सा.का.जन. 417(अ).— मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 212 की उपधारा (1) के अधीन अपेजित रूप से, केंद्रीय मोटर यान जनयम, 1989 में और संिोधन करने हेतु प्रारूप जनयम भारत सरकार, सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना संख्या सा.का.जन. 202(अ), तारीख 20 माचग, 2026 द्वारा भारत के रािपत्र, असाधारण, भाग 2, धारा 3, उपधारा (i) में प्रकाजित दकए गए थे, जिसमें उक्त अजधसूचना युक्त रािपत्र की प्रजतयां िनता को उपलब्ध कराये िाने की तारीख से तीस दिन की अवजध की समाजि से पूवग उससे प्रभाजवत होने की संभावना रखने वाले सभी व्यजक्तयों से आिेप और सुझाव आमंजत्रत दकए गए थे;

और उक्त रािपत्र अजधसूचना की प्रजतयां 24 माचग, 2026 को िनता को उपलब्ध करा िी गई थीं;

और उक्त प्रारूप जनयमों के संबंध में िनता से कोई आिेप और सुझाव प्राि नहीं हुए हैं;

अतः अब, मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 110 द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, केंद्रीय सरकार केंद्रीय मोटर यान जनयम, 1989 में और संिोधन करने हेतु जनम्नजलजखत जनयम बनाती है, अथागत् :-

1. संजिि नाम और प्रारंभ.- (1) इन जनयमों का संजिि नाम केंद्रीय मोटर यान (आठवााँ संिोधन) जनयम, 2026 है। सं. 376] नई दिल्ली, िुक्रवार, मई 29, 2026/ज् येष् ठ 8, 1948

(2) ये जनयम रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. केंद्रीय मोटर यान जनयम, 1989 (जिसे इसमें इसके पश्चात् उक्त जनयम कहा गया है) में, जनयम 115ञ का लोप दकया िाएगा। 3. उक्त जनयमों में, जनयम 125ड के स्ट्थान पर जनम्नजलजखत जनयम प्रजतस्ट्थाजपत दकए िाएंगे, अथागत :-

"125ड. द्रजवत अथवा संपीजडत गैसीय हाइड्रोिन आंतररक िहन इंिन यानों के प्रकार का अनुमोिन .- (1) द्रजवत अथवा संपीजडत गैसीय हाइड्रोिन द्वारा संचाजलत एम तथा एन श्रेणी के आंतररक िहन इंिन यानों के प्रकार अनुमोिन हेतु सुरिा और प्रदक्रयात्मक अपेिाएं, समय- समय पर यथासंिोजधत एआईएस 195:2023 के अनुसार होंगी: परंतु यह दक आंतररक िहन इंिन यानों के जलए हाइड्रोिन ईंधन जवजनिेि आईएस 16061:2021 के अनुसार होंगे। (2) द्रजवत अथवा संपीजडत गैसीय हाइड्रोिन द्वारा संचाजलत सजिमागण उपस्ट्कर यानों के आंतररक िहन इंिन यानों के प्रकार अनुमोिन हेतु सुरिा और प्रदक्रयात्मक अपेिाएं, समय- समय पर यथा-संिोजधत एआईएस 195ए:2024 के अनुसार होंगी: परंतु यह दक आंतररक िहन इंिन यानों के जलए हाइड्रोिन ईंधन जवजनिेि आईएस 16061:2021 के अनुसार होंगे। 125डक. संपीजडत गैसीय हाइड्रोिन ईधन कोजिका (सेल) पर चलने वाले यानों के प्रकार का अनुमोिन.- (1) संपीजडत गैसीय हाइड्रोिन ईंधन कोजिका (सेल) पर चलने वाले एम श्रेणी और एन श्रेणी के मोटर यानों के प्रकार के अनुमोिन हेतु सुरिा और प्रदक्रयात्मक अपेिाएं, समय- समय पर यथासंिोजधत एआईएस 157:2020 के अनुसार होंगी: परंतु यह दक ईंधन कोजिका (सेल) यानों के जलए हाइड्रोिन ईंधन जवजनिेि आईएसओ 14687 के अनुसार होंगे। (2) संपीजडत गैसीय हाइड्रोिन ईंधन कोजिका (सेल) पर चलने वाले सजिमागण उपस्ट्कर यानों के प्रकार अनुमोिन हेतु सुरिा और प्रदक्रयात्मक अपेिाएं, समय-समय पर यथासंिोजधत एआईएस 157ए:2024 के अनुसार होंगी: परंतु यह दक ईंधन कोजिका (सेल) यानों के जलए हाइड्रोिन ईंधन जवजनिेि आईएसओ 14687 के अनुसार होंगे। (3) द्रजवत अथवा संपीजडत गैसीय हाइड्रोिन द्वारा संचाजलत एल श्रेणी के आंतररक िहन इंिन तथा संपीजडत गैसीय हाइड्रोिन ईंधन कोजिका (सेल) यानों के प्रकार के अनुमोिन हेतु सुरिा और प्रदक्रयात्मक अपेिाएं, समय-समय पर यथासंिोजधत एआईएस 206:2024 के अनुसार होंगी:

परंतु यह दक ईंधन कोजिका (सेल) तथा आंतररक िहन इंिन यानों के जलए हाइड्रोिन ईंधन जवजनिेि, यथाजस्ट्थजत, आईएस 14687 अथवा आईएस 16061:2021 के अनुसार होंगे।"

MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th May, 2026

G.S.R. 417(E).— Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R. 202(E) dated the 20th March, 2026,, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date of which copies of the Gazette containing the said notification were made available to the public;

And whereas copies of the said Gazette notification were made available to the public on 24th March, 2026;

And whereas no objections and suggestions have been received from the public in respect of the said draft rules;

Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:-

1. Short title and commencement - (1) These rules may be called as the Central Motor Vehicles (Eighth Amendment) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (herein referred to as the said rules), rule 115-J shall be omitted. 3. In the said rules, for rule 125M, the following rules shall be substituted, namely: - “125M. Type approval of liquid or compressed gaseous hydrogen internal combustion engine vehicles.- (1) The safety and procedural requirements for type approval of internal combustion engine vehicles of M and N categories powered by liquid or compressed gaseous hydrogen shall be in accordance with AIS 195:2023 as amended from time to time: Provided that the hydrogen fuel specifications for internal combustion engine vehicles shall be in accordance with IS 16061: 2021. (2) The safety and procedural requirements for type approval of internal combustion engine vehicles of Construction Equipment Vehicles powered by liquid or compressed gaseous hydrogen shall be in accordance with AIS 195A:2024, as amended from time to time:

Provided that the hydrogen fuel specifications for internal combustion engine vehicles shall be in accordance with IS 16061: 2021. 125MA. Type approval of vehicles running on compressed gaseous hydrogen fuel cell.- (1) The safety and procedural requirements for type approval of motor vehicles of Category M and Category N, running on compressed gaseous hydrogen fuel cell shall be in accordance with AIS 157:2020, as amended from time to time:

Provided that the hydrogen fuel specification for fuel cell vehicles shall be in accordance with ISO 14687. (2) The safety and procedural requirements for type approval of the Construction Equipment Vehicles running on compressed gaseous hydrogen fuel cell shall be in accordance with AIS 157 A:2024, as amended from time to time: Provided that the hydrogen fuel specification for fuel cell vehicles shall be in accordance with ISO 14687. (3) The safety and procedural requirements for type approval of internal combustion engine and compressed gaseous hydrogen fuel cell vehicles of Category L powered by liquid or compressed gaseous hydrogen shall be in accordance with AIS 206:2024, as amended from time to time:

Provided that the hydrogen fuel specifications for fuel cell and internal combustion engine vehicles shall be in accordance with IS 14687 or IS 16061: 2021 as applicable.”. [F.
