सा.का.जन. 675(अ).–– नीचे उजल्लजखत सेिाओं के अनुभाग अजधकारी (ग्रेड ‘ख’) हेतु चयन सूजचयों में पररिधधन
करने के जलए संघ लोक सेिा आयोग द्वारा िर्ध 2025 के जलए आयोजजत की जाने िाली संयुक् त अनुभाग अजधकारी (ग्रेड
‘ख’) सीजमत जिभागीय प्रजतयोगी परीक्षा के जलए संबंजधत मंत्रालयों की सहमजत से सिधसाधारण की सूचना के जलए इसके
साथ जनयम प्रकाजित दकए जाते हैं।

1.
प्रत्येक ग्रेड/सेिा हेतु चयन सूची में िाजमल करने के जलए चयन दकए जाने िाले व्यजियों की संख्या, आयोग द्वारा
जारी दकए गए नोरिस में जिजनर्ददष्ट की जाएगी। जिजभन्न श्रेजणयों के अंतगधत उम्मीदिारों के अंजतम चयन का जनणधय जलया
जाएगा और अन्द्य बातों के साथ-साथ कार्ममक एिं प्रजिक्षण जिभाग के ददनांक 12.04.2022 के कायाधलय ज्ञापन संख्या
36012/2016/2019-स्ट्था.(आरक्षण) के तहत जारी दकए गए ददिा-जनदेिों के आधार पर जििेर् अनुमजत याजचका
(जसजिल) संख्या 30621/2011 से उत्पन्न िर्ध 2022 की जसजिल अपील संख्या 629 के अंजतम फैसले के अध्यधीन
पररणाम घोजर्त दकया जाएगा।
श्रेणी-II (आईएफएस ‘ख’ के सामान्द्य संिगध का अनुभाग अजधकारी ग्रेड) के संबंध में, अनुभाग अजधकारी ग्रेड हेतु
अभ्यर्मथयों की जनयुजि/िररष्ठता, आईएफएस ‘ख’ के सामान्द्य संिगध के अनुभाग अजधकारी ग्रेड में भती/िररष्ठता पर प्रभािी
दकसी भी न्द्याजयक जनदेि/फैसले के अध्यधीन होगी।
श्रेणी-III (अथाधत् रेलिे बोडध सजचिालय सेिा (आरबीएसएस) का अनुभाग अजधकारी ग्रेड) के संबंध में सहायक
अनुभाग अजधकारी ग्रेड की िरीयता सूची को चुनौती दी गई है। िर्ध 2025 के जलए, श्रेणी-III (अथाधत् रेलिे बोडध सजचिालय
सेिा का अनुभाग अजधकारी ग्रेड) का पररणाम, माननीय केन्द्रीय प्रिासजनक अजधकरण, प्रधान पीठ, नई ददल्ली के समक्ष
लंजबत ओ.ए. सं. 215/2022 के जनणधय तथा रेलिे बोडध सजचिालय सेिा के सहायक अनुभाग अजधकारी (एएसओ) ग्रेड की
िरीयता सूची में संिोधन, यदद कोई हो, के अध्यधीन अनजन्द्तम होगा।

संघ लोक सेिा आयोग द्वारा यह परीक्षा इन जनयमों के पररजिष्ट में जनधाधररत ढंग से आयोजजत की जाएगी। परीक्षा
के आयोजन की तारीख और स्ट्थान का जनधाधरण, आयोग द्वारा दकया जाएगा और इसे पृथक रूप से सूजचत दकया जाएगा।

नीचे कॉलम 1 में उजल्लजखत ग्रेड और सेिाओं के स्ट्थायी अथिा जनयजमत रूप से जनयुि अस्ट्थायी अजधकारी, जो
पात्रता की जनणाधयक जतजथ (जैसा दक नीचे उजल्लजखत है) को कॉलम 2 में उजल्लजखत सेिा की अिजध और िैजक्षक योग्यता
आदद से संबंजधत ितें पूरी करते हैं, िे कॉलम 3 में उजल्लजखत सेिा के संबंजधत श्रेजणयों के जलए परीक्षा में बैठने के पात्र होंगे।

केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड या
केन्द्रीय सजचिालय आिुजलजपक सेिा के िैयजिक सहायक ग्रेड में
कम से कम पांच िर्ध की अनुमोददत सेिा हो तथा कम से कम चार
िार्मर्क कायध जनष्पादन मूल्यांकन ररपोिध प्राप्त की हों। केन्द्रीय
सजचिालय आिुजलजपक सेिा (सीएसएसएस) के िैयजिक सहायकों
के पास दकसी मान्द्यता प्राप्त जिश्वजिद्यालय की स्नातक जडग्री या

“केन्द् रीय सजचिालय सेिा के िर्ध 2019 बैच के सीधी भती िाले
ऐसे सहायक अनुभाग अजधकारी, जजनकी 04 िर्ों की अनुमोददत
सेिा हो गई हो और कम से कम 03 एपीएआर जलखी गई हो,
परीक्षा में भाग लेने हेतु पात्र होंगे, जो आिेदन की अंजतम जतजथ से
पूिध अलग से जारी दकए गए आदेिों के अध्यधीन होगा।“
भारतीय जिदेि सेिा, िाखा ‘ख’ का
सामान्द्य संिगध का सहायक ग्रेड,
आिुजलजपक
संिगध
का
िैयजिक
सहायक ग्रेड और साइफर उप संिगध
का साइफर सहायक ग्रेड

