OFFICE MEMORANDUM
Sub.: 1. Decentralization of Revenue Recovery to District Level
2. Improving the delivery of services to the IPs.
The Director General has approved decentralization of Revenue Recovery Offices from Regional / Sub-Regional Offices to Branch Office so as to effect the recovery and conclude the Certificates issued by the Authorized Officers in time bound manner. Accordingly, the Regional Directors and SRO-in-charges are required to identify the Branch offices where the recovery dues and certificates are higher in number, and preferably only one in a district so as to post the Recovery Officer in that Branch Office.
These Recovery Officer shall be designated as 'Recovery Officer-cum-Branch Manager' and shall also be responsible for managing the affairs of Branch Office and ensuring better delivery of services to the beneficiaries, especially in relation to faster decision-making process on the claims filed by the Insured Persons.
The Social Security Officer posted in the area for 'Inspector-cum-Facilitator' functions shall also work as Recovery Inspector and /or can function as Deputy Manager of the Branch Office, as the case may be.
The Staff posted in these Branch Offices shall work for Revenue Recovery Office also and additional staff to be posted, if so required.
The Recovery Officer posted in Regional Office or Sub-Regional Office shall be the Coordinating Officer for these Recovery Officers posted at districts for the Regional Director / Joint Director In-charge in effective implementing & monitoring mechanism/ reporting system to the headquarters by the Regional Director and SRO In-charges.
In the jurisdiction of Sub-Regional Offices, consultation be made with the SRO- in-charges by the Regional Directors for exercising the powers for posting of Assistant Directors as Recovery Officers at the location decided by the SRO-in-charge.
Implementation of this Office Memorandum be made in a phased manner for smooth transition such that a Recovery Officer should be able to execute 2-3 thousand certificates in a year.
