The Employees' State Insurance Corporation (ESIC) has issued a directive to all field units, including Regional Offices, Medical Institutions, and Hospitals, to ensure strict compliance with Department of Personnel & Training (DoPT) timelines for the 2025-26 Annual Performance Assessment Reports (APARs). Despite the DoPT-prescribed deadline of June 15, 2026, for self-appraisal, many APARs remain pending or have not yet been generated on the SPARROW portal. Heads of Offices and PAR Custodians are instructed to immediately generate pending APARs, facilitate the submission of self-appraisals, and monitor progress to prevent delays in subsequent reporting, reviewing, and disclosure stages.

Subject: Adherence to DoPT-prescribed timelines for completion of APARs for the Reporting Year 2025-26 through SPARROW Portal – Regarding
Reference is invited to this Office instruction dated 22.05.2026 whereby all concerned offices were advised to adhere to the revised timelines for completion of Annual Performance Assessment Reports (APARs) for the Reporting Year 2025-26, as prescribed by the Department of Personnel & Training (DoPT).
As per the revised timelines issued by DoPT, the last date for submission of self-appraisal by the Officer Reported Upon was 15.06.2026. However, it has been observed from the status available on the SPARROW Portal that a significant number of APARs are still pending at the self-appraisal stage. It has also been noticed that a large number of APARs/Workflow have not yet been generated/prepared in the SPARROW Portal.
In view of the above, all Regional Offices, Sub-Regional Offices, Directorates, Medical Institutions, Medical/Dental Colleges, Hospitals and other field units of ESIC are requested to ensure that:
All Heads of Offices and PAR (Central) Custodians are requested to accord top priority to this matter and ensure timely compliance with the above instructions.
