सा.का.जन. 448(अ).— जबकि, जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) नियम, 2016 के प्रारूप को, निस्फोटि अनिनियम, 1884 (1884 िा 4) िी िारा 18 िी उप-िारा (1) की अपेक्षानुसार, भारत सरिार के िानिज्य और उद्योग मंत्रालय (उद्योग संििधि और आंतररि व्यापार निभाग) की अजधसूचना संख्या सा.का.जन.147 (अ) तारीख 24 फरिरी, 2026 द्वारा भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप-खंड (i) में प्रिानित किया गया था, जिसमें ऐसे सभी व्यजियों से, जिनके उससे प्रभाजवत होने की संभावना है, को उि अजधसूचना अंतर्वधष्ट करने वाले रािपत्र की प्रजतयां िनता को उपलब्ध कराए िाने की तारीख से, तीस दिन की अवजध समाप्त होने से पूवध आपजियां या सुझाव आमंजत्रत दकए गए िे; और िबदक, उि रािपत्र अजधसूचना की प्रजतयां 25 फरवरी, 2026 को िनता के जलए उपलब्ध करा िी गई िी; और िबदक, उि प्रारूप जनयमों के संबंध में प्राप्त आपजियों और सुझावों पर केन्द्रीय सरकार द्वारा सम्यक् रूप से जवचार दकया गया है; सं. 401] नई दिल्ली, िुक्रवार, िून 5, 2026/ज् येष् ठ 15, 1948

अत:, अब, केन्द्रीय सरकार जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और धारा 7 द्वारा प्रिि िजियों का प्रयोग करते हुए, जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) नियम, 2016 का और संिोिि िरिे िे नलए निम्ननलनित नियम बिाती है, अिाधत्: -

1. संजक्षप् त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) (संिोधन) जनयम, 2026 है।

(2) ये रािपत्र में इनके प्रकािन की तारीख से प्रवृत् त होंगे। 2. जस्ट्िर और गजतिील िाब पात्र (अज्वजलत) नियम, 2016 (जिसे इसमें इसके पश् चात् उक् त जनयम कहा गया है) के जनयम 21 में, उप-जनयम (16) के पश् चात, जनम् नजलजखत उप-जनयम अंतःस्ट् िाजपत दकया िाएगा, अिाधत:– "(17) आईएसओ टंकी आधान का उपयोग संपीज़ित गैस के िमीन के ऊपर भंडारण के जलए दकया िा सकेगा, यदि उसका आधार ठीक तरह से जस्ट्िर रूप में स्ट्िाजपत दकया गया हो और आधार स्ट्िाजपत करने के बाि संरचनात्मक िृढ़ता को संरचना अजभयंता द्वारा प्रमाजणत दकया िाएगा।” 3. उि जनयमों के, जनयम 22 के उप-जनयम (3) में, "छह से अजधक नहीं होगी", िब्िों के पश्चात, "ककंतु, एक समूह में भूमोपरर भण्डारकरण पात्रों की संख्या नौ हो सकेगी" िब्िों को अंतः स्ट् िाजपत दकया िाएगा। 4. उि जनयमों में, जनयम 47 का लोप दकया िाएगा। 5. उि जनयमों के जनयम 50 में, (क) खंड (i) के उप-खंड (ग) में, िब्द, "भारतीय राज्य क्षेत्र िे भीतर आईएसओ टंकी आधान में संपीज़ित गैस के पररवहन की अनुमजत िे संबंि में या िो", िब्िों के पश्चात, "िे नलए" िब्ि रखे िाएंगे; (ि) िंड (vi) िो हटा कदया जाएगा। 6. उि जनयमों के, जनयम 51 में, (क) पार्श्ध िीर्धि में, िब्द, "जिसके जलए अनुज्ञजप्त", िब्िों के पश्चात, "या अनुज्ञा" िब्ि अंतःस्ट्िाजपत दकया जाएगा; (ि) उप-नियम (3) िे पश्चात्, निम्ननलनित उप-नियम अंतःस्थानपत किया जाएगा, अिाधत्: - "(4) आईएसओ टंकी आधान में संपीऩित गैस िे पररिहि या आयात और पररिहि िे नलए प्ररूप-ठध-2ख में अनुज्ञा िी िाएगी या ऐसी अनुज्ञा प्रिान करने की तारीख से अजधकतम िस वर्ध के अध्यधीन नवीनीकृत की िाएगी।” 7. उक्त नियमों के, नियम 54 में, उप-नियम (2) के, िंड (ङ) का लोप दकया जाएगा। 8. उक्त नियमों में, अिुसूची-I में, "ख: लाइसेंस फीस से जभन्न अन्य फीस" िीर्धि िे अधीन, स्ट्तंभ (2) में, क्रम संख्या 15 िे सामने, "प्रयोिन" िीर्धि िे अधीन, जवद्यमान प्रनिनियों के स्ट्िान पर, निम्ननलनित प्रनिनियां रखी िाएंगी, अथाधत्: - "आईएसओ टंकी आधान में संपीऩित गैस िे आयात और/या पररिहि िी अनुज्ञा प्रदाि िरिा"। 9. उक्त नियमों में, प्ररूप कध-4 में, (क) “भारतीय राज्य क्षेत्र के भीतर आईएसओ टंकी आधान में संपीज़ित गैस के पररवहन की अनुज्ञा प्रिान करने के जलए आवेिन", िीर्धक के स्ट्िान पर, निम्ननलनित िीर्धि रखा जाएगा, अिाधत्: - "आईएसओ टंकी आधान में संपीऩित गैस िे आयात और/या पररिहि िी अनुज्ञा देिे िे नलए आिेदि"।