िर्ध की अनुमोददत सेिा हो तथा कम से कम चार िार्मर्क कायध
जनष्पादन मूल्यांकन ररपोिध प्राप्त की हों। इसके अजतररक् त,
उम्मीदिार के पास दकसी मान्द्यता प्राप्त जिश्वजिद्यालय की स्नातक
जडग्री
होनी
चाजहए
तथा
ऐसे
अजनिायध
प्रजिक्षण
कायधक्रम(कायधक्रमों) को पूणध दकया होना चाजहए, जो जिदेि
मंत्रालय द्वारा जनधाधररत हों।
“भारतीय जिदेि सेिा िाखा ‘ख’ के िर्ध 2019 बैच के सीधी भती
िाले सहायक अनुभाग अजधकारी और िैयजिक सहायक, इस
परीक्षा में िाजमल होने के जलए पात्र होंगे, जो आिेदन की अंजतम
जतजथ से पूिध अलग से जारी दकए गए आदेिों के अध्यधीन होगा।“
श्रेणी II
रेलिे बोडध सजचिालय सेिा का
सहायक अनुभाग अजधकारी ग्रेड और
रेलिे बोडध सजचिालय आिुजलजपक
सेिा का ग्रेड ‘ग’/िैयजिक सहायक
ग्रेड।
रेलिे बोडध सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड
अथिा रेलिे बोडध सजचिालय आिुजलजपक सेिा के ग्रेड II/ ग्रेड
‘ग’/िैयजिक सहायक ग्रेड में अथिा दोनों में, जैसा भी मामला हो,
कम से कम 5 िर्ध की अनुमोददत तथा जनरंतर सेिा हो।
श्रेणी III
आसूचना ब्यूरो (आईबी) का सहायक
ग्रेड/आसूचना ब्यूरो (आईबी) का
आिुजलजपक सेिा ग्रेड –II
(i)
स्ट् थाई एिं जनयजमत रूप से जनयुक् त सहायक अनुभाग
अजधकारी; अथिा
(ii)
आसूचना ब् यूरो के आिुजलजपक ग्रेड-।। (िैयजिक सहायक),
जजनके पास मान्द् यता प्रा् त जि् िजिद्यालय से स्ट् नातक की
जडग्री हो,
जजनकी कम से कम पांच िर्ों की अनुमोददत सेिा हो एिं कम से
कम चार िार्मर्क कायध-जनष् पादन मूल् यांकन ररपोिध भी जलखी गई
हों।
“आसूचना ब्यूरो के िर्ध 2019 बैच के सीधी भती िाले सहायक
अनुभाग अजधकारी, इस परीक्षा में िाजमल होने के जलए पात्र होंगे,
जो आिेदन की अंजतम जतजथ से पूिध अलग से जारी दकए गए आदेिों
के अध्यधीन होगा। “
श्रेणी VIII
सिस्त्र बल मुख्यालय (एएफएचक्यू)
जसजिल सेिा में सहायक अनुभाग
अजधकारी
सिस्त्र बल मुख्यालय सेिा के सहायक अनुभाग अजधकारी ग्रेड में
कम से कम 05 िर्ों की अनुमोददत एिं जनरंतर सेिा।

सामाजजक सुरक्षा अजधकारी/प्रबंधक
ग्रेड-II/अधीक्षक के ग्रेड में कमधचारी
सामाजजक सुरक्षा अजधकारी/प्रबंधक ग्रेड-II/अधीक्षक के ग्रेड में ऐसे
कमधचारी, जजन्द्होंने ग्रेड िेतन 4600/- रू. के साथ िेतन बैंड-2, में
9300-34800 रू. में 2 िर्ों की जनयजमत सेिा की हो।
श्रेणी XI
बिते दक दकसी प्रजतयोगी परीक्षा, जजसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल है, के पररणाम के आधार
पर यदद कोई उम्मीदिार (श्रेणी I और श्रेणी II में सजम्मजलत होने िाले उम्मीदिार को छोड़कर) उपरोि कॉलम 1 में
उजल्लजखत ग्रेडों में जनयुि दकया गया था, तो ऐसी परीक्षा जनणाधयक जतजथ से कम से कम 5 िर्ध पहले आयोजजत हुई होनी
चाजहए और उस ग्रेड में उसने जनणाधयक जतजथ तक कम से कम 4 िर्ध की अनुमोददत तथा जनरंतर सेिा कर ली हो।
रि् पणी 1- उपयुधक् त कॉलम 1 में उजल्लजखत ग्रेडों और सेिाओं के िे स्ट्थायी अथिा जनयजमत रूप में जनयुि अजधकारी, जो
सक्षम प्राजधकारी के अनुमोदन से जनयत अिजध के जलए संिगध बाह्य पदों पर प्रजतजनयुजि पर हैं, यदद अन्द्यथा पात्र हों, तो
इस परीक्षा में भाग लेने के पात्र होंगे और प्रजतजनयुजि की अिजध के दौरान उनके द्वारा की गई सेिा, कॉलम 2 में उजल्लजखत
सेिा अिजध के जलए अहधक होगी।
तथाजप, यह कॉलम 1 में उजल्लजखत ग्रेडों तथा सेिाओं के उन अजधकाररयों पर लागू नहीं होता है जजन्द्हें उनके
संबंजधत ग्रेड में संिगध-बाह्य पदों पर अथिा अन्द्य सेिा में “स्ट्थानान्द्तरण” पर कॉलम 1 में संदर्मभत अपने संबंजधत ग्रेडों तथा
सेिाओं में जनयुि दकया गया हो (चाहे िे कोई धारणाजधकार (जलयन) रखते हों या नहीं)।
रि् पणी 2- केन्द्रीय सजचिालय सेिा के ऐसे सहायक अनुभाग अजधकारी और केन्द्रीय सजचिालय आिुजलजपक सेिा के िे
आिुजलजपक, जजन्द्होंने भारतीय जिदेि सेिा, िाखा ‘ख’ में जनयुजि के जलए जिकल्प ददया हो और ऐसे जिकल्प के अनुसरण में
उस सेिा के दकसी ग्रेड में जनयुि दकए गए हों, िे श्रेणी-I के जलए परीक्षा में प्रिेि के पात्र नहीं होंगे।
रि् पणी 3- केन्द्रीय सजचिालय सेिा के ऐसे सहायक अनुभाग अजधकारी तथा केन्द्रीय सजचिालय आिुजलजपक सेिा के ऐसे
आिुजलजपक, जो भारतीय जिदेि सेिा, िाखा ‘ख’ में प्रजतजनयुजि पर हैं, िे श्रेणी-II के जलए परीक्षा में भाग लेने के पात्र नहीं
होंगे।
रि् पणी 4- ऐसे सभी उम्मीदिार, जो दक उपयुधक् त जनणाधयक जतजथ को अपेजक्षत पात्रता को पूरा कर लेंगे, परीक्षा के जलए
आिेदन कर सकते हैं।

कार्ममक एिं प्रजिक्षण जिभाग द्वारा भारत के राजपत्र में परीक्षा के जनयमों की अजधसूचना तथा आयोग द्वारा
परीक्षा की सूचना (नोरिस) के प्रकािन के बाद, उम्मीदिार को आयोग की िेबसाइि पर ऑन-लाइन माध्यम से आिेदन पत्र
भरना होगा और संबंजधत संिगध एकक द्वारा उम्मीदिार के सेिा अजभलेखों (ररकॉडो) से आिेदन पत्र में उसके द्वारा दी गई
सूचना के सम्यक सत्यापन/अजधप्रमाणन के उपरांत इसकी हाडध कॉपी उम्मीदिार की पात्रता का जनधाधरण करने एिं आयोग
को पात्र उम्मीदिार का आिेदन आगे प्रेजर्त करने के जलए संबंजधत प्रजतभागी सेिा के संिगध जनयंत्रक प्राजधकारी को उजचत
माध्यम द्वारा भेजी जानी चाजहए। इन जनयमों में जनधाधररत पात्रता ितों के संदभध में उम्मीदिारों की पात्रता का जनधाधरण
करने के जलए इन आिेदनों की संिीक्षा, संबंजधत प्रजतभागी सेिा के संिगध जनयंत्रण प्राजधकाररयों द्वारा की जाएगी।
5.
जनयम 4 में दकसी भी बात के अंतर्मनजहत होने के बािजूद, इस परीक्षा में बैठने के जलए दकसी भी उम्मीदिार के
आिेदन को स्ट्िीकार करने अथिा अन्द् यथा के संबंध में आयोग का जनणधय अंजतम होगा।
6.
दकसी भी उम्मीदिार को परीक्षा में तब तक प्रिेि नहीं ददया जाएगा जब तक दक उसके पास आयोग का प्रिेि
प्रमाण-पत्र न हो।
7.
कोई उम्मीदिार जजसे जनम्नजलजखत के जलए आयोग द्वारा दोर्ी घोजर्त दकया गया है या दोर्ी है :–
(i) जनम् नजलजखत तरीकों से अपनी उम्मीदिारी के जलए समथधन प्राप्त दकया हो, नामत:
(क) गैरकानूनी रूप से पररतोर्ण की पेिकि करना; या

