Sub : Sustained Outreach and Awareness Campaign on ESI Scheme among Mine Workers consequent upon extension of coverage under the Code on Social Security, 2020 – regarding

Madam/Sir,

As you are aware that the Code on Social Security, 2020 (CoSS), implemented with effect from 21st November, 2025 consolidates nine Central labour laws relating to social security into a unified and comprehensive framework. The Code has significantly extended social security coverage to a broader spectrum of the workforce, viz. plantation workers, mines, railways including metro, oil fields, major ports, etc.

Ref. to the Circular N-15012/3/2026-P&D dated 18.08.2026 of P&D Branch, ESIC Hqrs. on assessing and making necessary arrangements for the medical infrastructure of the mine workers. In furtherance to that, mine workers, by the very nature of their occupation, are exposed to hazardous working conditions and remain vulnerable to occupational injuries, accidents, and health risks. It is therefore imperative that this newly covered workforce be made aware, on a priority basis, of the social security protections now available to them under the ESI Scheme.

All ESIC Field Offices, given their direct interaction with employers, workers, establishments, and other stakeholders at the grassroots level, are hereby directed to undertake sustained awareness and outreach activities within their respective jurisdictions in the implemented areas, utilising existing resources without additional expenditure; accordingly, all Regional Directors/Officer Incharges of Sub-Regional Offices are instructed to undertake the activities:

• i. Rigorous and sustained outreach campaigns on the ESI Scheme shall be undertaken among mine workers in the respective jurisdictions, given the recent extension of coverage to this category.

• ii. Awareness kits shall be distributed among mine workers to familiarise them with the ESI Scheme and the comprehensive social security benefits available thereunder.

• iii. Field offices shall propagate the IEC content through their respective social media handles and the official Public App, in regional languages, to ensure wider and more effective reach among the target workforce.

• iv. Information, Education and Communication (IEC) materials for the awareness kits for onward distribution among mine workers, creatives data banks for social media may be downloaded from the given below link:

Field Offices are also requested to maintain a record of all awareness activities undertaken in pursuance of this circular — including the dates, venues, number of participants, categories of stakeholders covered, and the nature of activities conducted — and share good quality photos with the PR Branch, ESIC Hqrs. for social media posts.