(ि) अंत में, "आवेिन के साि जनम्नजलजखत िस्ट्तावेिों के िो सेट होंगे" िीर्धि िे अधीन, क्रम संख्या (vi) और उससे संबंनित प्रनिनियों िे स्ट्िान पर, निम्ननलनित क्रम संख्या और प्रनिनियां रखी िाएंगी, अथाधत्: - "(vi) स्ट्तंभ (2) में क्रम संख्या 15 िे सामने, िीर्धि "ख: लाइसेंस फीस से जभन्न अन्य फीस" िे अधीन, अिुसूची-I में यिाजवनिर्दधि अनुज्ञा फीस, 10. उक्त नियमों में, प्ररूप टध-2 में, ितध 16 के, मद (क) में, “और अनुज्ञजप्त प्रिान करने के जलए िस्ट्तावेिों के साि इन जनयमों के जनयम 47 के अधीन संबंजधत प्राजधकारी द्वारा िारी अनापजि प्रमाण पत्र प्रस्ट्तुत दकया िाएगा", िब्िों का लोप दकया िाएगा, अिाधत्:- 11. उक्त नियमों में, प्ररूप ठध-2 क का लोप दकया जाएगा। 12. उक्त नियमों में, " प्ररूप ठध-2 ख" िे स्ट्िान पर, निम्ननलनित प्ररूप रखा जाएगा: - "प्ररूप-ठध-2ख (नियम 49 और 50 देिें) संपीजडत गैस से भरे हुए अिवा भरे िाने वाले आईएसओ टंकी आधान के आयात और/या पररवहन की अनुज्ञा सेवा में, _____________________

यह अनुमजत _______ तक वैध है जनम् नजलजखत ितों के अध् यधीन उपयुधि अनुज्ञा प्रिान की िाती है, अिाधत् :-