(ख) दबाि डालना; या
(ग) परीक्षा आयोजजत करने से संबंजधत दकसी व्यजि को ब्लैकमेल करना अथिा उसे ब्लैकमेल करने की धमकी
देना; अथिा
(ii) प्रजतरूपण, अथिा
(iii) दकसी अन्द्य व्यजि से छद्म रुप से कायध करिाना, अथिा
(iv) जाली प्रमाण-पत्र या ऐसे प्रमाण-पत्र प्रस्ट्तुत दकए हैं, जजनमें तथ्यों के साथ छेड़-छाड़ की गई हो, अथिा
(v) आिेदन फॉमध में िास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असंगत फोिो अपलोड करना।
(vi) गलत या झूठे ििव्य ददए हैं या महत्िपूणध तथ्यों को जछपाया है, अथिा
(vii) परीक्षा के जलए अपनी उम्मीदिारी के संबंध में जनम्नजलजखत साधनों का उपयोग दकया हो, नामत:
(क)
गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना;
(ख)
परीक्षा से संबंजधत गोपनीय कायध से जुड़े व्यजि के बारे में जानकारी प्राप्त करना;
(ग)
परीक्षकों को प्रभाजित करना; अथिा
(viii) परीक्षा के दौरान उम्मीदिार के पास अनुजचत साधनों का पाया जाना या प्रयोग दकया जाना; अथिा
(ix)
उत्तर पुजस्ट्तका(ओं) पर भद्दी बातें जलखना या भद्दे रेखाजचत्र बनाना अथिा असंगत सामग्री जलखना; अथिा
(x)
परीक्षा भिन में दुव्यधिहार करना, जजसमें उत्तर पुजस्ट्तकाओं को फाड़ना, साथी परीक्षार्मथयों को परीक्षा का
बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पैदा करना िाजमल है; अथिा
(xi)
परीक्षा आयोजन के जलए आयोग द्वारा जनयुि कमधचाररयों को परेिान दकया हो या अन्द्य प्रकार की िारीररक
क्षजत पहुंचाई हो; अथिा
(xii)
परीक्षा के दौरान मोबाइल फोन (चाहे िह जस्ट्िच ऑफ ही क् यों ना हो), पेजर या दकसी अन्द्य प्रकार का
इलैक्रॉजनक उपकरण या प्रोग्राम दकए जा सकने िाला जडिाइस या पेन ड्राइि, स्ट् मािध िॉच इत्यादद जैसा कोई
स्ट्िोरेज मीजडया, या कैमरा या ब्लूिूथ जडिाइस या कोई अन्द्य उपकरण या संचार यंत्र के रूप में प्रयोग दकए जा
सकने िाला कोई अन्द्य संबंजधत उपकरण, चाहे िह बंद हो या चालू, प्रयोग करते हुए या आपके पास पाया गया
हो; अथिा
(xiii) परीक्षा में िाजमल होने की अनुमजत देते हुए उम्मीदिारों को भेजे गए प्रिेि-पत्रों के साथ जारी दकए गए
अनुदेिों में से दकसी का भी उल्लंघन दकया हो; अथिा
(xiv) उपयुधि खंडों में जिजनर्ददष् ि दकए गए सभी अथिा दकसी भी कायध के द्वारा, जैसा भी मामला हो, आयोग को
अिप्रेररत करने का प्रयत् न दकया हो; िह आपराजधक अजभयोग (दक्रजमनल प्राजसक्यूिन) हेतु दायी ठहराने के साथ
ही िह:
(क) आयोग द्वारा इन जनयमों के अन्द्तगधत आयोजजत परीक्षा, जजसमें िह उम्मीदिार है, में बैठने के जलए आयोग
द्वारा अयोग्य ठहराए जाने हेतु दायी हो, और/अथिा
(ख) स्ट्थायी रूप से अथिा जनर्ददष्ट अिजध के जलए-
(i) आयोग द्वारा आयोजजत की जाने िाली दकसी भी परीक्षा अथिा चयन से जििर्मजत दकए जाने हेतु
दायी हो।

(ii) केन्द्रीय सरकार द्वारा उसके अधीन दकसी भी रोजगार से जििर्मजत दकए जाने हेतु दायी हो; और
(ग) उपयुधि जनयमों के अधीन अनुिासजनक कारधिाई दकए जाने हेतु दायी हो। बिते दक, इस जनयम के अधीन कोई
िाजस्ट्त तब तक अजधरोजपत नहीं की जाएगी जब तक:
(i) उम्मीदिार को इस संबंध में जलजखत में अभ्यािेदन, जो िह देना चाहे, प्रस्ट्तुत करने का अिसर न ददया
जाए, और
(ii) उम्मीदिार द्वारा अनुमत समय में प्रस्ट्तुत अभ्यािेदन, यदद कोई हो, पर जिचार न कर जलया जाए।

कोई भी व्यजि, जो आयोग द्वारा उक् त खंड (i) से (xiii) में उजल्लजखत दुराचारों में से दकसी दुराचार को करने में
दकसी अन्द्य उम्मीदिार/(उम्मीदिारों) के साथ जमली-भगत का दोर्ी पाया जाता है, िह उक् त खंड (xiv) के प्रािधानों के
अनुसार कारधिाई हेतु दायी होगा।
9.
(i) परीक्षा के उपरांत, उम्मीदिारों के नामों पर, िर्ध, 2025 हेतु उनकी पात्रता के अध्यधीन, उस िर्ध की ररजियों के
जलए जिचार दकया जाएगा और परीक्षा के प्रत्येक प्र् न-पत्र/भाग हेतु आयोग द्वारा यथाजनधाधररत अहधक मानकों के अध्यधीन,
प्रत्येक उम्मीदिार को अंजतम तौर पर ददए गए कुल अंकों द्वारा यथासूजचत, योग्यता क्रम में आयोग द्वारा व्यिजस्ट्थत दकया
जाएगा।
चयन सूची में िाजमल दकए जाने के जलए श्रेणीिार योग्यता क्रम(मेररि) की सूजचयां, ररजियों की संख्या और उम्मीदिार
की मेररि तथा पात्रता की अन्द्य सभी ितों को पूणध करने पर आधाररत होंगी। आयोग के पास परीक्षा के दकसी या सभी
स्ट्तर (स्ट्तरों) या प्र् न-पत्र (प्र् न-पत्रों) के जलए न्द्यूनतम अहधक मानदण्ड जनधाधररत करने का अजधकार है।
उपयुि/योग्य उम्मीदिारों की अनुपलब् धता के कारण िर्ध 2025 में श्रेणी I, III, VIII और XI हेतु जजन ररजियों
को भरा नहीं जा सकेगा, उनको अगले ररजि िर्ध में अग्रे नीत दकया जाएगा। श्रेणी II की परीक्षा में िाजमल होने िाले
उम्मीदिारों के मामले में, चयजनत/योग्य उम्मीदिारों की अनुपलब् धता के कारण उस िर्ध में केिल अनुसूजचत
जाजत/अनुसूजचत जनजाजत/बैंचमाकध ददव्यांगजन श्रेणी के उम्मीदिारों के जलए आरजक्षत केिल उन ररजियों, जजन्द् हें भरा नहीं

