The Employees' State Insurance Corporation has amended the delegation of financial powers regarding the execution of Annual Repair Maintenance and Operational (ARMO) works. Following a review concerning the implementation of Integrated Facility Management Services, the Competent Authority has delegated powers for ARMO works to the Medical Superintendents of ESIC hospitals that include attached staff quarters. This update modifies the previous delegation framework established on May 5, 2025. All other existing provisions regarding the delegation of financial powers for the self-execution of works remain unchanged.

Sub: - Execution of ARMO Works related to Civil/Electrical Works in ESIC establishments.
Sir/Madam,
With reference to the subject cited above, it is informed that the delegation of financial powers to ESIC officers for self-execution of works was circulated vide letter No. Pt. W-17/13/1/Misc./2014-PMD dated 08.03.2018. The same was subsequently revised vide letter No. CE/PS/Revision in DOP/2021-PMD dated 31.03.2021 and letter No. W-13/13/ARM/SR/2011-PMD dated 12.10.2021, and further amended vide letter No. V-11013/4/2022-PMD-Part(1) dated 05.05.2025.
Subsequently, the matter has been reviewed in light of the ESIC Hqrs. Office Memorandum dated 12.06.2026 regarding implementation of Integrated Facility Management Services (IFMS).
Accordingly, the Competent Authority has approved to delegate the powers for Annual Repair Maintenance and operational work (ARMO) to Medical Superintendent of respective ESIC hospital with attached staff quarters by amending the letter No. V-11013/4/2022-PMD-Part(1) dated 05.05.2025.
All other provisions contained in the aforesaid letter shall remain unchanged.
This issues with the approval of Director General.
