सा.का.नि. 820(अ).—कीटनाशी नियम, 1971 का और संशोधन करने के लिए निम्नलिखित प्रारूप नियम, जिन्हें केंद्रीय सरकार कीटनाशी अधिनियम, 1968 (1968 का 46) की धारा 36 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बनाने का प्रस्ताव करती है, उक्त धारा की अपेक्षानुसार उन सभी व्यक्तियों की, जिनकी उससे प्रभावित होने की सम्भावना है, जानकारी के लिए प्रकाशित किए जाते हैं और सूचना दी जाती है कि उक्त प्रारूप नियमों पर उस तारीख से, जिसको भारत के राजपत्र में, यथाप्रकाशित, इस अधिसूचना की प्रतियां जनता को उपलब्ध करा दी जाती हैं, तीस दिन की समाप्ति के पश्चात विचार किया जाएगा;

ऐसे आक्षेपों और सुझावों पर, जो तीस दिन की पूर्वोक्त अवधि के समाप्त होने से पहले उक्त प्रारूप नियम के संबंध में किसी व्यक्ति से प्राप्त हो सकेंगे, केंद्रीय सरकार द्वारा विचार किया जाएगा;

उक्त मसौदा नियमों के संदर्भ में, आपत्तियां तथा सुझाव संयुक्त सचिव (पादप संरक्षण), कृषि एवं किसान कल्याण विभाग, कृषि एवं किसान कल्याण मंत्रालय, कृषि भवन, नई दिल्ली-110001 को अथवा muktanand.ias08@nic.in पर ईमेल के माध्यम से भेजे जाएँ।

प्रारूप नियम

1. संक्षिप्त शीर्षक और प्रारंभः (1) इन नियमों को कीटनाशी (संशोधन) नियम, 2025 कहा जाएगा।

(2) ये राजपत्र में इनके अंतिम प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कीटनाशी नियम, 1971 नियम-10 के, उपनियम (1क) में, प्रथम परंतुक में अंक, अक्षर और शब्द "30 जून, 2024" के स्थान पर अंक, अक्षर और शब्द "30 जून, 2026" रखें जायेंगे।

टिप्पणः मूल नियम, भारत के राजपत्र असाधारण, भाग II, खंड 3, उपखंड (i) में सा.का.नि. सं. 1650 (अ), तारीख 19 अक्तूबर, 1971 द्वारा प्रकाशित किए गए थे और सा.का.नि. सं. 567 (अ) तारीख 21 अगस्त, 2025 द्वारा अंतिम बार संशोधन किए गए।

NOTIFICATION

New Delhi, 4th November, 2025

G.S.R. 820(E).—The following draft rule further to amend the Insecticides Rules, 1971, which the Central Government proposes to make in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968), is hereby published, as required by the said section, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rule shall be taken into consideration after the expiry of thirty days from the date on which copies of this notification as published in the Gazette of India are made available to the public;

Objections or suggestions which may be received from any person in respect of the said draft rule before the expiry of the aforesaid period of thirty days shall be considered by the Central Government;

Objections and suggestions in respect to the said draft rules may be forwarded to the Joint Secretary (Plant Protection), Department of Agriculture and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, Krishi Bhawan, New Delhi-110001 or through email at muktanand.ias08@nic.in.

Draft Rules

1. Short title and Commencement: (1) These Rules may be called the Insecticides (Amendment) Rules, 2025.

(2) They shall come into force on the date of their final publication in the Official Gazette.

2. In the Insecticides Rules, 1971, in rule 10, in sub-rule (1A), in the first proviso, for the figures, letters and word “30th June, 2024” the figures, letters and word “30th June, 2026” shall be substituted.
