ग के अनुभव वाले मास्ट्टर श्रेणी 3 या सेरांग प्रमाणपत्र के मौिूिा धारकों को 300 िीटी से कम के श्रेणी
'क' िलयानों पर सेवा करने की अनुमजत िी िा सकती है।
रटप्पण 6: इस जनयम की अजधसूचना से पहले सीओसी के मौिूिा धारकों को बुजनयािी सुरिा पाठ्यक्रम को पूरा करना होगा
और नए प्रजििण कायगक्रम को पूरा करने के जलए इन जनयमों के लागू होने की तारीख से अजधकतम 3 वर्ग का समय दिया िाता
है।
(4) अजधजनयम की धारा 3 के खंड (म) के उपखंड (ii) में जनर्िगष्ट प्रत्येक गैर-यांजत्रक रूप से चाजलत अंतिेिीय िलयान (िैसे
डब िलयान, बिरा, प्लवमान इकाइयां, प्लवमान सतहें, ररग या िेटी) जिसकी लंबाई 15 मीटर से कम हो, को न्यूनतम एक
सामान्य प्रयोिन रेटटंग द्वारा संचाजलत दकया िाएगा और 15 मीटर या उससे अजधक लंबाई वाले प्रत्येक ऐसे िलयान को
न्यूनतम िो सामान्य प्रयोिन रेटटंग द्वारा संचाजलत दकया िाएगा।
(5) 425 दकलोवाट से अनजधक प्रणोिन िजि वाले दकसी भी यंत्रचाजलत अंतिेिीय िलयान को मास्ट्टर और इंिीजनयर की
अपेिाओं का अनुपालन करने वाला माना िाएगा, बिते दक ऐसे िलयान में मास्ट्टर और इंिीजनयर के रूप में ऐसा व्यजि हो
जिसके पास उपयुि श्रेणी के िोनों प्रमाण-पत्र हों।

(6) जनर्िगष्ट प्राजधकारी उप-जनयम (3) में जनधागररत से उच् च स्ट् तर के न्यूनतम कार्मगकों की संख्या जनर्िगष्ट कर सकता है, यदि
िीवन, संपजत्त, पयागवरण और अंतिेिीय िलमागों की सुरिा के जहत में अन्य कारक िैसे दक िलयान के व्यापार के स्ट् वरूप,
यात्रा की लंबाई, ऐसी अजतररि कार्मगक संख्या की आवश्यकता हो।
5. परीिकों एवं परीिा केन्द्रों की जनयुजि.-
(1) संबंजधत राज्य सरकार द्वारा अजधजनयम की धारा 36 के अंतगगत जनयुि मुख्य परीिक, परीिा आयोजित करने और ऐसे
सिमता प्रमाणपत्र प्राि करने के इच्छुक व्यजियों को सिमता प्रमाणपत्र िारी करने के जलए जिम् मेिार होगा।
(2) मुख्य परीिक को संबंजधत राज्य सरकार द्वारा जनयुि उपयुि संख्या में परीिकों द्वारा सहायता प्रिान की िाएगी।
(3) परीिा केंद्रों की सूची, ऐसे परीिा केंद्रों पर लागू मानिंड और मानक तथा परीिाओं का आयोिन या मूल्यांकन संबंजधत
राज्य सरकार द्वारा समय-समय पर िारी पररपत्रों द्वारा जनर्िगष्ट दकए िाएंगे।
(4) प्रत्येक परीिा केंद्र, स्ट्थानीय आवश्यकताओं के आकलन के आधार पर जवजभन्न ग्रेडों के जलए अपने परीिा कायगक्रम की
घोर्णा करेगा, जिसमें परीिा की पयागि आवृजत्त सुजनजश्चत की िाएगी तादक उम्मीिवारों को आवेिन की जतजथ से परीिा िेने
के जलए 6 माह से अजधक प्रतीिा न करनी पड़े।
(5) दकसी भी व्यजि को मुख्य परीिक के रूप में तब तक जनयुि नहीं दकया िाएगा िब तक दक वह अहगताओं और अनुभव
की जनम्नजलजखत अपेिाओं में से दकसी एक अपेिा को पूरा नहीं करता है:
(क) नौवहन महाजनिेिालय द्वारा िारी मास्ट्टर (जविेि िाने वाला) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी I सिमता
प्रमाणपत्र धारक हो, जिसमें िलयानों पर या राज्य समुद्री बोडों या नौवहन महाजनिेिालय या पत्तनों या राज्य अंतिेिीय
िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समकि के तहत प्रमाणपजत्रत अजधकारी के रूप में कम से कम
8 वर्ग का अनुभव हो; या;
(ख) नौवहन महाजनिेिालय द्वारा िारी फस्ट्टग मेट (जविेि िाने वाला) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी II
सिमता प्रमाणपत्र धारक हो, जिसमें िलयानों पर या राज्य समुद्री बोडों या नौवहन महाजनिेिालय या पत्तनों या राज्य
अंतिेिीय िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समकि के तहत प्रमाणपजत्रत अजधकारी के रूप में
कम से कम 10 वर्ग का अनुभव हो; या;
ग.
मास्ट्टर (तटीय यात्रा िलयान के जनकट) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी III (तटीय यात्रा िलयान
के जनकट-मुख्य इंिीजनयर अजधकारी) प्रमाणपत्र के साथ कम से कम 10 वर्ग का नौकायन अनुभव हो, जिसमें से कम से कम
5 वर्ग िलयानों पर या राज्य समुद्री बोडों या नौवहन महाजनिेिालय या पत्तनों या राज्य अंतिेिीय िलमागग प्राजधकरण या
अंतिेिीय िल पररवहन जनिेिालय के अधीन मास्ट्टर या मुख्य इंिीजनयर के रूप में हो; या
घ.
माध्यजमक जवद्यालय प्रमाणपत्र (एसएससी) और उससे ऊपर की िैिजणक अहगता के साथ अंतिेिीय िलयान मास्ट्टर
श्रेणी I या अंतिेिीय इंिीजनयर प्रमाणपत्र और अंतिेिीय िलयानों पर या राज्य समुद्री बोडों या राज्य अंतिेिीय िलमागग
प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या नौवहन महाजनिेिालय या पत्तन या समकि के अधीन प्रमाणपजत्रत
अजधकारी के रूप में कम से कम 15 वर्ग की सेवा हो, जिसमें से कम से कम 5 वर्ग की सेवा, पोतों या राज्य समुद्री बोडों या
नौवहन महाजनिेिालय या पत्तन में मास्ट्टर या मुख्य इंिीजनयर के रूप में हों; या।

ङ.
उपरोि (क), (ख), (ग) या (घ) के अनुसार अहगताएं धारक हों और भारतीय अंतिेिीय िलमागग प्राजधकरण या
अजभजहत प्राजधकरण या नौवहन महाजनिेिालय या समुद्री वाजणज्य जवभाग द्वारा अनुमोदित दकसी भी संस्ट्थान या जवभाग
में संकाय या परीिक के रूप में अनुभव रखता हो। संकाय या परीिक के रूप में अनुभव की अवजध को इस उप-जनयम के खंड
(क), (ख), (ग) और (घ) के तहत अपेजित जिपयाडग या अंतिेिीय िलयान के अनुभव के जलए जगना िा सकता है; और
च.
इन जनयमों की अजधसूचना के बाि जनयुि दकसी भी मुख्य परीिक के मामले में, उसे दकसी भी अनुमोदित प्रजििण
संस्ट्थान में भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट अंतिेिीय िलयानों के जलए प्रजििक और मूल्यांकनकताग
पाठ्यक्रम पूरा करना होगा।
परंतु यह दक जनर्िगष्ट प्राजधकारी जविेि िाने वाले मास्ट्टर को या मरीन इंिीजनयर ऑदफसर क्लास I मुख्य परीिकों को इस
पाठ्यक्रम की अपेिा से छूट िे सकता है।
(6)
मुख्य परीिक जनम्नजलजखत कतगव्यों का जनवगहन करेगा;
(क) राज्य में जवजभन्न ग्रेडों के सिमता प्रमाणपत्रों के जलए परीिाओं के समग्र संचालन का पयगवेिण करना;
(ख) जवजभन्न ग्रेडों के सिमता प्रमाणपत्र िारी करने का समग्र पयगवेिण करना; और
(ग) राज्य में जवजभन्न ग्रेडों के सिमता प्रमाणपत्रों के जलए परीिाओं की समय अंतराल और समय-साररणी जनधागररत करना।
(7) डेक जवभाग और इंिन जवभाग के जलए क्रमिः अलग-अलग परीिक होंगे। ऐसी जनयुजि के जलए न्यूनतम अहगक अनुभव
की गणना, संबंजधत जवभाग, डेक या इंिन, िैसा भी मामला हो, में उम्मीिवार की सेवा और जविेर्ज्ञता के आधार पर की
िाएगी। दकसी भी व्यजि को संबंजधत जवभाग के जलए परीिक के रूप में तब तक जनयुि नहीं दकया िाएगा िब तक दक वह
जनम्नजलजखत में से संबंजधत अहगता और अनुभव पूरा नहीं कर लेता:
(क) नौवहन महाजनिेिालय द्वारा िारी मास्ट्टर (जविेि िाने वाले) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी I सिमता
प्रमाणपत्र धारक हो, साथ ही िलयानों पर या राज्य समुद्री बोडों या नौवहन महाजनिेिालय या पत्तनों या राज्य अंतिेिीय
िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समकि के तहत प्रमाणपजत्रत अजधकारी के रूप में न्यूनतम 5
वर्ग का अनुभव हो; या
(ख) नौवहन महाजनिेिालय द्वारा िारी प्रथम मेट (जविेि िाने वाला) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी II
सिमता प्रमाणपत्र धारक हो, साथ ही िलयानों पर या राज्य समुद्री बोडों या नौवहन या पत्तन महाजनिेिालय या राज्य
अंतिेिीय िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समकि के तहत प्रमाणपजत्रत अजधकारी के रूप में
कम से कम 7 वर्ग का अनुभव हो; या
(ग) मास्ट्टर (तटीय यात्रा पोत के जनकट) या समुद्री इंिीजनयर अजधकारी (एमईओ) श्रेणी III (तटीय यात्रा पोत के जनकट -
मुख्य इंिीजनयर अजधकारी) प्रमाणपत्र के साथ कम से कम 7 वर्ग का नौकायन अनुभव जिसमें से कम से कम 3 वर्ग का अनुभव
पोतों पर मास्ट्टर या मुख्य इंिीजनयर के रूप में या राज्य समुद्री बोडों या नौवहन या पत्तन महाजनिेिालय या राज्य अंतिेिीय
िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समकि के अधीन होना चाजहए; या

(घ) माध्यजमक जवद्यालय प्रमाणपत्र (एसएससी) और उच्चतर और िैिजणक योग्यता और अंतिेिीय िलयान मास्ट्टर श्रेणी I
या अंतिेिीय इंिीजनयर प्रमाणपत्र के साथ अंतिेिीय िलयानों पर या राज्य समुद्री बोडों या राज्य अंतिेिीय िलमागग
प्राजधकरण या नौवहन या पत्तन महाजनिेिालय या अंतिेिीय िल पररवहन जनिेिालय या समकि के तहत या प्रमाणपजत्रत
अजधकारी के रूप में न्यूनतम 12 वर्ग की सेवा, जिसमें से कम से कम 3 वर्ग की सेवा मास्ट्टर या मुख्य अजभयंता के रूप में हो;
और
(ङ) उपरोि (क), (ख), (ग) या (घ) में उजल्लजखत अहगताएं धारक हो और भारतीय अंतिेिीय िलमागग प्राजधकरण या नाजमत
प्राजधकरण या नौवहन महाजनिेिालय या समुद्री वाजणज्य जवभाग द्वारा अनुमोदित दकसी भी संस्ट्थान या जवभाग में संकाय
या परीिक के रूप में अनुभव हो। संकाय या परीिक के रूप में अनुभव की अवजध को इस उप-जनयम के खंड (क), (ख), (ग)
और (घ) के अंतगगत अपेजित जिपयाडग या अंतिेिीय िलयान के अनुभव में जगना िा सकता है; और
(च) इन जनयमों की अजधसूचना के बाि जनयुि दकसी भी परीिक के मामले में, तो उसे दकसी अनुमोदित प्रजििण संस्ट्थान में
भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा जनर्िगष्ट अंतिेिीय िलयानों के जलए प्रजििक और मूल्यांकन पाठ्यक्रम पूरा
करना होगा।
परंतु, यह दक जनर्िगष्ट प्राजधकारी मास्ट्टर (जविेि िाने वाले) मास्ट्टर या समुद्री इंिीजनयर अजधकारी श्रेणी I परीिकों को इस
पाठ्यक्रम की अपेिा से छूट िे सकता है।
(8)
परीिक जनम्नजलजखत कतगव्यों का जनवगहन करेगा; अथागत्: -
(क) दकसी परीिा केंद्र पर जवजभन्न ग्रेडों के सिमता प्रमाणपत्रों के जलए परीिाओं का पयगवेिण एवं संचालन करना।
(ख) जवजभन्न ग्रेडों के सिमता प्रमाणपत्र िारी करना।
(ग) परीिा और प्रजििण कायगक्रम में भाग लेने वाले व्यजियों का मूल्यांकन करना तथा सफल अभ्यर्थगयों की सूची मुख्य
परीिक को प्रस्ट्तुत करना।
(घ) मुख्य परीिक को उसके कतगव्यों और जिम्मेिाररयों के जनवगहन में सहायता करना।
(9) इस जनयम और अजधजनयम की धारा 37(1) के प्रयोिनों के जलए, संबंजधत राज्य सरकार परीिकों द्वारा मुख्य परीिक
को उपलब्ध कराई गई ररपोटग का मूल्यांकन कर सकती है।
6. सिमता प्रमाण पत्र िारी करना.-
(1) दकसी भी अभ्यथी को इन जनयमों के प्ररूप संख्या 4 और प्ररूप संख्या 5 के अंतगगत सिमता प्रमाणपत्र तब तक प्रिान
नहीं दकया िाएगा िब तक दक वह न्यूनतम 50% अंक प्राि न कर ले।
(2) सिमता प्रमाणपत्र के प्रत्येक ग्रेड के जलए परीिा में जलजखत और मौजखक परीिा िाजमल होगी; िो प्रत्येक ग्रेड की परीिा
के जलए पाठ्यक्रम पर आधाररत होगी, िैसा भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा समय-समय पर पररपत्रों के रूप
में िारी दकया िाए।
(3) उपरोि उप-जनयम (2) इन जनयमों के अंतगगत िारी दकए गए सेवा प्रमाणपत्र पर लागू नहीं होगा।
(4)
जनम्नजलजखत ग्रेडों के जलए सिमता प्रमाणपत्र िारी दकया िा सकता है, अथागत्:
(क) डेक जवभाग-
(i) मास्ट्टर श्रेणी 1
(ii) मास्ट्टर श्रेणी 2
(iii) मास्ट्टर श्रेणी 3/सेरांग

इंिन जवभाग-

(ii) इंिन चालक श्रेणी 1
(iii) इंिन चालक श्रेणी 2
(5) उप-जनयम (2) में सिमता प्रमाण-पत्र के सभी धारकों को सिमता प्रमाण-पत्र िारी करने की तारीख से पांच वर्ग के
पश्चात् तथा उसके बाि प्रत्येक पांच वर्ग के अंतराल पर दकसी अनुमोदित प्रजििण संस्ट्थान में पुनश्चयाग और पुनर्वगजधमान्यकरण
पाठ्यक्रम अजनवायग रूप से पूरा करना होगा तथा सिमता प्रमाण-पत्र को मुख्य परीिक द्वारा अनुमोदित दकया िाएगा।
7. मास्ट्टर एवं डेक जवभाग.-
(1) अंतिेिीय पोत मास्ट्टर श्रेणी 1, मास्ट्टर श्रेणी 2 और मास्ट्टर श्रेणी 3/सेरांग के रूप में सिमता प्रमाण पत्र प्रिान करने के
जलए परीिा, परीिक द्वारा संबंजधत राज्य में परीिा स्ट्थलों पर परीिा केंद्र द्वारा प्रकाजित जतजथयों पर आयोजित की िाएगी।
(2) परीिा के जलए प्रत्येक आवेिन पत्र, इन जनयमों के साथ संलि प्ररूप संख्या 3 में भरकर उसमें उजल्लजखत िस्ट्तावेिों की
प्रजतयों के साथ िमा दकया िाएगा और ऐसा आवेिन, अभ्यथी की जनयम 9, जनयम 10, जनयम 11, जनयम 13, जनयम 14
और जनयम 15 में यथावर्णगत पात्रता सुजनजश्चत करने के जलए आवश्यक सहायक िस्ट्तावेिों के साथ 'िलयान' और 'नाजवक'
पोटगल के माध्यम से ऑनलाइन िमा दकया िाएगा या संबंजधत परीिा केंद्रों या नाजमत प्राजधकारी द्वारा, िैसा भी मामला
हो, घोजर्त की गई जनधागररत जतजथ के अनुसार परीिा केंद्र पर िमा दकया िाएगा।
(3) िलयान के मास्ट्टर की सामान्य जिम् मेिाररयां और अजधकार इन जनयमों की अनुसूची II में ििागए गए हैं।
8. अंतिेिीय िलयान के मास्ट्टर श्रेणी 1 के प्रमाणन के जलए न्यूनतम अपेिाएं-
(1)
मास्ट्टर श्रेणी 1 के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी को:
(क) इन जनयमों के अंतगगत िारी दकए गए अंतिेिीय िलयान के मास्ट्टर श्रेणी 2 के रूप में वैध सिमता प्रमाणपत्र धारक
होना चाजहए;
(ख) जद्वतीय श्रेणी मास्ट्टर के बाि न्यूनतम 3 वर्ग की िलयान सेवा, जिसमें से कम से कम एक वर्ग न् यूनतम 300 गीगाटन के
अंतिेिीय िलयान के प्रभारी के रूप में हो;
(ग) जवजधवत पंिीकृत एमबीबीएस जचदकत्सक से प्ररूप संख्या 1 में अपनी िारीररक योग्यता के संबंध में जचदकत्सा प्रमाणपत्र
प्रस्ट्तुत करना होगा;
(घ) दकसी अनुमोदित प्रजििण संस्ट्थान में मास्ट्टर श्रेणी 1 के जलए प्रारंजभक पाठ्यक्रम सफलतापूवगक पूरा दकया हो;
(ङ) दकसी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के जलए
पाँच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
(2) इस जनयम में दकसी बात के होते हुए भी, राज्य सरकार, उपयुगि उपजनयम (1) में जवजनर्िगष्ट अपेिाओं के अलावा अंतिेिीय
िल के दकसी जविेर् िेत्र के जलए अजनवायग अपेिाएं जनधागररत कर सकेगी, जिसके जलए अंतिेिीय िलयान का सुरजित
नौवहन या प्रचालन सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
9. अंतिेिीय िलयान के मास्ट्टर श्रेणी 2 के प्रमाणन के जलए न्यूनतम अपेिाएं:
(1)
मास्ट्टर श्रेणी 2 के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी को:

(क) इन जनयमों के अंतगगत िारी वैध मास्ट्टर श्रेणी 3/सेरांग सिमता प्रमाणपत्र धारक होना चाजहए;
(ख) िलयान पर न्यूनतम 36 माह की सेवा होनी चाजहए, जिसमें से 12 माह मास्ट्टर श्रेणी 3/सेरांग के रूप में होनी चाजहए;
(ग) जवजधवत पंिीकृत एमबीबीएस जचदकत् सक से प्ररूप संख्या 1 में अपनी िारीररक योग्यता के संबंध में जचदकत्सा प्रमाणपत्र
प्रस्ट्तुत करना होगा;
(घ) दकसी अनुमोदित प्रजििण संस्ट्थान में मास्ट्टर श्रेणी 2 के जलए प्रारंजभक पाठ्यक्रम सफलतापूवगक पूरा दकया हो;
(ङ) दकसी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के जलए
पाँच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
(2) इस जनयम में दकसी बात के होते हुए भी, राज्य सरकार उपयुि उपजनयम (1) में जवजनर्िगष्ट अपेिाओं के अलावा अंतिेिीय
िल के दकसी जविेर् िेत्र के जलए अजनवायग अपेिाएं जनधागररत कर सकेगी, जिसके जलए अंतिेिीय िलयान का सुरजित
नौवहन या प्रचालन सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
10. अंतिेिीय िलयान के मास्ट्टर श्रेणी 3/सेरांग के प्रमाणन के जलए न्यूनतम अपेिाएं-
(1)
मास्ट्टर श्रेणी 3/सेरांग के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी:
(क) भारत का नागररक होना चाजहए;
(ख) कम से कम इक्कीस वर्ग की आयु का होना चाजहए;
(ग) जचदकत्सकीय रूप से स्ट्वस्ट्थ होना चाजहए और जवजधवत पंिीकृत एमबीबीएस जचदकत् सक से प्ररूप संख्या 1 में अपनी
िारीररक स्ट्वास्ट््य के संबंध में जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करना होगा;
(घ) दकसी भी अनुमोदित प्रजििण संस्ट्थान में मास्ट्टर श्रेणी 3/सेरांग के जलए अनुमोदित प्रारंजभक पाठ्यक्रम सफलतापूवगक
पूरा दकया हो और अंतिेिीय िलयानों पर न्यूनतम 36 माह की सेवा की हो; और
(ङ) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पाँच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
2. इस जनयम में दकसी बात के होते हुए भी, राज्य सरकार उपजनयम (1) में जनर्िगष्ट अपेिाओं के अलावा, अंतिेिीय िल के
दकसी जविेर् िेत्र के जलए अजनवायग के रूप में अन्य अपेिाएं जनधागररत कर सकती है, जिसके जलए अंतिेिीय िलयान के
सुरजित नौवहन या प्रचालन सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
3. अंतिेिीय िलयानों पर सेवारत मौिूिा मास्ट्टर श्रेणी 3/सेरंगों को मास्ट्टर श्रेणी 3/सेरंग के रूप में सेवा करने की अनुमजत
िी िाएगी और उन्हें नए प्रजििण कायगक्रम में भाग लेने के जलए इन जनयमों के लागू होने की जतजथ से अजधकतम 3 वर्ग का
समय िेना होगा।
11. इन जनयमों के अजधजनयम से पहले मौिूिा लास्ट्कर/डेक कमगचाररयों के जलए अंतिेिीय िलयान के मास्ट्टर श्रेणी 3/सेरांग
के प्रमाणीकरण हेतु न्यूनतम अपेिाएं।
(1) मौिूिा लास्ट्कर/डेक कार्मगकों के प्रमाणन के प्रयोिनों के जलए, जिन्होंने इन जनयमों के अजधजनयमन से पहले अंतिेिीय
िलयानों में सेवाएं िुरू कर िी हैं, पर जनम्नजलजखत ितें लागू होंगी;

क. केन्द्रीय या राज्य सरकार द्वारा मान्यता प्राि बोडग से 8वीं किा उत्तीणग हो या दकसी अनुमोदित प्रजििण संस्ट्थान
से सामान्य प्रयोिन रेटटंग के जलए कन्विगन पाठ्यक्रम पूरा दकया हो;
ख. पहंिी या अंग्रेिी या राज्य की िेत्रीय भार्ा पढ़ने और जलखने में सिम हो;
ग. जनम्नजलजखत न्यूनतम सेवा मानिंडों में से दकसी एक को पूरा करना;
i.
कम से कम 300 िीटी िमता वाले अंतिेिीय िलयानों या समुद्री िलयानों पर चार वर्ग की सेवा; या
ii.
कम से कम 24 मीटर लंबाई वाले िलयानों पर पांच वर्ग की सेवा; या
iii.
10 मीटर से कम लंबाई वाले िलयान पर छह वर्ग; या
iv.
ऐसे अभ्यथी जिन्होंने रिा, पुजलस, प्रांतीय सिस्त्र कांस्ट्टेबुलरी या अन्य अधगसैजनक बलों के िलयानों पर 5
वर्ग या उससे अजधक समय तक सेवा की हो;
घ. जिसमें से कम से कम एक वर्ग की सेवा हेल्समैन या सहायक मास्ट्टर (डेक) या सीकनी या बोट मास्ट्टर या समकि के रूप
में की हो;
ङ
दकसी भी अनुमोदित प्रजििण संस्ट्थान में मास्ट्टर श्रेणी 3/सेरांग के जलए प्रारंजभक पाठ्यक्रम में सफलतापूवगक भाग
जलया हो;
च. दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
(2) इस जनयम में जनजहत दकसी बात के होते हुए भी, राज्य सरकार उपरोि उपजनयम (1) में उन जवजनर्िगष्ट अपेिाओं के
अलावा अंतिेिीय िल के दकसी जविेर् िेत्र के जलए अजनवायग के रूप में अन्य अपेिाएं जनधागररत कर सकती है, जिसके जलए
अंतिेिीय िलयान के सुरजित नौवहन या संचालन को सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
12. रेटटंग रूट के माध्यम से नए प्रवेिकों के जलए अंतिेिीय िलयान के मास्ट्टर श्रेणी 3/सेरांग के प्रमाणन के जलए
न्यूनतम अपेिाएं.–
(1) मौिूिा लास्ट्कर/डेक कार्मगकों/सामान्य प्रयोिन रेटटंग सजहत रेटटंग मागग के माध्यम से नए प्रवेिकों के प्रमाणन के
प्रयोिनों के जलए जनम्नजलजखत अपेिाओं को पूरा करना होगा;
i.
अंतिेिीय िलयान के मौिूिा डेक/इंिन कार्मगकों के जलए न्यूनतम 8वीं किा उत्तीणग हो तथा नए प्रवेिकों के जलए
न्यूनतम 10वीं किा उत्तीणग होना अपेजित है;

दकसी भी अनुमोदित प्रजििण संस्ट्थान से सामान्य प्रयोिन रेटटंग पाठ्यक्रम सफलतापूवगक पूरा दकया हो; और
iii.
अंतिेिीय िलयानों या समुद्री िहािों पर कम से कम तीन वर्ग की सेवा की हो, जिसमें से एक वर्ग की सेवा
हेल्समैन या सीकनी या समकि के रूप में हो।
(2) उप-जनयम (1) में अपेिाओं के अजतररि, रेटटंग मागग के माध्यम से प्रत्येक नए प्रवेिकों, जिसमें मौिूिा लास्ट्कर या डेक
कार्मगक या सामान्य प्रयोिन रेटटंग िाजमल हैं,
(क) भारत का नागररक हो;
(ख) इक्कीस वर्ग से कम आयु न हो;
(ग) जचदकत्सकीय रूप से स्ट्वस्ट्थ होना चाजहए तथा इन जनयमों के साथ संलि प्ररूप संख्या 1 में अपनी िारीररक स्ट्वस्ट्थता के
बारे में जवजधवत पंिीकृत एमबीबीएस जचदकत्सक से जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करना चाजहए;
(घ) दकसी भी अनुमोदित प्रजििण संस्ट्थान में मास्ट्टर श्रेणी 3 या सेरांग के जलए प्रारंजभक पाठ्यक्रम में सफलतापूवगक भाग
जलया हो तथा अंतिेिीय िलयानों पर न्यूनतम 36 माह की सेवा की हो; और
(ङ) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
(3) इस जनयम में जनजहत दकसी बात के होते हुए भी, राज्य सरकार उपरोि उपजनयम (1) में उन जवजनर्िगष्ट अपेिाओं के
अलावा अंतिेिीय िल के दकसी जविेर् िेत्र के जलए अजनवायग के रूप में अन्य अपेिाएं जनधागररत कर सकती है, जिसके जलए
अंतिेिीय िलयान का सुरजित नौचालन या प्रचालन को सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
13. कैडेट प्रजििण मागग के माध्यम से नए प्रवेिकों के जलए अंतिेिीय िलयान के मास्ट्टर श्रेणी 3 या सेरांग या इंिन
चालक श्रेणी 2 के प्रमाणन के जलए न्यूनतम अपेिाएं—
(1) कैडेट प्रजििण मागग के माध्यम से प्रत्येक नए प्रवेिकों के प्रमाणन के प्रयोिनाथग, उन्हें जनम्नजलजखत अपेिाओं को पूरा
करना होगा –
(क) भारत का नागररक हो;
(ख) अिारह वर्ग से कम आयु का न हो;
(ग) जचदकत्सकीय रूप से स्ट्वस्ट्थ होना चाजहए और इन जनयमों के साथ संलि प्ररूप संख्या 1 में अपनी िारीररक स्ट्वस्ट्थता के
बारे में जवजधवत पंिीकृत एमबीबीएस जचदकत्सक से जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करना अपेजित है;
(घ) जनम्नजलजखत में से कोई भी िैिजणक अहगताएं होनी चाजहए:
(i) केंद्र या राज्य सरकार द्वारा मान्यता प्राि बोडग से किा 12वीं की परीिा उत्तीणग; या
(ii) केंद्र या राज्य सरकार द्वारा मान्यता प्राि बोडग से किा 10वीं की परीिा उत्तीणग की हो और जिन्होंने औद्योजगक प्रजििण
संस्ट्थान या कौिल जवकास जवश्वजवद्यालय या राष्ट्रीय मुि जवद्यालय या कौिल जवकास पररर्ि या समकि संस्ट्थान या संगिन
से व्यावसाजयक या कौिल प्रजििण पाठ्यक्रम सफलतापूवगक पूरा दकया हो; या

(iii) केंद्र या राज्य सरकार द्वारा मान्यता प्राि बोडग से किा 10वीं की परीिा उत्तीणग की हो और जिन्होंने अजखल भारतीय
तकनीकी जििा पररर्ि या कौिल जवकास जवश्वजवद्यालय या समकि संस्ट्थान या संगिन द्वारा अनुमोदित यांजत्रक या समुद्री
या इलेजक्रकल इंिीजनयटरंग में जडप्लोमा सफलतापूवगक पूरा दकया हो; या
(iv) केंद्र या राज्य सरकार द्वारा मान्यता प्राि बोडग से किा 10वीं की परीिा उत्तीणग की हो और जिन्होंने राष्ट्रीय जििा नीजत
के तहत उपरोि (iii) में अहगता के समकि क्रेजडट सफलतापूवगक पूरा कर जलया हो; और
(ङ) दकसी भी अनुमोदित प्रजििण संस्ट्थान से अंतिेिीय िलयान कैडेट प्रजििण पाठ्यक्रम सफलतापूवगक पूरा दकया हो,
जिसका पाठ्यक्रम और अवजध भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा यथाजवजनर्िगष्ट हो;
(च) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम सफलतापूवगक पूरे दकए हों;
(छ) अंतिेिीय िलयानों या समुद्री िहािों पर या तो जनम्न अवजध तक सेवा की हो:
(i) िो वर्ग, यदि अभ्यथी इस उप-जनयम के खंड (घ) के उप-खंड (i) के अंतगगत िैजिक अहगता धारक है; या
(ii) 18 माह, यदि अभ्यथी इस उप-जनयम के खंड (घ) के उप-खंड (ii) के अंतगगत िैजिक अहगता धारक है; या
(iii) 12 माह, यदि अभ्यथी इस उप-जनयम के खंड (घ) के उप-खंड (iii) के अंतगगत िैजिक धारक है।
परंतु दक कुल सेवा अंतिेिीय िलयान कैडेट प्रजििु या सामान्य प्रयोिन रेटटंग के रूप में की गई हो, जिसमें िलयान पर
संरजचत प्रजििण कायगक्रम उसकी सेवा ररकॉडग पुजस्ट्तका में सत्याजपत हो और उसने राज्य के पत्तन या अंतिेिीय िलमागों में
चलने वाले पोत पर योग्य मास्ट्टर श्रेणी 1 या श्रेणी 2 या श्रेणी 3 सेरांग या इंिन चालक श्रेणी 1 या इंिन चालक श्रेणी 2 के
तहत कम से कम छह माह की जनगरानी सेवा की हो।
(ि) अंतिेिीय िलयान कैडेट को अंतिेिीय िलयान कैडेट प्रेरण प्रजििण के सफल समापन पर सामान्य प्रयोिन रेटटंग
प्रमाणपत्र प्रिान दकया िाएगा।
(2) इस जनयम में जनजहत दकसी बात के होते हुए भी, राज्य सरकार उपरोि उपजनयम (1) में उन जवजनर्िगष्ट अपेिाओं के
अलावा अंतिेिीय िल के दकसी जविेर् िेत्र के जलए अजनवायग के रूप में अन्य अपेिाएं जनधागररत कर सकती है, जिसके जलए
अंतिेिीय िलयान के सुरजित नौवहन या संचालन को सुजनजश्चत करने के जलए उि अपेिाओं का अनुपालन अपेजित है।
14. इंजिनीयटरंग जवभाग-
(1) अंतिेिीय इंिीजनयर प्रमाण पत्र, इंिन चालक श्रेणी 1 प्रमाण पत्र और इंिन चालक श्रेणी 2 के रूप में सिमता प्रमाण
पत्र प्रिान करने के जलए परीिा, परीिक द्वारा संबंजधत राज्य सरकारों के परीिा स्ट्थलों पर, परीिा केंद्र द्वारा प्रकाजित
जतजथयों पर आयोजित की िाएगी।
(2) परीिा के जलए प्रत्येक आवेिन पत्र इन जनयमों के साथ संलि प्रपत्र संख्या 3 में भरकर उसमें उजल्लजखत िस्ट्तावेिों की
प्रजतयों के साथ प्रस्ट्तुत दकया िाएगा और ऐसा आवेिन पत्र अभ्यथी की पात्रता सुजनजश्चत करने के जलए अपेजित सहायक
िस्ट्तावेिों के साथ संबंजधत परीिा केंद्रों या नाजमत प्राजधकारी द्वारा घोजर्त जनधागररत जतजथ से पहले परीिा केंद्र पर प्रस्ट्तुत
दकया िाएगा।
15. अंतिेिीय िलयान के इंिीजनयर के प्रमाणन के जलए न्यूनतम अपेिाएं-
(1) अंतिेिीय िलयान इंिीजनयर के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी को:

क. अजधजनयम के तहत िारी इंिन चालक श्रेणी 1 सिमता प्रमाण पत्र के साथ-साथ माध्यजमक जवद्यालय प्रमाण पत्र
की िैिजणक अहगता धारक होना चाजहए।
ख. प्रथम श्रेणी इंिन चालक ििता के बाि 425 दकलोवाट से अजधक प्रणोिन िजि वाले िलयानों पर न्यूनतम 3 वर्ग
की िलयान पर सेवा होनी चाजहए, जिसमें से एक वर्ग अंतिेिीय िलयानों के प्रथम श्रेणी इंिन चालक (इंिन कि
प्रभारी) के रूप में होना चाजहए।
ग. जवजधवत पंिीकृत एमबीबीएस जचदकत्सक जचदकत्सक से प्ररूप नंबर 1 में अपनी िारीररक स्ट्वस्ट्थता के बारे में एक
जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करना।
घ. दकसी भी अनुमोदित प्रजििण संस्ट्थान में अंतिेिीय िलयान इंिीजनयर के जलए प्रारंजभक पाठ्यक्रम में
सफलतापूवगक भाग जलया हो।
ङ. दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों
के जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हो।
16. अंतिेिीय िलयान के इंिन चालक श्रेणी 1 के प्रमाणन के जलए न्यूनतम अपेिाएं-
1. इंिन चालक श्रेणी 1 के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी को:
(क) अजधजनयम के तहत िारी वैध जद्वतीय श्रेणी इंिन चालक, योग्यता प्रमाण पत्र धारक होना चाजहए।
(ख) न्यूनतम 36 माह की सेवा होनी चाजहए, जिसमें से 12 माह जद्वतीय श्रेणी इंिन चालक के रूप में होनी चाजहए.
(ग) जवजधवत पंिीकृत एमबीबीएस जचदकत्सक से प्ररूप संख्या 1 में अपनी िारीररक स्ट्वस्ट्थता के बारे में एक जचदकत्सा प्रमाण
पत्र प्रस्ट्तुत करना।
(घ) दकसी भी अनुमोदित प्रजििण संस्ट्थान में इंिन चालक श्रेणी 1 के जलए प्रारंजभक पाठ्यक्रम में सफलतापूवगक भाग जलया
हो।
(ङ) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
17. अंतिेिीय िलयान के इंिन चालक श्रेणी 2 के प्रमाणन के जलए न्यूनतम अपेिाएं-
1. इंिन चालक श्रेणी 1 के रूप में प्रमाणन के जलए प्रत्येक अभ्यथी को:
(क) भारत का नागररक होना चाजहए;
(ख) 21 वर्ग से कम आयु का न हो;
(ग) इन जनयमों के साथ संलि प्ररूप संख्या 1 में अपनी िारीररक स्ट्वस्ट्थता के बारे में जवजधवत पंिीकृत एमबीबीएस जचदकत्सक
से जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करना होगा;
(घ) दकसी अनुमोदित प्रजििण संस्ट्थान से इंिन चालक श्रेणी 2 के जलए प्रारंजभक पाठ्यक्रम पूरा दकया होगा;
(ङ) सामान्य प्रयोिन रेटटंग के रूप में अंतिेिीय िलयानों पर न्यूनतम 36 माह की सेवा की हो; और
(च) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हो।

