e-Gazette weekly summary
e-Gazette, 26 October-1 November 2026: highway fee rules, imported-drug shelf life, non-profit mergers, animal disease rules and sea-cargo changes.
The week in brief
From 1 November, owners of non-commercial vehicles with functional FASTags who live within 20 km of a toll plaza may choose an annual local pass: Rs 1,500 outside municipal or town limits, or Rs 3,000 within them. It is valid only at that plaza and unavailable under closed-user tolling or where a service or alternative road exists.
Imported medicines must generally have at least one year of residual shelf life under amended Rule 31 of the Drugs Rules. Biological drugs and radiopharmaceuticals may be imported with at least 60% of their labelled shelf life remaining.
Registered non-profit organisations face new merger conditions under the Income-tax Rules, 2026. The organisations must have the same or similar objects, and provisionally registered organisations cannot merge with fully registered ones.
The 2026 animal-disease rules cover outbreak reporting, vaccination and carcass disposal. Village officers must report scheduled disease outbreaks to veterinarians, who must report to the State and Central Governments through the Bharat Pashudhan portal.
The fourth amendment to the Sea Cargo Manifest and Transshipment Regulations replaces the date at serial number 6 in the table after Form-XII with 31 January 2027.
