Subject: - Updated format for the Quarterly Establishment Return - reg.

Ref: - Circular No. HRD-II/Quarterly Establishment Return/2025/14652 dated 29.12.2025-reg.

With a view to streamline the reporting mechanism in line with the data sought by the ministry, statutory commissions, parliamentary committees and other such bodies, certain modifications have been made to the formats of the Quarterly Establishment Returns. Accordingly, all Zonal Offices are requested to submit the Quarterly Establishment Returns in the updated formats enclosed as Annexures A to L. Further, it is reiterated that, as per the existing instructions, submission of the Quarterly Establishment Returns is a continuous and mandatory requirement. The completed returns should invariably reach the Head Office by the 20th day following the close of each quarter.

  1. The updated formats, inter alia, include the following modifications:

(i) Annexure E has been updated to capture cumulative data relating to action taken under various provisions, officials reviewed/retired under FR 56(j), compulsory retirements, removals, and dismissals. Each quarterly return shall contain cumulative data from the beginning of the financial year up to the end of the respective quarter (e.g., the July-September return shall include data for the period April-September), thereby facilitating compilation of annual data.

(ii) Annexure F & G have been updated to capture category-wise details (General/SC/ST/OBC) relating to promotions effected since the previous quarter, Modified Assured Career Progression (MACP) and Non-Functional Upgradation (NFU), officials retired on superannuation and under the Voluntary Retirement Scheme (VRS).

(iii) Annexure J has been updated to align it with the mandate of the POSH Act, 2013. Major provisions relating to the constitution and functioning of the Internal Complaints Committee (ICC) have been incorporated for guidance and compliance. A separate table for reporting SHE-Box complaints has been included.

(iv) A new Annexure L has been introduced for furnishing information relating to the monthly National Pension System (NPS) contributions. The annexure provides for quarterly reporting of monthly NPS contribution deductions & remittances to the correct PRANs, and details of any discrepancies along with the corrective action taken.

  1. Zonal Offices are requested to send the above reports in excel format, in respect of each Regional Office along with the compiled report for the whole Zone, through email to rc.hrm8@epfindia.gov.in.