(2) अंतिेिीय िलयानों पर सेवारत मौिूिा इंिन चालक श्रेणी 2 को इंिन चालक श्रेणी 2 के रूप में सेवा करने की अनुमजत
िी िा सकती है और नए प्रजििण कायगक्रम में भाग लेने के जलए इन जनयमों के लागू होने की तारीख से अजधकतम 3 वर्ग का
समय दिया िा सकता है।
18. सेवा प्रमाणपत्र-
(1) कोई अभ्यथी, जिसने भारतीय तट रिक, नौसेना या सेना के दकसी िलयान पर पर 5 वर्ग तक मास्ट्टर या इंिीजनयर के
तौर पर काम दकया है, उसे िलयान के आकार के आधार पर मास्ट्टर श्रेणी 1, मास्ट्टर श्रेणी 2, मास्ट्टर श्रेणी 3/सेरांग, अंतिेिीय
इंिीजनयर, इंिन चालक श्रेणी 1 या इंिन चालक श्रेणी 2 के तौर पर और दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन
महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के जलए पांच बुजनयािी सुरिा पाठ्यक्रमों सजहत प्रासंजगक
प्रारंजभक पाठ्यक्रम के सफल समापन पर, सेवा प्रमाण-पत्र दिया िा सकता है।
(2) िो अभ्यथी ऊपर दिए गए उप-जनयम (1) का पालन करते पाए िाएंगे, उन्हें जलजखत परीिा से छूट िी िाएगी, लेदकन
उन्हें मौजखक परीिा उत्तीणग करनी होगी:
बिते दक आवेिक द्वारा प्रस्ट्तुत भारतीय तटरिक, नौसेना या सेना द्वारा िारी अहगता के प्रासंजगक प्रमाणपत्रों को जनर्िगष्ट
प्राजधकारी द्वारा सत्याजपत दकया िाएगा।
(3) सेवा प्रमाण-पत्र इन जनयमों के साथ िुड़े प्ररूप संख्या 2 में िारी दकया िाएगा और इसका प्रभाव इन जनयमों के अंतगगत
प्रित्त सिमता प्रमाण-पत्र िैसा ही होगा।
19. अंतिेिीय िलयान के सामान्य उद्देश्य रेटटंग में िाजमल होने के जलए न्यूनतम अपेिाएं.-
(1) सामान्य उद्देश्य रेटटंग के तौर पर प्रमाण-पत्र के जलए प्रत्येक अभ्यथी को:
(क) भारत का नागररक होना चाजहए
(ख) आयु 18 वर्ग से कम न हो
(ग) अंतिेिीय िलयान के मौिूिा डेक/इंिन कार्मगकों के जलए कम से कम 8वीं किा उत्तीणग होना चाजहए और नए प्रवेिकों
के जलए कम से कम 10वीं किा उत्तीणग होना चाजहए;
(घ) प्ररूप संख्या 1 में अपनी िारीररक स्ट्वस्ट्थता के बारे में दकसी पंिीकृत एमबीबीएस जचदकत्सक से जचदकत्सा प्रमाण-पत्र
प्रस्ट्तुत करना चाजहए।
(ङ) यदि नए प्रवेिक हैं, तो दकसी भी अनुमोदित प्रजििण संस्ट्थान में सामान्य उद्देश्य रेटटंग्स के जलए प्रवेि प्रजििण पूरा
दकया हो।
(च) यदि मौिूिा डेक/इंिन कार्मगक ने दकसी अंतिेिीय िलयान पर सहायक डेक/इंिन कार्मगक के तौर पर कम से कम 2 वर्ग
पूरे कर जलए हैं और डेक कार्मगक के जलए मास्ट्टर श्रेणी 1/2/3 से या इंिन कार्मगक के जलए इंिीजनयर/इंिन चालक श्रेणी 1/2
से सिमता का प्रमाण-पत्र प्राि कर जलया है, जिसके अंतगगत उसने सहायक डेक/इंिन कार्मगक के तौर पर जपछले छह माह का
प्रजििण पूरा दकया है।
परंतु दक, मौिूिा डेक/इंिन कार्मगकों को दकसी भी अनुमोदित प्रजििण संस्ट्थान में कन्वजगन पाठ्यक्रम पूरा दकया हो।

(छ) दकसी भी अनुमोदित प्रजििण संस्ट्थान या नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान में अंतिेिीय िलयानों के
जलए पांच बुजनयािी सुरिा पाठ्यक्रम पूरे दकए हों।
(2) अंतिेिीय िलयान पर काम कर रहे मौिूिा रेटटंग्स/लास्ट्कसग को रेटटंग्स/लास्ट्कसग के तौर पर काम करने की अनुमजत िी
िाएगी और इन जनयमों के लागू होने की तारीख से नए प्रजििण कायगक्रम पूरा करने के जलए उन्हें अजधकतम 3 वर्ग का समय
दिया िाएगा।
(3) मौिूिा मांझी या मछुआरे जिनकी आयु 23 वर्ग या उससे ज़्यािा है, िो पारंपररक रूप से मिीन से चलने वाले िलयानों
पर काम करते हैं, जिन्होंने कम से कम 8वीं किा उजतणग की हो और जिनके पास दकसी मान्यता प्राि मछुआरा समाि या
उसके समकि से प्रमाजणत पांच वर्ग का अनुभव हो और जिन्होंने िीपी रेटटंग के जलए अनुमोदित कन्वजगन पाठ्यक्रम
सफलतापूवगक पूरा दकया हो, उन्हें सामान्य प्रयोिन रेटटंग प्रमाण-पत्र दिया िाएगा।
20. सिम प्राजधकारी को ररपोटग करना -
राज्य सरकार, संबंजधत प्राजधकारी द्वारा िारी दकए गए, प्रिान दकए गए, रद्द दकए गए या जनलंजबत दकए गए प्रमाण-पत्रों
या अन्य रटप्पजणयों के आंकड़ों व जववरण की सूचना की जनयजमत तीस दिनों से अनजधक अंतराल पर संबंजधत सिम प्राजधकारी
को ररपोटग और अद्यजतत करेगी।
21. प्रजििण संस्ट्थानों का अनुमोिन -
इन जनयमों के प्रयोिनाथग, प्रजििण संस्ट्थान को जनम्नजलजखत द्वारा मंजूरी िी िाएगी:
(i) अनुसूची-I के अनुसार संबंजधत राज्य सरकार, अपने अजधकार िेत्र के अंिर आने वाले संस्ट्थानों के जलए; और
(ii) अनुसूची-I के अनुसार, भारतीय अंतिेिीय िलमागग प्राजधकरण, जनम्नजलजखत संस्ट्थानों के जलए:
(क) केंद्र सरकार या भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा स्ट्थाजपत संस्ट्थान; या
(ख) दकसी भी राज्य सरकार के अजधकार िेत्र में आने वाले संस्ट्थान, यदि राज्य सरकार द्वारा अनुरोध दकया िाता है।
(ग) राज्य सरकारों और भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा अंतिेिीय िलयान नौवहन प्रजििण संस्ट्थानों/केंद्रों के
अनुमोिन के मानक इन जनयमों में अनुसूची-I में दिए गए हैं।
22. अंतिेिीय िलयान के कमीिल की पहचान ररकॉडग पुजस्ट्तका िारी करना - (1) इस अजधजनयम के अंतगगत पंिीकृत दकसी
भी यांजत्रक प्रणोदित अंतिेिीय िलयान पर दकसी भी व्यजि को अंतिेिीय िलयान चालक िल की पहचान ररकॉडग पुजस्ट्तका
प्राि दकए जबना जनयोजित नहीं दकया िाएगा, जिसमें भारतीय अंतिेिीय िलयान चालक िल (आईएनडीआईवीसी) संख्या
िाजमल होगी।
(2) प्रत्येक नया प्रवेिाथी या मौिूिा सामान्य प्रयोिन रेटटंग, प्रवेि प्रजििण के अंतगगत पाठ्यक्रम या सामान्य प्रयोिन रेटटंग
के जलए कन्विगन पाठ्यक्रम, या अंतिेिीय िलयान कैडेट पाठ्यक्रम या अन्य स्ट्वीकृत पाठ्यक्रमों िैसा भी मामला हो, के पूरा
होने से पहले, अंतिेिीय िलयान कमीिल की पहचान ररकॉडग पुजस्ट्तका िारी करने के जलए उस राज्य के जनर्िगष्ट प्राजधकारी
को, जिसमें स्ट्वीकृत प्रजििण संस्ट्थान जस्ट्थत है ‘िलयान’ और ‘नाजवक’ पोटगल के माध्यम से ऑनलाइन आवेिन करेगा।
(3) उप-जनयम (2) के अंतगगत आने वाले लोगों को छोड़कर, प्रत्येक मौिूिा सिमता प्रमाणपत्र धारक को, इन जनयमों के
लागू होने की तारीख से 2 वर्ग के भीतर, अंतिेिीय िलयान कमीिल की पहचान ररकॉडग पुजस्ट्तका िारी करने के जलए उस

राज्य के नामोजिष्ट प्राजधकारी को, जिसमें सिमता प्रमाणपत्र िारी दकया गया था, पोटगल के माध्यम से ऑनलाइन आवेिन
करना होगा
(4) जनर्िगष्ट प्राजधकारी पोटगल के माध्यम से िारी अंतिेिीय िलयान कमीिल की पहचान और ररकॉडग पुस्ट्तकों का एक
रजिस्ट्टर का अनुरिण करेगा।
(5) जनर्िगष्ट प्राजधकारी, स्ट्वीकृत प्रजििण संस्ट्थानों से पूरे दकए गए प्रजििण पाठ्यक्रमों का जववरण, और इस अजधजनयम के
अंतगगत पंिीकृत िलयानों के कमीिल के प्रत्येक सिस्ट्य द्वारा की गई सेवाओं का जववरण अंतिेिीय िलयान कमीिल की
पहचान और ररकॉडग पुजस्ट्तका में अद्यजतत करेगा।
23. िूसरे िेिों द्वारा सिमता प्रमाणपत्रों की मान्यता–
जविेिी िेिों द्वारा साम्यग प्रमाणपत्रों की जद्वपिीय मान्यता के प्रयोिनों के जलए, जवजनर्िगष्ट प्राजधकारी साम्यग प्रमाणपत्र का
समथगन करेगा:
परंतु दक प्रमाणपत्र धारक को भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा यथाजवजनर्िगष्ट िांच, पिजत और दििाजनिेि से
िुड़ी िूसरी अजतररि अपेिाएं पूरी करनी होंगी।
अनुसूची-I
राज्य सरकारों और भारतीय अंतिेिीय िलमागग प्राजधकरण द्वारा अंतिेिीय िलयान नौवहन प्रजििण संस्ट्थानों / केंद्रों के
अनुमोिन के जलए मानक
भाग 1 - अंतिेिीय िलयान नौवहन प्रजििण संस्ट्थानों का अनुमोिन
1.1 इस अनुसूची का अनुपालन
क) अंतिेिीय िलयान (चालक िल) जनयम, 2025 के अजधसूचना की तारीख से, अंतिेिीय िलयान नौवहन प्रजििण
संस्ट्थान (“आईवीएनटीआई”) को अंतिेिीय िलयान (चालक िल) जनयम, 2025 के जनयम 21 के अनुसार, राज्य सरकार या
भारतीय अंतिेिीय िलमागग प्राजधकरण (आईडब्ल्यूएआई) (“अनुमोिन प्राजधकारी”) से मंजूरी जमलेगी।
ख) राज्य सरकारों या केंद्र सरकार या आईडब्ल्यूएआई द्वारा स्ट्थाजपत मौिूिा आईवीएनटीआई को 31 दिसंबर, 2026 तक
ऐसे छूट के अध्यधीन, िो सिम प्राजधकारी द्वारा िी िा सकती है, इस अनुसूची की अपेिाओं को पूरा करना होगा।
ग) दकसी भी नए प्रवेिक द्वारा अंतिेिीय िलयानों के जलए पांच बुजनयािी सुरिा पाठ्यक्रम, अथवा ऐसे पाठ्यक्रमों के जलए
नौवहन महाजनिेिालय द्वारा अनुमोदित संस्ट्थान के अंतगगत मानकों व प्रदक्रया के अनुसार, इन संस्ट्थानों द्वारा इस अनुसूची में
जनर्िगष्ट मानक पूरा दकए िाने के अध्यधीन, मानक और प्रदक्रया के अनुसार अनुमोदित दकसी भी आईवीएनटीआई से पूरा
करने होंगे। नौवहन महाजनिेिालय ऐसे पाठ्यक्रम चलाने के जलए इन संस्ट्थान की मंजूरी, जनरीिण या मंजूरी रद्द करने से
िुड़ी सभी अपेिाओं और प्रदक्रयाओं का संचालन करेगा।

1.2 पात्र संस्ट्थाएँ
क) प्रत्येक आईवीएनटीआई को नीचे दिए गए दकसी भी व्यजि द्वारा स्ट्थाजपत और प्रिाजसत दकया िाएगा:
i. कोई एक व्यजि; या
ii. एचयूएफ; या
iii. सोसायटी पंिीकरण अजधजनयम, 1860, समय-समय पर यथा संिोजधत, हो या दकसी अन्य संबंजधत अजधजनयम के अंतगगत
पंिीकृत सोसायटी; या
iv. भारतीय न्यास अजधजनयम, 1882 के तहत पंिीकृत न्यास अथवा न्यास के अध्यि/प्रेसीडेंट/सजचव के माध्मय से समय-
समय पर यथा: संिोजधत लागू राज्य न्यास जवधान या दकसी अन्य प्रासंजगक अजधजनयम के तहत पंिीकृत कोई पजब्लक धमागथग
न्यास; या
v. कंपनी अजधजनयम, 1956 या कंपनी अजधजनयम, 2013 के तहत स्ट्थाजपत कंपनी; या
vi. केंद्र या राज्य सरकार या संघ राज्य िेत्र प्रिासन या उनके द्वारा पंिीकृत दकसी सोसायटी या न्यास द्वारा; या
vii. सीजमत िाजयत्व भागीिारी अजधजनयम, 2008 के तहत सीजमत िाजयत्व भागीिारी; या
viii. भारतीय भागीिारी अजधजनयम, 1932 के तहत भागीिारी फमग; या
ix. व्यजियों का कोई संघ या व्यजियों का कोई समूह ग्रुप, चाहे वह जनगजमत हो या नहीं; या
x. कोई अन्य कृजत्रम न्याजयक व्यजि, िो उपरोि में से दकसी के अंतगगत नहीं आता हो।
1.3 संस्ट्थान का आवेिन और अनुमोिन प्रदक्रया
क) आवेिन का अनुमोिन िो चरणों में होगा:
i. सैिांजतक अनुमोिन; और
ii. अंजतम अनुमोिन
ख) सैिांजतक अनुमोिन और अंजतम अनुमोिन के जलए प्रत्येक आवेिन, प्रदक्रया िुल्क के साथ पोटगल के माध्यम से प्रस्ट्तुत दकया
िाएगा।
ग) सैिांजतक अनुमोिन, अंजतम अनुमोिन और पररसर बिलने का अनुमोिन लेने के जलए प्रदक्रया िुल्क, अनुमोिन प्राजधकारी
जवजनर्िगष्ट करेगा।
घ) सैिांजतक अनुमोिन िेने के जलए आवेिन में जनम्नजलजखत जववरण होंगे:
i. माजलकाना हक या लीज का प्रमाण या भूजम/ पररसर के माजलक से इसे बेचने का प्रस्ट्ताजवत करार या माजलक से अनापजत्त
प्रमाणपत्र के साथ लीि का प्रस्ट्ताजवत करार के साथ उस भूजम या पररसर का जववरण, िहाँ संस्ट्थान स्ट्थाजपत करने का प्रस्ट्ताव
है।
ii. इस अनुसूची के भाग 2 के अनुसार प्रस्ट्ताजवत अवसंरचना का जववरण।
iii. आईवीएनटीआई का प्रस्ट्ताजवत नाम जिसे अनुमोिन प्राजधकारी भी मंजूर करेगा।
परंतु दक "सरकार", "भारत", "राष्ट्रीय", "राज्य" िैसे िब्िों का प्रयोग संप्रतीक और नाम (अनुजचत प्रयोग जनवारण)
अजधजनयम, 1950 के अनुसार प्रजतबंजधत होगा।
iv. प्रत्येक आईवीएनटीआई का एक जवजिष्ट नाम होना अपेजित है।
v. प्रारंजभक पूंिीगत और आवृजत्त व्यय के जलए आईवीएनटीआई की जवत्तपोर्ण का प्रस्ट्ताजवत स्रोत vi. व्यवसाय योिना और
पररयोिना व्यवहायगता ररपोटग जिसमें जनम्नजलजखत िाजमल होंगे:
क. प्रत्येक पाठ्यक्रम के जलए प्रस्ट्ताजवत बैच की संख्या, िो प्रत्येक पाठ्यक्रम के जलए 20 छात्र से कम नहीं होगी;
ख. आवृजत्त, जिसमें प्रत्येक पाठ्यक्रम वार्र्गक तौर पर संचाजलत दकया िाएगा;

ग. प्रत्येक पाठ्यक्रम के जलए प्रस्ट्ताजवत िुल्क संरचना;
घ. किाकिों की प्रस्ट्ताजवत संख्या; और
ङ. संकाय की प्रस्ट्ताजवत संख्या।
vii. प्रत्येक पाठ्यक्रम की सालाना िमता, प्रत्येक पाठ्यक्रम के जलए अनुमोदित बैच की संख्या और प्रत्येक पाठ्यक्रम के
संचालन की वार्र्गक आवृजत्त पर आधाररत होगी। सभी पाठ्यक्रम के जलए कुल वार्र्गक िमता, सभी पाठ्यक्रम की वार्र्गक
िमता का िोड़ होगी।
viii. संस्ट्थान में संचाजलत दकए िाने वाले प्रस्ट्ताजवत कानूनी पाठ्यक्रमों और वैल्यू-एडेड पाठ्यक्रमों का जववरण प्रस्ट्तुत दकया
िाएगा।
ङ) अनुमोिन प्राजधकारी द्वारा गरित िांच सजमजत आवेिन और समथगन िस्ट्ताविों का मूल्यांकन करेगी। िांच सजमजत की
जसफाररिों और ररकॉडग में सामाग्री के आधार पर, अनुमोिन प्राजधकारी, आवेिन की तारीख से एक माह के भीतर सैिांजतक
अनुमोिन करेगा या उसे अस्ट्वीकार करेगा। आवेिन में कमी पाए िाने पर, आवेिक को इसकी सूचना िी िाएगी और वे उसमें
सुधार के बाि िोबारा आवेिन कर सकते हैं। यदि सैिांजतक अनुमोिन प्राि हो िाता है, तो संस्ट्थान को जसस्ट्टम सृजित एक
जवजिष्ट अस्ट्थायी आईवीएनटीआई संख्या िारी की िाती है।
च) सैिांजतक अनुमोिन की वैद्यता, िीघग-काजलक आवसीय पाठ्यक्रम िुरू करने के जलए मंिूरी जमलने की तारीख से 5 वर्ग
और किा पाठ्यक्रम िुरू करने के जलए, मंिूरी जमलने की तारीख से 2 वर्ग होगी।
1.4 संस्ट्थान की अंजतम अनुमोिन प्रदक्रया
क) आवेिक को सैिांजतक मंजूरी की वैधता अवजध के िौरान दकसी भी समय संस्ट्थान के तैयार होने की सूचना अनुमोिन
प्राजधकारी को िेनी होगी, जिसके बाि फील्ड जवजजट कमेटी (“एफवीसी”) संस्ट्थान के तैयार का वास्ट्तजवक सत्यापन करेगी।
ख) आवेिक को ऑनलाइन आवेिन प्ररूप के अनुसार अंजतम अनुमोिन के जलए अपना आवेिन, स्ट्व-प्रमाजणत प्रजत के साथ
प्रस्ट्तुत करना होगा।
ग) िांच सजमजत, आवेिक की िमा की गई स्ट्व-प्रमाजणत प्रजत के साथ आवेिन का मूल्यांकन करेगी। घ) अनुमोिन प्राजधकारी
एफवीसी का गिन दकया िाएगा। एफवीसी संस्ट्थान की बुजनयािी सुजवधाओं को वास्ट्तजवक रूप से िांच करेगी।
ङ) एफवीसी, आईवीएनटीआई के अवसंरचना, प्रिासन, सुजवधाएं, प्रयोगिाला उपकरण, प्रासंजगक िस्ट्तावेज और अन्य
आवश्यक और वांजछत अपेिाओं संबंधी तैयारी की िांच करेगी।
च) एफवीसी इस अनुसूची में जनर्िगष्ट ितों के अनुसार प्रधानाचायग/ जनिेिक और संकाय की जनयुजि से िुड़ी प्रगजत की भी
िांच करेगी।
छ) एफवीसी सत्यापन के जलए मूल िस्ट्तावेि मांग सकती है।
ि) वे पाठ्यचयाग और पाठ्य सामग्री के अनुसार उपकरण की वास्ट्तजवक उपलब्धता और कंप्यूटर, सॉफ्टवेयर, इंटरनेट, पप्रंटर,
पुस्ट्तक का िीर्गक, पुस्ट्तक के खण्डों, राष्ट्रीय और अंतराष्ट्रीय िनगल्स की सिस्ट्यता और आईवीएनटीआई के जडजिटल स्ट्टॉक
रजिस्ट्टर में प्रजवजष्ट की िांच करेंगे।

