सा.का.जन. 361(अ).––तटीय पोत पररवहन अजधजनयम, 2025 (2025 का 20) की धारा 39 की उपधारा (1)
द्वारा यथापेजित, तटीय पोत पररवहन (सामररक योिना और राष्ट रीय डेटाबेस) जनयम 2026 का प्रारूप तारीख 19 दिसंबर,
2025 को भारत के रािपत्र असाधारण, भाग 2, खंड 3, उपधारा (i) में, पत्तन, पोत पररवहन और िलमागग मंत्रालय की
अजधसूचना सा.का.जन. 910(अ), तारीख 19 दिसंबर, 2025 द्वारा प्रकाजित दकया गया था जिसमें प्रारूप जनयमों वाली उक्त
अजधसूचना की प्रजतयां उस तारीख से, जिसको प्रजतयां उपलब्ध करवाई गई थी, से तीस दिनों की अवजध समाप्त होने से पूवग,
प्रभाजवत होने वाले सभी व्यजक्तयों से उनके आिेप और सुझाव मांगे गए थे;
और, उक्त अजधसूचना की प्रजतयां तारीख 19 दिसंबर, 2025 को िनता के जलए उपलब्ध करा िी गई थी;
और, प्राप्त आिेपों और सुझावों पर केंद्र सरकार द्वारा जवचार दकया गया है;
अत: अब, केन्द द्रीय सरकार, तटीय पोत पररवहन अजधजनयम, 2025 (2025 का 20) की धारा 6, धारा 8 की
उपधारा के खंड (ि) और उपधारा (4) तथा धारा 9 की उपधारा (1) के साथ परित धारा (39) की उपधारा (1) और
उपधारा(2) के खंड (ङ), खंड (च), खंड (छ), खंड (ि) और खंड (थ) द्वारा प्रित् त िजक्तयों का प्रयोग करते हुए, जनम् नजलजखत
जनयम बनाती है अथागत्:-

अध्याय 1
प्रारंजभक
1. संजिप्त नाम और प्रारंभ (1) इन जनयमों का संजिप्त नाम तटीय पोत पररवहन (सामररक योिना और राष्ट्रीय डेटाबेस) जनयम,
2026 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत होंगे।
2. लागू होना –– (1) ये जनयम जनम् नजलजखत के संबंध में लागू होंगे। —
(क)
प्रत्येक पोत, िो अजधजनयम की धारा 3 के अनुसार भारत के तटीय समुद्र में तटवती व्यापार में लगा हुआ है
या लगा होने के जलए आिजयत है;
(ख) अजधजनयम के अधीन अनुज्ञजप्तधारी या भारतीय िलयान के मामले में, माजलक या मास्ट्टर या चाटगरर या
प्रचालक; और
(ग)
तटीय व्यापार में लगे दकसी िलयान के संचालन या तटीय समुद्र में िलयान को चलाने में अंतर वजलत कोई
सुसंगत जहतधारक, ऐसे दकसी िलयान के बारे में सत्यापन या सूचना के आिान-प्रिान के प्रयोिन के जलए।
(2) इन जनयमों की कोई जनम् नजलजखत के संबंध में लागू नहीं होगी।
(क)
भारतीय नौसेना, तटरिक बल का कोई िलयान या रिा, सीमा िुल्क या संप्रभु प्रयोिनों के जलए जनयोजित
कोई िलयान; और
(ख) भारत के अंतिेिीय समुद्र में अनन्द य रूप से प्रचाजलत कोई िलयान।
3. पररभाषाएँ -(1) इन जनयमों में, िब तक दक संिभग अन्दयथा अपेजित न हो, -
(क) "अजधजनयम" से तटीय पोत पररवहन अजधजनयम, 2025 (2025 का 20) अजभप्रेत है।
(ख) "अध्यि" से अजधजनयम की धारा 8 की उपधारा (3) के खंड (क) के अधीन यथा जवजनर्िगष्ट ट सजमजत का
अध्यि अजभप्रेत है;
(ग) "पत्तन" से भारतीय पत्तन अजधजनयम, 2025 (2025 का 24) के अधीन पररभाजषत कोई पत्तन अजभप्रेत है;
(घ) "पोटगल" से तटीय पोत पररवहन के राष्ट्रीय डेटाबेस के प्रचालन के जलए भारत सरकार द्वारा अजधकृत डोमेन
पर होस्ट्ट दकया गया सुरजित इलेक्ट्रॉजनक प्लेटफॉमग अजभप्रेत है, जिसमें सभी यूिर इंटरफेस, डेटा एंरी मॉड्यूल
और उससे संबद्ध सत्यापन प्रणाली सजम्मजलत हैं;
(ङ) "मागग" से जवजनर्िगष्ट ट पत्तनों या टर्मगनलों के बीच तटीय समुद्रीय यात्रा का जवजनर्िगष्ट ट मागग अजभप्रेत है, जिसमें
मध्यवती पत् तन का अस्ट् थायी िहराव भी सजम्मजलत हैं;
(च) "अनुसूची" से इन जनयमों से उपाबद्ध अनुसूजचयाँ अजभप्रेत है;
(छ) "सजचवालय" से इन जनयमों के जनयम 12 में यथा जवजनर्िगष्ट ट सजमजत का सजचवालय अजभप्रेत है;
(ज) "जहतधारक" से कोई ऐसा व्यजक्त, प्राजधकरण या इकाई अजभप्रेत िो पोटगल के अनुरिण या अद्यतन के
प्रयोिनों के जलए िानकारी प्रिान करने, सत्याजपत करने, उपयोग करने या आिान-प्रिान करने के जलए
अपेजित है, और इसमें जनम् नजलजखत सजम्मजलत हैं -
(क) प्रमुख पत्तन प्राजधकारी;
(ख) राष्ट्र समुद्रीय बोडग;
(ग) समुद्रीय सुरिा और प्रवतगन अजभकरण;
(घ) िलयान स्ट् वामी, िलयान प्रचालक और उनके प्राजधकृत प्रजतजनजध;
(ङ) नाजवकों, मास्ट्टर और चालक िल के सिस्ट्य, सुसंगत सीमा तक; और
(च) अजधजनयम की धारा 9 के प्रयोिनों के जलए महाजनिेिक द्वारा प्राजधकृत कोई अन्दय व्यजक्त या
जनकाय ।
(झ) "समुद्री यात्रा" से है िलयान के प्रस्ट्थान के पत्तन या स्ट्थान और उसके अंजतम पत्तन या आगमन के स्ट्थान के
बीच का मागग अजभप्रेत है, जिसमें पत्तन के भीतर के दिया-कलाप भी सजम्मजलत हैं; और
(ञ)
"समुद्री यात्रा ररपोटग" से पोत की यात्रा प्रारंभ होने, यात्रा पूणग होने और पोत के अन्दय संबंजधत प्रचालनों की
जवजिजियों वाली कोई ररपोटग अजभप्रेत है और इसमें जनयम 4 के अनुसार पोटगल के माध्यम से प्रस्ट्तुत यात्रा
प्रारंभ ररपोटग और यात्रा पूणगता ररपोटग सजम्मजलत है।