1. आईएसओ टंकी आधान िे पररिहि िे दौराि सुरक्षा साििानियों और इन जनयमों िे सुसंगत प्राििािों िा सख्ती से पालि किया जाएगा।
2. वाहन के एक् िॉस्ट् ट में, यदि लागू हो, तो मुख्य जवस्ट्फोटक जनयंत्रक द्वारा अनुमोदित स्ट्पाकध अरेस्ट्टर लगाया िाएगा।
3. कंटेनर को चढ़ाना अिवा उतारना आपके संगठन के एक जिम्मेिार अजधकारी की प्रत्यक्ष िेखरेख में और एक सक्षम व्यजि या मुख्य जवस्ट्फोटक जनयंत्रक द्वारा सम्यक रूप से मान्द्यता प्राप्त तृतीय पक्ष जनरीक्षण एिेंसी द्वारा जस्ट्िर व गजतिील िाब पात्र (अज् वजलत) जनयम, 2016 के जनयम 43 के अधीन िारी सुरक्षा प्रमाण-पत्र के अधीन दकया िाएगा।
4. बंिरगाह अिवा पररवहन तिा अन्द्य संबंजधत प्राजधकारी से आवश्यक अनुज्ञा अिवा मंिूरी अिवा अनुज्ञजप्त प्राप् त की िाएगी।
5. टैंक का सकल भार वाहन के पंिीकृत लिे भार से अजधक नहीं होगा।
6. उत्पाि को केवल इन जनयमों, के प्ररूप-ठध-1क में अनुज्ञजप्त प्राप्त पररसर में ही लोड या अनलोड दकया िाएगा।
7. आईएसओ टंकी आधान का उपयोग उस संपीज़ित गैस के पररवहन के जलए दकया िाएगा जिसके जलए अनुज्ञा मंिूरी िारी की गई है।
8. आईएसओ टंकी आधान पर आईएसओ 6348 की अपेक्षाओं के जचहनांकन होगा।
9. अंतराधष्ट्रीय समुरी खतरनाक माल में यिाजवजनर्िधष्ट तरीके से आईएसओ टंकी आधान का आवजधक जनरीक्षण दकया िाएगा।
10. आईएसओ टंकी आधान की मरम्मत मूल उपकरण जवजनमाधता या मूल उपकरण जवजनमाधताओं द्वारा अनुिंजसत और पेरोजलयम और जवस्ट्फोटक सुरक्षा संगठन द्वारा अनुमोदित अजभकरणों द्वारा की िाएगी।
11. अनुज्ञा पत्र को अनुज्ञा प्राप्त वाहन में हर समय रखा िाएगा और जनयम 70 में जवजनर्िधष्ट दकसी अजधकारी द्वारा मांगे िाने पर प्रस्ट्तुत दकया िाएगा।
12. अनुज्ञा प्राप्त वाहन चलाने या तत्सम्बन्द्धी दकसी भी कायध के जलए केवल ऐसे जिम्मेिार व्यजियों को अनुज्ञा िी िाएगी िो इस अनुमजत की ितों के िानकार हों।
13. आईएसओ टंकी आधान को ले िाने वाले वाहन के साि हमेिा एक जिम्मेिार व्यजि तिा संपीज़ित गैस के पररवहन के समय कम से कम िो व्यजि मौिूि रहेंगे: परंतु आईएसओ टंकी आधान को ले िाने वाला वाहन, यदि खाली हो, तो मुख्य जनयंत्रक या जनयंत्रक द्वारा जलजखत रूप में, उस प्रयोिन के जलए अनुमोदित दकए गए स्ट्िान पर जबना दकसी की मौिूिगी के ख़िा दकया िा सकता है।

[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

14. आईएसओ टंकी आधान को ले िाने वाले वाहन में हमेिा जनम्नजलजखत उपलब्ध रखा िाए – i. कम से कम िो पोटेबल अजििमन यंत्र, जिनकी क्षमता 9 लीटर से कम न हो और रासायजनक आग बुझाने के जलए उपयुि हो; ii. ज्वलनिील संपीज़ित गैस के पररवहन के जलए उपयोग दकए िाने वाले वाहन के मामले में जवद्युत बॉनन्द्डंग के जलए एक मिबूत लचीला केबल; यह केबल कम से कम 5 मीटर लंबा होगा और इसके प्रत्येक छोर पर एक उपयुि क्लैम्प या जक्लप होगा।
15. संपीज़ित गैस के, मुख्य जनयंत्रक या जनयंत्रक द्वारा जनयमों के अधीन इस प्रयोिन से अनुज्ञप्त पररसर के अन्द्िर अनुमोदित स्ट्िान के जसवाय दकसी अन्द्य स्ट्िान पर या िब पात्र मय दफटमेन्द्ट ररसाव, िोर्पूणध या अन्द्यिा असुरजक्षत हो, आईएसओ टंकी आधान में/ से लोड या अनलोड नहीं दकया िाएगा।

