Check the official recordThe Employees' State Insurance Corporation directs all User Units to follow the Standard Operating Procedure for processing Global Tender Enquiry proposals. This procedure follows the Cabinet Secretariat letter dated 03.12.2025. All User Units must ensure strict adherence to prevailing Government e-Marketplace, General Financial Rules, Central Vigilance Commission, and Make in India guidelines. Units must also follow all statutory Government of India procurement rules. This directive applies to all Deans of ESIC PGIMSRs, Medical and Dental Colleges, and Hospitals, as well as all Medical Superintendents of ESIC Hospitals and Directors of Medical services in Delhi and Noida.

In reference to above subject, please find enclosed herewith Letter dt 03.12.2025 of Cabinet Secretariat regarding Standard Operating Procedure (SoP) for processing Global Tender Enquiry (GTE) proposals for perusal and information. It is reiterated that all ESIC User Units must ensure strict adherence to prevailing GeM, GFR, CVC, Make in India, all statutory Government of India procurement guidelines. This issues with the approval of the competent authority.
