No. V/18/12/2023/MedI Date: 05-02-2026 Office Memorandum Subject: Circulation of guidelines for Continuing Nursing Education (CNE) programmes and sponsorship for National Conference organized by lNC With the approval of the Competent Authority, guidelines for implementation of Continuing Nursing Education (CNE) programmes in ESIC Medical Colleges, Nursing Colleges and ESIC Hospitals are hereby circulated. All concerned authorities are requested to ensure effective and timely implementation of these guidelines in a structured, cost-effective and service- oriented manner, without adversely affecting routine hospital functioning. V/18/12/2023/MedI I/3548485/2026 Guidelines for Continuing Nursing Education (CNE) programmes and sponsorship for National Conference organized by lNC With the continuous advancement of medical science, it is imperative for nursing staff to keep themselves updated in order to strengthen professional competence, improve patient care outcomes, and ensure ongoing skill enhancement. All Deans/Medical Superintendents of ESIC Medical Colleges and Hospitals must follow the following guidelines, for implementation of Continuing Nursing Education (CNE) programmes in ESIC institutions: 1. CNE programs to be started at ESIC Medical Colleges, ESIC Hospitals (with more than 300 sanctioned beds) and existing Nursing Colleges at Gulbarga and lndira nagar. Other ESIC Hospitals may also start these programmes if sufficient number of sanctioned Nursing Staffs are available. 2. A CNE Coordinator (preferably with PhD/M.Sc/B.SC Nursing qualification) shall be identified at each institution by the respective Dean/MS/Principal in coordination with CNS/NS/DNS/ANS. 3. Deans of Medical Colleges, Medical Superintendents of ESIC Hospitals and Principals of Nursing Colleges shall organize CNE programmes. 4. The CNE to be run on a Hub and spoke model. Medical College / ESIC Hospital (with more than 300 sanctioned beds) / Nursing College will be the hubs and attached ESIC Hospital (< 300 beds) to be spokes. 5. CNE programmes shall be conducted periodically in physical mode at ESIC Medical Colleges, Nursing Colleges and ESIC Hospitals for in- house staff. 6. Nursing officers from other ESIC hospitals may participate in online mode. 7. If Full day CNE is organized(in-house & Hybrid mode), Staff may be nominated without affecting the daily functioning of the Hospital. All nursing staff shall be trained on a rotational basis. Preference shall be given to staff working in the relevant specialty/field. 8. Nursing staff posted in Labour Rooms, Operation Theatres, ICUs, NICUs, Emergency Departments and Blood Banks shall undergo V/18/12/2023/MedI I/3548485/2026 mandatory training at least once every year. 9. Where full-day CNE programmes (in-house or hybrid) are organized, staff may be nominated in a staggered manner so that routine hospital functioning is not affected. 10. All CNE programmes shall be accredited by the respective State Nursing Council/Accrediting Board and credit hours shall be awarded as per applicable norms. 11. Community Health Nurses working in RHTCs and UHTCs shall also be included in CNE programmes. 12. Topics shall be based on institutional learning and service needs such as quality services, patient safety, soft skills, conflict management, teamwork, etc., and aligned with applicable policies. 13. CNE certificates shall include participant’s name, provider’s name, programme title, date, time, venue, number of credits and signatures of course director/supervisor. 14. Special leave as per extant rules may be granted to encourage participation in accredited CNE programmes. 15. Training modules shall be developed by NTA for skill upgradation and career progression of nursing staff in line with Central Government policy. 16. All training programmes shall be purposeful, cost-effective and complementary. No unreasonable expenditure shall be incurred. 17. As Services and direct patient care are the priority in a running Hospital, nomination and scheduling for training shall be situational and shall not be treated as a matter of right.
