सा.का.जन. 398(अ).— केंद्रीय सरकार द्वारा, जिकजसत भारत—रोिगार और आिीजिका के जलए गारन् टी जमिन (ग्रामीण): िीबी—िी राम िी (जिकजसत भारत—िी राम िी) अजधजनयम, 2025 (2025 का 36) की धारा 33 की उपधारा (1) के साथ पठित धारा 33 की उपधारा (2) के खंड (ङ) तथा धारा 14 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए, उि अजधजनयम के प्रिृत्त होने की जतजथ को या उसके पश्चात् बनाए िाने के जलए प्रस्ट्ताजित जनयमों का जनम्नजलजखत प्रारूप, उन सभी व्यजियों की िानकारी के जलए एतद्द्वारा प्रकाजित दकया िाता है जिनके इससे प्रभाजित होने की संभािना है; और एतद्द्वारा यह सूजचत दकया िाता है दक उि प्रारूप जनयमों पर रािपत्र में इस अजधसूचना के प्रकािन की जतजथ से तीस दिनों की अिजध के अिसान के पश्चात् जिचार दकया िाएगा। आपजत्तयााँ अथिा सुझाि, यदि कोई हों, इस अजधसूचना के प्रकािन की जतजथ से जनर्ििष्ट अिजध के भीतर श्री िीपक कुमार, अिर सजचि, ग्रामीण जिकास जिभाग, जद्वतीय तल, कतिव्य भिन–3, नई दिल्ली – 110001 को संबोजधत दकए िा सकते हैं अथिा suggestion-vbgramg@gov.in पर ई-मेल के माध्यम से प्रेजित दकए िा सकते हैं। उि अिजध की समाजि से पूिि उि प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राि होने िाली आपजत्तयों या सुझािों पर केंद्रीय सरकार द्वारा जिचार दकया िाएगा।

मसौिा जनयम

1. संजिि िीििक और प्रारंभ— (1) इन जनयमों जिकजसत भारत—रोिगार और आिीजिका के जलए गारन् टी जमिन (ग्रामीण): िीबी—िी राम िी (जिकजसत भारत—िी राम िी) राष्ट्रीय स्ट्तरीय संचालन सजमजत जनयम, 2026 कहा िा सकेगा। (2) ये जनयम आजधकाठरक रािपत्र में उनके प्रकािन की जतजथ से लागू होंगे।
2. पठरभािाएाँ — इन जनयमों में, िब तक दक संिभि से अन्यथा अपेजित न हो, — (क) "अजधजनयम" से "जिकजसत भारत – रोज़गार और आिीजिका जमिन की गारंटी (ग्रामीण): िीबी िी राम िी (जिकजसत भारत - िी राम िी) अजधजनयम, 2025" अजभप्रेत है; (ख) "राष्ट्रीय स्ट्तरीय संचालन सजमजत" से केंद्रीय सरकार द्वारा धारा 14 की उपधारा (1) के अधीन गठित सजमजत अजभप्रेत है; (ग) "अध्यि" से राष्ट्रीय स्ट्तरीय संचालन सजमजत का अध्यि अजभप्रेत है; (घ) "सिस्ट्य" से सजमजत का कोई सिस्ट्य अजभप्रेत है और इसमें अध्यि सजममजलत है; (ङ) यहााँ प्रयुि तथा पठरभाजित न दकए गए, दकन्तु 2025 के अजधजनयम में पठरभाजित अन्य सभी िब्िों और अजभव्यजियों के िही अथि होंगे, िो 2025 के अजधजनयम में क्रमिः उनके जलए जनयत दकए गए हैं।
3. सजमजत का गिन — (1) केंद्रीय सरकार, रािपत्र में अजधसूचना द्वारा, इन जनयमों के प्रयोिनाथि एक सजमजत का गिन करेगी जिसे राष्ट्रीय स्ट्तरीय संचालन सजमजत (जिसे इसके पश्चात् "सजमजत" कहा गया है) के रूप में िाना िाएगा। (2) सजमजत, राज्यों को मानक आबंटन से संबंजधत जनणियों की जसफाठरि करेगी और अजभसरण रूपरेखा सजहत अंतर-मंत्रालयी परामिि की आिश्यकता िाले मामलों पर परामिि िेगी और इस अजधजनयम के प्रभािी कायािन्ियन के जलए उच्च-स्ट्तरीय जनगरानी प्रिान करेगी।
4. सजमजत की संरचना— (1) राष्ट्रीय संचालन सजमजत में जनम्नजलजखत सिस्ट्य होंगे:— (2) भारत सरकार के ग्रामीण जिकास जिभाग के सजचि, सजमजत के अध्यि होंगे; (3) सिस्ट्य— (क) ग्रामीण जिकास जिभाग के अपर सजचि; (ख) ग्रामीण जिकास जिभाग के जित्तीय सलाहकार; (ग) प्रधान सलाहकार या सलाहकार (ग्रामीण जिकास) – नीजत आयोग; (घ) जनम्नजलजखत प्रत्येक मंत्रालय या जिभाग द्वारा न्यूनतम संयुि सजचि, भारत सरकार स्ट्तर के नाजमत एक-एक प्रजतजनजध, नामतः:— (i) पंचायती राि मंत्रालय — सिस्ट्य; (ii) पयािरण, िन और िलिायु पठरितिन मंत्रालय — सिस्ट्य; (iii) िल संसाधन, निी जिकास और गंगा संरिण जिभाग— सिस्ट्य; (iv) पेयिल और स्ट्िच्छता जिभाग — सिस्ट्य; (v) कृजि और दकसान कल्याण जिभाग — सिस्ट्य;

