The Employees' State Insurance Corporation cancels the regular promotion of three Private Secretaries to the post of Principal Private Secretary. This action follows the accepted requests for refusal of promotion from the concerned officers. These officers cannot receive a new promotion offer for one year from the date of refusal or until the next vacancy arises, whichever is later. Upon their eventual promotion, these officers lose seniority relative to their juniors who received promotions earlier. This decision aligns with the Department of Personnel and Training instructions regarding promotion refusal.