(2) इन जनयमों में प्रयुक्त और इनमें पररभाजषत नहीं दकए गए िब्िों और पिों का वही अथग होगा िो अजधजनयम में िमिः
उनका है।
अध्याय-2
ररपोटग करने के संबंध में अपेिाएं
4. समुद्री यात्रा ररपोटग करने के संबंध में अपेिाएं - (1) तटीय व्यापार में लगे दकसी भारतीय िलयान सजहत प्रत्येक िलयान,
अजधजनयम की धारा 6 के अनुसार, पोटगल के माध्यम से समुद्री यात्रा ररपोटग में महाजनिेिक को अपनी यात्रा से संबंजधत
िानकारी प्रस्ट्तुत करेगा।
(2) उप-जनयम (1) के प्रयोिनों के जलए, अजधजनयम के अधीन अनुज्ञजप्तधारी या भारतीय िलयान के मामले में, स्ट् वामी या
मास्ट्टर या चाटगरर या प्रचालक, जनम्नजलजखत समुद्री यात्रा ररपोटग प्रस्ट्तुत करेगा, अथागत्:
(क) अनुसूची 1 के अनुसार, पहले पत् तन के अस्ट् थायी िहराव से िलयान के अनुसूजचत प्रस्ट्थान से पूवग चौबीस घंटे
के भीतर दकसी समुद्री यात्रा की प्रारंभ ररपोटग; और
(ख) अनुसूची2 के अनुसार, अंजतम पत् तन के अस्ट् थायी िहराव पर पहुंचने के चौबीस घंटे के भीतर दकसी समु्द्री
यात्रा की समापन ररपोटग प्रस्ट्तुत ।
(3) उप-जनयम (2) में यथा जवजनर्िगष्ट ट प्रस्ट्तुत की गई प्रत्येक समुद्री यात्रा ररपोटग में जनम्नजलजखत भी सजम्मजलत होंगे, अथागत्:
(क)
समुद्री यात्रा के िौरान पोत पररवहन, पयागवरण या िहाजी माल की सुरिा को प्रभाजवत करने वाली दकसी
भी घटना की जवजिजियां, जिसके जलए वाजणज्य पोत पररवहन अजधजनयम, 2025 (2025 का 24) के दकसी
उपबंध के अधीन कोई सूचना प्रस्ट्तुत नहीं की गई है;
(ख) समुद्री यात्रा के संबंध में अजधजनयम की धारा 35 के अधीन िारी दकसी जनिेि या मांगी गई सूचना के
अनुपालन का ब् यौरा; और
(ग)
ऐसी अन्दय सूचना िो अजधजनयम की धारा 6 के खंड (घ) के अधीन महाजनिेिक के जलए अपेजित हो।
(4) िहां इस जनयम के अधीन प्रस्ट्तुत दकसी समुद्री यात्रा ररपोटग में कोई त्रुरट, चूक या जमथ् या कथन पाया िाता है, तो
अजधजनयम के अधीन अनुज्ञजप्तधारी या भारतीय िलयान के मामले में, स्ट् वामी या मास्ट्टर या चाटगरर या प्रचालक, कोई
पुनरीजित िलयात्रा ररपोटग प्रस्ट्तुत करके ऐसी त्रुरट, चूक या जमथ् या कथन का सुधार करेगा:
परंतु, ऐसी पुनरीजित समुद्री यात्रा ररपोटग-
(क)
अजधजनयम के अधीन अनुज्ञजप्तधारी या भारतीय िलयान के स्ट् वामी या मास्ट्टर या चाटगरर या प्रचालक द्वारा
ऐसी त्रुरट, चूक या जमथ् या कथन का पता चलने पर महाजनिेिक को तत्काल सूचना प्रिान करने; या
(ख) महाजनिेिक से ऐसी त्रुरट, चूक या जमथ् या कथन के बारे में सूचना प्राप्त करने;
की तारीख से एक सप्ताह के भीतर प्रस्ट्तुत की िाएगी, -
परन्द तु, ऐसी पुनरीजित समुद्री यात्रा ररपोटग प्रस्ट्तुत करने की अनुज्ञा मूल यात्रा ररपोटग प्रस्ट्तुत करने की तारीख से तीस
दिन की समाजप्त के बाि महाजनिेिक की पूवग जलजखत मंिूरी हो और उसके जलए उसमें जलजखत रूप में अजभलेजखत दकए िाने
वाले कारणों के जबना नहीं िी िाएगी।
5. मागग पररवतगन पर समुद्री यात्रा प्रारंभ ररपोटग का संिोधन- िहां, समुद्री यात्रा प्रारंभ ररपोटग प्रस्ट्तुत करने के पश् चात, प्राजधकृत
मागग या आिजयत यात्रा में कोई पररवतगन होता है, चाहे वह मौसम, नौपररवहन सुरिा, पत्तन बंि होने, प्रचालन संबंधी
आवश्यकता या दकसी अन्दय कारण से आवश्यक हो, अजधजनयम के अधीन अनुज्ञजप्तधारी या भारतीय िलयान के मामले में,
स्ट् वामी या मास्ट्टर या चाटगरर या प्रचालक , ऐसी घटना या मागग पररवतगन को ििागने के जलए तत्काल पोटगल पर संिोजधत
समुद्री यात्रा प्रारंभ ररपोटग प्रस्ट्तुत करेगा।
अध्याय 3
राष्ट्रीय तटीय और अंतिेिीय पोत पररवहन सामररक योिना
6. कायगनीजत योिना की तैयारी, प्रकािन और पुनरीिण –– (1) अजधजनयम की धारा 8 की उप-धारा (1) के अधीन तैयार की
गई कायगनीजत योिना को पत्तन, पोत पररवहन और िलमागग मंत्रालय की िासकीय वैबसाइट और पोटगल पर प्रकाजित दकया
िाएगा।