(ii)
प्रत्येक श्रेणी की चयन सूची में िाजमल दकए जाने हेतु, अनुसूजचत जाजत तथा अनुसूजचत जनजाजत के उम्मीदिारों
सजहत, उम्मीदिारों के अंजतम चयन का जनधाधरण, कार्ममक एिं प्रजिक्षण जिभाग के ददनांक 12.04.2022 के कायाधलय
ज्ञापन 36012/16/2019-स्ट्था.(आरक्षण) के माध् यम से जारी ददिा-जनदेिों के आधार पर दकया जाएगा, जो जििेर्
अनुमजत याजचका (जसजिल) संख्या 30621/2011 से उत्पन्न िर्ध 2022 की जसजिल अपील संख्या 629 के अंजतम जनणधय के
अध्यधीन होगा।
(iii)
प्रत् येक श्रेणी के जलए चयन सूची में िाजमल दकए जाने हेतु पीडब् ल् यूबीडी उम् मीदिारों के अंजतम चयन का जनणधय,
कार्ममक एिं प्रजिक्षण जिभाग के ददनांक 17.05.2022 के का.ज्ञा. 36012/01/2020-स्ट् था.(आरक्षण-।।) के माध् यम से जारी
ददिा-जनदेिों के आधार पर दकया जाएगा।
(iv) अंजतम पररणाम, जनम्नजलजखत जिजधयों के आधार पर तैयार दकया जाता है:
(क) पूणाांकन (राउंडडग ऑफ) अंक:
उम्मीदिारों द्वारा प्राप्त अंकों को परीक्षा के सभी चरणों, जहााँ भी लागू हो, में मानक पूणाांकन जसद्ांत लागू करके, दो
दिमलि अंकों तक पूणाांदकत दकया जाएगा। तदनुसार, िाई ब्रेककग जसद्ांतों को लागू करते समय, िाई संबंधी सभी मामलों
का समाधान करने के जलए दो दिमलि अंकों तक पूणाांदकत अंकों पर जिचार दकया जाएगा।

(ख) िाई ब्रेककग जसद्ांत:
क) यदद कुल अंक (अंजतम अंक) समान हैं, तो जलजखत परीक्षा के कुल योग में अजधक अंक प्राप्त करने िाले उम्मीदिार
को उच् च रैंक दी जाएगी;
ख) यदद उपयुधि (क) में अंक समान हैं, तो "प्रश्नपत्र-II: भारत सरकार सजचिालय और संबद् कायाधलयों में अभ्यास की
प्रदक्रया और सामान्द्य जित्तीय एिं सेिा जनयम, जजसमें सेिाओं की प्रासंजगक श्रेजणयों की अपेक्षा को ध्यान में रखा
गया हो" और "प्रश्नपत्र-III: रि् पण (नोटिग) और प्रारूपण, सार लेखन" को जमलाकर अजधक अंक प्राप्त करने िाले
उम्मीदिार को उच्च रैंक दी जाएगी;
ग) यदद उपयुधि (क) और (ख) के अंक भी समान हैं, तो "पेपर-III, अथाधत् रि् पण (नोटिग) और प्रारूपण (ड्राडटिग),
सार लेखन" में अजधक अंक प्राप्त करने िाले उम्मीदिार को उच्च रैंक दी जाएगी।
घ) यदद उपयुधि (क), (ख), (ग) के अंक भी समान हैं, तो कम आयु िाले अभ्यथी को उच्च रैंक दी जाएगी; और
ङ) ऐसे मामलों में, जहााँ उपयुधि िाई ब्रेककग जसद्ांतों को लागू करने के बाद भी िाई बनी रहती है, तो उसका
समाधान आयोग के जििेकानुसार दकया जाएगा।
रि् पणी:–उम्मीदिारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोगी परीक्षा है, न दक अहधक परीक्षा। परीक्षा
के पररणाम के आधार पर चयन सूची में िाजमल दकए जाने िाले व्यजियों की संख्या जनयत करने के जलए सरकार पूरी तरह
से सक्षम है। अत: कोई भी उम्मीदिार इस परीक्षा में अपने जनष्पादन के आधार पर चयन सूची में िाजमल दकए जाने के
जलए अजधकार के रूप में दािा नहीं कर सकेगा।

प्रत्येक उम्मीदिार को परीक्षा के पररणाम की सूचना दकस रूप में और दकस प्रकार दी जाए, इसका जनणधय आयोग
द्वारा अपने जििेकानुसार दकया जाएगा और आयोग परीक्षा पररणाम के बारे में दकसी भी उम्मीदिार से पत्राचार नहीं
करेगा।
11.
परीक्षा में उत् तीणध होने मात्र से चयन का अजधकार तब तक नहीं जमलेगा जब तक दक सरकार यथाि् यक समझी
गई ऐसी जांच के बाद संतुष्ट न हो जाए दक उम्मीदिार का सेिा में आचरण देखते हुए, िह चयन के जलए हर प्रकार से पात्र
और योग्य है:
बिते दक आयोग द्वारा चयन के जलए अनुिंजसत दकसी उम्मीदिार को चयन के जलए अपात्र मानने के बारे में
जनणधय, आयोग के साथ परामिध करके दकया जाएगा।
12.
यदद कोई उम्मीदिार, परीक्षा में प्रिेि के जलए आिेदन करने के बाद अथिा परीक्षा में बैठने के बाद अपनी जनयुजि
से त्यागपत्र दे देता है अथिा दकसी और कारण से सेिा छोड़ देता है अथिा उससे संबंध-जिच्छेद कर लेता है अथिा उसकी
सेिा उसके जिभाग द्वारा समाप्त कर दी जाती है अथिा उसे दकसी संिगध बाह्य पद पर अथिा दकसी अन्द्य सेिा में
‘स्ट्थानान्द्तरण’ (चाहे उन्द् होंने धारणाजधकार (जलयन) जलया है अथिा नहीं) पर केन्द्रीय सजचिालय सेिा/रेलिे बोडध
सजचिालय सेिा/सिस्त्र सेना मुख्यालय जसजिल सेिा/आसूचना ब्यूरो के सहायक अनुभाग अजधकारी ग्रेड में अथिा भारतीय
जिदेि सेिा, िाखा ‘ख’ में दकसी भी पद पर जनयुक् त दकया जाता है, तो िह इस परीक्षा के पररणाम के आधार पर जनयुजि
का पात्र नहीं होगा।
तथाजप, यह बात उस व्यजि के मामले में लागू नहीं होती है, जजसे सक्षम प्राजधकारी के अनुमोदन से संिगध बाह्य
पद पर प्रजतजनयुजि पर जनयुि दकया गया है।