परंतु दकसी िुर्धटना या िेक डाउन की जस्ट्िजत में अनलोनडंग आवश्यक हो िाती है तो, आईएसओ टंकी आधान को सभी सावधाजनयों और पयाधप्त पयधवेक्षण के साि दकसी भी अन्द्य स्ट्िान पर अनलोड दकया िा सकता है। 16. दकसी आईएसओ टंकी आधान द्वारा दकसी भी संपीज़ित गैस को सीधे दकसी भी प्रोसेस पात्र में जडस्ट्चािध नहीं दकया िाएगा। 17. यदि कोई भी दफटमेंट मय पात्र लीक, िोर्पूणध या अन्द्यिा असुरजक्षत हो, तो अनुज्ञा प्राप्त आईएसओ टंकी आधान लोड नहीं दकया िाएगा। 18. अिुमत आईएसओ टंकी आधान में संपीऩित गैस लोड िरिे या अनलोड करने से पहले- (क) इसके इंिन को बंि कर दिया िाएगा और बैटरी को एक उजचत जस्ट्वच या अन्द्यिा अलग दकया िाएगा; (ख) इसके पजहए िेक द्वारा या स्ट्कौनचंग द्वारा सुरजक्षत दकए िाएंगे; (ग) यदि वाहन ज्वलनिील संपीज़ित गैस के पररवहन के जलए उपयोग दकया िा रहा है, तो इसकी चेजसस को पाइप के साि एक केबल द्वारा या जिसमें से इसे लोड या अनलोड दकया िाना है, जवद्युत रूप से िो़िा िाएगा; (र्) िोनों जसरों पर सही प्रकार में भरण या जडस्ट्चािध पाइप कनेक्िन दकए िाएंगे; (ङ) िब तक लोनडंग या अनलोनडंग खत्म न हो िाए और वाहन को सील न कर दिया िाए, एक जिम्मेिार व्यजि उपजस्ट्ित रहेगा। 19. रैदफक जसिलों पर या अनुज्ञापन प्राजधकारी की अपेक्षा या जनयमों को लागू करने वाले दकसी अन्द्य अजधकारी के कहे िाने के जसवाय, आईएसओ टंकी आधान को ले िाने वाला वाहन दकसी स़िक पर, भी़िभा़ि युि स्ट्िान पर या दकसी ऐसे स्ट्िान पर िो आईएसओ टंकी आधान वाहन के लोनडंग एवं अनलोडिंग के जलए जनयमों के अधीन अनुज्ञजप्त पररसर के अन्द्िर कोई स्ट्िान नहीं है, नहीं रोका िाएगा। 20. दकसी ज्वलनिीन गैस के पररवहन के जलए उपयोग में लाए िा रहे अनुज्ञा प्राप्त वाहन पर धूम्रपान और दकसी भी प्रकार के अजि का स्रोत या कृजत्रम रोिनी या कोई वस्ट्तु िो ज्वलनिील वाष्प उत्पन्न कर सकता है, की अनुज्ञा नहीं होगी। 21. आईएसओ टंकी आधान वाहन याजत्रयों को ले िाने के जलए प्रयोग नहीं दकया िाएगा।

22. अनुज्ञापन प्राजधकारी की जलजखत पूवाधनुमजत के जबना आईएसओ टंकी आधान या उसकी सुरक्षा दफटटंग्स में दकसी तरह का बिलाव नहीं दकया िाएगा। मंिूर दकए गए ऐसे बिलाव अनुज्ञजप्त में संिोधन के रूप में पृष्ांदकत होने चाजहए।
23. अनुमजत प्राप्त आईएसओ टंकी आधान के अन्द्िर र्रटत दकसी िुर्धटना, अजि, जवस्ट्फोट या दकसी अजप्रय र्टना की सूचना संप्रेर्ण के िीघ्रगामी साधन द्वारा तत्काल मुख्य जनयंत्रक, जनयंत्रक, जनकटतम पुजलस िाना और जिला मजिस्ट्रेट को िी िाएगी। रटप्पण:-
24. उपरोि अनुज्ञा में सुरक्षा के जहत में और ितों के उल्लंर्न की ििा में, आवश्यक होने पर दकसी भी समय समीक्षा, संिोधन दकया िा सकता है और उसे वापस जलया िा सकता है।

MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 5th June, 2026 G.S.R. 448(E).— Whereas, the draft of the Static and Mobile Pressure Vessels (Unfired) Rules, 2016, were published, as required by sub-section (1) of section 18 of the Explosives Act, 1884 (4of 1884),vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) number G.S.R.147 (E), dated the 24thFebruary, 2026, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections or suggestions from all persons likely to be affected thereby before the expiry of a period of thirty days from the date on which the copies of the Gazette containing the said notification were made available to the public; And whereas, the copies of the said Gazette notification were made available to the public on the 25th February, 2026; And whereas, objection and suggestions received in respect of the said draft rules have been duly considered by the Central Government;

Now, therefore, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016, namely: –

1. Short title and commencement. — (1) These rules may be called the Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 (hereinafter referred to as said rules), in rule 21, after sub-rule (16), the following sub-rule shall be inserted, namely: – “(17) ISO Tank Container may be used for above ground storage of compressed gas, if it is properly anchored to the foundation and after anchoring, its structural integrity shall be certified by a structural engineer.”. 3. In the said rules, in rule 22, in sub-rule (3), after the words, “not exceed six”, the words “but, the number of mounded storage vessels in one group may be nine” shall be inserted. 4. In the said rules, rule 47 shall be omitted. 5. In the said rules, in rule 50, – (a) in clause (i), in sub-clause (c), for the words, “in respect of permission to transport compressed gas in ISO Tank Container within the Indian territory or to”, the word “for” shall be substituted; (b) clause (vi) shall be deleted. 6. In the said rules, in rule 51, – (a) in the marginal heading, after the words, “which licenses”, the words, ”or permission” shall be inserted; (b) after sub-rule (3),the following sub-rule shall be inserted, namely: – “(4) A permission in Form-LS-2B for the transport or import and transport of the compressed gas in ISO Tank Container shall be granted or renewed subject to a maximum ten years from the date of grant of permission.”. 7. In the said rules, in rule 54, in sub-rule (2), clause (e) shall be omitted. 8. In the said rules, in SCHEDULE-I, under the heading "B: Fee other than license fee’, against serial no. 15, in column (2), under the heading "Purpose", for the existing entries, the following entries shall be substituted, namely:- “Grant of permission to import and/or transport Compressed gas in ISO Tank container.". 9. In the said rules, in FORM AS-4, (a) for the heading “APPLICATION FOR THE GRANT OF PERMISSION TO TRANSPORT COMPRESSED GAS IN ISO TANK CONTAINER WITHIN INDIAN TERRITORY", the following heading shall be substituted, namely:–

“APPLICATION FOR THE GRANT OF PERMISSION TO IMPORT AND / OR TRANSPORT COMPRESSED GAS IN ISO TANK CONTAINER” . (b) at the end, under the heading "Application shall accompany two sets of following documents", for serial no (vi) and the entries relating thereto, the following serial number and entries shall be substituted, namely:- “(vi) Permission fee as specified in in SCHEDULE -I, under the heading "B: Fee other than license fee" against serial no. 15, in column (2).” 10. In the said rules, in FORM LS-2, in condition 16, in item (a), the words “and No Objection Certificate issued under Rule 47 of these rules from the concerned Authority shall be submitted along with documents for grant of license” shall be omitted. 11. In the said rules, FORM LS-2 A shall be omitted.

12. In the said rules, for “FORM LS-2 B”, the following FORM shall be substituted namely: – “FORM-LS-2B (See rules 49 and 50) PERMISSION FOR IMPORT AND/OR TRANSPORT OF ISO TANK CONTAINER FILLED OR IN TENDED TO BE FILLED WITH COMPRESSED GAS To, Subject: – Import and transport of ISO tank container filled or intended to be filled with compressed gas under Static and Mobile Pressure Vessels (Unfired) Rules, 2016. Sir, Please refer to your letter No Dated on the above subject.

