सा.का.जन.839(अ).––गैस जसलेंडर जनयम, 2016 को और संिोजधत करने के जलए कजतपय जनयमों के प्रारूप
को,भारत सरकार के वाजणज्य एवं उद्योग मंत्रालय, उद्योग संवधधन और आंतररक व्यापार जवभाग कीअजधसूचना
सा.का.जन.527 (अ) तारीख 04 अगस्ट्त, 2025के द्वारा भारत के रािपत्र, असाधारण, भाग 2, खंड 3, उप-खंड (i) में
प्रकाजित दकया गया था, जिसमें ऐसे सभी व्यजियों से, जिनके उससे प्रभाजवत होने की संभावना है, उि अजधसूचना को
अंतर्वधष्ट करने वाली रािपत्र की प्रजतयां िनता को उपलब्ध कराए िाने की तारीख से, तीस दिन की अवजध समाप्त होने से
पूवध आक्षेप या सुझाव आमंजत्रत दकए गए थे;
और, उि अजधसूचना की प्रजतयां आम लोगों को 04 अगस्ट्त, 2025 को उपलब्ध करा िी गई थीं;
और, उि अवजध के भीतर आम लोगों से प्राप्त आक्षेपों और सुझावों पर केन्द्रीय सरकार द्वारा जवचार दकया गया है;

अतः अब केन्द्रीयसरकारजवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित्त िजियों का
प्रयोग करते हुए, गैस जसलेंडर जनयम, 2016 को और संिोजधत करने के जलए जनम्नजलजखत जनयम बनाती है, अथाधत्:-
1. संजक्षप्त नाम और प्रारंभ
(1) इन जनयमों का संजक्षप्त नाम गैस जसलेंडर (चौथा संिोधन) जनयम, 2025है।
(2) ये रािपत्र में उनके प्रकािन की तारीख से प्रवृत्त होंगे।
2. गैस जसलेंडर जनयम, 2016 के जनयम 2में खंड (xxviii) के स्ट्थान पर जनम्नजलजखतखंड कोरखा िाएगा,अथाधत:–
‘(xxviii) "गैस जसलेंडर" या "जसलेंडर" से संपीज़ित गैस के भंडारण और पररवहन के जलए धातु का कोई भी बंि
कंटेनरअजभप्रेत है, जिसका आयतन पांच सौ जमली लीटर से अजधक परंतु एक हिार लीटर से अनजधक हो, जिसमें दकसी
मोटर वाहन में ईंधन टैंक के रूप में लगाया गया कोई भी रवीकृत पेरोजलयम गैस कंटेनर या रवीकृत प्राकृजतक गैस कंटेनर
या संपीज़ित प्राकृजतक गैस जसलेंडर या संपीज़ित हाइड्रोिन गैस जसलेंडर िाजमल है, लेदकन इसमें दकसी जविेष पररवहन या
अंडरकैररि में लगाया गया कोई अन्द्य कंटेनर िाजमल नहीं है और इसमें एक कंपोजिट जसलेंडर और क्रायोिेजनक कंटेनर
िाजमल हैं;तथाजप, संपीज़ित हाइड्रोिन गैस, संपीज़ित प्राकृजतक गैस, नाइरोिन, संपीज़ित वायु के भरण और भंडारण के
जलए उपयोग दकए िाने वाले जसलेंडर की िल क्षमता एक हिार लीटर से तीन हिार लीटर तक हो सकती है, परन्द्तु
नाइरोिन,संपीज़ित वायु जसलेंडर का व्यास साठ सेमी से अजधक न होऔर संपीज़ित हाइड्रोिन गैस, संपीज़ित प्राकृजतक गैस
जसलेंडर का व्यास अस्ट्सी सेमी से अनजधक होना चाजहए।

फरवरी, 2018, सा.का.जन. 231 (अ) तारीख 15 माचध, 2018, सा.का.जन. 44 (अ) तारीख 23 िनवरी,
2019, सा.का.जन. 44(अ) तारीख 20 िनवरी, 2022, सा.का.जन. 225 (अ) तारीख 11 अप्रैल,
2025,सा.का.जन. 386 (अ) तारीख 16िून, 2025और सा.का.जन. 501(अ) तारीख 28 िुलाई,2025 द्वारा
इनमें पश्चात्वती संिोधन दकया गया।

NOTIFICATION
New Delhi, the 12th November, 2025
G.S.R. 839(E).–––Whereas the draft of certain rules further to amend the Gas Cylinders Rules, 2016, was
published, vide notification of the Government of India in the Ministry of Commerce and Industry, Department for
Promotion of Industry and Internal Trade vide number, G.S.R. 527(E), dated the 4th August, 2025, published in the
Gazette of India, Extraordinary, Part-II, Section 3, Sub section (i), inviting objections or suggestions from all persons
likely to be affected thereby before the expiry of a period of thirty days from the date on which the copies of the
Gazette containing the said notification were made available to the public;
And whereas, the copies of the said notification were made available to the public on the 4th August, 2025;
And whereas, objections and suggestions received from the public within the said period have been duly
considered by the Central Government;

NOW, THEREFORE, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884
(4 of 1884), the Central Government hereby makes the following rules further to amend the Gas Cylinders Rules,
2016, namely:—
1. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Fourth Amendment)
Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Gas Cylinders Rules, 2016, in rule 2, for clause (xxviii), the following clause shall be substituted,
namely;
‘(xxviii) "gas cylinder" or "cylinder" means any closed metal container having a volume exceeding five
hundred mililitre but not exceeding one thousand liters intended for the storage and transport of compressed
gas, including any liquefied petroleum gas container or liquefied natural gas container or compressed natural
gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including
any other such container fitted to a special transport or undercarriage and includes a composite cylinder and
cryogenic container; however, the water capacity of cylinder used for filling and storage of Compressed
hydrogen gas, Compressed natural gas, nitrogen, compressed air may exceed one thousand liters up to three
thousand liters provided the diameter of the nitrogen, compressed air cylinder does not exceed sixty
centimeters and the diameter of Compressed hydrogen gas, Compressed natural gas cylinder does not exceed
eighty centimeters.