परीक्षा जनम्नजलजखत योजना के अनुसार आयोजजत की जाएगी :–
भाग 1
(क)
नीचे पैरा 2 में ददए गए जिर्यों में अजधकतम 500 अंकों की जलजखत परीक्षा।
भाग II
जजन उम् मीदिारों ने जलजखत परीक्षा में, आयोग द्वारा अपने जििेक द्वारा यथाजनधाधररत, न्द्यूनतम अहधक अंक प्राप्त दकए हैं,
उनके सेिा अजभलेख का मूल् यांकन दकया जाएगा, जजसके जलए अजधकतम अंक 100 होंगे। (श्रेणी I, II, III, VIII, X और XI
के जलए)।
रि् पणी 1: सेिा अजभलेख (अथाधत बैठक के दौरान मूल्यांकन बोडध को प्राप्त हुई अजधकाररयों की एपीएआर) के मूल्यांकन में
अर्मजत अंकों की गणना रैंक जनधाधरण हेतु की जाएगी। मूल्यांकन बोडों द्वारा एपीएआर का एक बार मूल्यांकन कर जलए जाने
के उपरांत, बाद की जतजथ में, एपीएआर ग्रेडडग आदद में दकसी पररितधन सजहत दकसी भी पररजस्ट्थजत में इसके पुनम मूल्यांकन
हेतु दकसी भी अनुरोध पर जिचार नहीं दकया जाएगा।
रि् पणी 2: सेिा अजभलेख के मूल्यांकन में न्द्यूनतम 40% (चालीस प्रजतित) अंक होने चाजहए। इसजलए, सेिा अजभलेख के
मूल्यांकन में 40% (चालीस प्रजतित) से कम अंक प्राप्त करने िाले उम्मीदिारों के नामों पर रैंक जनधाधरण हेतु जिचार नहीं
दकया जाएगा।

प्रश्न के जलए जनर्ददष्ट अंकों में से पेनल् िी के रूप में एक जतहाई अंकों की किौती की जाएगी।

(ii) यदद कोई उम्मीदिार दकसी प्रश्न के एक से ज्यादा उत्तर देता है, तो इसे गलत उत्तर माना जाएगा चाहे ददए गए
उत्तरों में से एक सही भी हो तथा उस प्रश्न के जलए भी उपयुधि के समान पेनल् िी होगी ।
(iii) यदद दकसी प्रश्न को खाली छोड़ ददया जाता है अथाधत उम् मीदिार द्वारा कोई उत् तर नहीं ददया जाता है तो उस प्र् न
के जलए कोई पेनल् िी नहीं लगाई जाएगी।
4.
परीक्षा के जलए पाठ्यक्रम, अनुसूची में दिाधए गए अनुसार होगा।
5.
उम्मीदिारों को रि् पण एिं प्रारूपण और सार लेखन प्र् न-पत्र का उत्तर, डहदी (देिनागरी) अथिा अंग्रेजी में देने
का जिकल्प होगा। सभी तीनों प्रश्नपत्र / परीक्षा पुजस्ट्तकाएं, अंग्रेजी तथा डहदी, दोनों में होंगी।
रि् पणी 1:– रि् पण एिं प्रारूपण तथा सार लेखन प्र् न-पत्र के उत्तर, जहन्द्दी (देिनागरी) में देने के जिकल्प का उपयोग
करने के इच्छुक उम्मीदिारों को अपनी इस इच् छा का उल्लेख ऑनलाइन आिेदन प्रपत्र के संगत कॉलम में करना चाजहए;
अन्द्यथा यह समझा जाएगा दक िे उपयुधि प्रश्न पत्रों के उत्तर अंग्रेजी में ही देंगे। एक बार ददया गया जिकल्प अंजतम माना
जाएगा और उि कॉलम में पररितधन करने के जलए दकसी भी अनुरोध पर जिचार नहीं दकया जाएगा।
रि् पणी 2:– प्रश्न पत्र के उत्तर जहन्द्दी (देिनागरी) में जलखने िाले उम्मीदिार, यदद चाहें तो, जहन्द्दी की िब्दािली, के साथ
तकनीकी िब्दों के अंग्रेजी पयाधय, यदद कोई हों, भी कोष्ठक में दे सकते हैं।
रि् पणी 3:– यदद उम्मीदिार द्वारा आिेदन प्रपत्र में जनर्ददष्ट दकए गए माध्यम से इतर दकसी माध्यम का परीक्षा में उत्तर
जलखने हेतु प्रयोग दकया जाता है तो ऐसे उम्मीदिारों के प्रश्न-पत्र का मूल्यांकन नहीं दकया जाएगा।
6.(i) उम्मीदिारों को प्रश्नों के उत्तर स्ट्ियं जलखने होंगे। दकसी भी पररजस्ट्थजत में उन्द्हें उत्तर जलखने के जलए स्ट्क्राइब की
सहायता लेने की अनुमजत नहीं दी जाएगी। तथाजप, दृजष्टहीन, लोकोमोिर ददव्यांगता (दोनों भुजाएं प्रभाजित - बीए) तथा
प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के अंतगधत बेंचमाकध ददव्यांग व्यजि, मांग दकए जाने पर, स्ट्क्राइब की सुजिधा के जलए पात्र
होंगे। आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2 (आर) के अंतगधत यथापररभाजर्त, बेंचमाकध ददव्यांगताओं की अन्द्य
श्रेजणयों िाले व्यजियों के मामले में, केिल ऐसे उम् मीदिार ही इस सुजिधा को प्रा् त करने के जलए पात्र होंगे, जो संलग् नक-I
पर ददए गए प्रोफॉमाध के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य पररचयाध संस्ट्था के मुख्य जचदकत्सा अजधकारी/जसजिल
सजधन/जचदकत्सा अधीक्षक द्वारा जारी इस आिय का प्रमाण-पत्र प्रस्ट्तुत करेंगे दक संबंजधत व्यजि जलखने में िारीररक रूप से
अक्षम है तथा उसकी ओर से परीक्षा जलखने के जलए स्ट्क्राइब की सेिाएं लेना अजनिायध है।
इसके अजतररि, जिजिष्ट ददव्यांगता िाले िे व्यजि, जो आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2(एस) की
पररभार्ा के अंतगधत िाजमल हैं परंतु उि अजधजनयम की धारा 2(आर) की पररभार्ा के अंतगधत िाजमल नहीं हैं, अथाधत्
40% से कम ददव्यांगता िाले व्यजियों की श्रेणी में हैं तथा जजन्द्हें जलखने में करठनाई होती है, संलग् नक III पर ददए गए
प्रोफॉमाध के अनुसार सरकारी स्ट्िास्ट्थ्य पररचयाध संस्ट्था के सक्षम जचदकत्सा प्राजधकारी से प्राप्त इस आिय का प्रमाण-पत्र, दक
संबंजधत व्यजि की लेखन क्षमता प्रभाजित है तथा इनके परीक्षा जलखने के जलए स्ट्क्राइब अजनिायध है, प्रस्ट्तुत करने के
अध्यधीन, स्ट्क्राइब की सुजिधा के जलए पात्र होंगे।
(ii) उम्मीदिार को अपना स्ट्क्राइब लाने या आयोग को इसके जलए अनुरोध करने का जििेकाजधकार है। ऑनलाइन आिेदन
करते समय संलग् नक–II (जजन उम्मीदिारों की ददव्यांगता 40% या अजधक है) तथा संलग् नक-IV (जजन उम्मीदिारों की
ददव्यांगता 40% से कम है एिं जलखने में करठनाई होती है) के प्रोफॉमाध के अनुसार, स्ट्क्राइब का जििरण अथाधत् अपना या
आयोग का और यदद उम्मीदिार अपना स्ट्क्राइब लाना चाहते हैं, तो उस स्ट्क्राइब का जििरण मांगा जाएगा।
(iii)आयोग द्वारा उपलब्ध कराए गए स्ट्क्राइब के साथ-साथ स्ट्ियं के स्ट्क्राइब की योग्यता, परीक्षा के जलए जनधाधररत न्द्यूनतम
योग्यता मानदंड से अजधक नहीं होगी। तथाजप, स्ट्क्राइब की योग्यता सदैि मैररक अथिा इससे अजधक होनी चाजहए।
(iv) दृजष्टहीन, लोकोमोिर ददव्यांगता (दोनों भुजाएं प्रभाजित - बीए) तथा प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के अंतगधत
बेंचमाकध ददव्यांग व्यजियों को परीक्षा के प्रत्येक घंिे हेतु बीस (20) जमनि का प्रजतपूरक समय प्रदान दकया जाएगा। बेंचमाकध
ददव्यांगता की अन्द्य श्रेजणयों के उम्मीदिार संलग् नक-I में ददए गए प्रोफॉमाध के अनुसार, दकसी सरकारी स्ट्िास्ट्थ्य पररचयाध