(2) कायगनीजत योिना पजब्लक की पहुंच और जहतधारक के संिभग के जलए उपलब्ध होगी, और केन्दद्रीय सरकार इसके
पश् चातवती पुनरीिण या पुनर्वगलोकन के जलए रटप्पणी या सुझाव आमंजत्रत कर सकेगी।
7. कायगनीजत योिना का िायरा और प्रयोिन - कायगनीजत योिना में अजधजनयम की धारा 8 की उप-धारा (2) के खंड (क) से
खंड (छ) के अधीन जवजनर्िगष्ट ट सूचना के अजतररक्ट् त जनम्नजलजखत सूचना भी सजम्मजलत होगी, अथागत्:
(क)
तटीय पोत पररवहन प्रचालनों की ििता और प्रजतस्ट्पधागत्मकता को प्रभाजवत करने वाले बाधाओं का ब् यौरा;
(ख) तटीय और अंतिेिीय पोत पररवहन के जलए जडजिटल और एकल-जखड़की प्लेटफामों के एकीकरण के जलए
ढांचा;
(ग)
तटवती घाटों के जलए िीघगकाजलक अवसंचरना के जवकास की कायग योिना , प्रवेि संबंधी प्रसुजवधाओं की
उपलब्धता, टर्मगनल और मल्टीमॉडल संयोिकता; और
(घ)
कोई अन्दय िानकारी िो सजमजत द्वारा अवधाररत की िाए।
8. सजमजत के कजतपय सिस्ट्यों का नाम जनिेिन और कायगकाल- (1) धारा 8 की उप-धारा (3) के खंड (च), खंड (छ) में जनर्िगष्ट ट
सजमजत के सिस्ट्य और तटीय व्यापार, व्यापाररक और समुद्री व्यापार या समुद्री िेत्र के संबंध में जविेषज्ञता रखने वाले ऐसा
अन्दय व्यजक्त, जिसे आवश्यक समझा िाए, केन्दद्रीय सरकार द्वारा िो वषग की अवजध के जलए नाम जनर्िगष्ट ट दकए िाएंगे।
(2) उप-जनयम (1) के अधीन नाम जनर्िगष्ट ट कोई सिस्ट्य एक अजतररक्त कायगकाल के जलए पुन: नाम जनिेिन के जलए भी पात्र
होगा।
(3) उप-जनयम (1) के अधीन नाम जनर्िगष्ट ट कोई सिस्ट्य, अध्यि को संबोजधत करके अपने हस्ट्तािर में अपना त्यागपत्र िेकर
अपनी सिस्ट्यता से त्यागपत्र िे सकेगा, और ऐसा त्यागपत्र उसकी स्ट्वीकृजत की तारीख से प्रभावी होगा।
(4) उप-जनयम (1) के अधीन नाम जनर्िगष्ट ट दकसी सिस्ट्य को हटाया िा सकेगा, यदि केन्दद्रीय सरकार की राय में हो, ऐसे सिस्ट् य
ने-
(क)
जिस श्रेणी के जलए वह नाम जनर्िगष्ट ट था, उसका प्रजतजनजधत्व करना बंि कर दिया है; या
(ख) वह जबना पयागप्त कारण के सजमजत की लगातार तीन बैिकों से अनुपजस्ट्थत रहा है; या
(ग)
वह अपने कायों को प्रभावी ढंग से जनष्टपािन करने में असमथग है या उसने अन्दयथा सजमजत के उद्देश्यों के
जलए पूवाग्रह रीजत से कायग दकया है।
9. ररजक्तयां (1) मृत्यु, त्यागपत्र, हटाया िाना या अन्दयथा के कारण सजमजत की सिस्ट्यता में कोई ररजक्त होने पर उसे मूल जनयुजक्त
के समान रीजत से नाम जनिेिन द्वारा भरा िाएगा।
(2) दकसी आकजस्ट्मक ररजक्त को भरने के जलए नाम जनर्िगष्ट ट सिस्ट्य उस सिस्ट्य के िेष कायगकाल के जलए पि धारण करेगा,
जिसके स्ट्थान पर ऐसे सिस्ट्य को नाम जनर्िगष्ट ट दकया गया है।
10. बैिकों का समय और स्ट्थान (1) सजमजत एक कैलेंडर वषग में कम से कम िो बार, या ऐसे अंतराल पर, जिसे अध्यि आवश्यक
समझे, समुद्री प्रिासन महाजनिेिालय के कायागलय में या ऐसे अन्दय स्ट्थान पर, जिसे अध्यि द्वारा जवजनजित दकया िाए, बैिक
करेगी;
(2) सजमजत की बैिकें प्रिासजनक सुजवधा और समय की आवश्यकता को ध्यान में रखते हुए, अध्यि के जनणगय के अनुसार
भौजतक, आभासी या संिमणीय माध्यम में आयोजित की िा सकेगी।
(3) अध्यि, अपने स्ट्वयं के प्रस्ट्ताव पर या कुल सिस्ट्यों का कम से कम एक चौथाई द्वारा दकए गए जलजखत अनुरोध पर, तटीय
पोत पररवहन सामररक योिना या नीजत से संबंजधत दकसी तात्काजलक या जविेष महत्व के मामले पर जवचार करने के जलए
सजमजत की एक जविेष बैिक बुला सकेगा।
(4) प्रत्येक बैिक की सूचना, जिसमें कायगसूची और पृष्ठभूजम पत्रों के साथ तारीख, समय और स्ट्थान िाजमल होंगे, बैिक की
तारीख से कम से कम पंद्रह दिन पहले सजमजत के सजचवालय द्वारा पररचाजलत की िाएगी:
परंतु, आपात जस्ट्थजत में, अध् यि बैिक की तारीख से कम से कम तीन दिन की दकसी लघुतर सूचना अवजध अनुज्ञात
कर सकेगा।
11. गणपूर्तग और प्रदिया- (1) बैिक के जलए गणपूर्तग कुल सिस्ट्यों के एक चौथाई से कम नहीं होगी जिसमें जनम्नजलजखत में से
प्रत् येक सजम्मजलत होगा, अथागत्: -
(क)
अध्यि, भारतीय अंतिेिीय समुद्री मागग प्राजधकरण;

