सा.का.जन. 12(अ).— केन्द्रीय सरकार राष्ट्रीय खेल िासन अजधजनयम, 2025 (2025 का 25) की धारा 31 की
उपधारा (1) और उपधारा (2) के खंड (ङ) द्वारा प्रित्त िजियों का प्रयोग करते हुए, जनम्नजलजखत जनयम बनाती है, अर्ाात् :-
1. संजिप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप्त नाम राष्ट्रीय खेल बोडा (खोि-सह-चयन सजमजत) जनयम, 2026 है।
(2) ये रािपत्र में इनके प्रकािन की तारीख को लागू होंगे।
2. पररभाषाएँ - (1) इन जनयमों में, िब तक संिभा से अन्द्यर्ा अपेजित न हो-
(क)
"अजधजनयम" से राष्ट्रीय खेल िासन अजधजनयम, 2025 (2025 का 25) अजभप्रेत है ;
(ख)
"बोडा" से अजधजनयम की धारा 5 की उपधारा (1) के अधीन स्ट्र्ाजपत राष्ट्रीय खेल बोडा अजभप्रेत है;

(ग)
"केंरीय सरकार" से भारत सरकार (काया आवंटन) जनयम, 1961 के अधीन केंरीय सरकार का वह जवभाग अजभप्रेत
है, जिसे खेल जवषय आवंरटत दकया गया है ;
(घ)
"अध्यि" से अजधजनयम की धारा 5 के अधीन जनयुि अध्यि अजभप्रेत है;
(ङ)
"सजमजत" से अजधजनयम की धारा 5 की उपधारा (2) के अधीन खोि-सह-चयन सजमजत अजभप्रेत है; और
(च)
"सिस्ट्य" से अजधजनयम की धारा 5 के अधीन जनयुि सिस्ट्य अजभप्रेत है, और इसके अंतगात अध्यि भी सजममजलत है।
(2) इन जनयमों में प्रयुि िब्ि और अजभव्यजियाँ िो यहाँ पररभाजषत नहीं हैं, परन्द्तु अजधजनयम में पररभाजषत हैं, उनका वही
अर्ा होगा िो अजधजनयम में उन्द्हें दिया गया है।
3. खोि-सह-चयन सजमजत का गठन और चयन प्रदिया-
(1) केन्द्रीय सरकार, मंजत्रमंडल सजचव की अध्यिता में एक खोि-सह-चयन सजमजत का गठन करेगी, जिसमें जनम्नजलजखत
सिस्ट्य होंगे, अर्ाात्:-
(क) सजचव, खेल जवभाग, भारत सरकार; और
(ख) केन्द्रीय सरकार द्वारा खेल प्रिासन में अनुभव रखने वाले एक व्यजि और राष्ट्रीय खेल पुरस्ट्कार प्राप्त करने वाले िो
व्यजि को नामजनर्िाष्ट दकया िाएगा।
(2) सजमजत, अध्यि और बोडा के िो सिस्ट्यों के स्ट्र्ान के जलए योग्यता, सत्यजनष्ठा और प्रजतष्ठा वाले व्यजियों में से, लोक
प्रिासन, खेल प्रिासन, खेल जवजध और अन्द्य संबंजधत िेत्रों में ज्ञान या व्यावहाररक अनुभव रखने वाले व्यजियों के नामों के
एक पैनल की जसफाररि करेगी ।
(3) सजमजत, केन्द्रीय सरकार को जसफाररि दकए िाने वाले नामों को पैनल में सजममजलत करने के जलए उप-जनयम (2) के
अधीन यर्ा जवजनर्िाष्ट व्यजियों के चयन की प्रदिया अवधाररत करेगी।
(4) सजमजत, अध्यि या बोडा के सिस्ट्य के रूप में दकसी ऐसे व्यजि की जसफाररि नहीं करेगी जिसने पूवावती एक वषा में दकसी
अंतरााष्ट्रीय महासंघ, राष्ट्रीय खेल जनकाय या ऐसे राष्ट्रीय खेल जनकाय की संबद्ध इकाई में कोई पि धारण दकया हो या सिस्ट्य
रहा हो।
(5) खोि-सह-चयन सजमजत का कोई भी काया या कायावाही केवल ऐसी सजमजत में दकसी ररजि या अनुपजस्ट्र्जत होने या उसके
गठन में िोष होने के आधार पर प्रश्नगत नहीं होंगे।
4. ररजियां- (1) खोि-सह-चयन सजमजत द्वारा जनयम 3 के उप-जनयम (2) के अधीन जसफाररि दकए गए नामों का पैनल एक
वषा की अवजध के जलए जवजधमान्द्य रहेगा, और केन्द्रीय सरकार इस अवजध के िौरान दकसी भी कारण से उत्पन्न होने वाली
दकसी भी ररजि के संबंध में ऐसे पैनल से दकसी व्यजि को जनयुि करेगी।
(2) यदि उप-जनयम (1) के अधीन कोई पैनल जवद्यमान नहीं है, तो केन्द्रीय सरकार, दकसी ररजि के उत्पन्न होने की तारीख
से एक माह के भीतर, जिसमें अध्यि या सिस्ट्य की मृत्यु, त्यागपत्र या पिच्युजत के कारण ररजि सजममजलत है, या अध्यि या
सिस्ट्य के कायाकाल की समाजप्त से तीन माह पूवा,-
(क) जनयम 3 के उप-जनयम (1) के अधीन यर्ा उपबंजधत खोि-सह-चयन सजमजत का गठन करेगी; और
(ख) ऐसी ररजि को भरने के जलए ऐसी खोि-सह-चयन सजमजत को जनर्िाष्ट करेगी और इस जनयम के उपबंधों को ऐसी दकसी
ररजि को भरने के जलए लागू करेगी।