संस्ट्था के मुख्य जचदकत्सा अजधकारी/जसजिल सजधन/जचदकत्सा अधीक्षक द्वारा जारी इस आिय का प्रमाण-पत्र दक संबंजधत
उम्मीदिार जलखने में िारीररक रूप से अक्षम है, प्रस्ट्तुत दकए जाने पर इस सुजिधा के जलए पात्र होंगे।
इसके अजतररि, जिजिष्ट ददव्यांगता िाले उन व्यजियों, जो आरपीडब्ल्यूडी अजधजनयम, 2016 की धारा 2(एस) की
पररभार्ा के अंतगधत िाजमल हैं, परंतु उि अजधजनयम की धारा 2(आर) की पररभार्ा के अंतगधत िाजमल नहीं हैं, अथाधत्
40% से कम ददव्यांगता तथा जलखने में करठनाई िाले व्यजि हैं, को संलग् नक-III पर ददए गए प्रोफॉमाध के अनुसार सरकारी
स्ट्िास्ट्थ्य पररचयाध संस्ट्था के सक्षम जचदकत्सा प्राजधकारी से प्राप्त इस आिय का प्रमाण-पत्र, दक संबंजधत व्यजि को जलखने में
करठनाई होती है, प्रस्ट्तुत करने के अध्यधीन, प्रजतपूरक समय प्रदान दकया जाएगा।
(v) स्ट्क्राइब की सुजिधा और/अथिा पात्र उम् मीदिारों द्वारा प्रजतपूरक समय की मांग दकए जाने पर उन्द् हें यह सुजिधा प्रदान
की जाएगी।
रि् पणी (1): दकसी स्ट्क्राइब की पात्रता की ितें तथा परीक्षा हॉल के अंदर स्ट्क्राइब का आचरण तथा अनुभाग अजधकारी
(समूह-ख) सीजमत जिभागीय प्रजतयोगी परीक्षा में उत्तर जलखने में पात्र उम्मीदिारों (यथोपरर पररभाजर्त) की दकस प्रकार
और दकस सीमा तक सहायता कर सकता/सकती है इन सब बातों का जनयमन संघ लोक सेिा आयोग द्वारा इस संबंध में
जारी अनुदेिों के अनुसार दकया जाएगा। इन सभी या इनमें से दकसी एक अनुदेि का उल्लंघन होने पर संघ लोक सेिा
आयोग बेंचमाकध ददव्यांगता िाले उम्मीदिार (पीडब्ल्यूबीडी) की उम्मीदिारी रद्द करने के साथ-साथ स्ट्क्राइब के जिरूद्
अन्द्य कारधिाई भी कर सकता है।

G.S.R. 675(E).–– The rules for the Combined Section Officers‘ (Grade ‗B‘) Limited Departmental
Competitive Examination for the year 2025, to be conducted by the Union Public Service Commission, for making
additions in the Select Lists for the Section Officers‘ (Grade ‗B‘‘) of the Services mentioned below, are, published
herewith, with the concurrence of the Ministries concerned, for general information.
Category I
Section Officers‘ Grade of the Central Secretariat Service.
Category II
Section Officer Grade of the General Cadre of the Indian Foreign Service, Branch ‗B‘
Category III
Section Officers‘ Grade of the Railway Board Secretariat Service
Category VIII
Section Officers‘ Grade of the Intelligence Bureau.
Category X
Section Officers in Armed Forces Headquarters Civil Service
Category XI

