सा.का.जन. 141(अ).— केंद्रीय सरकार, राष्ट्रीय औषध जिक्षा और अनुसंधान अजधजनयम, 1998 (1998 का 13)
की धारा 30ड. द्वारा प्रित्त िजियों का प्रयोग करते हुए, पररषि् (राष्ट्रीय औषध जिक्षा और अनुसंधान संस्ट्थान) जनयम,
2022 में जनम्नजलजखत संिोधन करती है, अथावत् :-
1.
संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम पररषि (राष्ट्रीय औषध जिक्षा और अनुसंधान संस्ट्थान)
संिोधन जनयम 2026 है ।
(2) ये रािपत्र में इनके प्रकािन की तारीख को प्रर्ृत्त होंगे ।
2. पररषि् (राष्ट्रीय औषध जिक्षा और अनुसंधान) जनयम, 2022 (जिसे इसमें इसके पश्चात् ‘उि जनयम’ कहा गया है, के
जनयम 7 में,—

(i)
उप-जनयम (4) के स्ट्थान पर जनम्नजलजखत उप-जनयम रखा िाएगा, अथावत् :-
“(4) अध्यक्ष, पररषि द्वारा तत्काल कायवर्ही र्ाली दकसी अप्रत्याजित जस्ट्थजत में, कारणों के जलए जिन्हें
लेखबद्ध दकया िा सके, िैसा भी आर्श्यक समझें, कायवर्ाही कर सकेगा ।
(4क) उप-जनयम (4) के अधीन की गई कोई कायवर्ाही को यथािीघ्र पररषि की अगली बैठक में अनुमोिन
के जलए रखा िाएगा और पररषि का जर्जनश्चय ही अजभभार्ी होगा ।”;
(ii) उप-जनयम (5) के स्ट्थान पर जनम्नजलजखत उप-जनयम रखा िाएगा, अथावत् :-
“(5) यदि कायव या जर्र्ाि के दकसी मि प पररषि का जर्जनश्चय अपेजक्षत है तो अध्यक्ष द्वारा यथाजनिेजित होने
पर संकल्प के प्रारुप के रुप में सभी सिस्ट्यों के ई-मेल पर, भेिा िा सकेगा, िो सिस्ट्यों से बहुमत प्राप्त होने पर
अनुमोिन के जलए पररषि द्वारा पाररत समझा िाएगा ।
(5क) उप जनयम (5) के अधीन पाररत समझा गया ऐसा कोई संकल्प पररषि की अगली बैठक में अनुमोिन के
जलए रखा िाएगा ।”।
3. उि जनयमों के जनयम 8 में, “जनयम 4” िब्ि और अंक के स्ट्थान पर “जनयम 5” िब्ि और अंक रखे िाएंगे ।
4. उि जनयमों के हहंिी पाठ में इस संिोधन की आर्श्यकता नहीं है ।

NOTIFICATION
New Delhi, the 24th February, 2026
G.S.R. 141(E).—In exercise of the powers conferred by section 30E of the National Institutes of
Pharmaceutical Education and Research Act, 1998 (13 of 1998), the Central Government hereby makes the following
rules to amend the Council (National Institute of Pharmaceutical Education and Research) Rules, 2022, namely:—
1. Short title and commencement.—(1) These rules may be called the Council (National Institute of Pharmaceutical
Education and Research) Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Council (National Institute of Pharmaceutical Education and Research) Rules, 2022 (hereinafter referred to as
“the said rules”), in rule 7,—
(i) for sub-rule (4), the following sub-rules shall be substituted, namely:—
“(4) In case of an emergent situation warranting immediate action by the Council, the Chairperson may,
for reasons to be recorded in writing, take such action as may be deemed necessary.

(4A) Any such action taken under sub-rule (4) shall be placed, as early as possible, in the next meeting
of the Council for its ratification and the decision of the Council shall prevail.”;
(ii) for sub-rule (5), the following sub-rules shall be substituted, namely:—
“(5) When any item of business or issue requires decision of the Council, if the Chairperson so directs,
may be circulated to the members at their official email addresses as a draft resolution, which shall be
deemed to have been passed by the Council, if it is approved by majority of the members.
(5A) Any resolution so deemed to have been passed under sub-rule (5) shall be placed at the next
meeting of the Council for ratification.”.
3. In the said rules, in rule 8, for the word and figure “rule 4”, the word and figure “rule 5” shall be substituted.
4. In the said rules, for the words “National Institute” wherever they occur, the words “National Institutes” shall be
substituted.