(ख) दकसी राज् य समुद्री बोडग या प्रमुख पत्तनों के अजतररक्ट् त पत्तनों के प्रिासन के जलए उत् तरिायी दकसी
अन्दय जनकाय से एक प्रजतजनजध; और
(ग)
या तो पोत स्ट् वाजमयों या नाजवकों का एक प्रजतजनजध।
(2) अध् यि सजमजत की प्रत्येक बैिक की अध्यिता करेगा।
(3) अध्यि की अनुपजस्ट्थजत में, उसके द्वारा नाम जनर्िगष्ट ट सिस्ट्य बैिक की अध्यिता करेगा।
(4) उप-जनयम (3) के अधीन नाम जनर्िगष्ट ट व्यजक्त, उस बैिक की अध्यिता करने के जलए, अध्यि की सभी िजक्तयों का प्रयोग
करेगा और उन सभी कृत् यों का जनवगहन करेगा।
(5) सजमजत के जवजनश् चय यथासंभव सवगसम्मजत से जलए िाएंगे।
(6) सजमजत की बैिकों में सभी जवजनश् चय उपजस्ट्थत और मतिान करने वाले सिस्ट्यों के बहुमत से दकए िाएंगे और यदि सिस्ट्य
दकसी मामले पर बहुमत तक नहीं पहुंच पाते हैं, तो अध्यि जनणागयक मत का प्रयोग करेगा।
(7) सजचवालय प्रत्येक बैिक के कायगवृत्त को िो दिनों के भीतर तैयार करके पररचाजलत करेगा, जिसे सजमजत द्वारा अगली
बैिक में अनुमोदित दकया िाएगा और उसके पश् चात केन्दद्रीय सरकार को प्रस्ट्तुत दकया िाएगा।
(8) सजमजत की कोई कायगवाही केवल सिस्ट्यों की ररजक्तयों या नाम जनिेिन दकसी िोष के कारण अमान्दय नहीं होगी।
(9) सजमजत की सभी कायगवाही गोपनीय होगी, िब तक दक सजमजत द्वारा अन्दयथा जवजनश् चय न जलया िाए।
12. सजमजत का सजचवालय - समुद्री प्रिासन महाजनिेिालय सजमजत के सजचवालय के तार्कगक रूप में कायग करेगा और इसके
कामकाि के जलए आवश्यक सभी प्रिासजनक, तकनीकी और सहायता प्रिान करेगा।
13. नाम जनर्िगष्ट ट सिस्ट्यों के जलए यात्रा भत्ता और बैिक फीस - सजमजत के नाम जनर्िगष्ट ट सिस्ट्य अनुसूची-3 में जवजनर्िगष्ट ट यात्रा
भत्ता और बैिक फीस के हकिार होंगे।
अध्याय 4
तटीय पोत पररवहन के राष्ट्रीय डेटाबेस के जलए पोटगल
14. पोटगल का नाम और उद्देश्य- (1) अजधजनयम की उप-धारा (1) धारा 9 में जनर्िगष्ट ट पोटगल को तटीय पोत पररवहन पोटगल का
राष्ट्रीय डेटाबेस कहा िाएगा।
(2) तटीय पोत पररवहन पोटगल का राष्ट्रीय डेटाबेस, अजधजनयम के उपबंधों के अनुसार तटीय पोत पररवहन के जलए केंद्रीय
डेटा भंडार के रूप में कायग करेगा।
15. पोटगल पर प्रकाजित की िाने वाली िानकारी - अजधजनयम की धारा 9 की उपधारा (2) में जनर्िगष्ट ट िानकारी के अजतररक्ट् त,
जनम्नजलजखत डेटा भी पजब्लक की पहुंच के जलए उक्त पोटगल पर उपलब्ध कराया िाएगा, अथागत्:
(क)
अजधजनयम की धारा 6 के खंड (क) के संिभग में पत्तनों द्वारा संभाले गए िहाजी माल की मात्रा और प्रकार;
(ख) समुद्री यात्रा और िलयान सांजययकी, िैसे दक पूणग दकए गए यात्राओं की संयया, सदिय िलयान और औसत
प्रजतवतगनकाल;
(ग)
िहाजी माल की वस्ट्तु और िलयान के ध्वि के प्रकार द्वारा मूल-गंतव्य को िोड़ना।
16. अन्दय प्रिासजनक प्रणाजलयों के साथ एकीकरण- पजब्लक की पहुंच के प्रयोिन के जलए, उक्त पोटगल को अन्दय सुसंगत केंद्रीय
जडजिटल प्लेटफॉमों के साथ एकीकृत और अंतर संचाजलत बनाया िाएगा, जिसमें राष्ट रीय गजत िजक्त मास्ट्टर प्लान, अनुसंधान
संस्ट्थानों और सरकारी प्रणाजलयों के पोटगल भी िाजमल है, जिससे व्यापक डेटा की उपलब्धता और उपयोग को सुजनजित
दकया िा सके।