1. The number of persons to be selected for inclusion in the Select List for each grade/service will be specified in
the Notice issued by the Commission. Final Selection of the candidates under different categories shall be decided and
results declared inter alia based on the guidelines issued by the Department of Personnel & Training vide O.M. No.
36012/2016/2019-Estt (Res.) dated 12.04.2022 subject to final outcome of the Civil Appeal No. 629 of 2022 arising
out of SLP (C) NO. 30621/2011.
In respect of Category II (Section Officer Grade of the General Cadre of IFS 'B'), the appointment/seniority
of candidates to Section Officer Grade will be subject to any judicial directive/judgement having a bearing upon the
recruitment/seniority in the Section Officer Grade of the General Cadre of IFS 'В'.
In respect of Category – III (i.e the Section Officers‘ Grade of RBSS), the seniority list of Assistant Section
Officers‘ Grade is under challenge, the result of Category-III (i.e the Section Officers Grade of RBSS) for the year
2025 would be provisional subject to the outcome of O.A. No.215/2022, before the Hon‘ble Central Administrative
Tribunal, Principal Bench, New Delhi, and revision of seniority list of Assistant Section Officers (ASOs‘) Grade of
RBSS, if any.
2. The examination will be conducted by the Union Public Service Commission in the manner prescribed in
Appendix to these Rules. The dates on which and the places at which the examination will be held shall be fixed by
the Commission and informed separately by the Commission.

a Limited Departmental Competitive Examination, such an examination should have been held not less than 5 years
before the crucial date and he/she should have rendered not less than 4 years approved and continuous service in that
grade on the crucial date.
Note 1 - Permanent or regularly appointed officers of the Grades and Services mentioned in Column 1 above who are
on deputation to ex-cadre posts for a specified period with the approval of the competent authority will be eligible to
be admitted to the examination, if otherwise eligible and the service rendered by them during the period of deputation
will qualify towards the length of service mentioned in column 2.
This, however, does not apply to the officers of the Grades and Services mentioned in Column 1 above who have
been appointed to ex-cadre posts or to another Service on ―transfer‖ (whether they have a lien or not) in their
respective Grades and Services referred to in Column 1.
Note 2 - Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat
Stenographers‘ Service who have opted for appointment to the Indian Foreign Service, Branch ‗B‘ and have been
appointed to any Grade of that Service in pursuance of such option shall not be eligible for admission to the
examination for Category I.
Note 3 - Assistant Section Officers of the Central Secretariat Service and Stenographers of the Central Secretariat
Stenographers‘ Service who are on deputation to the Indian Foreign Service, Branch ‗B‘ shall not be eligible for
admission to the examination for Category II.
Note 4. All the candidates expecting to complete the requisite eligibility as above on crucial date can apply for the
examination.

After the notification of the rules of the examination in the Gazette of India by the Department of
Personnel & Training and publication of Notice of Examination by the Commission, a candidate shall have to
fill in the application form on-line on the website of the Commission and the hard copy of the same be routed,
through proper channel, after due verification/authentication of the information furnished by the candidate in
his/her application form from his/her service records by the cadre unit concerned, to the Cadre Controlling
Authority of the participating service concerned for determination of the eligibility of the candidate and
onward transmission of the application of the eligible candidate to the Commission. The Scrutiny of the
application for determining eligibility of a candidate, with reference to the eligibility conditions stipulated in
these rules, shall be done by the Cadre Controlling Authority of the participating service concerned. to
5. Notwithstanding anything contained in rule 4, the decision of the Commission with regard to acceptance, or
otherwise, of the application of a candidate, for admission to the Examination, shall be final.
6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission.
7. A candidate who is or has been declared by the Commission to be guilty of:-
i.
Obtaining support for his candidature by the following means, namely:-
a.
Offering illegal gratification to; or
b.
Applying pressure on; or
c.
Blackmailing, or threatening to blackmail any person connected with the conduct of the examination;
or

vi.
making statements which are incorrect or false or suppressing material information, or
vii.
resorting to the following means in connection with his candidature for the examination, namely:-
a.
obtaining copy of question paper through improper means;
b. finding out the particulars of the persons connected with secret work relating to the examination;
c.
influence the examiners; or
viii.
being in possession of or using unfair means during examination, or
ix.
writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or
x.
misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott
examination, creating a disorderly scene and the like; or
xi.
harassing or doing bodily harm to the staff employed by the Commission for the conduct of their
examination, or
xii.
being in possession of or using any mobile phone, (even in switched off mode) , pager or any electronic
equipment or programmable device or storage media like pen drive, smart watches etc. or camera or
Bluetooth devices or any other equipment or related accessories either in working or switched off mode
capable of being used as a communication device during the examination; or
xiii.
violating any of the instructions issued to candidates along with their Admission Certificates permitting them
to take the examination, or
xiv.
attempting to commit or, as the case may be, abetting the Commission of all or any of the acts specified in
the foregoing clauses; may, in addition to rendering himself liable to criminal prosecution, be liable :-
a.
to be disqualified by the Commission from the Examination held under this Rules for which he/she is a
candidate, and/or
b. to be debarred either permanently or for a specified period-
i.
by the Commission from any examination or selection held by them ;
ii.
by the Central Government from any employment under them; and
c.
to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed
except after-
i.
giving the candidate an opportunity of making such representation in writing as he may wish to
make in that behalf ; and
ii.
taking the representation, if any submitted by the candidate within the period allowed to him, into
consideration.
8. Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or
abetting the Commission of any of the misdeeds listed at the clauses (i) to (xiii) above render himself liable to action
in terms of the clause (xiv).
9. (i) After the examination, candidates shall be considered for vacancies for the year 2025 subject to their eligibility
for the year and will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally
awarded to each candidate subject to qualifying standards for each paper/part of the examination as decided by the
Commission.
Category wise merit lists for inclusion in the Select List will be based on the number of vacancies and
candidate‘s merit and fulfilment of all other eligibility conditions. The Commission reserves the right to fix minimum
qualifying standards for any or all stage(s) or paper(s) of the Examination.
Vacancies remaining unfilled in the year 2025 due to non-availability of suitable/qualified candidates will be
carried forward to the next Vacancy year for Category I, III, VIII and XI. In case of candidates appearing for Category
II, only vacancies reserved for SC/ST/Person with Benchmark Disability (PwBD) Category candidates remaining
unfilled in the year due to non-availability of selected/qualified candidates will be carried forward to the next
examination.

