VACANCY CIRCULAR
Subject: Recruitment of Chief Engineer (Civil) on Deputation (Including Short Term Contract) basis, in ESI Corporation.
Applications are invited for one (01) vacancy in the cadre of Chief Engineer (Civil) in Pay Band-4, Rs.37400- 67000 + Grade Pay Rs. 8900/- [in Level 13A (Rs.131100- 216600)] in ESI Corporation on Deputation (Including Short Term Contract) basis.
- Eligibility conditions, educational qualifications, experience, duties and general conditions for the above post are indicated in Appendix-I.
- Applications of eligible Officers, who are willing to take up the appointment immediately and may be spared after being selected, may be sent through proper channel in the prescribed proforma placed at Appendix-II.
- Cadre Controlling Authorities of willing candidates are advised to refer instructions of Annexure-II of DoP&T OM No. AB.14017/28/2014-Estt. (RR) dated 02.07.2015 before forwarding applications.
- Bio-data / Curriculum Vitae in the prescribed format (annexed with educational, experience certificates / documents etc.) duly certified and stamped by the Employer along with the APARs / CRs (Photocopies of each page of APARs / CRs duly attested by an officer not below the rank of Under Secretary to the GoI) for last five years (i.e. 2020-2021 to 2024-2025 or 2021 to 2025, as maintained), Cadre Clearance, Vigilance Clearance, Integrity Certificate and 'No Major or Minor Penalty for last ten years' certificate (or a list of major or minor penalty imposed during last ten years, if any) must reach through proper channel to Ratnesh Kumar Gautam, Insurance Commissioner (P&A), Hqrs. Vacancy- 01 | Officers under the Central Government or State Governments or Union territories or Autonomous Bodies or Statutory Bodies or Public Sector Undertakings:-
A. (I) holding analogous post on regular basis in the parent cadre /department;
or
(II) with two years' service in the grade rendered after appointment thereto on a regular basis in Pay Band-4: Rs. 37400-67000 plus Grade Pay of Rs.8700 [in level 13 (Rs. 123100-215900)] or equivalent; or
(III) with six years' service in the grade rendered after appointment thereto on a regular basis in Pay Band-3: Rs. 15600-39100 plus Grade Pay of Rs.7600 [in level 12 (78800-209200)] or equivalent; and
B. Possessing the following educational qualifications and experience:-
- (I) Bachelor of Engineering or B. Tech. in Civil Engineering from a recognized university or equivalent.
- (II) Twelve years' experience in planning, construction and execution of civil engineering projects.
Note 1: The departmental officers in the feeder grade who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
(Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed five years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of the receipt of applications.)
Note 2: For the purpose of appointment on deputation (including short term contract) basis, the service rendered on a regular basis by an officer prior to 01.01.2006 (the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding pay band and grade pay or pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any up-gradation. |
DUTIES OF CHIEF ENGINEER
- i. C.E. will be head of the Engineering Department and will technically sanction estimates including non-scheduled and market rate items of all projects through out India.
- ii. He will advise Director General in respect of technical matters to the points of economy, safety and good engineering practices.
- iii. He will be a technical examiner to all buildings of hospitals, offices and residential buildings.
- iv. He will control S.E.'s, EE's, AE's and other non-technical staff of Engineering Department and Project Management consulting department.
- v. CE will control the budget, technical specifications, variations, extension of time, in accordance with standard engineering practices.
- vi. He will also control over the project and responsible to formulate planning of New Project right from the conceptual stage to final completion and also monitor the project.
- vii. He will be responsible for total execution of works, procurement of services, supply. CE will approve or recommend to DG the bid evaluation, agreement, period of completions and other project related matters as per F.I.D.I.C norms adopted by ESIC.
- viii. CE will control and have check on the performance and work of Architects, Consultants, Structural Consultant Project Management Consultants. He will also finalise the terms and conditions for prequalification and time schedule.
- ix. CE will ensure the quality of work through regular inspections of work regarding progress, quality and completion and empowered to penalize as per agreement.
- x. He will also order and instruct the construction agencies and take decisions on technical matters and also norms and specifications prescribed by ESIC.
- xi. CE will also examine and penalise construction agencies/contractors for any violation of contract conditions and agreements.
- xii. He is also responsible for conducting training, guidance to his subordinate officers like SE, EE, AE & JE.
- xiii. He is also responsible for checking the maintenance of property registers,, equipment registers and history cards of repair & maintenance of equipments.
- xiv. He s also responsible for the duties of Arbitrator for various works.
GENERAL CONDITIONS
- Chief Engineer (Civil) on deputation (ISTC) basis will be posted at ESIC Headquarters, New Delhi.
- Terms and conditions of the appointment of officers selected on deputation basis will be regulated in accordance with the orders contained in Govt. of India, Ministry of Finance O.M. No. F.1 (11)-E-III (B)/75 dated 07.11.75 read with Govt. of. India, Ministry of Home Affairs, Department of Personnel & Administrative Reforms OM No. 6/8/2009-Estt and (Pay-II) dated 17.06.2010 as amended from time to time.
- Applications should reach this office within 42 days from the date of publication of advertisement in Employment News.
- Date for determining the upper age limit, qualification and experience will be the closing date prescribed for receipt of application.
- Application must be sent in the Bio-data/Curriculum Vitae proforma given in Annexure-I. This proforma can be downloaded from ESIC website www.esic.nic.in. Candidates are advised to fill the Bio-data details in typed format to ensure legibility and clearly mention the post for which the candidate has applied for.
- Cadre Controlling Authorities of willing candidates are advised to refer instructions of Annexure-II of DoPT OM No. AB.14017/28/2014-Estt. (RR) dated 02.07.2015 before forwarding applications.