सागरमाला राष्ट्रीय संभारतंत्र पोटगल (समुद्री);
(ख) राष्ट्रीय एकल जखड़की प्रणाली (एनएसडब्ल्यूएस);
(ग)
प्रमुख पत्तन प्राजधकरणों और राज् य समुद्री बोडों की प्रबंधन सूचना प्रणाली (एमआईएस) और उद्यम संसाधन
योिना (ईआरपी);और
(घ)
जनबागध डेटा जवजनमय और समन्दवय सुजनजित करने के जलए ऐसी अन्दय प्रणाजलयाँ केंद्रीय सरकार द्वारा जवजनर्िगष्ट ट
की िाए।

(3) यदि उक्त पोटगल पर ररपोटग दकए िाने वाले डेटा को पहले से ही दकसी अन्दय प्रणाली या पोटगल में दकसी जहतधारक द्वारा
अजभजलजखत दकया िा रहा है, तो महाजनिेिक इस पर ऐसे डेटा की उपलब्धता के जलए पोटगल के भीतर आवश्यक एकीकरण
और तुल् यकालन के जनमागण में समथग बनाएगा और यह सुजनजित करने के जलए दक इन जनयमों के अधीन डेटा प्रजवजि का कोई
िोहराव वाला िाजयत्व नहीं बनाया गया है।
17.
डेटा प्रस्ट् तुतीकरण और अद्यतन प्रोटोकॉल –– (1) अनुज्ञजप्तधारी और जहतधारक महाजनिेिक द्वारा अजधसूजचत दकए
िाने वाले सभी आवश्यक डेटा, पोटगल या जनयम 16 के उप-जनयम (1) या उप-जनयम (2) में जवजनर्िगष्ट ट दकसी अन्दय
अंतरसंचाजलत पोटगल के माध्यम से ऐसे प्ररूपों में, िो संबंजधत पोटगल पर उपबंजधत दकए िाए प्रस्ट्तुत करेंगे,
(2) पोटगल पर सभी डेटा का जनम् नजलजखत रूप से अद्यतन दकया िाएगा, -
(क) ररपोटग या अनुज्ञजप्त से संबंजधत कारगवाई िमा करने पर स्ट्वचाजलत रूप से;
(ख) महाजनिेिक या महाजनिेिालय द्वारा जवजनर्िगष्ट ट अन्दय संबंजधत जहतधारकों द्वारा प्रत् येक मास में एक बार;
(ग) अनुज्ञजप्त में दकसी प्रकार का संिोधन या रद्द करने पर तत् काल रूप से।
(3) महाजनिेिक जहतधारकों द्वारा पोटगल पर डेटा को अद्यतन करने या सत्याजपत करने के जलए आवृजत्त, रूप जवधान और
सत्यापन प्रदिया को जवजनर्िगष्ट ट करेगा।
(4) समुद्री यात्राओं, मागों और सेवाओं से संबंजधत अन्दय सभी डेटा के जलए, अद्यतन कम से कम महीने में एक बार दकया
िाएगा।
18.
अन्द वेिा और वार्षगक पुनर्वगलोकन - महाजनिेिक पोटगल के प्रचालन, अनुरिण और जनरंतर सुधार के जलए उत् तरिायी
नोडल प्राजधकारी होगा और, -
(क)
इलेक्ट्रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय द्वारा समय-समय पर िारी दकए गए सुसंगत और लागू
डेटा सुरिा जनयमों, जवजनयमों और मागगििी जसद्धांतों का अनुपालन सुजनजित करेगा; और
(ख) ऐसे प्रयोिनों के जलए प्राजधकृत अजभकरणों के माध्यम से पोटगल की समय-समय पर सुरिा और
जनष्ट पािन लेखा परीिा की व्यवस्ट्था करेगा।

