Employees' State Insurance Corporation (ESIC) is a statutory body under the administrative control of the Ministry of Labour and Employment, Government of India. ESIC invites applications for the engagement of 01 (one) IT Consultant for handholding Finance related IT functions & Panchdeep 2.0 (ERP) implementation in ESIC on contract basis. Candidates fulfilling the below mentioned criterial may apply for the post. 1. Retired Govt. Officers/officials having experience in Finance Modules and Core Accounting , Budget , Banking ,Fund management and pension, Audit &Compliance etc. 2. Age Limit: not exceeding 63 years as on closing date of receiving of application i.e. 23.03.2026. 3. Qualification & Experience: The consultant proposed to be engaged should meet the following minimum criteria; Educational Qualification: Degree in Engineering/Technology/Computer Science or equivalent from a recognized institution. Experience: Minimum 20 years of experience in design, development and management of large-scale Government IT systems. Proven experience in Public Financial Management Systems (PFMS), Government ERP / IFMS, banking integration, fund flow management, treasury or accounting systems. Experience of working with Ministries/Departments of Government of India, State Governments or large public sector organisations. Domain Knowledge: Strong understanding of government financial rules, fund management, DBT. payment and receipt systems. Experience in coordination with banks, RBI, PFMS, payment gateways and large transaction platforms. Preferable: Prior experience in NIC or similar Government IT organisations. Experience of leading or advising large ERP implementations or upgrades. Retired Government servant from Central/State Government or Autonomous Body. Should have retired at a senior level (Director / Deputy Secretary/equivalent or above). 4. Remuneration: The maximum amount of monthly consolidated fee and Local Conveyance payable to different categories of Consultants shall be as under: A-12017/2/2026-E-III I/3641891/2026 Level of Pay in Pay Matrix Remuneration (in Rs.) Conveyance Allowance(in Rs.) Level 5 to Level 7 of the Pay Matrix (Equivalent to Pre-revised Pay Scale with GP of 2400/- to 4600/) 30,000/- 3,000/- Level 8 to 10 (GP of 4800 to 5400) 40,000/- Level 11(GP of 6600) 50,000/- Level 12 and 13 (GP of 7600 & 8700) 60,000/- 5,000/- Level 14 and above 75,000/- Note 1- The total monthly remuneration and the Pension drawn by the consultant shall not be more than the Last Pay Drawn by him calculated at the current rates of Dearness Allowance. Note2- Enhance remuneration may be be paid to deserving officials on case to case basis with the approval of Director General and with the concurrence of Finance Commissioner on account of special expertise/experience in the concerned field. 5 . Allowance: Consultant shall not be entitled to any kind of allowance or accommodation facility. No TA/DA shall be admissible for joining the assignment or on its completion. Foreign travel of Consultant is not permitted at all. However, should he require to travel inside the country in connection with the official work of the ESIC, TA/DA as admissible to a regular employee of the same grade, he/she retired from will be paid to him/her after obtaining approval of the competent authority. 6. Drawal of Pension: A retired Government official appointed as consultant shall continue to draw pension and the dearness relief on pension during the period of his/her engagement as consultant. His/her engagement as Consultant shall not be considered as a case of re-employment. 7. Leave: Consultant shall be eligible for Eight (08) days leave in a calendar year on pro-rata basis. No remuneration for the period of absence in excess of the admissible leave will be paid to Consultant. Also, un-availed leave shall neither be carried forward to next year nor encashed. 8. Tax Deduction at Source (TDS):-TDS as admissible shall be deducted from the monthly remuneration of Consultant. A TDS certificate shall be issued by the concerned DDO on demand. 9. Working Hours: Consultant may follow the normal working hours. 10. Model format for application is attached. 11. Period of Engagement: i. Initial engagement of a Consultant will be for a period of one year. After expiry of initial term, engagement may be extended, based on requirement of the ESIC and performance of Consultant(s) concerned, with the concurrence of Finance Commissioner & approval of Director General, for a maximum period of one year at a time, relaxation may be given in deserving cases. extendable based on performance and requirement. ii. The engagement of a consultant would be on full-time basis and he/she will not be permitted to take up any other assignment during the period in the ESIC. A-12017/2/2026-E-III I/3641891/2026 iii. The engagement is a purely of a temporary nature against the specific jobs. iv. The engagement of consultant can be terminated by the ESIC at any time without assigning any reason thereof by giving him/her 15 days' notice. However, in case a consultant wishes to resign, he/she will have to give 15 days' advance notice or remuneration in lieu thereof resigning from the engagement. 12.Reporting and Deliverables: The consultant shall work under the overall supervision of the Finance Division. Periodic reports on system issues, improvements suggested and progress of ERP implementation shall be submitted. Advisory inputs shall be provided wherever required for record purposes. 13.Procedure for Selection of Consultant: The selection will be made from amongst eligible persons based on personal interview/interaction with the shortlisted candidates by the Screening -cum-Selection Committee constituted for the purpose. 14.Termination of Engagement ESIC may terminate the engagement in following conditions: i. The Consultant is unable to address the assigned work; ii. Quality of the work is not to the satisfaction of the Department: iii. The Consultant fails in timely achievement of the milestones as finally decided by the ESIC; iv. The Consultant is found lacking in honesty and integrity. Note: ESIC reserves the right to terminate the engagement, by serving fifteen (15) days' written notice on the Consultant. Termination shall be effected on the day right after the completion of fifteen (15) days of delivery of such notice. 15. Rights of ESIC : ESIC has the right to cancel the advertisement, and not go for engagement of Consultant, at any stage. It may accept or reject any or all applications, without giving any reasons therefor, whatsoever.
