की धारा 21 की उपधारा (1) के परन्द्तुक द्वारा प्रित्त िजिर्ों का प्रर्ोग करते हुए, केन्द्रीर् प्रिूषण जनर्ंत्रण बोडा के परामिा
से, भारत सरकार, पर्ाावरण, वन और िलवार्ु पररवतान मंत्रालर् की अजधसूचना, िो भारत के रािपत्र, असाधारण, भाग
2, खंड 3, उपखंड (i) में संख्र्ा सा.का.जन. 702(अ) तारीख 12 नवम्बर, 2024 को प्रकाजित की गई थी, में जनम्नजलजखत
संिोधन करती है:
उि अजधसूचना में ,- (i) पैरा (क) के स्ट्थान पर जनम्नजलजखत पैरा रखा िाएगा, अथाात् :-
“(क) इस अजधसूचना की अनुसूची में सूचीबद्ध 25 तक प्रिूषण सूचकांक वाले सभी औद्योजगक क्षेत्र/पररर्ोिनाएं
/प्रदिर्ाएं/दिर्ाकलाप, इस िता के अधीन दक ऐसे औद्योजगक क्षेत्र/पररर्ोिनाएं/प्रदिर्ाएं /दिर्ाकलाप राज्र् प्रिूषण
जनर्ंत्रण बोडों र्ा प्रिूषण जनर्ंत्रण सजमजतर्ों को जलजखत रूप में सूजचत करेंगी;”;
(ii) अनुसूची के स्ट्थान पर जनम्नजलजखत अनुसूची रखी िाएगी, अथाात् :-

घास/खरपतवार, पिु अपजिष्ट, प्रेस मड, आदि (औद्योजगक/प्रदिर्ा अपजिष्ट के अलावा समान प्रकार के
फीडस्ट्टॉक), कोई अपजिष्ट िल नहीं छो़िते और उप-उत्पाि उत्पन्न करते हैं - (i) दकजण्वत िैजवक खाि
(एफओएम) और /र्ा तरल दकजण्वत िैजवक खाि (एलएफओएम) समृद्ध खाि और/र्ा (ii) जबिली का उपर्ोग
करके जब्रकेट/पेलेट। *

अंजतम उपर्ोगकताा उद्योग के पररसर में जस्ट्थत जबल्ड आन आपरेट / जबल्ड आन आपरेट रान्द्सफर /जबल्ड आपरेट
रान्द्सफर मोड आदि पर इलेक्रोजलजसस (नवीकरणीर् ऊिाा का उपर्ोग करके) के माध्र्म से हाइड्रोिन का
उत्पािन और अंजतम उपर्ोगकताा उद्योग से प्राप्त डी-जमनरलाइज्ड पानी और अन्द्र् उपर्ोजगताओं (कूललंग
टॉवर, ईटीपी, आदि) का सीधे उपर्ोग करना

कच्चे रव ऑक्सीिन से संपीज़ित ऑक्सीिन गैस (दकसी भी जवलार्क के उपर्ोग के जबना और केवल अन्द्र् गैसों
को अलग करने के जलए िबाव और तापमान बनाए रखते हुए)

NOTIFICATION
New Delhi, the 28th July, 2025
G.S.R. 512(E).—In exercise of the powers conferred by proviso to sub-section (1) of section 21 of
the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981), the Central Government, in consultation
with the Central Pollution Control Board, hereby makes the following amendments in the notification of the
Government of India, Ministry of Environment, Forest and Climate Change published in the gazette of India,
Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R 702 (E), dated 12th November, 2024;
namely:-
In the said notification,- (i) for paragraph (a), the following paragraph shall be substituted, namely:-
“(a) all industrial sectors or projects or processes or activities having pollution index score upto 25 as listed
in the Schedule to this notification, subject to condition that such industrial sectors or projects or processes
or activities shall inform in writing to the State Pollution Control Boards or the Pollution Control
Committees;”;
(ii) for the Schedule, the following Schedule shall be substituted, namely:-

List Of White Category Sectors Classified By The Central Pollution Control Board, From Time To
Time, As Per Classification-2025
1. Assembly of Bicycles, Baby carriages and other small non motorizing vehicles
2. Bailing (hydraulic press) of waste papers
3. Bio fertilizer and bio-pesticides without using inorganic chemicals
4. Block making of printing without foundry (excluding wooden block making)
5. Flavoured Batel nuts production/grinding (completely dry mechanical operations)
6. Manufacturing of shoe Brush and Wire Brush
7. Coir fibre or pith processing and/or Manufacturing of coir products from coir (only dry process)
8. Assembly of air coolers or conditioners, repairing and servicing
9. Cardboard or corrugated box and paper products (excluding paper or pulp manufacturing and
without using boilers)
10. Chalk making from plaster of Paris (only casting without boilers etc. (sun drying or electrical
oven)
11. Standalone manufacturing of Concrete admixtures up to 1000 MT per Month
capacity by physical mixing (without boiler and reactor and no generation of wastewater)
12. Used cooking oil collection centers
13. Soap manufacturing (handmade-without steam boiling or boiler)
14. Diesel pump repairing and servicing (complete mechanical dry process)
15. Electric lamp (bulb) and Compact Fluorescent Lamp (CFL) manufacturing by assembling only
16. Electrical and electronic item assembling (completely dry process)
17. Engineering and fabrication units dry process without any heat treatment/metal surface finishing
operations or painting)
18. Carpentry and wooden furniture manufacturing without spray painting (excluding saw mill with
the help of electrical (motorized) machines such as electrical wood planner, steel saw cutting
circular blade, etc.

Compressed Bio Gas plants based on feedstock-Municipal Solid Waste, agro-residue, energy crops
grass/ weeds, animal waste, press mud, etc. (as similar type feedstock apart from industrial/
process waste), not discharging any waste water and producing by-products- (i)
Fermented Organic Manure and/or Liquid Fermented Organic Manure, enriched manure and/or
(ii) Briquette or pellet using electricity. *

Hydrogen production through electrolysis(using renewable energy) on Build-Own-Operate/Build-
Own-Operate-Transfer/Build-Operate-Transfer etc., located in the premises of end user industry
and directly using de-mineralized water & other utilities (cooling tower, ETP, etc.) sourced from
end user industry

Compressed oxygen Gas from crude liquid oxygen (without use of any solvents and by maintaining
pressure and temperature only for separation of other Gases)