झ) एफवीसी द्वारा वास्ट्तजवक जनरीिण के समय, संस्ट्थान को अपने खचे पर एफवीसी की पूरी कारगवाई की तारीख और
समय सजहत, वीजडयो ररकॉर्डिंग का प्रबंध करना होगा, जिसमें, संस्ट्थान इसे प्रजििण संस्ट्थान की वेबसाइट पर अपलोड करेगा
और वेब पोटगल पर पलंक साझा करेगा।
ञ) सत्यापन पूरा होने के बाि, एफवीसी अपनी जसफाररिें अनुमोिन प्राजधकारी को सौंपेगा।
ट) आवेिक को अनुमोिन प्राजधकारी के सामने प्रस्ट्तुजत िेने के जलए बुलाया िा सकता है।
1.5 अंजतम स्ट्वीकृजत प्रिान करना
क) अनुमोि प्राजधकारी, सजमजतयों की जसफाररिों और ररकॉडग में सामग्री पर जवचार करने के बाि, अंजतम अनुमोिन के
जलए आवेिन जमलने के 60 दिनों के भीतर या तो अनुमोिन िेने का जनणगय करेगी या कजमयों के बारे में बताएगी या उसे
अस्ट्वीकार कर सकती है। कजमयों के बारे में बताने पर, आवेिक सुधार के बाि पुन: आवेिन कर सकता है।
ख) अनुमोिन प्राजधकारी का जनणगय पोटगल पर अनुमोिन पत्र (एलओए) या कमी संबंधी पत्र (एलओडी)/ अस्ट्वीकरण पत्र
(एलओआर) के रूप में अपलोड दकया िाएगा। अस्ट्वीकरण के मामले में, अस्ट्वीकार के खास कारण बताए िाएंगे।
ग) आवेिक को सैिांजतक अनुमोिन के वैधता अवजध के भीतर अंजतम अनुमोिन लेना होगा।
घ) आईवीएनटीआई को सांजवजधक या िूसरे पाठ्यक्रम संचाजलत करने के जलए मंजूरी जमलने के बाि स्ट्थायी
आईवीएनटीआई संख्या िारी की िाएगी।
1.6 आईवीएनटीआई द्वारा संचाजलत पाठ्यक्रमों को स्ट्वीकृजत
क) संस्ट्थान द्वारा प्रस्ट्ताजवत पाठ्यक्रम, अंतिेिीय पोत (चालक िल) जनयम, 2025 के अनुसार होंगे और पाठ्यक्रमों की
पाठ्यचयाग व अवजध वह होगी िो आईडब्ल्यूएआई द्वारा यथाजवजनर्िगष्ट की िाएगी।
ख) दकसी भी समय "बुजनयािी सुरिा प्रजििण" पाठ्यक्रम [अथागत व्यजिगत उत्तरिीजवत तकनीक (पीएसटी), व्यजिगत
सुरिा और सामाजिक उत्तरिाजयत्व (पीएसएसआर), प्रारंजभक प्राथजमक जचदकत्सा (ईएफए), अजि की रोकथाम और
अजििमन (एफपीएफएफ)] और जनर्िगष्ट सुरिा कतगव्यों वाले नाजवकों के जलए सुरिा प्रजििण (एसटीएसडीएसडी) के
अनुमोिन पर एक समग्र पैकेि के रूप में जवचार दकया िाएगा।
ग) दकसी भी अंतिेिीय िलयान नौवहन प्रजििण संस्ट्थान को पांच से कम पाठ्यक्रम के जलए मंजूरी नहीं िी िाएगी।
बुजनयािी सुरिा प्रजििण पाठ्यक्रमों, जिसमें 1.6(ख) में उल्लेजखत 5 पाठ्यक्रम िाजमल हैं, को 5 पाठ्यक्रम के बराबर माना
िाएगा।
घ) यदि अंतिेिीय िलयान नौवहन प्रजििण संस्ट्थान छह माह के समय में पांच से कम पाठ्यक्रम संचाजलत करता है, तो
आईवीएनटीआई के सभी अनुमोिन वापस ले जलए माने िाएंगे।
1.7 पररसरों का स्ट्थानांतरण
संस्ट्थान, संस्ट्थान के पररसर को एक अवजस्ट्थजत या स्ट्थान से िूसरी स्ट्थान पर पररवर्तगत या जिफ्ट करने के मामले में, अनुमोिन
के जलए लागू प्रोसेपसंग फीस के साथ नए जसरे से आवेिन करना होगा। संस्ट्थान, वास्ट्तव में तभी जिफ्ट होगा िब ऐसा अनुमोिन
जमल िाएगा। ऐसे आवेिन प्राजि के 60 दिनों के भीतर जनपटाए िाएंगे।

1.8 प्राजधकृत हस्ट्तािरकताग
संस्ट्थान अनुमोिन प्राजधकारी से बातचीत करने के जलए प्राजधकृत हस्ट्तािरकताग को मनोनीत करेंगे।
1.9 गुणवत्ता मानक
संस्ट्थान नीचे दिए गए गुणवत्ता मानकों का पालन करेंगे:
क) आईवीएनटीआई, अंजतम अनुमोिन जमलने के 12 माह के भीतर प्रासंजगक आईएसओ प्रमाणन या उसके समतुल्य जडग्री
लेनी होगी।
ख) आईडब्ल्यूएआई द्वारा यथाजवजनर्िगष्ट दकए िाने वाले पाठ्यक्रम के अनुसार मूलभूत सुरिा पाठ्यक्रम का अनुपालन दकया
िाएगा।
ग) आईवीएनटीआई यह सुजनजश्चत करेंगे दक प्रधानाध्यापक, संकाय और अनुिेिकों और अजतजथ संकाय, इस अनुसूची के भाग
3 में जवजनर्िगष्ट अहगताओं का अनुपालन करेंगे।
भाग 2 – अवसंरचना
2.1 नए आईवीएनटीआई की स्ट्थापना
क) इस अनुसूची के धारा 1.2 के अंतगगत पात्र संगिन के पास अंजतम अनुमोिन के जलए आवेिन प्रस्ट्तुत करने से पूवग अपेजित
लीज पर ली गई या माजलकाना हक वाली भूजम या भवन का कानूनी िखल होना चाजहए।
ख) भवन का जनमागण, लागू स्ट्थानीय या नगर जनगम कानूनों के अनुसार दकया िाएगा और संबंजधत कानूनी प्राजधकरण
द्वारा िारी वैध अजधभोग प्रमाणपत्र होना चाजहए।
2.2 भूजम संबंधी अपेिाएं
क) जनम्नजलखत के जलए भूजम की अपेिाएं:
i. िो संस्ट्थान िीपी रेटटंग पाठ्यक्रम (िो आवासीय प्रकृजत के होंगे) और मूलभूत सुरिा पाठ्यक्रम संचाजलत करने वाले
संस्ट्थानों के पास प्रस्ट्ताव कम से कम 1 एकड़ का स्ट्वतंत्र पररसर (स्ट्वयं का या लीज पर जलया) होना चाजहए। लीज की अवजध
कम से कम 10 वर्ग होनी चाजहए।
ii. सिमता या वैल्यू-एडेड पाठ्यक्रम स्ट्वयं या लीज पर ली गई पररसर पर कम से कम 3 वर्ग के लीज पर संचाजलत दकए
िा सकते हैं और इसे आगे भी बढ़ाया िा सकता है।
ख) भूजम या पररसर का उपयोग मुख्य रूप से अनुमोिन प्राजधकारी द्वारा अनुमोदित पाठ्यक्रम संचाजलत करने के जलए
दकया िाएगा।
ग) भवन के जनमागण और सुरिा में जनम्नजलजखत अपेिाओं का अनुपालन दकया िाएगा:
i. भवन में उजचत छत के साथ जनयजमत जनमागण होगा।
ii. भवन में अजि संसूचन और फायर अलामग जसस्ट्टम लगा होगा।
iii. भवन में जवद्युतीय सुरिा और कीट मुि (Bug-free) वातावरण सुजनजश्चत दकया िाएगा।

iv. िुजिकरण सुजवधा के साथ साफ और वैकजल्पक की आपूर्तग होगी।
v. आवश्यक सेवाओं के जलए जबिली आपूर्तग का िूसरा स्रोत होगा।
2.3 सुजवधाएं
क) प्रिासजनक और संकाय िेत्र को जनम्नजलजखत अपेिाओं का अनुपालन पूरा करना होगा:
i. संस्ट्थान के प्रमुख/अध्यि के जलए कम से कम 8 मी² का अलग कि होगा।
ii. प्रत्येक पूणगकाजलक संकाय सिस्ट्य के जलए कम से कम 4मी² का कारपेट िेत्र होगा।
iii. संकाय को कुसी, टेबल और अलमारी समेत उपयुि फनीचर दिया िाएगा।
ख) किाकिों के जलए जनम्नजलजखत अपेिाओं को पूरा करना होगा:
i. 20 छात्रों तक के जलए आकार संबंधी अपेिाएं कम से कम 30 वगग मीटर, अजधकतम 24 छात्रों तक के जलए कम से कम 36
वगग मीटर और 40 छात्रों तक के जलए कम से कम 50 वगग मीटर होगी। किा कि का न्यूनतम आकार 30 वगग मीटर होगा।
ii. स्ट्पष्ट िृश्यता सुजनजश्चत की िाएगी।
iii. जििकों के जलए ऊँचे मंच, मेि और कुसी की व्यवस्ट्था की िाएगी।
iv. प्रत्येक छात्र को डेस्ट्क और कुसी प्रिान की िाएगी।
v. सामान्य िेत्र और किा के प्रवेि द्वार पर सूचना पट्ट लगाया िाएगा।
vi. उत्तम वेंरटलेिन, प्रकाि और तापमान जनयंत्रण की व्यवस्ट्था की िाएगी।
ग) जनम्नजलजखत जििण सहायक सामग्री उपलब्ध कराई िाएगी:
i. प्रत्येक किा में ओवरहेड प्रोिेक्टर या प्रोिेक्टर सजहत कंप्यूटर होंगे।
ii. प्रौद्योजगकी आधाररत सहायक सामग्री िैसे िैजिक ऐप, इंटरैजक्टव व्हाइटबोडग।
iii. लेखन सामग्री के साथ काले या सफेि या स्ट्माटग बोडग।
iv. िृश्य-श्रव्य उपकरण, मानजचत्र और िलयानों के मॉडल।
v. जििण प्रबंधन प्रणाजलयाँ।
घ) एक समर्पगत पुस्ट्तकालय होगा और उसमें जनम्नजलजखत अपेिाओं का पालन दकया िाएगा:
i. पाठ्यक्रम के प्रकार के आधार पर 20-50 वगग मीटर का िेत्रफल।
ii. बैिने की पयागि व्यवस्ट्था, प्रकाि और वेंरटलेिन।
iii. पाठ्यपुस्ट्तकों, प्रकािनों और संिभग सामजग्रयों से सुसजित।
iv. कम से कम तीन इंटरनेट-सिम वकगस्ट्टेिन उपलब्ध कराए िाएंगे।
ङ) जनम्नजलजखत सामान्य सुजवधाएँ प्रिान की िाएंगी:
i. फोटोकॉपी की सुजवधा

ii. स्ट्वच्छ भोिन सेवा सजहत िलपान िेत्र।
iii. पुरुर् और मजहला अभ्यर्थगयों के जलए अलग-अलग िौचालय की सुजवधा, जिसमें प्रजत 40 अभ्यर्थगयों पर कम से कम एक
िौचालय होगा। इसके अजतररि, पुरुर् अभ्यर्थगयों के जलए अलग मूत्रालय, िहाँ मूत्रालयों की संख्या िौचालयों की संख्या
का कम से कम 75% होगी।
iv. इंटरनेट सुजवधाएँ।
v. आवासीय पाठ्यक्रमों के जलए मनोरंिन कि और खेल का मैिान।
vi. आवासीय पाठ्यक्रमों के जलए परेड ग्राउंड और सभागार।
2.4. जनम्नजलजखत िैिजणक सुजवधाएँ प्रिान की िाएगी:
क) कंप्यूटर प्रजििण
i. कंप्यूटर प्रजििण के जलए समर्पगत स्ट्थान होगा।
ii. प्रजत 40 अभ्यर्थगयों पर कम से कम 5 वकगस्ट् टेिन उपलब्ध कराए िाएँगे।
ख) नौका कायग और तैराकी सुजवधाएँ
i. यदि पररसर में सुजवधा उपलब्ध कराना संभव न हो, तो बाहरी एिेंजसयों के साथ औपचाररक समझौता।
ii. जस्ट्वपमंग पूल (50 फीट x 30 फीट, गहराई 3-12 फीट) या समान जवजनिेिनों के साथ समझौते के तहत व् यवस्ट् था।
ग) अजििमन मॉक-अप
व्यावहाररक प्रजििण के जलए स्ट्वयं की सुजवधा या समझौते के तहत व्यवस्ट्था।
घ) खानपान (आवासीय पाठ्यक्रमों अथागत िीपी रेटटंग पाठ्यक्रमों के जलए)
i. उजचत वेंरटलेिन और कीट जनयंत्रण के साथ स्ट्वच्छ रसोईघर।
ii. पौजष्टक और ताजा भोिन दिया िाता है।

iii. िौचालय सुजवधाएँ
क. प्रजत 4 अभ्यर्थगयों के जलए 1 वॉि बेजसन, 1 िॉवर और 1 िौचालय।
ख. प्रजत 20 अभ्यर्थगयों के जलए 1 मूत्रालय।
ग. िौचालय सीटों के साथ पजश्चमी िैली के िौचालय।

क. पाठ्यक्रम िुरू होने पर नए जलनेन उपलब्ध कराए िाएँगे।
ख. हर सप् ताह जलनेन बिले िाएँगे।
ग. लॉण् डरी सेवा, आंतररक या आउटसोसग, िैसी भी जस्ट्थजत हो, प्रिान की िाएगी।
घ. इस्त्री की सुजवधा उपलब्ध कराई िाएगी।
भाग 3 - मानव संसाधन
3.1 सामान्य अपेिाएं
(क) एक प्रधानाचायग/अध् यि की जनयुजि स्ट्थायी रूप से की िाएगी।
(ख) इस अनुसूची के भाग 3.2 के अनुसार, पाठ्यक्रमों के जलए योग्य संकायों की आवश्यकता होगी।
(ग) प्रत्येक श्रेणी के पाठ्यक्रमों में 50% संकाय पूणगकाजलक होने चाजहए।
(घ) अजतजथ संकाय, अंिकाजलक आधार पर जनयुि दकए िाएँगे।
(ङ) स्ट्थायी संकाय कायग समय के िौरान उपलब्ध रहेंगे।
(च) 3 माह या उससे अजधक समय के जलए जनयोजित संजविा संकाय को स्ट्थायी माना िाएगा।
(छ) उद्योग जविेर्ज्ञों को अजतजथ संकाय के रूप में योगिान िेने के जलए प्रोत्साजहत दकया िाएगा।
(ि) प्रत्येक पाठ्यक्रम के जलए एक नाजमत पाठ्यक्रम प्रभारी जनयुि दकया िाएगा।
(झ) 50% व्याख्यान या प्रजििण स्ट्थायी संकाय द्वारा होंगे।
(ञ) संकाय की िैिजणक योग् यताओं पर जोर दिया िाएगा।
(ट) संकाय के जलए उजचत रोिगार अनुबंध आवश्यक होंगे।
3.2 अहगता और छूट
(क) िैिजणक योग्यताओं पर जोर दिया िाएगा।
(ख) प्रधानाचायग/उप-प्रधानाचायग के पास जनम्नजलजखत न्यूनतम अहगताएं होंगी:
मास्ट्टर (एफिी) या मुख्य अजभयंता (एमईओ श्रेणी I) के रूप में न्यूनतम सीओसी या भारतीय तटरिक, नौसेना या सेना के
िलयान के मास्ट्टर या इंिीजनयर के रूप में सेवा करने का प्रमाणपत्र (सीओएस) धारक।
(ग) संकाय समय-समय पर आईडब्ल्यूएआई द्वारा अजनवायग दकए गए प्रजििक और मूल्यांकनकताग पाठ्यक्रम करेगा।
(घ) अंतिेिीय िलयान (चालक िल) जनयम, 2025 के अनुसार पाठ्यक्रमों के जलए उन संकाय सिस्ट्यों को वरीयता िी िाएगी
जिनके पास एम.एससी./एम.टेक/बी.टेक/जवर्य जविेर्ज्ञ की जडग्री हो।
(ङ) प्रजििकों को जवर्य वस्ट्तु में योग्य और अनुभवी होना चाजहए।
(च) संकाय के जलए न्यूनतम और जवस्ट्तृत अहगता अपेिाएं इस प्रकार होंगी:

i.
नौवहन महाजनिेिालय द्वारा िारी मास्ट्टर (जविेि िाने वाला) या समुद्री इंिन - अजधकारी (एमईओ) श्रेणी I
सिमता प्रमाणपत्र धारक हो, साथ ही िलयानों या राज्य समुद्री बोडों या नौवहन या पत्तन महाजनिेिालय में प्रमाणपजत्रत
अजधकारी के रूप में कम से कम 5 वर्ग का अनुभव हो; या
ii.
नौवहन महाजनिेिालय द्वारा िारी फस्ट्टग मेट (जविेि िाने वाला) या समुद्री इंिन - अजधकारी (एमईओ) श्रेणी II
योग्यता प्रमाणपत्र धारक हो, साथ ही िलयानों या राज्य समुद्री बोडों या नौवहन या पत्तन महाजनिेिालय में प्रमाणपजत्रत
अजधकारी के रूप में कम से कम 7 वर्ग का अनुभव हो; या
iii.
न्यूनतम 10 वर्ों के नौकायन अनुभव के साथ मास्ट्टर [तटीय यात्रा िलयान (एनसीवी)] या समुद्री इंिन - अजधकारी
(एमईओ) श्रेणी III (तटीय यात्रा िलयान के जनकट - मुख्य अजभयंता अजधकारी) प्रमाणपत्र धारक हो, जिसमें से कम से कम
5 वर्ग का अनुभव िलयानों या राज्य समुद्री बोडों या अंतिेिीय िल पररवहन या पत्तन या नौवहन महाजनिेिालय मास्ट्टर
या मुख्य अजभयंता के रूप में हों; या
iv.
िैिजणक अहगता माध्यजमक जवद्यालय प्रमाणपत्र (एसएससी) और उससे ऊपर के साथ अंतिेिीय िलयान मास्ट्टर
श्रेणी I या अंतिेिीय इंिीजनयर प्रमाणपत्र के साथ अंतिेिीय िलयानों पर प्रमाणपजत्रत अजधकारी के रूप में न्यूनतम 15 वर्ग
की सेवा, जिसमें से कम से कम 5 वर्ग की सेवा िलयानों या राज्य समुद्री बोडों या अंतिेिीय िल पररवहन या डीिी जिपपंग
या पत्तनों पर मास्ट्टर या मुख्य अजभयंता के रूप में हो; या
v. भारतीय नौसेना/तटरिक बल के कार्मगकों ने न्यूनतम 5 वर्ग के नौकायन अनुभव के साथ िीघग नेजवगेिन और डायरेक्िन
(लॉन्ग एनडी) पाठ्यक्रम दकया हो और न्यूनतम 5 वर्ग के जििण अनुभव के साथ जििा अजधकारी हों।
(छ) िीपी रेटटंग पाठ्यक्रमों के जलए संकाय के पास न्यूनतम मास्ट्टर-एनसीवी के रूप में सीओसी धारक, या चीफ मेट (एफिी)
या एमईओ श्रेणी III (सीईओ) या एमईओ श्रेणी II या अंतिेिीय िलयान मास्ट्टर श्रेणी I या अंतिेिीय िलयान इंिीजनयर के
रूप में िो वर्ग का अनुभव होना चाजहए।
(ि) बुजनयािी सुरिा पाठ्यक्रमों अथागत एसटीसीडब्ल्यू सुरिा प्रजििण और एसटीएसडीएसडी पाठ्यक्रम के जलए संकाय
न्यूनतम मास्ट्टर-एनसीवी या चीफ मेट (एफिी) या एमईओ श्रेणी III (सीईओ) या एमईओ श्रेणी II के रूप में सीओसी धारक
होना चाजहए।
(झ) अंतिेिीय िलयान मास्ट्टर श्रेणी I या अंतिेिीय इंिीजनयर के पास नौवहन महाजनिेिालय द्वारा अनुमोदित बुजनयािी
सुरिा पाठ्यक्रम प्रमाणपत्र होना चाजहए, जिन्हें पाठ्यक्रमों के जलए प्रजििक के रूप में इस्ट्तेमाल दकया िा सके।
3.3 जििण घंटे
(क) प्रधानाचायग/उप-प्रधानाचायग: प्रजत सिाह अजधकतम 16 घंटे।
(ख) स्ट्थायी संकाय: प्रजत सिाह अजधकतम 24 घंटे।
(ग) प्रजििक: प्रजत सिाह अजधकतम 24 घंटे।
(घ) प्रायोजगक किाओं के जलए जििण घंटे 1.5 गुना बढ़ाए िा सकते हैं।
3.4 आयु एवं जचदकत्सीय योग्यता
(क) जनम्नजलजखत के जलए अजधकतम आयु सीमा:

i. प्रधानाचायग या स्ट्थायी संकाय के जलए 70 वर्ग;
ii. अजतजथ संकाय के जलए 72 वर्ग;
iii. प्रजििक के जलए 65 वर्ग।
(ख) कमगचारी जचदकत्सीय रूप से स्ट्वस्ट्थ और स्ट्पष्ट संवाि करने में सिम होना चाजहए।
3.5 संकाय भार मैररक्स/जववरण
(क) आईवीएनटीआई, संस्ट्थान की वेबसाइट और केंद्रीकृत वेब पोटगल पर कमगचाररयों का जववरण हर समय अद्यतन रखेगा।
(ख) िब भी प्रधानाचायग, संकाय और प्रजििक में कोई पररवतगन होता है, तो आईवीएनटीआई को संपूणग संकाय भार मैररक्स
नए जसरे से अपलोड करना होगा। यदि कोई पररवतगन नहीं होता है, तो संपूणग संकाय लोड मैररक्स हर छह माह में अपलोड
दकया िाना चाजहए।
भाग 4 – आईवीएनटीआई के जलए प्रिासजनक अपेिाएं
4.1 जवज्ञापन/ब्रोिर/प्रॉस्ट्पेक्टस और वेबसाइट
(क) आईवीएनटीआई का प्रचार करने वाले जवज्ञापनों में पूणग प्रकटीकरण आवश्यक होगा।
(ख) जवज्ञापनों, ब्रोिर या प्रॉस्ट्पेक्टस में संस्ट्थान द्वारा ऑन-बोडग प्रजििण के बारे में जववरण िाजमल होना चाजहए।
(ग) संस्ट्थान द्वारा कोई भ्रामक िावा नहीं दकया िाना चाजहए।
4.2 प्रवेि मानक
(क) दकसी अनुमोदित प्रजििण संस्ट्थान में प्रवेि पाने के इच्छुक दकसी भी भारतीय नागररक को अंतिेिीय िलयान (चालक
िल) जनयम, 2025 के अंतगगत जनर्िगष्ट पात्रता मानिंडों को पूरा करना होगा।
(ख) दकसी अनुमोदित प्रजििण संस्ट्थान में प्रवेि पाने के इच्छुक दकसी भी जविेिी नागररक को अपेजित समकि अहगताएं पूरी
करनी होंगी।
4.3 िस्ट्तावेिों का सत्यापन
(क) संस्ट्थान प्रवेि से पहले मूल िस्ट्तावेिों की िांच करेगा।
(ख) संस्ट्थान पाठ्यक्रम पूरा होने पर मूल प्रमाण पत्र िारी करेगा।
4.4 पाठ्यक्रम िुल्क
(क) पाठ्यक्रम िुल्क अलग-अलग संस्ट्थानों द्वारा जनधागररत दकया िाएगा।
(ख) अनुमोदित प्रजििण संस्ट्थान द्वारा एक समान िुल्क संरचना जनर्िगष्ट की िाएगी।
लेदकन यह अनुसूजचत िाजत, अनुसूजचत िनिाजत, आर्थगक रूप से जपछड़े वगग और मजहलाओं के अभ्यर्थगयों के जलए अलग-
अलग िुल्क संरचनाएँ जनर्िगष्ट की िा सकती हैं, िो एक समान िुल्क संरचना से कम हों।

(ग) आईवीएनटीआई अभ् यथी को िुल्क के जलए उजचत रसीिें िेगा। आईवीएनटीआई नकि में कोई िुल्क नहीं लेगा।
4.5 व्यावहाररक प्रजििण
(क) संस्ट्थान द्वारा सभी व्यावहाररक प्रजििणों की अजनवायग वीजडयो ररकॉर्डिंग की िाएगी।
4.6 बैच जववरण
(क) संस्ट्थान जनधागररत समय के भीतर संस्ट्थान की वेबसाइट और केंद्रीकृत वेब पोटगल पर बैच जववरण अपलोड करेगा।
4.7 बायोमेररक उपजस्ट्थजत
(क) 6 दिनों से कम अवजध वाले पाठ्यक्रमों के जलए न्यूनतम उपजस्ट्थजत 100% और अन्य सभी पाठ्यक्रमों के जलए 80%
होगी।
(ख) सभी कमगचाररयों और अभ्यर्थगयों के जलए बायोमेररक उपजस्ट्थजत अजनवायग होगी।
4.8 पाठ्यक्रम का संचालन
(क) संस्ट्थान आईडब्ल्यूएआई द्वारा प्रकाजित पाठ्यक्रम दििाजनिेिों और पाठ्यक्रम का पालन करेगा और समय-समय पर
जवर्यवस्ट्तु को अद्यतन करेगा।
(ख) माजसक समय-साररणी आईवीएनटीआई की वेबसाइट पर प्रकाजित की िाएगी।
(ग) पाठ्यक्रम केवल दिन के समय ही संचाजलत दकए िाएँगे।
(घ) आंजिक पाठ्यक्रम संचालन की अनुमजत नहीं है, अथागत पाठ्यक्रम सामग्री को पूरी तरह से कवर दकया िाना चाजहए।
(ङ) कुछ पाठ्यक्रमों के जलए अलग-अलग बैचों की अनुमजत िी िा सकती है।
(च) बैच संख्या प्रणाली प्रत्येक वर्ग 001 से िुरू होगी।
(छ) वर्ग को कैलेंडर वर्ग माना िाएगा।
4.9 मूल्यांकन एवं मॉनीटटरंग
(क) आईवीएनटीआई सतत मूल्यांकन प्रणाली लागू करेगा।
4.10 अंजतम िलयान परीिा
(क) अंतिेिीय िलयान (चालक िल) जनयम, 2025 और आईडब्ल्यूएआई द्वारा िारी दििाजनिेिों के अनुसार अंजतम परीिाएँ
आयोजित की िाएँगी।
(ख) अनुत्तीणग अभ्यर्थगयों के जलए पुन: परीिा।
4.11 प्रमाणपत्र िारी करना
(क) पाठ्यक्रम पूरा करने के प्रमाणपत्र का प्रारूप आईडब् ल् यूएआई द्वारा जनर्िगष्ट दकया िाएगा।

(ख) संस्ट्थान सभी प्रमाणपत्रों परआईवीएनटीआई क्रमांक डालेगा।
(ग) जसस्ट्टम से जनकाली गई प्रमाणपत्र संख्याओं का उपयोग करें।
(घ) अजधकृत हस्ट्तािरकतागओं को प्रमाणपत्र पर हस्ट्तािर करना आवश्यक होगा।
4.12 विी और पहचान पत्र
(क) पररसर में जििकों और अभ्यर्थगयों के जलए जनधागररत विी पहनना अजनवायग है।
(ख) सभी कमगचाररयों, जििकों और अभ्यर्थगयों के पास लेजमनेटेड फोटो पहचान पत्र होना अजनवायग है।
4.14 वेल् यू- एडेड पाठ्यक्रम
(क) प्रत्येक आईवीएनटीआई मूल्यवर्धगत पाठ्यक्रम िुरू करने की सूचना प्रिान करेगा और यह सुजनजश्चत करेगा दक दकसी
अन्य मूल्यवर्धगत पाठ्यक्रम के संचालन के कारण सांजवजधक पाठ्यक्रमों से समझौता न दकया िाए।
(ख) मूल्यवर्धगत पाठ्यक्रमों के जलए एक अस्ट्वीकरण िोड़ा िाएगा जिसमें कहा िाएगा दक वे गैर-सांजवजधक हैं।
4.15 फीडबैक तंत्र
(क) अजनवायग फीडबैक तंत्र लागू करें और पाठ्यक्रम पूरा होने पर अभ्यर्थगयों से फीडबैक प्राि करें।
4.16 रैपगंग पर प्रजतबंध
(क) आईवीएनटीआई रैपगंग रोकने के जलए कड़े किम उिाएगा।
(ख) आईवीएनटीआई सभी मामलों की ररपोटग अनुमोिन प्राजधकारी को िेगा।
4.17. िलयान पर प्रजििण के जलए छात्रों का प्लेसमेंट
प्रत्येक आईवीएनटीआई में एक प्लेसमेंट सेल होगा िो अंतिेिीय िलयानों पर प्लेसमेंट प्रिान करने का प्रयास करेगा।
4.18 अजभलेख
आईवीएनटीआई जनम्नजलजखत अजभलेखों को 5 वर्ों तक बनाए रखेगा, जिन्हें सत्यापन के जलए तत् काल उपलब्ध कराया
िाएगा:
क) इस अनुसूची के अंतगगत िी गई अंजतम स्ट्वीकृजत
ख) स्ट्वाजमत्व का प्रमाण या वैध पट्टा जवलेख
ग) जस्ट्वपमंग पूल और ऐसी अन्य सुजवधाओं के जलए टाई-अप या कोई अन्य समझौता, यदि कोई हो
घ) प्रवेि अजभलेख
ङ) व्यावहाररक प्रजििण सुजवधा जववरण, प्रकार अनुमोिन आदि से संबंजधत िस्ट्तावेज, िैसे अजि मॉक-अप, जस्ट्वपमंग पूल,
िलािय, प्रकार अनुमोिन, भार परीिण आदि।
च) अंजतम व्यापक जनरीिण कायगक्रम ररपोटग, आकजस्ट्मक जनरीिण ररपोटग, गुणवत्ता लेखा परीिा ररपोटग
छ) प्रकाजित जवज्ञापन और ब्रोिर

अजधकृत एिेंसी प्रजििण की सामान्य गुणवत्ता का आकलन करने के जलए औचक/वार्र्गक जनरीिण के िौरान कुछ अभ्यर्थगयों
से प्रश्न भी पूछ सकती है।
ण) संकाय/प्रजििक प्रजििण और संकाय/प्रजििक मूल्यांकन का ररकॉडग।
त) अजतजथ संकाय द्वारा जलजखत घोर्णा का ररकॉडग जिसमें यह उल् लेख हो दक वह एक सिाह में 18 घंटे से अजधक व्याख्यान
नहीं िेगा।
थ) 65 वर्ग से अजधक आयु के प्रधानाचायग, संकाय और प्रजििकों की वार्र्गक जचदकत्सा स्ट् वस्ट् थता का ररकॉडग
ि) रैपगंग के सभी मामलों का ररकॉडग, चाहे वे दकतने भी छोटे क्यों न हों और संस्ट्थान द्वारा उन पर की गई कारगवाई
ध) अभ् यार्थगयों और जहतधारकों से कागिी/इलेक्रॉजनक रूप में प्राि फीडबैक डेटा
भाग 5 - जनरीिण और अनुिासनात्मक कारगवाई
क) जनरीिण
i.
िेत्रीय जनरीिण सजमजत प्रत् येक िो वर्ग में जनरीिण कर सकती है और अनुमोिन प्राजधकारी की अनुमजत से औचक
जनरीिण भी कर सकती है।
ii.
जनरीिणों में इस अनुसूची के भाग 4 में जनर्िगष्ट प्रिासजनक अपेिाओं के अनुपालन की पुजष्ट की िाएगी।
iii.
जनरीिण ररपोटग संस्ट्थानों को 7 दिनों के भीतर भेिी िाएगी जिसमें कजमयों और सुधार की समय-सीमा का उल्लेख
होगा।
ख) व्यापक जनरीिण कायगक्रम (सीआईपी)
i.
आईवीएनटीआई का पाँच वर्ों के अंतराल पर सीआईपी जनरीिण दकया िाएगा।
ii.
अनुमोिन प्राजधकारी संस्ट्थान को एक ग्रेपडंग प्रिान करेगा (मूल्यांकन चेकजलस्ट्ट के अनुसार संस्ट्थान द्वारा प्राि क्रेजडट
अंकों के आधार पर), िो पाठ्यक्रमों के जलए संस्ट्थान की समग्र ग्रेपडंग को ििागता हो, िैसा दक नीचे िी गई ताजलका में दिखाया
गया है:

iii. यह ग्रेपडंग सीआईपी के आयोिन की जतजथ से पाँच वर्ों तक वैध रहेगी, िब तक दक संबंजधत अनुमोिन प्राजधकारी द्वारा
इसे रद्द न कर दिया िाए। हालाँदक, अनुमोिन प्राजधकारी वार्र्गक जनरीिणों के िौरान या संस्ट्थान के अनुरोध पर अजतररि
जनरीिणों के आधार पर ग्रेपडंग को पुनः जनधागररत कर सकता है।
ग)
ग्रेपडंग की कायगप्रणाली आईडब्ल्यूएआई द्वारा जनर्िगष्ट की िाएगी।
घ)
जनरीिण के जलए बाह्य सहायता
i.
अनुमोिन प्राजधकारी जनरीिण में सहायता के जलए बाह्य सिस्ट्यों को जनयुि कर सकता है।
ii.
बाह्य जनरीिकों को जनम्नजलजखत अपेिाओं को पूरा करना होगा:
क.
72 वर्ग से अजधक आयु का नहीं होना चाजहए
ख.
मास्ट्टर (एफिी) या एमईओ श्रेणी-I के रूप में सीओसी धारक होना चाजहए
ग.
आईएसओ लीड ऑजडटर कोसग पूरा दकया होना चाजहए
ङ)
अंजतम रूप से दिए गए अनुमोिन का जनलंबन और वापसी
i.
अनुमोिन प्राजधकारी आईवीएनटीआई को अंजतम रूप से दिए गए अनुमोिन को जनलंजबत या रद्द कर सकता है यदि:
क.
उसके पास यह मानने का कारण हो दक ऐसे संस्ट्थान ने इस अनुसूची के अंतगगत दकए गए दकसी जनरीिण या अन्यथा
के पररणामस्ट्वरूप, इस अनुसूची में जनर्िगष्ट दकसी मानक का उल्लंघन दकया है; या
ख.
सीआईपी के संचालन के बाि आईवीएनटीआई को िी गई ग्रेपडंग औसत से कम या खराब है।

अनुमोिन प्राजधकारी, आईवीएनटीआई के स्ट्वामी को सुनवाई का अवसर िेने के बाि, आईवीएनटीआई को जनलंबन
का नोरटस िारी करेगा जिसमें सुधारी िाने वाली त्रुरटयों और आईवीएनटीआई द्वारा पालन की िाने वाली ितों के साथ-
साथ उस समयावजध का भी उल्लेख होगा जिसके भीतर ऐसा सुधार ऐसे नोरटस िारी होने की जतजथ से दकया िाना है।
लेदकन यह आईवीएनटीआई द्वारा इस अनुसूची से दकसी बड़ी कमी या बड़ी असमान् यता की जस्ट्थजत में, अनुमोिन प्राजधकारी
तुरंत जनलंबन का नोरटस िारी कर सकता है।
iii.
जनलंबन का नोरटस िारी होने के बाि, आईवीएनटीआई तब तक दकसी नए छात्र को प्रवेि नहीं िेगा िब तक दक
जनलंबन के नोरटस में जनर्िगष्ट त्रुरटयों और ितों का आईवीएनटीआई द्वारा ऐसे नोरटस में जनर्िगष्ट अवजध के भीतर पालन नहीं
कर जलया िाता।
iv.
आईवीएनटीआई द्वारा जनलंबन नोरटस के ऐसे नोरटस में जनर्िगष्ट अवजध के भीतर अनुपालन न दकए िाने की जस्ट्थजत
में, अनुमोिन प्राजधकारी आईवीएनटीआई के स्ट्वामी को सुनवाई का अवसर िेने के बाि, अनुपालन न दकए िाने को ििग करते
हुए अंजतम रूप से दिए गए अनुमोिन को रद्द करने का नोरटस िारी कर सकता है, िो तत्काल प्रभाव से लागू होगा।
v.
आपात जस्ट्थजत में, अनुमोिन प्राजधकारी जनरीिणों या अजभलेख में ििग अन्य सामग्री के आधार पर दकसी भी संस्ट्थान
को कजमयों को िूर करने के जनिेि िारी कर सकता है।
vi.
अनुमोिन प्राजधकारी द्वारा अंजतम रूप में दिए गए अनुमोिन को वापस जलए िाने के बाि कोई भी आईवीएनटीआई
संचाजलत नहीं होगा।

च) अनुमोिनों का प्रििगन
अनुमोिन प्राजधकारी द्वारा िारी सभी अनुमोिन, यदि कोई हों, प्रजििण संस्ट्थान और उसकी वेबसाइट पर प्रिर्िगत दकए
िाएँगे।
छ) पाठ्यक्रमों को बंि करना/संस्ट्थान का बंि होना
i.
प्रत्येक IVNTI दकसी जविेर् पाठ्यक्रम को बंि करने या संस्ट्थान को बंि करने से पहले, अनुमोिन प्राजधकारी को तीन
माह पहले सूचना िेगा।
लेदकन यह पाँच बुजनयािी सुरिा पाठ्यक्रमों के संयुि पैकेि में से अलग-अलग बुजनयािी सुरिा पाठ्यक्रम बंि नहीं दकए
िाएँगे।
ii.
मौिूिा बैचों के पाठ्यक्रम उनके पूरा होने तक िारी रहेंगे और पाठ्यक्रम के बंि होने या संस्ट्थान के बंि होने से दकसी
भी मौिूिा बैच पर प्रजतकूल प्रभाव नहीं पड़ेगा।

मास्ट्टर के जिम् मेिाररयां एवं अजधकार

िलयान पर संपूणग जजम्मेिारी मास्ट्टर की होती है। कंपनी की ओर से सहायता केवल सलाह के रूप में िी िाएगी, अंजतम
जनणगय और जजम्मेिारी मास्ट्टर पर छोड़ िी िाएगी।
वह िलयान की उजचत सुरिा और रखरखाव के जलए जजम्मेिार है, जिसमें िलयान पर सवार सभी व्यजियों को कायग सौंपना
िाजमल है, जिनमें िाजमल हैं:
• जनगरानी
• रखरखाव योिना और अनुवती कारगवाई
• आपातकालीन उपाय और अभ्यास
• कागो प्रचालन
• सुरजित पोत प्रचालन से संबंजधत सभी कायग।
मास्ट्टर यह सुजनजश्चत करेगा दक सभी आपातकालीन प्रदक्रयाओं को जनयोिन, प्रजििण और अभ्यास के माध्यम से पररभाजर्त
दकया िाए और बनाए रखा िाए तादक िुघगटनाओं/घटनाओं की जस्ट्थजत में पररणामों को न्यूनतम दकया िा सके, जिसमें
प्रिूर्ण-रोधी और सुरिा उपाय भी िाजमल हैं, िो चालक िल, िलयान और पयागवरण के सवोत्तम जहत में हों।
उसे यह सुजनजश्चत करना होगा दक सभी िीवन रिक और सुरिा उपकरण हर समय जनयमों के अनुसार उजचत हालत में रखे
िाएँ।

