The Employees' State Insurance Corporation directs all medical institutions to create a comprehensive procurement calendar for drugs, medical equipment, and consumables. Subject: Preparation of Procurement Calendar and strict adherence to procurement timelines, GeM, GFR, CVC, MII, ESIC Equipment manual etc.-reg In reference to the subject cited above, it has been observed that the prescribed timelines are not being duly adhered to in the procurement of drugs, medical equipment, and consumables, resulting in undue delays. Such delays adversely affect the delivery of quality medical care to ESIC beneficiaries. In this context, all ESIC medical institutions are directed to prepare a comprehensive procurement calendar for drugs, medical equipment & consumables duly evaluating usage, requirement, infrastructure, manpower, budget inter-alia for optimum utilization and ensure strict adherence to the stipulated procurement timelines without any deviation. All institutes are also advised to procure consumables through GEM by forming a consolidated demand and using methods like rate contract/ running contract/ staggered supply etc to avoid piece meal purchases and splitting and to avoid stock out situation in their institutes. Moreover, all procurement activities must strictly adhere to the provisions of GeM, GFR, CVC, MII, the ESIC Equipment Manual etc. This issues with the approval of the competent authority.
