सा.का.जन. 926(अ).— केंद्रीय सरकार ने, ऊिाा संरक्षण अजधजनयम, 2001 (2001 का 52) की धारा 56 की उप- धारा (2) के खंड (फ) के साथ पठित धारा 13 की उप-धारा (2) के खंड (झ), खंड (ड) और खंड (ढ) तथा धारा 46 द्वारा प्रित्त िजियों का प्रयोग करते हुए, ऊिाा िक्षता ब्यूरो के परामिा से, सा.का.जन. 549(अ), तारीख 26 मई, 2016 द्वारा ऊिाा संरक्षण (ऊिाा िक्षता के जलए आंजिक िोजखम प्रत् याभूजत जनजध) जनयम, 2016 और सा.का.जन. 311(अ), तारीख 31 माचा, 2017 द्वारा ऊिाा संरक्षण (ऊिाा िक्षता के जलए उद्यम पूंिी जनजध) जनयम, 2017 को अजधसूजचत दकया था; और दोनों जनजधयों का उद्देश्य भारत में ऊर्ाा दक्षता वित्तपोषण में तेर्ी लाना था;
और उपरोक्त दोनों वनवियों की 11 वितंबर, 2025 को िमीक्षा की गई थी और इन वनवियों को बंद करने का जिजनश् चय दकया गया था और वनवि के प्रशािन के वलए गठित न् यास के विघटन की उवित प्रक्रिया पूरी होने के बाद उनके िंबंवित वनयमों को जिखंजडत क्रकया र्ा सकेगा;
और प्रबंि न्यािी और न् यास के अध्यक्ष के रूप में ऊर्ाा दक्षता ब्यूरो के महावनदेशक ने न् यास को जिघठित करने की सम् यक प्रक्रिया शुरू की है और अन्य न्यावियों को सम् यक रूप से िूवित क्रकया है। अत:, अब, केन् द्रीय सरकार, ऊर्ाा िंरक्षण अविवनयम, 2001 की िारा 56 की उपिारा (2) के खंड (फ) के साथ पठित िारा 13 की उपिारा (2) के खंड (झ), खंड (ड) और खंड (ढ) तथा धारा 46 द्वारा प्रदत्त शवक्तयों का प्रयोग करते हुए, ऊर्ाा दक्षता ब्यूरो के परामशा िे, वनम्नवलवखत वनयमों को जिखंजडत करती है, अथाात्: - (क) ऊर्ाा िंरक्षण (ऊर्ाा दक्षता के वलए आंवशक र्ोवखम प्रत् याभूजत जनजध) वनयम, 2016; तथा सं. 840] नई दिल्ली, सोमिार, दिसम् बर 29, 2025/पौष 8, 1947

2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) ऊर्ाा िंरक्षण (ऊर्ाा दक्षता के वलए उद्यम पूंर्ी जनजध) वनयम, 2017 (2) यह जिखंडन पहले से दकए गए या िहन दकए गए दकसी भी काया की िैधता, अजिजधमान् यता, प्रभाि या पठरणामों को या पहले से अर्िात प्रोद्भूत या उपगत दकसी अजधकार, िीषाक, बाहयता या िाजयत् िों को या उसके संबंध में दकसी उपाय या कायािाही को, या दकसी ऋण, िाजस्ट्त, बाहयता, िाजयत् ि, िािे या मांग से जनममाक् ती या उन् मोचन को, या पहले से ही प्रिान की गई दकसी क्षजतपूर्ता को या दकसी भी अतीत में दकए गए कृत् य या िस्ट् तम के प्रमाण को प्रभाजित नहीं करेगा।

G.S.R. 926(E).—Whereas in exercise of the powers conferred by clause (v) of sub-section (2) of section 56 read with clauses (l), (m) and (n) of sub-section (2) of section 13 and section 46 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, had notified vide G.S.R. 549(E), dated the 26th May 2016 the Energy Conservation (Partial Risk Guarantee Fund for Energy Efficiency) Rules, 2016 and vide G.S.R. 311(E) dated the 31st March, 2017, the Energy Conservation (Venture Capital Fund for Energy Efficiency) Rules, 2017;
And whereas aim of both funds was to accelerate the energy efficiency financing in India;
And whereas both the above funds were reviewed on 11th September, 2025 and it was decided to close these funds and their respective rules may be rescinded after completing the due process of dissolution of the Trust constituted for administering the fund;
And whereas Director General of Bureau of Energy Efficiency as the managing trustee and Chairman of the trust, has undertaken the due process of dissolution of the Trust and has duly intimated the other Trustees. Now, therefore, in exercise of the powers conferred by clause (v) of sub-section (2) of section 56 read with clauses (l), (m) and (n) of sub-section (2) of section 13 and section 46 of the Energy Conservation Act, 2001, the Central Government, in consultation with the Bureau of Energy Efficiency, hereby rescinds the following rules, namely: - (a) The Energy Conservation (Partial Risk Guarantee Fund for Energy Efficiency) Rules, 2016; and (b) The Energy Conservation (Venture Capital Fund for Energy Efficiency) Rules, 2017.
(2) This rescission shall not affect the validity, invalidity, effect or consequences of anything already done or suffered, or any right, title, obligation or liability already acquired, accrued or incurred, or any remedy or proceeding in respect thereof, or any release or discharge of or from any debt, penalty, obligation, liability, claim or demand, or any indemnity already granted, or the proof of any past act or thing.