मास्ट्टर कंपनी को उन सभी िोर्ों और अन्य मामलों की ररपोटग करने के जलए जजम्मेिार है िो िलयान के सुरजित संचालन
को प्रभाजवत कर सकते हैं या प्रिूर्ण का िोजखम पैिा कर सकते हैं, और जिनके जलए कंपनी की सहायता की आवश्यकता
होती है तादक यह सुजनजश्चत दकया िा सके दक उन्हें सभी संबंजधत िलयानों पर िीक दकया िाए और लागू दकया िाए।
मास्ट्टर जनम्नजलजखत द्वारा िारी जनयमों और जवजनयमों के अनुसार िलयान के जलए जजम्मेिार है:
• राष्ट्रीय प्राजधकरण
• राज्य सरकारें/समुद्री बोडग
• वगीकरण सजमजतयाँ
और उसे पररजस्ट्थजतयों के अनुसार उजचत जनणगय लेने का पूणग अजधकार उत्तम है।
मास्ट्टर हर समय सुरजित नौचालन, चालक िल के संबंध, खानपान और कल्याण, उत्तम अनुिासन, चालक िल के प्रििगन,
प्रजििण के मूल्यांकन, अजभज्ञता और कायग मनोबल के जलए जजम्मेिार होता है।
मास्ट्टर िलयान पर सभी आवश्यक ररपोर्टिंग और संपकग के जलए जजम्मेिार होता है। वह कंपनी, माजलकों और चाटगरकतागओं
का प्रजतजनजधत्व करता है, और आवश्यकता पड़ने पर कंपनी, स्ट् वाजमयों, चाटगरकतागओं और दकसी भी तीसरे पि के जलए
ररपोर्टिंग लाइन का काम करता है।
मास्ट्टर िलयान, चेस्ट् ट, प्रावधानों, खरीि पर जनयंत्रण और यदि आवश्यक हो, तो दकसी भी जवसंगजत की ररपोटग करने के जलए
जजम्मेिार होता है।
उसका एक मुख्य कायग खुि को पेिेवर रूप से अद्यतन रखना, िलयान के कमगचाररयों को अपना अनुभव प्रिान करना है तादक
अनुभव और पेिेवर अद्यतनीकरण बढ़ सके।
िैसा दक आगे के जवर्यों में वर्णगत है, मास्ट्टर िलयान से कंपनी या दकसी तृतीय पि को डेटा की फीडबैक लाइन के जलए
जजम्मेिार है।
संिेप में, यह कहा िा सकता हैं दक:
मास्ट्टर सभी अजनवायग जनयमों के अनुसार अपने िलयान के यात्रा करने के उपयुक् त होने, नौचालन, कागो और रखरखाव के
जलए जजम्मेिार है। वह सभी िोर्ों की पहचान करने, कंपनी, वगीकरण सजमजत, और यदि आवश्यक हो तो दकसी भी तृतीय
पि को उनकी सूचना िेने और यदि यह संभव न हो, तो िलयान पर सीधे उनका समाधान करने के जलए जजम्मेिार है। मास्ट्टर
तट-आधाररत प्रबंधन को िानकारी प्रिान करने में सहायता करेगा। इस मामले में, िोनों पिों के बीच उत्तम संचार अत्यंत
महत्वपूणग है।
मास्ट्टर िलयान पर सभी ररपोर्टिंग िाजयत्वों के जलए जजम्मेिार है।

NOTIFICATION
New Delhi , the 25 th November, 2025
G.S.R. 870(E).— In exercise of powers conferred by sub-section (1) of section 34, section 35,
sub-section (1) of section 36, sub-section (3) of section 37, sub-sections (1) and (4) of section 38, section 39,
sub-section (2) of section 41 read with clauses (z) to (zg) of sub-section (2) of section 106 of The Inland
Vessels Act, 2021 (24 of 2021), the Central Government proposes to frame fresh Inland Vessels (Manning)
Rules 2025 in supersession of the Inland Vessels (Manning) Rules, 2022, notified by the Government of
India in the Ministry of Ports, Shipping and Waterways vide number G.S.R. 422(E) dated the 7th June, 2022
except as respects things done or omitted to be done before such supersession, and hereby publish as required
by sub-section (1) of section 106 of The Inland Vessels Act, 2021 (24 of 2021) for information of all persons
likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into
consideration after the expiry of thirty days from the date on which the copies of this notification, as published
in the Official Gazette, are made available to the public;
Objections or suggestions, if any, to these draft rules may be sent to the Director (IWT-I), Ministry of Ports,

DRAFT RULES
1.
Short Title and Commencement.-
(1) These Rules shall be called the Inland Vessels (Manning) Rules 2025.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2.
Definitions.-
(1) In these rules, unless the context otherwise requires-
a. “Act” means Inland Vessels Act 2021(24 of 2021);
(b) “approved training institute” means training institutes approved under rule 21;
(c) “basic safety courses” means the following five courses whose syllabus and duration shall be such as may
be specified by the Inland Waterways Authority of India:
(i) Elementary First Aid;
(ii) Proficiency in survival techniques;
(iii) Personal safety and social responsibility;
(iv) Fire Prevention and Fire Fighting; and
(v) Security Training for Seafarers with Designated Security Duties;

(d) “conversion course to general purpose rating” means such course whose syllabus and duration shall be
such as may be specified by the Inland Waterways Authority of India;
(e) “experience” includes the experience acquired by crew by serving on inland vessels and vessels registered
under the Merchant Shipping Act, 1958 (44 of 1958), including River-Sea Vessels;
(f) “gross tonnage(GT) of a vessel” means for a vessel of 24 meters length and above vessel, gross tonnage,
calculated as per the International Convention on Tonnage Measurement of Ships, 1969, and for a vessel
with less than 24 meters length, gross tonnage, calculated as per the Merchant Shipping (Tonnage
Measurement of Ships) Rules, 1987.
(g) “Indian Inland Vessels Crew (INDIVC) Number” means the unique number assigned to every inland
vessel crew member by an approved training institute;
(h) “new training program” means basic safety course, conversion course, refresher and revalidation course,
preparation course under this rule.
(i) “portal” means Central Database ‘Jalyan’ & ‘Navic’ portal developed by the Inland Waterways Authority
of India under section 22 and section 106 of the Act;
(j) “preparatory course” means the course for various grades on the deck and engine department, whose
syllabus and duration shall be such as may be specified by the Inland Waterways Authority of India;
(k) “refresher and revalidation course” means the course for various grades on the deck department and
engine department which a CoC holder has to undergo every 5 years for endorsement of validity of CoC for
another 5 years. The syllabus and duration of the courses shall be such as may be specified by the Inland
Waterways Authority of India;
(l) “Schedule” means the schedules annexed to these rules containing the standards for approval of training
institutes and Master’s responsibilities /Authority” ;
(m) “total power of engines KW” means the total power of all propulsion engines of the inland vessel;
(n) “zone” means any such inland water area, as the State Government may, by notification, declare,
depending on the following maximum significant wave height criteria, as Zone 1, Zone 2 and Zone 3, for the
purpose of these rules-
a. Zone 1 means an area where the maximum significant wave height does not exceed 2.0
metres;
b. Zone 2 means an area where the maximum significant wave height does not exceed 1.2
metres;
c. Zone 3 means an area where the maximum significant wave height does not exceed 0.6
metres.
(2) Words and expressions used and not defined in these rules but defined in the Act, shall have the meanings
respectively assigned to them in the Act.
3.
Inland vessels. -
For the purpose of these rules, inland vessels shall be classified as per the following categories-
(A) The inland vessels, which fall in Category A, are decked vessels of any of the following types-
(a) vessels, other than house boats, which are more than 24 metres in length and house boats of more than 30
metres in length;
(b) vessels which carry more than 50 passengers on board;
(c) all vessels equipped for tow, having a bollard pull capacity exceeding10 tonnes;
(d) vessels designed and built to carry petroleum goods, chemicals or liquefied gases bulk as cargo;
(e) vessels carrying dangerous goods; and
(f) vessels of 300 gross tonnage and above.
(B) Category B - Vessels not covered under Category ‘A’ or Category ‘C’.

(C) Category C - Vessels of less than 10 m in length.
4. Minimum manning. -
(1) Every inland vessel shall have minimum manning on-board as specified under sub-rule (3).
(2) The minimum manning applicable to each inland vessel, shall be recorded by the Surveyor in the
Certificate of Survey, in accordance with the type and size of the vessel, its operating area, engine capacity
and such other factors as may be decided by the Central Government, from time to time.
(3) Every mechanically-propelled inland vessel shall have on board minimum following crew when in

Note 3: In addition to the manning prescribed for the deck department and engine department in respect of
vessels exceeding 1000 GT, every vessel of more than 3000 GT shall carry on board a Master (Foreign
Going) or Master (Near Coastal Voyage) and a Mate (Foreign Going) or Mate (Near Coastal Voyage), or in
the alternative(to Mate), an Inland Vessel Master First Class holding a Restricted GMDSS License and Radar

Observer’s Course Certificate issued by the Directorate General of Shipping and an Inland Vessel
Manoeuvring Simulator Course Certificate as specified by the Inland Waterways Authority of India. Such
vessels shall also carry a Marine Engineer Officer (NCV) Class II or a Marine Engineer Officer (Foreign
Going) Class III, or an Inland Vessel Engineer or Inland Vessel Engine Driver I Class with not less than two
years’ experience on a mechanically propelled vessel of more than 3000 GT.
Note 4: The Designated Authority may, in cases of crew shortage, permit manning levels lower than those
prescribed under sub-rule (3), for a single voyage or for a period not exceeding one month, whichever is
earlier.
Note 5: Existing holders of Master Class 3 or Serang certificates with a minimum of two years' experience
may be allowed to serve on Category ‘A’ vessels of less than 300 GT.”.
Note 6: Existing holders of CoC prior to notification of this rule shall undergo basic safety course and given
maximum 3 years from the date of coming into force of these rules to undergo new training program.
(4) Every non- mechanically propelled inland vessel, as referred to in sub-clause (ii) of clause (y) of section
3 of the Act (such as dumb vessels, barges, floating units, floating surfaces, rigs or jetties) of less than 15
metres in length shall be manned by a minimum one General Purpose Rating and every such vessel of 15
metres length or more shall be manned by a minimum two General Purpose Ratings.
(5) Any mechanically propelled inland vessel of propulsion power not exceeding 425 kW shall be deemed to
have complied with the requirements of a Master and an Engineer, provided that such vessel has, as her
Master and Engineer, a person possessing both certificates of appropriate class.
(6) The Designated Authority may specify minimum manning of higher order than prescribed in sub-rule (3),
if other factors like nature of trade of the vessel, length of voyage necessitate such additional manning, in the
interest of Safety of life, property, environment and the inland waterways.
5. Appointment of Examiners & Examination Centres.-
(1) The Chief Examiner appointed under Section 36 of the Act by the respective State Government shall be
responsible for conducting the Examination and issue of Certificate of Competency to the persons desirous
of obtaining such Certificates of Competency.
(2) The Chief Examiner shall be assisted by suitable number of Examiners appointed by the respective State
Government.
(3) The list of Examination Centres, norms and standards applicable to such Examination Centres and the
conduct of examinations or assessments shall be specified by the respective State Government by circulars
issued from time to time.
(4) Each Examination center shall announce its Examination schedule for various Grades based on the
assessment of local needs, ensuring adequate frequency of the examination so that the candidates do not have
to wait for more than 6 months to appear in the examination from the date of application.
(5) No person shall be appointed as Chief Examiner unless he fulfils one of the following requirements of
qualification and experience:
(a) Possesses a Master (Foreign Going) or Marine Engineer Officer (MEO) Class I Certificate of Competency
issued by Directorate General of Shipping with minimum 8 years’ experience as Certificated Officer on ships
or under State Maritime Boards or Director General of Shipping or Ports or State Inland Waterways Authority
or Inland Water Transport Directorate or equivalent; or;

(b) Possesses a First Mate (Foreign Going) or Marine Engineer Officer (MEO) Class II Certificate of
Competency issued by Directorate General of Shipping with minimum 10 years’ experience as Certificated
Officer on ships or under State Maritime Boards or Directorate General of Shipping or Ports or State Inland
Waterways Authority or Inland Water Transport Directorate or equivalent; or;
(c)Possesses a Master (Near Coastal Voyage Vessel) or Marine Engineer Officer (MEO) Class III (Near
Coastal Voyage Vessel-Chief Engineer Officer) Certificate with a minimum of 10 years of sailing experience
of which at least 5 years shall be in the capacity of Master or Chief Engineer on ships or under State Maritime
Boards or Directorate General of Shipping or Ports or State Inland Waterways Authority or Inland Water
Transport Directorate; or
(d) Possesses academic qualification of Secondary School Certificate (SSC) and above along with an Inland
Vessel Master Class I or Inland Engineer Certificate with a minimum of 15 years of service onboard in inland
vessels or under State Maritime Boards or State Inland Waterways Authority Inland Water Transport
Directorate or Directorate General of Shipping or Ports or equivalent as Certificated Officer of which at least
5 years shall be in the capacity of a Master or Chief Engineer on ships or State Maritime Boards or Director
General of Shipping or Ports; or.
(e)Possesses qualifications as in (a), (b), (c) or (d) above and experience as a faculty or examiner in any
Institute or Department approved by Inland Waterways Authority of India or Designated Authority or
Directorate General of Shipping or Mercantile Marine Department. The tenure of experience as faculty or
examiner may be counted towards shipboard or inland vessel experience required under clauses (a), (b), (c)
and (d) of this sub-rule; and
(f)In case of any chief examiner appointed after the notification of these rules, he must undergo Trainer and
Assessor Course for Inland Vessels as may specified by the Inland Waterways Authority of India at any
approved training institute.
Provided that the Designated Authority may exempt Master Foreign Going Master or Marine Engineer
Officer Class I chief examiners from the requirement of this course.
(6) A Chief Examiner shall discharge the following duties;
(a) Supervise overall conduct of examinations for various grades of Certificate of Competency in the State;
(b) Supervise overall issuance of various grades of certificates of competency; and
(c) Fix the frequency and schedule of examination for various grades of certificate of competency in State.
(7) There shall be separate Examiners for the deck department and the engine department, respectively. The
minimum qualifying experience for such appointment shall be computed with reference to the candidate’s
service and expertise in the relevant department, deck or engine, as the case may be. No person shall be
appointed as an examiner for respective department unless he fulfils the relevant qualification and experience
from the following:
(a) Possesses a Master (Foreign Going) or Marine Engineer Officer (MEO) Class I Certificate of Competency
issued by Directorate General of Shipping with minimum 5 years’ experience as Certificated Officer on ships
or under State Maritime Boards or Directorate General of Shipping or Ports or State Inland Waterways
Authority or Inland Water Transport Directorate or equivalent; or
(b) Possesses a First Mate (Foreign Going) or Marine Engineer Officer (MEO) Class II Certificate of
Competency issued by Director General of Shipping with minimum 7 years’ experience as Certificated
Officer on ships or under State Maritime Boards or Directorate General of Shipping or Ports or State Inland
Waterways Authority or Inland Water Transport Directorate or equivalent; or
(c) Possesses a Master (Near Coastal Voyage Vessel) or Marine Engineer Officer (MEO) Class III (Near
Coastal Voyage Vessel - Chief Engineer Officer) Certificate with a minimum of 7 years of sailing experience
of which at least 3 years shall be in the capacity of Master or Chief Engineer on ships or under State Maritime

Boards or Directorate General of Shipping or Ports or State Inland Waterways Authority or Inland Water
Transport Directorate or equivalent; or
(d) Possesses academic qualification Secondary School Certificate (SSC) and above along with an Inland
Vessel Master Class I or Inland Engineer Certificate with a minimum of 12 years of service onboard inland
vessels or under State Maritime Boards or State Inland Waterways Authority or Directorate General of
Shipping or Ports or Inland Water Transport Directorate or equivalent or as Certificated Officer of which at
least 3 years shall be in the capacity of a Master or Chief Engineer;
and
(e) Possesses qualifications as in (a), (b), (c) or (d) above and experience as a faculty or examiner in any
Institute or Department approved by Inland Waterways Authority of India or Designated Authority or
Directorate General of Shipping or Mercantile Marine Department. The tenure of experience as faculty or
examiner may be counted towards shipboard or inland vessel experience required under clauses (a), (b), (c)
and (d) of this sub-rule; and
(f)In case of any examiner appointed after the notification of these rules, he must undergo Trainer and
Assessor Course for Inland Vessels as may specified by the Inland Waterways Authority of India at any
approved training institute.
Provided that the Designated Authority may exempt Master (Foreign Going) Master or Marine Engineer
Officer Class I examiners from the requirement of this course .
(8) An Examiner shall discharge the following duties; namely: -
(a) Supervise and conduct examinations for various grades of Certificate of Competency at an examination
centre.
(b) Issuance of various grades of certificates of competency.
(c) evaluate the persons who have undergone exams and training programmes and to report the list of
successful candidates to the chief examiner.
(d) Assist Chief Examiner in discharge of his duties and responsibilities.
(9) For the purposes of this Rule and Section 37 (1) of the Act, the respective State Governments may evaluate
the report provided by examiners to the Chief Examiner.
6. Issuance of Certificate of Competency. -
(1) No candidate shall be granted a Certificate of Competency in Form no. 4 and Form No. 5, of these rules
unless he secures 50% minimum marks.
(2) The examination for each grade of Certificate of Competency shall comprise of a written and oral
examination; which shall be based on the syllabus for each grade of examination, as may be issued by the
Inland Waterways Authority of India in the form of circulars from time to time.
(3) The sub-rule (2) above does not apply to issuance of Certificate of Service issued under these Rules.
(4) A Certificate of Competency may be issued for the following grades, namely:
(a) Deck Department-
(i) Master Class 1
(ii) Master Class 2
(iii) Master Class 3 / Serang
(b) Engine Department-
(i) Inland Engineer
(ii) Engine Driver Class 1
(iii) Engine Driver Class 2
(5) All holders of Certificate of Competency in sub-rule (2) shall be required to mandatorily undergo refresher
and revalidation course after five years from the date of issuance of certificate of competency and thereafter
at interval of every five years, at any approved training institute and Certificate of Competency shall be
endorsed by Chief Examiner.