(vi) भूजम संसाधन जिभाग — सिस्ट्य; (vii) राष्ट्रीय सूचना-जिज्ञान केंद्र (एनआईसी) (ग्रामीण जिकास जिभाग के कायि से संबंजधत) — सिस्ट्य; (ड़) केंद्रीय सरकार द्वारा जिजनर्ििष्ट रीजत से नाजमत राज्य सरकारों के पााँच प्रजतजनजध, िो संबंजधत राज्य सरकार के न्यूनतम सजचि स्ट्तर के अजधकारी होंगे— सिस्ट्य। (च) अध्यि, सजमजत के कायों के प्रभािी जनििहन के जलए आिश्यक समझे िाने पर दकसी अन्य सिस्ट्य को सह- अजभग्रहीत कर सकता/सकती है। (4) ग्रामीण जिकास मंत्रालय के न्यूनतम संयुि सजचि स्ट्तर के अजधकारी योिना के प्रभारी अजधकारी सजमजत के सिस्ट्य- सजचि होंगे। (5) सजमजत, अध्यि की पूिि अनुमजत से, अपने कायों के जनििहन में सहायता के जलए जिजिष्ट जिियगत िेत्रों पर उप-सजमजतयााँ या कायि-समूह गठित कर सकती है; 5. नामांकन और प्रजतस्ट्थापन की िजि— (1) इन जनयमों में दकसी बात के होते हुए भी, केंद्रीय सरकार, िासकीय रािपत्र में अजधसूचना द्वारा, सजमजत में प्रजतजनजधत्ि करने िाले पिों या मंत्रालयों या जिभागों में िृजि कर सकती है, उनका लोप कर सकती है, प्रजतस्ट्थाजपत कर सकती है या अन्यथा पठरिर्तित कर सकती है, यदि िह संतुष्ट हो दक इन जनयमों के प्रयोिनों को पूरा करने के जलए ऐसा संिोधन आिश्यक या समीचीन है; और ऐसे दकसी संिोधन के जलए इन जनयमों में दकसी संिोधन की आिश्यकता नहीं होगी। (2) सजमजत का कोई भी कायि या कायिाही केिल इस कारण से अजिजधमान्य नहीं होगी दक— (क) अध्यि या दकसी सिस्ट्य की कोई ठरजि या अस्ट्थायी अनुपजस्ट्थजत है; (ख) दकसी मंत्रालय या जिभाग के पिनाम या नामकरण में कोई पठरितिन हुआ है। (3) यदि इस जनयम के प्रािधानों की व्याख्या के बारे में कोई संिेह उत्पन्न हो, तो उस पर केंद्रीय सरकार का जनणिय अंजतम होगा। 6. सिस्ट्यों की पिािजध— सजमजत के अध्यि, सिस्ट्य और सिस्ट्य-सजचि पिेन होंगे, और इन जनयमों में दकसी पि के प्रजत कोई जनिेि उस पि को तत्समय धारण करने िाले व्यजि के प्रजत जनिेि के रूप में अथािजन्ित दकया िाएगा। 7. सजमजत की बैिकें—(1) सजमजत ििि में कम से कम िो बार बैिक करेगी और आिश्यकतानुसार अध्यि के जििेकाजधकार पर भी अजतठरि बैिक आयोजित की िा सकती है; (2) अध्यि दकसी भी समय सजमजत की जििेि बैिकें बुला सकता/सकती है; (3) सजमजत की मुख्य जसफाठरिों को ऐसे रूप में प्रलेजखत और प्रकट दकया िाएगा िैसा केंद्रीय सरकार द्वारा जिजनर्ििष्ट दकया िाए। 8. राष्ट्रीय स्ट्तरीय संचालन सजमजत के कायि—(1) सजमजत राज्यों को मानक आबंटन से संबंजधत जनणियों की जसफाठरि करेगी; (2) सजमजत अंतर-मंत्रालयी परामिि की आिश्यकता िाले मामलों पर, जिनमें अजभसरण पहल और ढांचे भी िाजमल हैं, नीजतगत उपायों की जसफाठरि करेगी; (3) सजमजत इस अजधजनयम के प्रभािी कायािन्ियन के जलए उच्च-स्ट्तरीय रणनीजतक जनगरानी प्रिान करेगी; (4) सजमजत राज्यों के प्रिििन की समीिा करेगी और सुधारात्मक या सहायक उपायों की जसफाठरि करेगी;