(ii) The final selection of the candidates including candidates belonging to the Scheduled Castes and the Scheduled
Tribes for inclusion in the Select List for each category will be decided based on the guidelines issued by the
Department of Personnel & Training vide OM 36012/16/2019-Estt. (Res.) dated 12.04.2022 subject to the final
outcome of the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 30621/2011.
(iii) The final selection of the PwBD candidates for inclusion in the Select List for each category will be decided based
on the guidelines issued by the Department of Personnel & Training vide OM 36012/01/2020-Estt. (Res.-II) dated
17.05.2022.
(iv) The final result is prepared on the basis of the following methods:
(A) Rounding Off Marks:
Marks obtained by the candidates shall be rounded off up to two decimal digits, at all stage(s) of the examination,
by applying the standard rounding off principle, wherever applicable. Accordingly, while applying the Tie Breaking
Principles, the rounded off marks up to two decimal digits shall be considered for resolving all tie cases.
(B) Tie Breaking Principles:
a) If the marks in the aggregate (Final Marks) are equal, the candidate securing more marks in the written total will
be ranked higher;
b) If the marks at (a) above are equal, the candidate securing more marks in ―Paper-II : Procedure of Practice in the
Govt. of India Secretariat and attached Offices and General Financial and Service Rules duly taking into account
the requirement of relevant categories of services‖ and ―Paper-III : Noting and Drafting, Precis Writing‖ put
together will be ranked higher;
c) If the marks at (a) and (b) above are also equal, then the candidate securing more marks in ―Paper-III, i.e.,
Noting & Drafting, Precis Writing‖ will be ranked higher.
d) If the marks at (a), (b), (c) above are also equal, then the candidate younger in age will be ranked higher; and
e) In cases where a tie persists even after applying the above tie breaking principles, it will be resolved at the
discretion of the Commission.
Note: - Candidate should clearly understand that this is a competitive and not a qualifying examination. The number
of persons to be included in Select List on the result of the examination is entirely within the competence of
Government to decide. No candidate will therefore have any claim for inclusion in the Select List on the basis of his
performance in this Examination as a matter of right.
10. The form and manner of communication of the result of the examination to individual candidates shall be
decided by the Commission in their discretion and the Commission will not enter into correspondence with them
regarding the result.
11. Success in the examination confers no right to selection unless Government are satisfied after such enquiry as
may be considered necessary, that the candidate, having regard to his conduct in service, is eligible and suitable in all
respects for selection:
Provided that the decision as to ineligibility for selection in the case of any candidate recommended for
selection by the Commission shall be taken in consultation with the Commission.
12. A candidate who after applying for admission to the examination or after appearing at it, resigns his
appointment or otherwise quits the service or severs his connection with it or whose services are terminated by his
Department or who is appointed to an ex-cadre post or to another Service on ‗transfer‘ (whether they have a lien or
not) in the Assistant Section Officers‘ Grades of the Central Secretariat Service/Railway Board Secretariat
Service/AFHQ Civil Service/I.B./ or any post in the Indian Foreign Service, Branch ‗B‘ will not be eligible for
appointment on the result of this examination.
This, however, does not apply to a person who has been appointed on deputation to an ex-cadre post with the
approval of the competent authority.

APPENDIX
The examination shall be conducted according to the following plan:-
Part I
(a) Written examination carrying maximum of 500 marks in the subjects as shown in para 2 below.
Part II
Evaluation of record of service carrying a maximum of 100 marks of candidates who obtain such minimum qualifying
marks in the written examination as may be fixed by the Commission in their discretion (for categories I, II, III,VIII,
X,and XI);
Note 1: Marks obtained in evaluation of record of service (i.e. APARs of the officers available to the Assessment
Board at the time of its meeting) will be counted for ranking. Once the APARs have been evaluated by the
Assessment Boards, no request for its reassessment will be entertained under any circumstances including a change in
APAR grading, etc. at a subsequent date.
Note 2:There shall be a minimum of 40% (forty percent) marks in the evaluation of record of service. Therefore, such
candidates who obtain less than 40% (forty percent) marks in the evaluation of record of service will not be
considered for ranking.

3. Penalty for wrong answers (in Objective Type Papers)
THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A
CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS.
(i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been
given by the candidate, one third of the marks assigned to that question will be deducted as penalty.
(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers
happens to be correct and there will be same penalty as above for that question.
(iii) If a question is left blank, i.e., no answer is given by the candidate, there will be no penalty for that question.
4.Syllabi for the Examination will be as shown in the schedule.
5. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi
(Devanagari) or in English. All the three question papers/test booklets will be set both in Hindi and English.
Note1: Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper in Hindi
(Devanagari) should indicate their intention to do so in relevant column of on-line Application Form; otherwise it
would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated
as final and no request for alteration in the said column shall be entertained.

Note 2: Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give
English version within brackets of the description of the technical terms, if any, in addition to the Hindi version.
Note 3: If a medium other than the one indicated by the candidate in the application form is used to write the answer
in the examination, the paper of such candidates will not be evaluated.
6. (i) Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe
to write the answers for them. However, the Persons with Benchmark Disabilities in the categories of blindness,
locomotor disability (both arm affected – BA) and cerebral palsy will be eligible for the facility of scribe, if desired by
the person. In case of other category of Persons with Benchmark Disabilities as defined under section 2 (r) of the
RPWD Act, 2016, such candidates will be eligible for the facility of scribe on production of a certificate to the effect
that the person concerned has physical limitation to write, and scribe is essential to write examination on behalf, from
the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per
proforma at Annexure-I.
Further, for persons with specified disabilities covered under the definition of Section2(s) of the RPwD Act, 2016 but
not covered under the definition of Section2(r) of the said Act, i.e. persons having less than 40% disability and having
difficulty in writing will be eligible for the facility of scribe subject to production of a certificate to the effect that
person concerned has limitation to write and that scribe is essential to write examination on his/her behalf from the
competent medical authority of a Government healthcare institution as per proforma at Annexure – III.
(ii) The candidates have discretion of opting for their own scribe or request the Commission for the same. The details
of scribe i.e. whether own or the Commission‘s and the details of scribe in case candidates are bringing their own
scribe, will be sought at the time of filling up the application form online as per proforma at Annexure-II (for
candidates having 40% disability or more) and Annexure-IV (for candidates having less than 40% disability and
having difficulty in writing).
(iii) The qualification of the Commission‘s scribe as well as own scribe will not be more than the minimum
qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or
above.
(iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor disability (both arms affected-
BA) and cerebral palsy will be eligible for Compensatory Time of twenty minutes per hour of the examination. In case
of other categories of Persons with Benchmark Disabilities, such candidates will be eligible for this facility on
production of a certificate to the effect that the person concerned has physical limitation to write from the Chief
Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at
Annexure-I.
Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act, 2016 but
not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability and having
difficulty in writing will be eligible for compensatory time subject to production of a certificate to the effect that
person concerned has limitation to write from the competent medical authority of a Government healthcare institution
as per proforma at Annexure-III.
(v) Facility of Scribe and/or Compensatory time to eligible candidates will be provided, if desired by them.
Note (1) : The eligibility conditions of a scribe and the conduct of scribe inside the examination hall and the manner
in which and extent to which the scribe can help the eligible candidates (as defined above) in writing the SOs (Gr.B)
LDCE shall be governed by the instructions issued by the UPSC in this regard. Violation of all or any of the said
instructions shall entail the cancellation of the candidature of the Persons with Benchmark Disabilities (PwBD)
candidate in addition to any other action that the UPSC may take against the scribe.

7. Appearance of candidates in all the three papers is a must for qualifying in the examination. The Commission has
the discretion to fix minimum qualifying marks in any or all the subjects of the examination.
8. Marks will not be allotted for mere superficial knowledge.
9. Deduction upto 5% of the maximum marks in the written subject will be made for illegible handwriting.
10. Credit will be given for orderly, effective and exact expression combined with due economy of words in the
subjective paper.
11. Candidates should use only international form of Indian numerals (e.g. 1, 2, 3, 4, 5, 6 etc.) while answering Paper -
