Check the official recordThe Ministry of Road Transport and Highways proposes amendments to the Central Motor Vehicles Rules, 1989. The draft rules revise the validity periods for Pollution Under Control certificates based on vehicle emission norms and vehicle age. Owners must carry a valid certificate and produce it upon demand by authorized officers. The new validity periods apply to existing certificates upon their first renewal after the rules commence. Renewals requested within ten days before expiry take effect from the expiry date. Renewals requested after the expiry date take effect from the date of renewal. The government invites public objections or suggestions within thirty days from the date the notification becomes available to the public.

सड़क पररवहन और रािमागग मंत्रालय अजधसूचना नई दिल्ली, 22 िुलाई, 2026 सा.का.जन. 664(अ) .—केंद्रीय मोटर यान जनयमावली, 1989, जिनमें केंद्र सरकार मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 110 के द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करने का प्रस्ट्ताव करती है, में और अजधक संिोधन करते हुए जनम्नजलजखत प्रारूप कजतपय जनयमों को इस अजधजनयम की धारा 212 की उप-धारा (1) के द्वारा यथावश्यक इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा प्रकाजित दकया िाता है; और एतिद्वारा नोरटस दिया िाता है दक उि प्रारूप जनयमों को उस तारीख से तीस दिन की अवजध समाप्त होने के बाि जवचाराथग स्ट्वीकार कर जलया िाएगा जिस तारीख से सरकारी रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए उपलब्ध करायी िाती हैं; उपरोि अवजध समाप्त होने के पहले उक् त प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राप्त होने वाली दकन् हीं आपजत्तयों या सुझावों पर केंद्र सरकार द्वारा जवचार दकया िाएगा। इन प्रारूप जनयमों के प्रजत आपज तयों एवं सुझावों, यदि कोई हो, को अपर सजचव (एमवीएल,पररवहन और सड़क सुरक्षा), सड़क पररवहन और रािमागग मंत्रालय, पररवहन भवन, संसि मागग, नई दिल्ली-110001 को या ईमेल: comments-morth@gov.in, पर भेिा िा सकता है।

बिते दक, केंद्रीय मोटर यान (_____ संिोधन) जनयमावली, 2026 के प्रारंभ होने से पूवग िारी दकए गए प्रिूषण जनयंत्रण प्रमाण पत्र के मामले में, इस उप-जनयम के तहत जवजनर्िगष्ट वैधता अवजध प्रारंभ होने के पश्चात् ऐसे प्रमाण पत्र के पहले नवीनीकरण पर ही लागू होगी: इसके अजतररि, यदि प्रिूषण जनयंत्रण प्रमाण पत्र के नवीनीकरण का अनुरोध दकया िाता है तो: क. इसकी समाजप्त जतजथ से िस दिन पूवग नवीनीकृत प्रमाणपत्र इसकी समाजप्त जतजथ से प्रभावी हो िाएगा, और ख. अन्य सभी मामलों में, समाजप्त जतजथ के बाि नवीनीकृत प्रमाण पत्र नवीनीकरण की जतजथ से प्रभावी होगा। [फा. सं. आरटी-11036/94/2020-एमवीएल] महमूि अहमि, अपर सजचव रटप्पण: मूल जनयम भारत के रािपत्र, असाधारण, भाग- II, खंड 3, उप धारा (i) में अजधसूचना संख्या सा.का.जन. 590(अ), दिनांक 02 िून, 1989 के माध् यम से प्रकाजित दकए गए थे और जपछली बार अजधसूचना संख् या सा.का.जन...........(अ), दिनांदकत ........... द्वारा संिोजधत दकए गए।
[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 22nd July, 2026 G.S.R. 664(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.
