कोयला मंत्रालय अजधसूचना नई दिल्ली, 22 िून, 2026

सा.का.जन. 508(अ).— केंद्रीय सरकार, खान और खजनि (जिकास और जिजनयमन) अजधजनयम, 1957 (1957 का 67) की धारा 13 की उप-धारा (1) और उप-धारा (2) के खंड (घ) द्वारा प्रित्त िजियों का प्रयोग करते हुए, कोयला ब्लॉक आिंटन जनयम, 2017 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अर्ाात ्ः -

1. (1) इन जनयमों का संजिप्त नाम कोयला ब्लॉक आिंटन (संिोधन) जनयम, 2026 है । (2) ये िासकीय रािपत्र में उनके प्रकािन की तारीख को लागू होंगे।

2. कोयला ब्लॉक आिंटन जनयम, 2017 में, - (i) जनयम 8 में, िहां कहीं भी "जनष्पािन बैंक गारंटी" िब्ि िहां-िहां आए हैं, उनके स्ट्र्ान पर "पालन बैंक गारंटी या बीमा प्रजतभूजत बांड" िब्ि रखे िाएंगे; (ii) उप-जनयम (9) के पश्चात , जनम्नजलजखत उप-जनयम अन्त्ः स्ट्र्ाजपत दकया िाएगा, अर्ाात ्ः -

" (9क) कोई भी सफल आिंटटती जिसने कोयला ब्लॉक आिंटन (संिोधन) जनयम, 2026 के प्रारंभ होने से पहले पालन बैंक गारंटी प्रिान की है, उसके पास पालन बैंक गारंटी' को 'बीमा प्रजतभूजत बांड' से बिलने का जिकल्प भी होगा।"

टटप्पण:- मूल जनयमों को भारत के रािपत्र, भाग II, खंड 3, उप-खंड (i) में अजधसूचना संख्या सा.का.जन. 877 (अ), दिनांक 13 िुलाई, 2017 द्वारा प्रकाजित दकया गया र्ा और तत्पश्चात अजधसूचना संख्या सा.का.जन. 300 (अ), दिनांक 18 मई, 2020 और अजधसूचना संख्या सा.का.जन. 394 (अ), दिनांक 29 मई, 2023 द्वारा संिोजधत दकया गया र्ा।

MINISTRY OF COAL NOTIFICATION New Delhi, the 22nd June, 2026

G.S.R. 508(E).— In exercise of the powers conferred by sub-section (1) and clause (d) of sub-section (2) of section 13 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the following rules further to amend the Coal Blocks Allocation Rules, 2017, namely:—

1. (1) These rules may be called the Coal Blocks Allocation (Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Coal Blocks Allocation Rules, 2017, (i) in rule 8, — for the words "performance bank guarantee", wherever they occur, the words "performance bank guarantee or insurance surety bond" shall be substituted; (ii) after sub-rule (9), the following sub-rule shall be inserted, namely:-

“ (9A) Any successful allocatee who has provided a performance bank guarantee prior to the commencement of the Coal Blocks Allocation (Amendment) Rules, 2026, shall have the option to replace the ‘performance bank guarantee’ with an ‘insurance surety bond’.”

Note. — The principal rules were published in the Gazette of India, Part II, Section 3, Sub-section (i), vide notification number G.S.R. 877(E), dated the 13th July, 2017 and subsequently amended vide notification number G.S.R. 300(E), dated the 18th May, 2020 and vide notification number G.S.R. 394(E), dated the 29th May, 2023.