7. Master and Deck Department.-
(1) Examination for the grant of Certificate of Competency as inland vessel Master Class 1, Master Class 2
and Master Class 3 / Serang shall be held by the examiner at the places of examination in the respective State
on such dates as may be published by the examination centre.
(2) Every application for examination shall be filled and submitted in Form no. 3 appended to these rules
together with copies of documents stated therein and such application along with the supporting documents
required for ascertaining eligibility of the candidate detailed in Rule 9, Rule 10, Rule 11, Rule 13, Rule 14
and Rule 15 herein; shall be submitted online through ‘Jalyan’ and ‘Navic’ portal or shall be submitted at
the examination centre as per the scheduled date as may be declared by the respective examination centres
or the designated authority, as the case may be.
(3) The general responsibilities and authority of Master of a vessel are indicated in Schedule II to these rules.
8. Minimum requirements for certification of Master Class 1 of an inland vessel.-
(1) Every candidate for certification as Master Class 1 shall:
(a) hold a valid Certificate of Competency as Master Class 2 of an inland vessel issued under these rules;
(b)have a minimum onboard service of 3 years after 2nd Class Master, out of which minimum one year as
in-charge of the inland vessel of not less than 300 GT;
(c) Produce a medical certificate as to his physical fitness in Form No. 1 from a duly registered MBBS doctor
;
(d) have successfully attended preparatory course for Master Class 1 at any approved training institute;
(e) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
(2) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements, other
than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which requires
compliance with the said requirements to ensure safe navigation or operation of inland vessel.
9. Minimum requirements for certification of Master Class 2 of an inland vessel:
(1) Every candidate for certification as Master Class 2 shall:
(a)be in possession of valid Master Class 3/Serang Certificate of Competency issued under these rules;
(b)have a minimum onboard service of 36 Months out of which 12 Months must be as Master Class 3/Serang;
(c) Shall produce a medical certificate as to his physical fitness in Form No. 1 from a duly registered MBBS
doctor;
(d) have successfully attended preparatory course for Master Class 2 at any approved training institute;
(e) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
(2) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements,
other than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which
requires compliance with the said requirements to ensure safe navigation or operation of inland vessel.
10. Minimum requirements for certification of Master Class 3/Serang of an inland vessel.-
(1) Every candidate for certification as Master Class 3/Serang shall be:
(a) A Citizen of India;
(b) Not less than twenty one years of age;
(c) Medically fit and produce a medical certificate as to his physical fitness in Form No. 1 from a duly
registered MBBS doctor;
(d) have successfully attended approved preparatory course for Master Class 3/Serang at any approved
training institute and possess a minimum service of 36 Months on inland vessels; and

(e) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
(2) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements, other
than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which requires
compliance with the said requirements to ensure safe navigation or operation of inland vessel.
(3) Existing Master Class 3/Serangs serving on Inland Vessels shall be allowed to serve as Master Class
3/Serangs and given maximum 3 years from the date of coming into force of these rules to undergo new
training program.
11. Minimum requirements for certification of Master Class 3/ Serang of an inland vessel for
existing Lascars/Deck Hands prior to enactment of these Rules .-
(1) For the purposes of certification of existing Lascars/Deck Hands, who have started services in inland
vessels before the enactment of these rules, the following conditions shall apply;
a. be 8th class pass from a board recognized by Central or State Government or has completed
conversion course for general purpose rating at any approved training institute;
b. be able to read and write Hindi or English or Regional Language of the State;
c. meeting any one of the following minimum service criteria;
i.Four years of service on Inland vessels or sea going vessels of not less than 300 GT; or
ii.Five years on vessels of not less than 24 m in length; or
iii.Six years on vessel not less than 10 m in length; or
iv.such candidates who have served on the vessels of Defence, Police, Provincial Armed
Constabulary or other Paramilitary forces for 5 years or more;
d. have performed at least one year of which service as helmsman or an Assistant Master (Deck) or
Seacunny or boat master or equivalent;
e. have successfully attended preparatory course for Master Class 3/ Serang at any approved training
institute;
f. have completed the five basic safety courses for inland vessels at any approved training institute or
an institute approved by the Directorate General of Shipping.
(2) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements, other
than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which requires
compliance with the said requirements to ensure safe navigation or operation of inland vessel.
12. Minimum requirements for certification of Master Class 3/Serang of an inland vessel for New
Entrants Through Rating Route.–
(1) For the purposes of certification of new entrants through rating route, including existing Lascars/Deck
Hands/General Purpose Rating shall meet the following requirements;
i.
have passed minimum 8th class for existing Deck/Engine Hands of inland vessel and passed
minimum 10th class for new entrants;;
ii.
Successfully completed General Purpose Rating Course at any approved training institute; and
iii.
Have minimum three years of services on Inland vessels or sea going vessels out of which one year
of the service shall be as helmsman or as Seacunny or equivalent.

(2) In addition to the requirements in sub-rule (1) every new entrant through rating route, including existing
Lascars or Deck Hands or General Purpose Rating shall be:
(a) A Citizen of India;
(b) Not less than twenty-one years of age;
(c) Medically fit and produce a medical certificate as to his physical fitness in Form No. 1 appended to these
rules from a duly registered MBBS doctor ;
(d) have successfully attended preparatory course for Master Class 3 or Serang at any approved training
institute along with minimum service of 36 months on inland vessels; and
(e) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
(3) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements, other
than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which requires
compliance with the said requirements to ensure safe navigation or operation of inland vessel.
13. Minimum requirements for certification of Master Class 3 or Serang or Engine Driver Class 2
of an inland vessel for new entrants through cadet training route.—
(1) For the purposes of certification of every new entrant through cadet training route, they shall meet the
following requirements-
(a) be a citizen of India;
(b) not be less than eighteen years of age;
(c) be medically fit and produce a medical certificate as to his physical fitness in Form No. 1 appended to
these rules from a duly registered MBBS doctor ;
(d) possess any of the following educational qualifications:
(i) passed class 12th class examination from board recognised by the Central or the State Government; or
(ii) passed class 10th examination from board recognised by the Central or the State Government and who
have successfully completed a vocational or skill training course from an Industrial Training Institute or Skill
Development University or National Open School or Skill Development Council or equivalent institute or
organisation; or
(iii) passed class 10th examination from board recognised by the Central or the State Government and who
have successfully completed Diploma in Mechanical or Marine or Electrical Engineering approved by All
India Council for Technical Education or Skill Development University or an equivalent institute or
organisation; or
(iv) passed Class 10th examination from Board recognised by the Central or State Government and who have
successfully completed credits equivalent to qualification in (iii) above under National Education Policy; and
(e) have successfully completed inland vessel cadets training course from any approved training institute,
whose syllabus and duration shall be such as may be specified by the Inland Waterways Authority of India;
(f) have successfully completed five basic safety courses for inland vessels at any approved training institute
or at an institute approved by the Directorate General of Shipping;
(g) have served on Inland vessels or sea going vessels either for:
(i) two years, in case the candidate possesses the educational qualification under sub-clause (i) of clause (d)
of this sub-rule; or
(ii) 18 months, in case the candidate possesses the educational qualification under sub-clause (ii) of clause
(d) of this sub-rule; or
(iii) 12 months, in case the candidate possesses the educational qualification under sub-clause (iii) of clause
(d) of this sub-rule.
Provided the total service has been performed as Inland Vessel cadet apprentice or General Purpose Rating
with onboard vessel Structured Training Program verified in his service record book and have performed at
least six months’ watch keeping service under qualified Master Class 1 or Class 2 or Class 3 Serang or Engine

Driver Class 1 or Engine Driver Class 2 on board the vessel plying in the port or Inland waterways of the
State.
(h) The Inland Vessel Cadet shall be awarded the General Purpose Rating Certificate on successful
completion of the Inland Vessel Cadet Induction Training.
(2) Notwithstanding anything contained in this Rule, the State Government may stipulate requirements, other
than those specified in sub-rule (1) above, as mandatory for any particular area of inland water, which requires
compliance with the said requirements to ensure safe navigation or operation of inland vessel.
14. Engineering Department.-
(1) Examination for the grant of certificate of competency as Inland Engineer Certificate, Engine Driver Class
1 Certificate and Engine Driver Class 2 shall be held by the examiner at the places of examination in the
respective State Governments, on such dates as may be published by the examination centre.
(2) Every application for examination shall be filled and submitted in Form No. 3 appended to these rules
together with copies of documents stated therein and such application along with the supporting documents
required for ascertaining eligibility of the candidate, shall be submitted at the examination centre before the
scheduled date as may be declared by the respective examination centres or the designated authority..
15. Minimum requirements for certification of Engineer of an Inland vessel.-
(1) Every candidate for certification as Inland Vessel Engineer shall:
a. be in possession of Engine Driver Class 1 Certificate of Competency issued under the Act along
with academic qualification of Secondary School Certificate.
b. have the minimum onboard service of 3 years on vessels having propulsion power more than 425
kW, after 1st Class Engine Driver competency out of which one year as 1st Class Engine Driver
(Engine room in-charge) of inland vessels.
c. produce a medical certificate as to his physical fitness in Form No. 1 from a duly registered MBBS
doctor.
d. have successfully attended Preparatory Course for Inland Vessel Engineer at any approved training
institute.
e. have completed the five basic safety courses for inland vessels at any approved training institute or
an institute approved by the Directorate General of Shipping.
16. Minimum requirements for certification of Engine Driver Class 1 of an inland vessel.-
1. Every candidate for certification as Engine Driver Class 1 shall:
(a) be in possession of valid 2nd Class Engine Driver, Certificate of Competency issued under the Act.
(b)have minimum service of 36 Months out of which 12 Months should be as 2nd Class Engine Driver.
(c) Produce a medical certificate as to his physical fitness in Form No. 1 from a duly registered MBBS
doctor.
(d) have successfully attended preparatory course for Engine Driver Class1 at any approved training institute.
(e) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
17. Minimum requirements for certification of Engine Driver Class 2 of an inland vessel.-
1. Every candidate for certification as Engine Driver Class 1 shall:
(a) be a citizen of India

(b) age not be less than 21 years;
(c) shall produce a medical certificate as to his physical fitness in Form No. 1 appended to these rules from a
duly registered MBBS doctor ;
(d) shall have completed preparatory course for Engine Driver Class 2 from an approved training institute;
(e) shall have minimum service of 36 months on Inland Vessels as General-Purpose Rating; and
(f) have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping.
(2) Existing Engine Driver Class 2 serving on inland vessels may be allowed to serve as Engine Driver Class
2 and given maximum of 3 years from the date of coming into force of these rules to undergo new training
program.
18. Certificate of Service.-
(1) A candidate who has served as a master, or as an engineer of a vessel of the Indian Coast Guard, Navy or
Army for a period of 5 years may be granted a certificate of service as a Master Class 1, Master Class 2,
Master Class 3/serang, Inland Engineer, Engine driver Class 1 or Engine driver Class 2 depending on the size
of vessel served and on successful completion of relevant preparatory course including the five basic safety
courses for inland vessels at any approved training institute or an institute approved by the Directorate
General of Shipping.
(2) Candidates who are found to have complied with sub-rule (1) above, shall be exempted from written
examination, but will be required to qualify the oral examination:
Provided that relevant certificates of competence issued by the Indian Coast Guard, Navy or Army submitted
by the applicant, shall be verified by the Designated Authority.
(3)A certificate of service shall be issued in Form No. 2 appended to these rules and shall have the same
effect as a certificate of competency granted under these rules.
19. Minimum requirements to join as General Purpose Rating of an inland vessel.-
(1) Every candidate for certification as General Purpose Rating shall:
(a) be a citizen of India
(b) be not less than 18 years of age
(c) have passed minimum 8th class for existing Deck/Engine Hands of inland vessel and passed minimum
10th for new entrants;
(d) produce a medical certificate as to his physical fitness in Form No. 1 from a duly registered MBBS
doctor.
(e) if new entrant, shall have completed induction training for General Purpose Ratings at any approved
training institute
(f) if Existing Deck/Engine Hand; have completed minimum 2 years as assistant Deck/Engine Hand on an
Inland Vessel and have obtained a Certificate of Proficiency from a Master Class 1/2/3 for Deck Hand or
from Engineer/Engine Driver Class 1/2 for Engine Hand under whom he has completed last six months of
training as assistant deck/engine hand.
Provided that, the existing Deck/Engine Hands will be required to undergo a conversion course at any
approved training institute.
(g) Have completed the five basic safety courses for inland vessels at any approved training institute or an
institute approved by the Directorate General of Shipping
(2) Existing ratings/lascars serving on Inland Vessels shall be allowed to serve as ratings/lascars and given
maximum 3 years from the date of coming into force of these rules to undergo new training program.

(3) The existing Manjhees or fisherman of twenty-three years of age and above, who traditionally work on
mechanically propelled vessels, have passed minimum 8th Class and possessing five years of experience duly
certified by a recognised fisherman society or equivalent and having successfully undergone approved
conversion course for GP rating shall be awarded General Purpose Rating certificate.
20. Reporting to Competent Authority. -
The State Government shall report and update the Competent Authority with the information on data and
details of certificates issued, granted, cancelled or suspended or such other remarks, made by the respective
authority at regular intervals of not more than thirty days.
21. Approval of Training Institutes. -
For the purposes of these rules, training institutes shall be approved by:
(i) the concerned State Government, for institutes within their jurisdiction, in accordance with the Schedule-
I; and
(ii) Inland Waterways Authority of India for the following institutes, in accordance with the Schedule-I:
(a) institutes established by the Central Government or Inland Waterways Authority of India; or
(b) institutes within the jurisdiction of any State Government, if a request is made by the State Government.
(c) Standards for approval of Inland Vessel Navigation Training Institutes / Centers by State Governments
and Inland Waterways Authority of India are indicated in Schedule-I in these rules.
22. Issuance of Inland Vessels Crew’s Identification Record Book. - (1) No person shall be employed on
a mechanically propelled inland vessel registered under this Act, without obtaining the Inland Vessels Crew’s
Identification Record Book which shall include the Indian Inland Vessels Crew(INDIVC) Number.
(2) Every new entrant or an existing General Purpose Rating before the completion of the course under
induction training or conversion course for General Purpose Ratings or Inland Vessel Cadet Course or other
approved courses, as the case may be, shall make an online application through the ‘Jalyan’ & ‘Navic’ portal
to the Designated Authority of the State in which the approved training institute is situated for issuance of
Inland Vessels Crew’s Identification Record Book.
(3) Every existing certificate of competency holder, other than those covered under sub-rule (2), shall,
within 2 years from the date of coming into force of these rules, make an online application through the portal
to the Designated Authority of the State in which the Certificate of Competency had been issued, for issuance
of the Inland Vessels Crew’s Identification Record Book.
(4) The Designated Authority shall maintain a register of the Inland Vessels Crew’s Identification and
Record Books issued through the portal.
(5) The Designated Authority shall update the details of the training courses completed from approved
training institutes, and the details of services done by each member of the crew onboard the vessels registered
under this Act in Inland Vessels Crew’s Identification and Record Book.
23. Recognition of certificates of competency by other countries. –
For the purposes of bilateral recognition of Certificates of Competency by foreign countries, the Designated
Authority shall endorse the Certificate of Competency:
Provided the certificate holder shall be required to meet such other additional requirements relating to
examination, procedures and guidelines as may be specified by Inland Waterways Authority of India.

SCHEDULE-I
Standards for Approval of Inland Vessel Navigation Training Institutes / Centers by State
Governments and Inland Waterways Authority of India
Part 1 - Approval of Inland Vessel Navigation Training Institutes
1.1 Compliance with this Schedule
a) From the date of notification of the Inland Vessels (Manning) Rules, 2025, Inland Vessel Navigation
Training Institutes (“IVNTI”) shall be approved by the State Government or Inland Waterway Authority of
India (IWAI) (“Approving Authority”), in accordance with Rule 21 of Inland Vessels (Manning) Rules, 2025.
b) Existing IVNTIs established by State Governments or Central Government or IWAI shall have to
comply with the requirements of this Schedule by 31st December, 2026, subject to any exemptions which
may be granted by the Approving Authority.
c) The five basic safety courses for inland vessels may be completed by a new entrant at any IVNTI
approved in accordance with the standards and procedure under this Schedule or an institute approved by the
Directorate General of Shipping for such courses subjected to the standards specified in this schedule are met
by these institutes. The Directorate General of Shipping shall administer all requirements and procedures
relating to approval, inspection, or cancellation of approval of these institutes for conducting such courses.
1.2 Eligible Entities
a) Every IVNTI shall be established and administered by any of the following persons:
i. An individual; or
ii. HUF; or
iii. Society registered under Societies Registration Act, 1860, as amended from time to time or any other
relevant Acts; or
iv. Trust registered under Indian Trust Act, 1882 or any public charitable trust registered under applicable
State Trust legislation, as amended from time to time or any other relevant Acts through the
Chairman/President/Secretary of the Trust; or
v. Company established under Companies Act, 1956 or Companies Act, 2013; or
vi. Central or State Government or UT Administration or by a Society or a Trust registered by them; or
vii. Limited Liability Partnership within the meaning of Limited Liability Partnership Act, 2008; or
viii. Partnership firm within the meaning of Indian Partnership Act, 1932; or
ix. An association of persons or a body of individuals, whether incorporated or not; or
x. any other artificial juridical person, not falling within any of the above.
1.3 Application & Approval process of the Institute
a) The approval of the application shall be in two phases:
i. In-principle approval; and
ii. Final approval
b) Every application for grant of in-principle approval and final approval shall be submitted through the
portal along with the processing fees.
c) The processing fee for seeking in-principle approval, final approval and approval for shifting of
premise shall be specified by the Approving Authority.
d) The application for grant of in-principle approval shall contain the following particulars:

i. Details of land or premises where the institute is proposed to be established along with proof of
ownership or lease or the proposed agreement to sell from the owner of the land/premises or proposed
agreement to lease along with a no-objection certificate from the owner.
ii. Details of the proposed infrastructure in accordance with Part 2 of this Schedule.
iii. Proposed name of the IVNTI which shall be also be approved by the Approving Authority.
Provided the usage of words including "Government", "India", "National", “State” shall be prohibited in
accordance with Emblems and Name (Prevention of Improper use) Act, 1950.
iv. Every IVNTI shall be required to have a unique name.
v. Proposed source of funding of IVNTI for initial capital expenditure and recurring expenditure
vi. Business Plan and Project Feasibility Report which shall include:
A. the proposed batch strength for every course which shall not be less than 20 students for each course;
B. the frequency with which each course shall be conducted annually;
C. the proposed fee structure for every course;
D. the proposed number of class rooms; and
E. the proposed number of faculty.
vii. The annual capacity for each course shall be based on the approved batch strength for every course
and the frequency with which every course shall be conducted annually. The total annual capacity for all
courses to be conducted shall be a sum of the annual capacity of all courses.
viii. The details of the proposed statutory courses and value-added courses to be conducted in the institute
shall be submitted.
e) The Screening Committee as constituted by the Approving Authority shall evaluate the application
and supporting documents. Based on the recommendations of the Screening Committee and the material on
record, the Approving Authority shall grant in-principle approval or reject the same, within a month from the
date of application. In cases of deficiency in application, it shall be communicated to the applicant and he/she
can re-apply after rectification. If in-principal approval is granted, a system generated unique provisional
IVNTI No. is issued to the Institute.
f) The validity of the in-principle approval shall be 5 years from the date of its receipt for commencement
of long-term residential courses and 2 years from the date of its receipt for commencement of classroom
courses.
1.4 Procedure for final approval of the Institute
a) The applicant shall communicate the readiness of the institute anytime within the period of validity
of in-principle approval, to the Approving Authority, after which the team of Field Visit Committee (“FVC”)
shall physically verify the readiness of the institute.
b) Applicants shall submit their application for final approval along with self-attested copies as per
online application formats.
c) The Screening Committee shall evaluate application along with self-attested copies submitted by the
applicants.
d) FVC shall be constituted by Approving Authority. The FVC shall verify physically the infrastructural
facilities of the institution.
e) FVC shall verify readiness with respect to infrastructure, administration, amenities, laboratory
equipment, relevant documents and other essential and desirable requirements of the IVNTIs.
f) FVC shall also verify the progress related to appointment of Principal/ Director and faculty in
accordance with conditions specified in this Schedule.
g) The FVC may ask for the original documents for verification.