ऐसा सिस्ट्य केवल जनम्नानुसार मील िूरी भत्ते का पात्र होगा

सेवाजनवृत्त सरकारी पिाजधकाररयों के जलए- सेवाजनवृजत्त के समय उनकी हकिारी के अनुसार, समय-समय
पर संिोजधत ।
(ii)
जवजभन्न िेत्रों के व्यजक्तयों के जलए - िहर के भीतर यात्रा के जलए प्रजतदिन 338 रुपये तक के गैर-एसी टैक्ट्सी
दकराए की प्रजतपूर्तग।
(iii)
य याजत प्राप् त व्यजक्तयों के जलए - िहर के भीतर यात्रा के जलए वास्ट्तजवक दकराए के अनुसार एसी टैक्ट्सी िुल्क
की प्रजतपूर्तग।
सामान्दय ितें
(क)
ये हकिारी केवल बैिक के स्ट्थान के बाहर से आने वाले नाम जनर्िगष्ट ट सिस्ट्यों पर लागू होंगी।
(ख) स्ट्थानीय नाम जनर्िगष्ट ट सिस्ट्य केवल पैरा (ख) में दिए गए अनुसार मील िूरी भत्ते के हकिार होंगे।
(ग)
इन हकिाररयों से जभन्न की मांग करने वाले दकसी भी प्रस्ट्ताव को पूणग न्द यायोजचत के साथ जवत्त मंत्रालय को

NOTIFICATION

G.S.R. 361(E).––Whereas the draft of the Coastal Shipping (Strategy and National Database) Rules 2026, was
published as required by sub-section (1) of section 39 of the Coastal Shipping Act, 2025, (20 of 2025) vide notification
of the Government of India in the Ministry of Ports, Shipping and Waterways, vide G.S.R. 910(E), dated the 19th
December, 2025, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 19th December,
2025, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period
of thirty days from the date on which copies of the said notification containing the draft rules were made available to
the public;
And whereas copies of the said notification were made available to the public on the 19th December, 2025;
And whereas, the objections and suggestions received have been considered by the Central Government;
Now, therefore, in exercise of the powers conferred by sub-section (1) and clauses (e), (f), (g), (h) and (q) of
sub-section (2) of section 39 read with section 6, clause (h) of sub-sections (2) and (4) of section 8 and sub-section (1)
of section 9 of the Coastal Shipping Act, 2025 (20 of 2025), the Central Government hereby makes the following rules,
namely: ––
CHAPTER I
PRELIMINARY
1. Short title and commencement. –– (1) These rules may be called the Coastal Shipping (Strategic Plan and National
Database) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. –– (1) These rules shall apply to. —
(a) every vessel, engaged or intending to engage in coasting trade within the coastal waters of India in
accordance with section 3 of the Act;
(b) the licensee under the Act or in case of an Indian vessel, the owner or master or charterer or operator; and
(c) any relevant stakeholder involved in handling of a vessel engaged in coasting trade or plying of a vessel
in coastal waters, for the purpose of verification or exchange of information about any such vessel.
(2) Nothing in these rules shall apply to—
(a) any vessel of the Indian Navy, Coast Guard, or any other vessel employed for defence, customs, or
sovereign purposes; and
(b) any vessel operating exclusively within inland waters of India.
3. Definitions. –– (1) In these rules, unless the context otherwise requires, -
(a) “Act” means the Coastal Shipping Act, 2025 (20 of 2025);
(b) “Chairperson” means the Chairperson of the committee as specified under clause (a) of sub-section (3) of
section 8 of the Act;
(c) “port” means a port as defined under the Indian Ports Act, 2025 (24 of 2025);
(d) “portal” means the secure electronic platform hosted on a domain authorised by the Government of India for
the operation of the National Database of Coastal Shipping including all user interfaces, data entry modules,
and verification systems associated therewith;
(e) “route” means the designated path of a coastal voyage between specified ports or terminals, including
intermediate port calls;
(f) “Schedule” means Schedules annexed to these rules;
(g) “secretariat” means Secretariat of the committee as specified in rule 12 of these rules;
(h) “stakeholder” means any person, authority or entity that is required to provide, verify, use or exchange
information for the purposes of creation, maintenance or updating of the portal, and includes—
a.
Major Port Authorities;
b. State Maritime Boards;
c.
maritime security and enforcement agencies;
d. vessel owners, vessel operators and their authorised representatives;
e.
seafarers, masters and crew members, to the extent relevant; and
f.
any other person or body authorised by the Director-General for the purposes of section 9 of the Act.
(i) “voyage” means the passage between the port or place of departure of the vessel and her final port or place of
arrival, including the activities within the port; and
(j) “voyage report” means and includes a voyage commencement report and a voyage completion report submitted
through the portal as per rule 4, containing particulars of commencement of voyage of vessel, voyage
completion and other related operations of a vessel.
(2) Words and expressions used in these rules and not defined herein, but defined in the Act shall have the meanings
respectively assigned to them in the Act.
CHAPTER II
Reporting Requirements
4. Voyage reporting requirements. –– (1) Every vessel, including an Indian vessel engaged in coasting trade shall, in
accordance with section 6 of the Act, submit information related to its voyage to the Director-General in the voyage
report through the portal.
(2) For the purposes of sub-rule (1), the licensee under the Act or in case of an Indian vessel, the owner or master or
charterer or operator, shall submit the following voyage reports, namely:–
(a) a voyage commencement report, as per Schedule I, not later than twenty-four hours prior to the scheduled
departure of the vessel from first port of call; and
(b) a voyage completion report, as per Schedule II, within twenty-four hours of arrival at the last port of call.
(3) Each voyage report submitted as specified in sub-rule (2) shall also include the following, namely: ––
(a) particulars of any incident affecting the safety of navigation, the environment or the cargo during the
voyage, for which no information has been submitted under any provisions of the Merchant Shipping Act,
2025 (24 of 2025);
(b) details of compliance with any direction issued or information sought under section 35 of the Act in
relation to the voyage; and
(c) such other information as the Director-General may require under clause (d) of section 6 of the Act.

