Madam/Sir,
With reference to the subject cited above, it is informed that the Competent Authority has accorded approval for implementation of the Face-Based Aadhaar Enabled Biometric Attendance System (AEBAS) in ESIC Medical Colleges and ESIC Hospitals.
2.Accordingly, the following minimum technical specifications/requirements are prescribed for procurement of Face-Based AEBAS devices:

3.All ESIC Hospitals and Medical Colleges are advised to strictly adhere to the above-mentioned minimum technical specifications/requirements while procuring Face-Based AEBAS devices. Any deviation from the prescribed specifications, if necessitated shall require the prior approval of the ICT Division, HQ. Such proposals shall be accompanied by a detailed technical justification and comparative specifications for examination.
4.The procurement shall be undertaken in accordance with the prescribed procurement procedures, applicable financial rules, GFR guidelines and all other extant rules, regulations, guidelines and instructions issued from time to time.
5.The concerned ESIC Hospitals and Medical Colleges shall also ensure that the devices procured are compatible applicable UIDAI requirements.
6.The prescription of the aforesaid technical specifications shall not be construed as sanction or approval of any expenditure. Procurement shall be undertaken by the concerned office only after obtaining the requisite administrative and financial approvals/sanctions, as applicable, and in accordance with the extant procurement rules and delegated financial powers.
