Reference is invited to the letter received from Secretary, Ministry of Labour & Employment regarding compliance of the Hon’ble Supreme Court Order dated 07.11.2025 in Suo Motu Writ Petition (Civil) No. 5 of 2025 concerning prevention of stray dog menace in institutional areas. Further, Secretary (Health & Family Welfare), vide D.O. Letter No. 2.21020/24A/2025-PH dated 02.12.2025, has directed that certain preventive and monitoring measures be implemented in a time-bound manner. In this regard, The Medical Commissioner, Medical Services (MC, MS) shall act as the Nodal Officer for prevention and monitoring of stray dog menace in the hospital premises. All Medical Superintendents of ESIC Hospitals are hereby directed as under: 1. Proper waste management shall be ensured, particularly disposal of kitchen waste and waste generated by patients’ relatives, so as to avoid attracting stray animals. 2. Awareness sessions shall be organized within the hospital premises for patients, attendants, staff and vendors regarding proper waste disposal and safety measures. 3. Security guards and ground staff deployed in the hospital shall be sensitized and made aware of these guidelines and their responsibilities. 4. The hospital premises shall be kept secure and clean at all times. 5. Any lapse or default in compliance shall be monitored by the MC(MS) and may be recorded in APAR of the concerned officials, wherever applicable. All Medical Superintendents are requested to ensure strict compliance of the above directions and keep necessary records for review. This issues with the approval of the Competent Authority.