h) They shall verify actual availability of equipment as per the curriculum and syllabus and computers,
software, internet, printers, book titles, book volumes, subscription of national and international journals and
entry in the digital stock registers of the IVNTI.
i) At the time of physical inspection by FVC, the institution shall arrange for video recording at the
expense of the institution, with the date and time of the entire proceedings of the FVC. The institution shall
upload the same on the website of the training institute and share the link in the web portal.
j) After completion of the verification, the FVC shall submit its recommendations to the Approving
Authority.
k) Applicants may be called for making presentation to the Approving Authority.
1.5 Grant of Final Approval
a) Approving Authority after considering the recommendations of the Committees, and material on
record shall take decision either decide to grant approval or otherwise communicate deficiencies or may reject
the same within 60 days of receipt of application for final approval. In case of communication of deficiencies,
the applicant may re-apply after rectification.
b) The decision of the Approving Authority shall be uploaded on the Portal in the form of Letter of
Approval (LoA) or Letter of Deficiency (LoD)/ Letter of Rejection (LoR). In case of rejection, specific
reasons for rejection shall be communicated.
c) The applicant must obtain the final approval within the validity period of in-principle approval.
d) The permanent IVNTI No. will be issued once the IVNTI is approved for conducting statutory or
other courses
1.6 Approval of courses conducted by IVNTI
a) The courses offered by the institute shall be in accordance with the Inland Vessels (Manning) Rules,
2025 and the syllabus and duration of the courses shall be such as may be specified IWAI.
b) Approval of “Basic Safety Training” course [i.e. Personal Survival Techniques (PST), Personal
Safety & Social Responsibility (PSSR), Elementary First Aid (EFA), Fire Prevention & Fire Fighting (FPFF)]
and Security Training for Seafarers with Designated Security Duties (STSDSD) shall be considered as a
composite package at any point of time.
c) No Inland Vessel Navigation Training Institute shall be approved for less than five courses. The Basic
Safety Training course which consists of 5 courses as mentioned in 1.6(b) shall be considered equivalent to
5 courses.
d) All the approvals of IVNTI shall be deemed to be withdrawn if the Inland Vessel Navigation Training
Institute conducts less than five courses for a period of six months.
1.7 Transfer of premises
Institutes shall apply afresh with applicable processing fees for approvals in case of transfer or shifting of
premises of the institute from one location or place to another location or place. Institute shall actually shift
only after such approval is granted. Such applications shall be disposed within 60 days of receipt.
1.8 Authorized signatories
Institutes shall nominate authorized signatories to communicate with the Approving Authority.
1.9 Quality standards
The institutes shall comply with the following quality standards:
a) IVNTI’s shall obtain relevant ISO certification or equivalent within 12 months of receiving final
approval.
b) Compliance with basic safety courses as per the syllabus to be specified by IWAI.

c) The IVNTIs shall ensure that the principal, faculty, and instructors & visiting faculty comply with the
qualifications specified in Part 3 of this Schedule.
Part 2 – Infrastructure
2.1 Establishment of new IVNTI
a) Eligibile entity under Section 1.2 of this Schedule must have lawful possession of required leased or
owned land or building before submission of application for final approval.
b) Building shall be constructed in accordance with the applicable local or municipal laws and shall
have valid occupancy certificate issued by the statutory authority concerned.
2.2 Land Requirements
a) Land requirements for:
i. Institutes proposing to conduct GP Rating courses (which are residential in nature) and Basic Safety
Courses shall have an independent campus of minimum 1 Acre, (owned or leased). The period of lease shall
be a minimum of 10 years.
ii. Competency or Value-Added courses may be conducted in an owned or leased premises for minimum
3-year lease and extendable further.
b) Land or premises shall be used primarily for conducting courses approved by the Approving
Authority.
c) Construction and Safety of the building shall comply with the following requirements:
i. Buildings shall have regular construction with proper roofing.
ii. Buildings shall be equipped with fire detection and fire alarm system.
iii. Buildings shall have electrical safety and ensure a bug-free environment.
iv. There shall be supply of clean and potable water with purification facility.
v. There shall be an alternate source of electric supply for essential services.
2.3 Facilities
a) Administrative and Faculty Areas shall comply with the following requirements:
i. There shall be separate room of at least 8 m² for Principal/head of Institute.
ii. There shall be at least 4 m² carpet area per full-time faculty member.
iii. Faculty shall be provided with appropriate furniture including chair, table, and cupboard.
b) Classrooms shall comply with the following requirements:
i. size requirements shall be at least 30 m² for upto 20 students, at least 36 m² for upto 24 students, at
least 50 m² for upto 40 students. The minimum size of a class room shall be 30 m².
ii. clear visibility shall be ensured.
iii. provisions shall be made for raised platform, table, and chair for faculty.
iv. every student shall be provided with desk and chair.
v. notice board shall be provided in common area and at classroom entrance.
vi. provision for good ventilation, lighting and temperature control shall be made.
c) The following teaching aids shall be provided:
i. overhead projector or computer with projector in each classroom.
ii. technology based aids such as educational apps, interactive whiteboards
iii. black or white or smart boards with writing materials.
iv. audio-visual equipment, maps and models of vessels.
v. learning management systems
d) There shall be a dedicated library and shall comply with the following requirements:
i. area of 20-50 m² based on course type.
ii. adequate seating, lighting and ventilation.

iii. stocked with textbooks, publications and reference materials.
iv. at least three internet-enabled workstations shall be provided.
e) Following general facilities shall be provided:
i. photocopying facilities
ii. refreshment area with hygienic food service.
iii. Separate toilet facilities for male and female candidates, with a minimum of one toilet per 40
candidates. Additionally, separate urinals for male candidates, with the number of urinals being at least 75%
of the number of toilets.
iv. internet facilities.
v. recreation room and playground for residential courses.
vi. parade ground and auditorium for residential courses.
2.4. The following academic facilities shall be provided:
a) Computer Training
i. There shall be dedicated space for computer training.

Part 3 – Human resources
3.1 General Requirements
(a) A Principal/Head shall be appointed on permanent basis.

(b) Courses require qualified faculties in accordance with Part 3.2 of this Schedule.
(c) 50% of faculty in each category of courses must be full-time.
(d) Visiting faculty shall be engaged on a part-time basis.
(e) Permanent faculty shall be available during working hours.
(f) Contractual faculty employed for equal to or more than 3 months shall be considered permanent.
(g) Encourage industry experts to contribute as visiting faculty.
(h) A designated course in-charge shall be in place for every course.
(i) 50% of lectures or training by permanent faculty.
(j) Emphasize on the pedagogic abilities of faculty.
(k) Proper employment contracts for faculty shall be required.
3.2 Qualification and Exemption
(a) Emphasize pedagogic abilities.
(b) Principal/Vice-Principal shall have the following minimum qualifications:
Minimum COC as Master (FG) or Chief Engineer (MEO Class I) or holder of Certificate of Services (COS)
having served as a master or engineer of the vessel of the Indian Coast Guard, Navy or Army.
(c) Faculty shall undertake Trainer and Assessor Course as mandated by IWAI from time to time
(d) For courses as per Inland Vessels (Manning) Rules, 2025 preference shall be given to faculty who
have an M.Sc./ M.Tech / B.Tech / Domain Experts.
(e) Instructors must be qualified and experienced in subject matter.
(f) Minimum & detailed qualification requirements for faculty shall be:
i. Possesses a Master (Foreign Going) or Marine Engine - Officer (MEO) Class I Certificate of
Competency issued by Director General of Shipping with minimum 5 years’ experience as Certificated
Officer on ships or State Maritime Boards or Directorate General of Shipping or Ports; or
ii. Possesses a First Mate (Foreign Going) or Marine Engine - Officer (MEO) Class II Certificate of
Competency issued by Director General of Shipping with minimum 7 years’ experience as Certificated
Officer on ships or State Maritime Boards or Directorate General of Shipping or Ports; or
iii. Possesses a Master [Near Coastal Voyage Vessel (NCV)] or Marine Engine - Officer (MEO) Class
III (Near Coastal Voyage Vessel - Chief Engineer Officer) Certificate with a minimum of 10 years of sailing
experience of which at least 5 years shall be in the capacity of Master or Chief Engineer on ships or State
Maritime Boards or Inland Water Transport or DG Shipping or ports; or
iv. Possesses academic qualification Secondary School Certificate (SSC) and above along with an Inland
Vessel Master Class I or Inland Engineer Certificate with a minimum of 15 years of service onboard inland
vessels as Certificated Officer of which at least 5 years shall be in the capacity of a Master or Chief Engineer
on ships or State Maritime Boards or Inland Water Transport or DG Shipping or ports; or
v. The personnel from Indian Navy/Coast Guard have under gone long Navigation and Direction (Long
ND) course with a minimum of 5 years of sailing experience and Education Officers with minimum of 5
years teaching experience.
(g) The faculty for GP Rating courses shall be minimum holder of COC as Master-NCV, or Chief Mate
(FG) or MEO Class III (CEO) or MEO Class II or Inland Vessel Master Class 1 or Inland Vessel Engineer
with two years’ experience in rank.
(h) The faculty for the basic safety courses i.e. STCW Safety Training and STSDSD Course shall be
minimum holder of CoC as Master-NCV or Chief Mate (FG) or MEO Class III (CEO) or MEO Class II.
(i) Inland Vessel Master Class I or Inland Engineer holding DG Shipping approved Basic Safety Courses
certificate may be used as instructors for the courses.
3.3 Teaching Hours
(a) Principal/Vice Principal: Maximum 16 hours per week.

(b) Permanent faculty: Maximum 24 hours per week.
(c) Instructors: Maximum 24 hours per week.
(d) Teaching hours may be increased by 1.5 times for practical classes.
3.4 Age and Medical Fitness
(a) Maximum Age limits for:
i. Principal or permanent faculty is 70 years;
ii. visiting faculty is 72 years;
iii. instructor is 65 years.
(b) Staff must be medically fit and capable of clear communication.
3.5 Faculty Load Matrix / Details
(a) IVNTI shall keep staff details updated at all times on the website of the institute and the centralized
web portal.
(b) Whenever there is change in Principal, faculty and instructor, the IVNTI must upload a fresh the
complete faculty load matrix. If there is no change, the complete faculty load matrix is to be uploaded every
six months.
Part 4 – Administrative requirement for IVNTI
4.1 Advertisements/Brochure/Prospectus and Websites
(a) Full disclosure shall be required in advertisements promoting the IVNTI.
(b) Advertisements or brochure or prospectus shall include statement about on-board training by institute.
(c) No misleading claims should be made by institute.
4.2 Admission Standards
(a) Any Indian citizen desirous of obtaining admission in an approved training institute shall meet the
eligibility criteria specified under the Inland Vessels (Manning) Rules, 2025.
(b) Any foreign citizen desirous of obtaining admission in an approved training institute shall meet the
required equivalent qualifications.
4.3 Verification of Documents
(a) Institute shall scrutinize original documents before admission.
(b) Institute shall issue original certificates upon course completion.
4.4 Course Fees
(a) Course fees shall be fixed by individual institutes.
(b) A uniform fee structure shall be specified by the approved training institute.
Provided that different fee structures which are lower than the uniform fee structure, may be specified for
candidates belonging to SC, ST, EWS and women.
(c) The IVNTI shall give proper receipts for fee charge to the candidate. The IVNTIs shall not collect
any fee in cash.
4.5 Practical Training
(a) Compulsory video recordings of all practical training shall be made by institute.
4.6 Batch Details

(a) Institute shall upload batch details on the website of the institute and the centralized web portal within
stipulated time.
4.7 Biometric Attendance
(a) The minimum attendance required shall be 100% for courses whose duration is less than 6 days and
80% for all other courses.
(b) Biometric attendance for all staff and candidates shall be mandatory.
4.8 Conduct of Course
(a) Institute shall follow course guidelines and syllabus published by IWAI and update the content from
time to time.
(b) Monthly timetable shall be published on website of IVNTI.
(c) Courses shall be conducted only during daytime hours.
(d) No partial course conduct allowed that is the course material should be covered in its entirety.
(e) Staggered batches may be allowed for certain courses.
(f) Batch numbering system shall start with 001 every year.
(g) Year shall be construed as calendar year.
4.9 Evaluation and Monitoring
(a) IVNTIs shall implement continuous evaluation system.
4.10 Final Examination
(a) Conduct final examinations in accordance with Inland Vessels (Manning) Rules, 2025 and Guidelines
issued by IWAI.
(b) Re-examination for failed candidates.
4.11 Certificate Issuance
(a) Format of course completion certificate shall be such as may be specified by IWAI.
(b) Institute shall include IVNTI No. on all certificates.
(c) Use system-generated certificate numbers.
(d) Authorized signatories shall be required to sign the certificate.
4.12 Uniforms and Identity Cards
(a) Mandatory wearing of prescribed uniforms for faculty and candidates on campus.
(b) All staff, faculty and candidates must have laminated photo identity cards.
4.14 Value Added Courses
(a) Every IVNTI shall provide intimation for starting value added courses and shall ensure that the
statutory courses shall not be compromised due to the conduct of any other value-added courses.
(b) A disclaimer shall be added for value added course stating that they are non-statutory.
4.15 Feedback Mechanism
(a) Implement compulsory feedback mechanism and obtain feedback from the candidates on completion
of course.
4.16 Ban on Ragging
(a) IVNTI shall enforce strict measures to prevent ragging.
(b) IVNTI shall report all cases to Approving Authority.

4.17. Placement of students for shipboard training
Every IVNTI shall have a placement cell which shall endeavor to provide placements on inland vessels.
4.18 Records
IVNTI shall maintain the following records for 5 years which shall be readily made available for verification:
a) Final approval granted under this Schedule
b) Proof of ownership or valid lease deed
c) Tie-up or any other agreements for swimming pool and other such facilities, if any
d) Admission records
e) Documents related to practical training facility details, type approval etc., such as fire mock up,
swimming pool, water body, type approvals, load test etc.
f) Last Comprehensive Inspection Programme Report, Surprise Inspection Report, Quality Audit Report
g) Advertisements and brochures published
h) Complete Faculty load matrix
i) Complete classroom utilization chart
j) Records of placement of candidates
k) Application and attested photocopy duly signed by the respective candidate of all supporting
documents.
l) Records of fee charged to the candidate
m) Bio metric attendance report of Principal, permanent faculty, visiting faculty, instructors
n) Answer-scripts and other assessment records for at least twelve months thereafter. Further, the
approved or authorizes agency may also ask questions to some of the candidates during the surprise/annual
inspection to assess the general quality of training imparted.
o) Records of faculty / instructor training and faculty / instructor evaluation.
p) Record of written declaration by the visiting faculty stating that he/she shall not exceed 18 hours of
delivering lectures in a week.
q) Record of annual medical fitness of Principal, faculty and instructors above 65 years of age
r) Record of all cases of ragging, however minor and the action taken thereon by the Institute
s) Feedback data from candidates and stakeholders in paper/ electronic form
Part 5 – Inspection and disciplinary action
a) Inspection
i. Field Visiting Committee may conduct inspections biennially and may also carry unscheduled
inspections with the permission of Approving Authority.
ii. Inspections shall verify compliance with the administrative requirements specified in Part 4 of this
Schedule.
iii. Inspection reports shall be communicated within 7 days to the institutes stating deficiencies and
rectification timeframe.
b) Comprehensive Inspection Programme (CIP)
i. IVNTIs shall undergo CIP inspections at intervals of five years.
ii. The Approving Authority shall assign the institute with a Grading (based on the credit- points scored
by the institute as per the assessment checklist), reflecting the overall grading of the institute for the courses,
as shown in the Table below:

iii. The Grading shall be valid for five years from the date of conduct of the CIP unless revoked by the
Approving Authority concerned. However, the Approving Authority may re-assign the grading during the
annual inspections or based on Additional inspections on the request of the Institute.
c) Methodology for Grading shall be such as may be specified by IWAI.
d) External Assistance for Inspection
i. Approving Authority may empanel external members to assist in inspections.
ii. External inspectors shall meet the following requirements:
A. Not more than 72 years old
B. Holder of COC as master (FG) or MEO Class-I
C. Completed ISO lead auditor course
e) Suspension and Withdrawal of Final Approval
i. The approving authority may suspend or cancel the final approval granted to a IVNTI if:
A. it has reason to believe that such institute has contravened any standard specified in this Schedule, as
a result of any inspection carried out under this Schedule or otherwise; or
B. The Grading assigned to the IVNTI after conduct of the CIP is below average or poor.
ii. The approving authority shall, after giving the owner of IVNTI an opportunity of being heard, issue
a notice of suspension to the IVNTI stating the errors to be rectified and conditions that have to be complied
with by the IVNTI, along the time period within which such rectification may take place from the date of
issuance of such notice.
Provided that in case of any major deficiency or major deviation from this Schedule by the IVNTI the
approving authority may issue the notice of suspension immediately.
iii. After issuance of a notice of suspension, the IVNTI shall not admit any new students till the errors
and conditions specified in the notice of suspension are complied with by the IVNTI within the period
specified in such notice.
iv. In the event of non-compliance of the notice of suspension by the IVNTI within the period specified
in such notice, the approving authority may issue the notice of cancellation of the final approval recording
the non-compliance, after giving the owner of IVNTI an opportunity of being heard, which shall come into
force with immediate effect.
v. In case of emergencies, the approving authority may issue directions to any institute based on
inspections or other material on record to cure deficiencies.
vi. No IVNTI shall operate after its final approval has been withdrawn by the Approving Authority.
f) Display of approvals
All approvals issued by Approving Authority shall be displayed in the training institute and its website, if
any.
g) Discontinuation of Courses/Closure of Institution
i. Every IVNTI before discontinuing a particular course or closure of the institute, shall give a three
month’s intimation to the Approving Authority prior to such discontinuation or closure.
Provided that individual basic safety courses from the composite package of five basic safety courses shall
not be discontinued.
ii. Courses for existing batches shall continue to be held till their completion and no existing batch shall
be adversely affected by way of such discontinuation of course or closure of the institute.

SCHEDULE-II
Master's Responsibilities and Authority
(Refer rule 7(3))
The Master has overall responsibility on board the vessel. Assistance from the Company will be given as
advice only, leaving the final decision and responsibility with the Master.
He is responsible for proper ship safety and maintenance of the vessel including assigning tasks to all persons
on board including:

Watch keeping
•
Maintenance planning and follow-up
•
Emergency measures and drills
•
Cargo operations
•
All tasks relevant to safe ship operation.
The Master shall ensure that all emergency procedures are defined and maintained through planning, training
and drills in view to minimize the consequences if accidents / incidents should occur, including anti-pollution
and safety measures, in the best interest of crew, vessel and environment.
He has to ensure that all lifesaving and safety equipment’s are kept in a proper order according to regulations
at all times.
The Master is responsible to report to the Company all defects and other matters which could affect the safe
operation of the ship or could present a risk of pollution, and which require the assistance of the Company to
ensure that they are rectified and implemented on board of all vessels concerned.
The Master is responsible for the vessel in accordance with rules and regulations issued by :
•
National authorities
•
State Governments/ Maritime Boards
•
Classification societies
and has full Authority to take the proper decision according to the circumstances.
The Master is responsible for the safe navigation at all times, crew relation, catering and welfare, good
discipline, evaluation of crew performance training, familiarisation and working morale
The Master is responsible for all necessary reporting and liaisons on board. He represents the Company, the
owners as well as the charterers, and is the reporting line to the Company, owners, charterers, and any third
party if required.
The Master is responsible for accounting of the vessel, chest, provisions, control of purchasing, and if
necessary to report any discrepancy.
One of his main functions is to keep himself professionally up to date, to provide his experience to the ship's
staff in a way to increase experience and professional updating.
The Master is responsible for the feedback line of data from the ship to the company or any third party, as
described in further subjects.
As a summary we could say that:
The Master is responsible for the seaworthiness, navigation, cargo and maintenance of his vessel, according
to all mandatory regulations. He is responsible to identify all defects, to report them to the Company, to the
Classification Society, to any third party if relevant, and, if this is not possible, to handle them directly on
board. The Master will assist the shore based management with information. A good communication between
both parties is, in this matter, vital.
The Master is responsible for all reporting obligations on board.