(4) Where any voyage report submitted under this rule is found to contain an error, omission or misstatement, the
licensee under the Act or in case of an Indian vessel, the owner or master or charterer or operator, shall rectify such
error, omission or misstatement, by submitting a revised voyage report:
Provided that such revised voyage report shall be submitted within one week from the date of,––
(a) providing an immediate intimation to the Director-General upon finding out about such error, omission or
misstatement by the licensee under the Act or the owner or master or charterer or operator of the Indian vessel; or
(b) receiving an intimation from the Director-General about such error, omission or misstatement being found out:
Provided further that submission of such a revised voyage report shall not be permitted after the expiry of thirty
days from the date of submission of the original voyage report, without the prior written approval of the Director-
General and for reasons to be recorded in writing therein.
5. Amendment of voyage commencement report on change of route.–– Where, after submission of a voyage
commencement report, there occurs any change to the authorised route or intended voyage, whether necessitated by
weather, navigational safety, port closure, operational exigency or any other cause, the licensee under the Act or in case
of an Indian vessel, the owner or master or charterer or operator, shall forthwith submit the amended voyage
commencement report on the portal to reflect such incident or change of route.
CHAPTER III
NATIONAL COASTAL AND INLAND SHIPPING STRATEGIC PLAN
6. Preparation, publication and revision of the strategic plan. –– (1) The Strategic Plan prepared under sub-section (1)
of section 8 of the Act shall be published on the official website of the Ministry of Ports, Shipping and Waterways and
the portal.
(2) The Strategic Plan shall be available for public access and stakeholder reference, and the Central Government may
invite comments or suggestions for its subsequent revision or review.
7. Scope and purpose of the Strategic Plan. –– The Strategic Plan shall include the following information in addition to
the information specified under clauses (a) to (g) of sub-section (2) of section 8 of the Act, namely: -
(a) details of bottlenecks affecting efficiency and competitiveness of coastal shipping operations;
(b) framework for integration of digital and single-window platforms for coastal and inland shipping;
(c) roadmap of long-term infrastructure development for coastal berths, availability of reception facilities,
terminals and multimodal connectivity; and
(d) any other information as may be determined by the committee.
8. Nomination and tenure of certain members of the committee.–– (1) The members of the committee referred to in
clauses (f), (g) and such other person having expertise in the field of costal trade, mercantile and marine trade or maritime
sector under clause (h) of Sub-Section (3) of Section 8 as may deem necessary shall be nominated by the Central
Government for a term of two years.
(2) Any member nominated under sub-rule (1), shall also be eligible for re-nomination for one additional term.
(3) A member nominated under sub-rule (1), may resign from his membership by submitting his resignation in writing
under his hand, addressed to the Chairperson, and such resignation shall take effect from the date of its acceptance.
(4) Any member nominated under sub-rule (1), may be removed, if, in the opinion of the Central Government, such
member, —
(a) has ceased to represent the category for which he was nominated; or
(b) has absented himself from three consecutive meetings of the committee without sufficient cause; or
(c) is unable to discharge his functions effectively or has otherwise acted in a manner prejudicial to the
objectives of the committee.
9. Vacancies. –– (1) Any vacancy occurring in the membership of the committee by reason of death, resignation, removal
or otherwise shall be filled by nomination in the same manner as of the original appointment.
(2) A member nominated to fill a casual vacancy shall hold office for the remainder of the term of the member in whose
place such member is nominated.
10. Time and place of meetings. –– (1) The committee shall meet at least twice in a calendar year, or at such intervals as
the Chairperson may deem necessary, at the office of the Directorate General of Shipping or at such other place, as may
be decided by the Chairperson;
(2) Meetings of the committee may be held in the physical, virtual or hybrid mode, as the Chairperson may decide,
having regard to administrative convenience and exigencies of time.

