का.आ. 3609(अ).— सूचना प्रौद्योगिकी अधिनियम, 2000 (2000 का 21) (जिसे इसमें आगे उक्त अधिनियम कहा गया है) की धारा 70 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार, जीएमआर हैदराबाद अंतर्राष्ट्रीय हवाईअड्डा लिमिटेड (जिसे इसमें आगे जीएचआईएएल कहा गया है) की नाजुक सूचना अवसंरचना के नाते, हवाईअड्डा परिचालन प्रणालियों से संबंधित निम्नलिखित कंप्यूटर संसाधनों और उनकी सहयुक्त आश्रितताओं के कंप्यूटर संसाधनों को उक्त अधिनियम के प्रयोजनों के लिए संरक्षित प्रणालियां घोषित करती है, अर्थात्:-

• क) एयरफील्ड ग्राउंड लाइटिंग;
• ख) हवाईअड्डा प्रचालन नियंत्रण केंद्र;
• ग) हवाईअड्डा प्रचालन डेटाबेस;
• घ) पहुँच नियंत्रण प्रणालियां;
• ङ) बैगेज हैंडलिंग प्रणालियां;
• च) सामान्य उपयोग टर्मिनल उपकरण / सामान्य उपयोग यात्री प्रसंस्करण प्रणालियाँ / सामान्य उपयोग स्व सेवाएं;
• छ) क्लोज्ड सर्किट टेलीविजन मॉनिटरिंग प्रणाली; और
• ज) मास्टर क्लॉक प्रणाली।

2. इसके अलावा, उक्त अधिनियम की धारा 70 की उप-धारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार निम्नलिखित कार्मिकों को संरक्षित प्रणालियों तक पहुंच बनाने के लिए प्राधिकृत करती है, अर्थात्: -

• (क) संरक्षित प्रणाली तक पहुंच बनाने के लिए, जीएचआईएएल द्वारा लिखित रूप में प्राधिकृत जीएचआईएएल का कोई अभिहित कर्मचारी;
• (ख) संविदात्मक प्रबंधित सेवा-प्रदाता या तृतीय पक्षकार विक्रेता के दल का कोई सदस्य जिसे आवश्यकता के आधार पर पहुँच बनाने के लिए जीएचआईएएल द्वारा लिखित रूप से प्राधिकृत किया गया है; और
• (ग) मामला दर मामला के आधार पर, जीएचआईएएल द्वारा लिखित रूप में प्राधिकृत कोई परामर्शी, विनियामक, सरकारी पदाधिकारी, संपरीक्षक और पणधारी।

3. यह अधिसूचना सरकारी राजपत्र में प्रकाशन की तिथि से प्रवृत्त होगी।

NOTIFICATION

New Delhi, the 5th August, 2025

S.O. 3609(E).— In exercise of the powers conferred by sub-section (1) of section 70 of the Information Technology Act, 2000 (21 of 2000) (hereinafter referred to as the said Act), the Central Government hereby declares the following computer resources relating to the airport operational systems, being Critical Information Infrastructure of the GMR Hyderabad International Airport Ltd (herein after referred to as GHIAL) and the computer resources of their associated dependencies, to be protected systems for the purposes of the said Act, namely: -

• a) Airfield Ground Lighting;
• b) Airport Operation Control Centre;
• c) Airport Operations Database;
• d) Access Control Systems;
• e) Baggage Handling Systems;
• f) Common Use Terminal Equipment / Common Use Passenger Processing Systems / Common Use Self Services;
• g) Closed Circuit Television Monitoring System; and
• h) Master Clock System.

2. Further in exercise of the powers conferred by sub-section (2) of the section 70 of the said Act, the Central Government hereby authorises the following personnel to access the protected systems, namely: -

• (a) any designated employee of the GHIAL authorised in writing by the GHIAL to access the protected system;
• (b) any team member of contractual managed service provider or third-party vendor who have been authorised in writing by the GHIAL for need-based access; and
• (c) any consultant, regulator, government official, auditor and stakeholder authorised in writing by the GHIAL on case-to-case basis.

3. This notification shall come into force on the date of its publication in the Official Gazette.
