नई दिल्ली, 20 नवम्बर, 2025
सा.का.नि. 858(अ).—केंद्रीय सरकार, खान और खनिज (विकास और विनियमन) अधिनियम, 1957 (1957 का 67) की धारा 9 की उपधारा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, उक्त अधिनियम की दूसरी अनुसूची में निम्नलिखित और संशोधन करती है, अर्थात्:—
- खान और खनिज (विकास और विनियमन) अधिनियम, 1957 की द्वितीय अनुसूची में,—
- (i) मद 6 और उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित मद और प्रविष्टियां अंत:स्थापित की जाएंगी, अर्थात:—
| "6क | सीज़ियम: | उत्पादित अयस्क में अंतर्विष्ट सीज़ियम धातु पर प्रभार्य सीज़ियम धातु की औसत विक्रय कीमत का दो प्रतिशत।"; |
|---|
- (ii) मद 22 और उससे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित मद और प्रविष्टियाँ रखी जाएंगी, अर्थात:—
| "22 | ग्रेफ़ाइट: | |
| (i) 80% या अधिक स्थिर कार्बन के साथ
(ii) 80% से कम स्थिर कार्बन के साथ | मूल्यानुसार आधार पर औसत विक्रय कीमत का दो प्रतिशत।
मूल्यानुसार आधार पर औसत विक्रय कीमत का चार प्रतिशत।"; | |
- (iii) मद 38ख और उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित मद और प्रविष्टियां अंत:स्थापित की जाएंगी, अर्थात: —
| "38ग | रुबिडियम: | उत्पादित अयस्क में अंतर्विष्ट रुबिडियम धातु पर प्रभार्य रुबिडियम धातु की औसत विक्रय कीमत का दो प्रतिशत।"; |

- (iv) मद 54क और उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित मद और प्रविष्टियां अंत:स्थापित की जाएंगी, अर्थात: —
| "54ख | ज़िरकोनियम: | उत्पादित अयस्क में अंतर्विष्ट ज़िरकोनियम धातु पर प्रभार्य ज़िरकोनियम धातु की औसत विक्रय कीमत का एक प्रतिशत।"। |

**टिप्पण:—**खान और खनिज (विकास और विनियमन) अधिनियम, 1957 (1957 का 67) की दूसरी अनुसूची का संशोधन संख्यांक सा.का.नि. 175(अ), तारीख 31 मार्च, 1975 द्वारा किया गया था और अंतिम बार संख्यांक सा.का.नि. 152(अ), तारीख 1 मार्च, 2024 द्वारा संशोधन किया गया था।

NOTIFICATION
New Delhi, the 20th November, 2025
G.S.R. 858(E).—In exercise of the powers conferred by sub-section (3) of section 9 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the following further amendments in the Second Schedule to the said Act, namely:—
- In the Second Schedule to the Mines and Minerals (Development and Regulation) Act, 1957,—
- (i) after item 6 and the entries relating thereto, the following item and entries shall be inserted, namely:—
| “6A. | Caesium: | Two per cent. of the average sale price of Caesium metal chargeable on the Caesium metal contained in the ore produced.”; |

- (ii) for item 22 and the entries relating thereto, the following item and entries shall be substituted, namely:—
| “22. | Graphite: | |
| (i) With eighty per cent. or more fixed carbon
(ii) With less than eighty per cent. fixed carbon | Two per cent. of average sale price on ad valorem basis.
Four per cent. of average sale price on ad valorem basis.”; | |
- (iii) after item 38B and the entries relating thereto, the following item and entries shall be inserted, namely:—
| “38C. | Rubidium: | Two per cent. of the average sale price of Rubidium metal chargeable on the Rubidium metal contained in the ore produced.”; |

- (iv) after item 54A and the entries relating thereto, the following item and entries shall be inserted, namely:—
| “54B. | Zirconium: | One per cent. of the average sale price of Zirconium metal chargeable on the Zirconium metal contained in the ore produced.”. |

Note:— The Second Schedule to the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957) was amended vide G.S.R. 175(E), dated the 31st March, 1975 and was lastly amended vide G.S.R. 152(E), dated 1st March, 2024.