(5) सजमजत इस अजधजनयम के प्रािधानों के प्रभािी अजभसरण और कायािन्ियन के जलए केंद्रीय सरकार के मंत्रालयों और जिभागों के बीच तथा केंद्रीय सरकार और राज्य सरकारों के बीच समन्िय को सुजिधािनक बनाएगी; (6) सजमजत इस अजधजनयम के प्रािधानों के कायािन्ियन के जलए आिश्यक मानकों, दििा-जनिेिों, जनगरानी प्रणाजलयों, जडजिटल और भू-स्ट्थाजनक साििजनक अिसंरचना पर परामिि िेगी; और (7) सजमजत ऐसे अन्य कायि करेगी िो केंद्रीय सरकार द्वारा उसे सौंपे िाएं। [ फा. सं. िे-11015/2/2025-यू.एस.- आर. ई. –V ] रोजहणी रा भािीभाकरे, संयुक् त सजचि

G.S.R. 398(E).— Draft of rules proposed to be made by the Central Government, in exercise of the powers conferred by sub-section (1) of section 33 read with clause (e) of sub-section (2) of section 33 and sub-section (2) of section 14 of the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin): VB–GRAMG (विकवित भारत - जी राम जी) Act, 2025 (36 of 2025), on or after the date of coming into force of the Act, are hereby published for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which copies of this notification as published in Official Gazette, are made available to the public;

Objections or suggestions, if any, may be addressed, within the stipulated period from the date of publication of this notification, to Shri Deepak Kumar, Under Secretary, Department of Rural Development, 2nd Floor, Kartavya Bhawan–3, New Delhi – 110001, or may be sent through e-mail at suggestion- vbgramg@gov.in

The objections or suggestions, which may be received from any person with respect to the said draft rules before the expiry of the aforesaid period shall be considered by the Central Government.