5. पुनर्नायुजि हेतु चयन-(1) अध्यि और सिस्ट्य द्वारा एक और कायाकाल के जलए पुनर्नायुजि हेतु आवेिन दकया िा सकेगा,
और ऐसे आवेिन पर खोि-सह-चयन सजमजत द्वारा मूल जनयुजि के िैसे सभी चयजनत व्यजियों के सार् जवचार दकया िाएगा।
परंतु, अध्यि और सिस्ट्य तीन वषा की अवजध के जलए या पैंसठ वषा की आयु प्राप्त करने तक, िो भी पहले हो, पि
धरण करेंगे।
(2) दकसी पि के जलए उपयुिता का जनधाारण करते समय, खोि-सह-चयन सजमजत बोडा में पुनर्नायुजि के इच्छुक व्यजियों
को बोडा में उनके अनुभव के जलए अजतररि महत्व िेगी और ऐसा करते हुए, ऐसे व्यजि द्वारा बोडा में सिस्ट्य या अध्यि के रूप
में दकए गए काया प्रििान को ध्यान में रखेगी।

NOTIFICATION
New Delhi, the 8th January, 2026
G.S.R. 12(E).— In exercise of the powers conferred by sub-section (1) and clause (e) of sub-section (2) of
section 31 of the National Sports Governance Act, 2025 (25 of 2025), the Central Government hereby makes the
following rules, namely:-
1. Short title and commencement. — (1) These rules may be called the National Sports Board (Search-cum-Selection
Committee) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. — (1) In these rules, unless the context otherwise requires,-
(a)
“Act” means the National Sports Governance Act, 2025 (25 of 2025);
(b)
“Board” means the National Sports Board established under sub-section (1) of section 5 of the Act;
(c)
“Central Government” shall mean the Department of the Central Government which has been allocated the
subject matter of sports under the Government of India (Allocation of Business) Rules, 1961;
(d)
“Chairperson” means the Chairperson appointed under section 5 of the Act;
(e)
“committee” means the search-cum-selection committee under sub-section (2) of section 5 of the Act; and
(f)
“Member” means a member appointed under section 5 of the Act, and includes the Chairperson.
(2) Words and expressions used in these rules and not defined herein, but defined in the Act, shall have the meaning as
assigned to them in the Act.
3. Constitution of the search-cum-selection committee and process of selection. — (1) The Central Government
shall constitute a search-cum-selection committee chaired by the Cabinet Secretary, which consist of the following
members, namely:-
(a)
Secretary to the Government of India in the Department of Sports; and
(b) one person possessing experience in sports administration, and two persons who are recipients of national sports
awards, to be nominated by the Central Government.
(2) The committee shall recommend a panel of names for the positions of Chairperson and two Members of the Board,
from among persons of ability, integrity and standing, having knowledge or practical experience in the field of public
administration, sports governance, sports law and other related fields.

(3) The committee shall determine the procedure for selecting the persons as specified under sub-rule (2) for inclusion
in the panel of names to be recommended to the Central Government.
(4) The committee shall not recommend as the Chairperson or Member of the Board, any person who has held any
office or has been a member, in the preceding one year, of any International Federation, National Sports Body or affiliate
unit of such National Sports Body.
(5) No act or proceeding of the search-cum-selection committee shall be called in question on the ground merely of the
existence of any vacancy or absences in such committee or defect in its constitution.
4. Vacancy. — (1) The panel of names recommended by the search-cum-selection committee under sub-rule (2) of
rule 3, shall remain valid for a period of one year, and the Central Government shall appoint a person from such panel
in respect of any vacancy which may arise for any reason during this period.
(2) Where there is no existing panel as provided under sub-rule (1), the Central Government shall, within one month
from the date of occurrence of any vacancy, including by reason of death, or resignation, or removal of the Chairperson
or a Member, or within three months before the end of tenure of the Chairperson or Member,-
(a)
constitute a search-cum-selection committee as provided under sub-rule (1) of rule 3; and
(b) make a reference to such search-cum-selection committee for filling up of such vacancy, and provisions of this rule
shall apply for filling of any such vacancy.
5. Selection for re-appointment. — (1) The Chairperson and Members may make an application for reappointment for
one more term, and such application shall be considered by the search-cum-selection committee in the same manner as
that for original appointment, along with all the persons shortlisted by it:
Provided that the Chairperson and Members shall hold office for a period of three years or till he attain the age
of sixty-five years, whichever is earlier.
(2) While making its assessment for suitability to a post, the search-cum-selection committee shall give additional
weightage to the persons seeking re-appointment for their experience in the Board and while doing so, shall take into
account the performance of such person while working as a Member or a Chairperson in the Board.