(3) The Chairperson may, on his own motion or upon a written request made by not less than one-fourth of the total
members, convene a special meeting of the committee to consider any matter of urgency or special importance related
to coastal shipping strategy or policy.
(4) The notice of each meeting, containing, date, time and venue along with the agenda and background papers, shall be
circulated by the Secretariat of the committee at least fifteen days prior to the date of the meeting:
Provided that, in case of urgency, the Chairperson may permit a shorter notice period of not less than three
days prior to the date of the meeting.
11. Quorum and procedure. –– (1) The quorum for a meeting shall not be less than one-fourth of the total members which
shall include each of the following, namely: ––
(a) Chairman, Inland Waterways Authority of India;
(b) one representative from any State Maritime Board or any other body responsible for the administration of
ports other than major ports; and
(c) one representative of either shipowners or seafarers.
(2) The Chairperson shall preside at every meeting of the committee.
(3) In the absence of the Chairperson, a member nominated by him shall preside over the meeting.
(4) The nominated under sub-rule (3) to preside over a meeting, shall exercise all the powers and perform all the
functions of the Chairperson for that meeting.
(5) Decisions of the committee shall, as far as possible, be taken by consensus.
(6) All decisions at the meetings of the committee, will be made through the majority vote of the members present and
voting and in case the members cannot arrive at a majority on a matter, the Chairperson shall exercise a casting vote.
(7) The Secretariat shall prepare and circulate the minutes of each meeting within two days, which shall be approved by
the committee in the next meeting, and submitted to the Central Government thereafter.
(8) No proceedings of the committee shall be invalidated solely because of vacancies or any defects in nomination of
its members.
(9) All proceedings of the committee shall be confidential, unless decided otherwise by the committee.
12. Secretariat of the committee. –– The Directorate General of Shipping shall act as the Secretariat to the committee and
shall provide all administrative, technical and logistical assistance necessary for its functioning.
13. Travelling allowance and sitting fee for nominated members. –– The nominated members of the committee shall be
entitled to a travelling allowance and sitting fee as specified under Schedule III.
CHAPTER IV
PORTAL FOR THE NATIONAL DATABASE OF COASTAL SHIPPING
14. Name and purpose of the portal. –– (1) The portal referred to in sub-section (1) section 9 of the Act shall be called
the National Database of Coastal Shipping Portal.
(2) The National Database of Coastal Shipping Portal shall serve as the central data repository for coastal shipping as
per the provisions of the Act.
15. Information to be published on the portal. –– In addition to the information referred to in sub section (2) of section
9 of the Act, the following data shall also be made available on the said portal for public access, namely: -
(a) quantity and type of cargo handled by the ports in reference to clause (a) of section 6 of the Act;
(b) voyage trip and vessel statistics such as number of voyages completed, active vessels and average turnaround
time;
(c) origin-destination pairs by commodity of cargo and type of flag of vessel.
16. Integration with other administrative systems. –– (1) For the purpose of public accessibility, the said portal shall be
integrated and made interoperable with other relevant central digital platforms including, the Gati Shakti National
Master Plan, the portals of relevant research institutions and government systems, to ensure comprehensive data
availability and utilisation.
(2) Subject to the provisions of sub-rule (1), the portal shall be interoperable and integrated with,-
(a) the Sagarmala National Logistics Portal (Marine);
(b) the National Single Window System (NSWS);
(c) Management Information Systems (MIS) and Enterprise Resource Planning (ERP) systems of Major Port
Authorities and State Maritime Boards; and
(d) such other systems as may be specified by the Central Government, for ensuring seamless data exchange and
coordination.

(3) In case the data required to be reported on the said portal is already being recorded by a stakeholder in any other
system or portal, the Director-General shall enable building in the necessary integration and synchronisation within the
portal for availability of such data on it and to ensure that no repetitive obligation of data entry is created under these
rules.
17. Data submission and update protocol. –– (1) Licensees and stakeholders shall submit all required data through the
portal or any other interoperable portal as specified in sub-rule (1) or sub-rule (2) of rule 16, to be notified by the
Director-General, in such forms as shall be provisioned on the relevant portal.
(2) All data on the portal shall be updated, ––
(a) automatically upon submission of reports or licence related actions;
(b) once every month by the Director-General or other relevant stakeholders specified by the Director-General;
(c) immediately upon any modification or revocation of licence.
(3) The Director-General shall specify the frequency, format, and validation procedure for updating or verifying data
on the portal by the stakeholders.
(4) For all other data related to voyages, routes, and services, updates shall be made at least once a month.
18. Oversight and annual review. –– The Director-General shall be the nodal authority responsible for the operation,
maintenance, and continuous improvement of the portal and shall, –
(a) ensure compliance with relevant and applicable data protection rules, regulations and guidelines issued by the
Ministry of Electronics and Information Technology from time to time; and
(b) arrange for periodic security and performance audits of the portal through agencies authorised for such
purposes.

Travelling allowance and sitting fee for nominated Members

Nominated Members
A. Travelling allowance
(i) Retired government officials:
A retired Government official nominated as a Member shall be entitled to Travelling Allowance at the same rate as was
admissible to him at the time of retirement, as revised from time to time under the Ministry of Finance, Department of
Expenditure O.M. No. 19030/01/2017-E. IV dated 13th July, 2017;
(ii) Persons from various fields:
A nominated Member from any professional field shall be entitled to Travelling Allowance equivalent to that admissible
to officers in Pay Level 11 in the Pay Matrix, as prevalent from time to time; including reimbursement of travel, hotel
or guest-house accommodation, local conveyance, and food expenses, as per Department of Expenditure OM
F.No.19047/1/2016-E.IV dated 14.09.2017;
(iii) Eminent Personalities:
A nominated Member who is an eminent personality shall be entitled to Travelling Allowance equivalent to that
admissible to officers in Pay Level 14, in the in the Pay Matrix as prevalent from time to time; including reimbursement
of travel, hotel or guest-house accommodation, local conveyance, and food expenses, as per Department of Expenditure
OM F.No.19047/1/2016-E.IV dated 14.09.2017.
B. Sitting fee, local mileage and general conditions
Sitting Fee
All nominated Members shall be entitled to receive sitting fees, in accordance with the instructions, guidelines and
norms issued by the Government of India from time to time.
Local mileage
(a) A nominated Member who is a local resident of the place of a meeting shall not be entitled to TA/DA for out-station
travel.
(b) Such Member shall be entitled only to mileage allowance as follows:
(i) For retired government officials – as per their entitlement at the time of retirement, revised from time to time.
(ii) For persons from various fields – reimbursement of non-AC taxi charges up to ₹338 per day for travel within
the city.
(iii) For eminent personalities – reimbursement of AC taxi charges as per actuals for travel within the city.
General Conditions
(a) These entitlements shall apply only to nominated Members coming from outside the place of meeting.
(b) Local nominated Members shall be entitled only to mileage allowance as provided in paragraph B.
(c) Any proposal seeking deviation from these entitlements shall be referred to the Ministry of Finance with full
justification.
(d) These rates shall be subject to revision by the Ministry of Finance from time to time.