DRAFT RULES

1. Short title and commencement.— (1) These rules may be called the The Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकवित भारत - जी राम जी) National Level Steering Committee Rules, 2026.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Definitions.— In these rules, unless the context otherwise requires,— (a) “Act” means the "Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) : VB- G RAM G (विकवित भारत – जी राम जी) Act, 2025"; (b) “National Level Steering Committee” means the committee constituted under sub-section (1) of section 14, by the Central Government; (c) “Chairperson” means the Chairperson of the National Level Steering Committee;

(d) “Member” means a member of the Committee and includes the Chairperson; (e) All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have the meanings respectively assigned to them in the Act of 2025. 3. Constitution of the Committee.— (1) The Central Government shall, by notification, in the Official Gazette, constitute a committee to be known as the National Level Steering Committee (NLSC) (hereinafter referred to as “the Committee”) for the purposes of these rules. (2) The Committee shall recommend decisions relating to normative allocations to States and to advise on matters requiring inter-ministerial consultation, including the convergence framework and to provide high- level oversight for the effective implementation of this Act.

4. Composition of Committee.— (1) The National Steering Committee shall comprise the following:—

(2)The Secretary, Department of Rural Development, Government of India, shall be the Chairperson of the Committee;

(3) Members— (a) Additional Secretary, Department of Rural Development; (b) Financial Advisor, Department of Rural Development; (c) Principal Advisor or Advisor (Rural Development) – NITI Aayog; (d) One representative not below the rank of Joint Secretary to the Government of India, nominated by each of the following Ministries or Departments, namely:— (i) Ministry of Panchayati Raj — Member; (ii) Ministry of Environment, Forest and Climate Change — Member; (iii) Department of Water Resources, River Development and Ganga Rejuvenation— Member; (iv) Department of Drinking Water and Sanitation — Member; (v) Department of Agriculture and Farmers Welfare — Member; (vi) Department of Land Resources — Member; (vii) National Informatics Centre (handling Department of Rural Development) — Member; (e) Five representatives of the State Governments, not below the rank of Secretary to the respective State Government, to be nominated, in such manner as may be specified by the Central Government — Members. (f) The Chairperson may co-opt any other member as may be considered necessary for the effective discharge of the functions of the Committee. (4) The officer in charge of the Scheme, not below the rank of Joint Secretary, Ministry of Rural Development, shall be the Member-Secretary of the Committee. (5) The Committee may constitute sub-committees or working groups on specific thematic areas to assist in discharging its functions with the prior approval of the Chairperson; 5. Power of nomination and substitution.— (1) Notwithstanding anything contained in these rules, the Central Government may, by notification in the Official Gazette, add to, omit, substitute, or otherwise alter

the offices or Ministries or Departments represented in the Committee, if it is satisfied that such modification is necessary or expedient for carrying out the purposes of these rules; and any such modification shall not be deemed to require any amendment of these rules.

(2) No act or proceeding of the Committee shall be invalid merely by reason of— (a) any vacancy or temporary absence of the Chairperson or any Member; (b) any change in the designation or nomenclature of a Ministry or Department.

(3) If any doubt arises as to the interpretation of the provisions of this rule, the decision of the Central Government thereon shall be final.

6. Tenure of Members.— The Chairperson, Members and Member-Secretary of the Committee shall be ex officio, and any reference to an office in these rules shall be construed as a reference to the person for the time being holding that office.

7. Meetings of the Committee.—(1) The Committee shall meet at least twice in a year and may hold additional meetings, as and when required, to be convened at the discretion of the Chairperson;

(2) The Chairperson may, convene special meetings of the Committee at any time;

(3) The key recommendations of the Committee shall be documented and disclosed in such manner as specified by the Central Government.

8. Functions of the National Level Steering Committee.—(1) The Committee shall recommend decisions relating to normative allocations to States;

(2) The Committee shall recommend policy measures on matters requiring inter-ministerial consultation, including convergence initiatives and frameworks;

(3) The Committee shall provide high-level strategic oversight for the effective implementation of this Act;

(4) The Committee shall review the performance of the States and recommend corrective or supportive measures;

(5) The Committee shall facilitate coordination among the Ministries and Departments of the Central Government, and between the Central Government and State Governments, for effective convergence and implementation of the provisions of this Act;

(6) The Committee shall advise on standards, guidelines, monitoring systems, digital and geospatial public infrastructure necessary for implementation of the provisions of this Act; and

(7) The Committee shall perform such other functions as may be assigned to it by the Central Government.