Permission is hereby accorded for import of ISO Tank Container filled with or intended to be filled with gas and transport from to your factory premises located at (and return of empty or filled ISO Tank Container) as per the details furnished below:

11. Bulk storage licence no.: The permission is valid till The above permission is accorded subject to the following conditions, namely: -
12. Safety precautions and relevant provisions of these rules shall be strictly complied with during transportation of the ISO Tank Container.
13. The exhaust of the vehicle shall be fitted with a spark Arrestor of a make approved by the Chief Controller of Explosives if applicable.
14. The mounting or demounting of the container shall be carried out under the direct supervision of a responsible officer of your organisation and a Safety Certificate under Rule 43 issued under Static and Mobile Pressure Vessels (Unfired) Rules, 2016 by a competent person or third Party Inspection Agency duly recognized by the Chief Controller of Explosives.
15. Necessary permission or clearance or licences shall be obtained from Port or Transport and any other authority concerned.
16. The gross weight of the tank shall not exceed the Registered Laden Weight of the vehicle.
17. Product shall be loaded or unloaded only in the premises licensed in FORM-LS-1A of these rules.
18. ISO Tank Container shall be used for transportation of compressed gas for which permission is granted
19. ISO Tank Container shall bear Markings as per the requirements of ISO 6348.

9. The periodic inspection of ISO Tank Container shall be carried out as specified in International Maritime Dangerous Goods.
10. The repair of ISO Tank Container shall be carried out by Original Equipment Manufacturer or agencies recommended by Original Equipment Manufacturers and approved by Petroleum and Explosives Safety Organisation.
11. The permission letter shall be kept at all times in the permitted vehicle and produced on demand by an officer specified in rule 70.
12. Only responsible persons who are conversant with the conditions of this permission shall be employed for driving the Permitted vehicle or attending to it.
13. The vehicle carrying ISO Tank container shall be constantly attended to by a responsible person and by at least two persons while it is transporting compressed gas: Provided that the vehicle carrying ISO Tank Container may, if empty, be kept unattended in a place approved for the purpose, in writing, by the Chief Controller or Controller.
14. The vehicle carrying ISO Tank container shall at all times carry– iii. at least two portable fire extinguishers of capacity not less than 9 liters and suitable for extinguishing chemical fires; iv. a strong flexible cable for electrical bonding in case of vehicle used for transportation of flammable compressed gas; the cable shall be at least 5 meters long and shall have at each end a suitable clamp or clip.
15. The compressed gas shall not be loaded or unloaded in/from ISO Tank Container except in a place which is approved within the premises licensed for the purpose under the rules by the Chief Controller or Controller or when the fitments including vessel becomes leaky, defective or otherwise insecure. Provided that the permitted ISO Tank Container may be unloaded at any other place with all the precautions and under adequate supervision if such unloading is necessitated by an accident or break down.
16. No ISO Tank Container shall discharge any compressed gas directly into any process vessel.
17. The permitted ISO Tank Container shall not be loaded if any of the fitments including vessel becomes leaky, defective or otherwise insecure.
18. Before compressed gas is loaded into or unloaded from the permitted ISO Tank Container– (a) its engine shall be stopped and the battery shall be isolated by a proper switch or otherwise; (b) its wheels shall be secured by brakes or by scotching; (c) its chassis shall be electrically bonded by a cable with the pipe into or from which it is to be loaded or unloaded, in case of vehicle used for transportation of flammable compressed gas; (d) the correct filling or discharge pipe connections are made at both ends; (e) a responsible person shall be in attendance and remain so until loading or unloading is over and the vehicle has been sealed.
19. Except when called upon by traffic signals or required by the licensing authority or any other officer entrusted with the job of enforcing the rules, the vehicle carrying ISO Tank container shall not stop on any road, congested area or a place which is not a place situated within the premises licensed under the rules for the loading and unloading of ISO Tank Container vehicle.
20. No smoking and no fire or artificial light or any article capable of igniting flammable vapor shall be allowed on the permitted vehicle used for the transportation of any flammable gas.
21. The ISO Tank Container vehicle shall not be used for carrying passengers.
22. No alteration in the permitted ISO Tank Container or its safety fittings shall be carried out without previous sanction in writing of the licensing authority. Such alteration so sanctioned shall be endorsed on the licence by an amendment.

23. Any accident, fire, explosion or untoward incident occurred within the permitted ISO Tank Container vehicle shall be immediately reported to the Chief Controller, Controller, nearest police station and District Magistrate by quickest mode of communication. Note:-
24. The above permission may be reviewed, amended and withdrawn at any time, if considered necessary in the interest of safety and contravention of conditions."
