सा.का.जन. 396(अ).— केंद्रीय सरकार द्वारा, जिकजसत भारत—रोिगार और आिीजिका के जलए गारन् टी जमिन
(ग्रामीण): िीबी—िी राम िी (जिकजसत भारत—िी राम िी) अधिधियम, 2025 (2025 का 36) की िारा 33 की
उपिारा (1) के साथ पठित िारा 33 की उपिारा (2) के खंड (क) और (ञ), िारा 4 की उपिारा (5) तथा िारा 22 की
उपिारा (4) प्रदत्त शधियों का प्रयोग करते हुए, उि अधिधियम के प्रवृत्त होिे की जतजि को या उसके पश्चात् बिाए जािे के
धिए प्रस्ताधवत धियमों का धिम्नधिधखत प्रारूप, उि सभी व्यधियों की जािकारी के धिए एतद्द्वारा प्रकाधशत ककया जाता है
जिनके इससे प्रभाधवत होिे की संभाविा है; और एतद्द्वारा यह सूधित ककया जाता है कक उि प्रारूप धियमों पर राजपत्र में
इस अधिसूििा के प्रकाशि की जतजि से तीस दिनों की अवधि के अवसाि के पश्चात् धविार दकया जाएगा।

मसौिा जनयम
1. संधिि िीििक और प्रारंभ – (1) इि धियमों को धवकधसत भारत – रोज़गार और आजीधवका के जलए गारंटी जमिन
(ग्रामीण): वीबी–जी राम जी (धवकधसत भारत - जी राम जी) राज्यों को मानक आवंटि हेतु वस्तुधिष्ठ मापदंड धियम, 2026
कहा जाएगा।
(2) ये जनयम आजधकाररक रािपत्र में उनके प्रकािन की जतजि से लागू होंगे।
2. पठरभाषाएँ – इि धियमों में, जब तक कक संदभव से अन्यथा अपेधित ि हो, —
(क) “अधिधियम” से धवकधसत भारत – रोज़गार और आजीधवका धमशि की गारंटी (ग्रामीण): वीबी–जी राम जी
(धवकधसत भारत - जी राम जी) अधिधियम, 2025 (2025 का 36) अजभप्रेत है;
(ख) “राष्ट्रीय स्तरीय संिािि सधमधत” से अधिधियम की िारा 14 की उपिारा (1) के अिीि केंद्रीय सरकार द्वारा गठित
संिािि सधमधत अजभप्रेत है;
(ग) “प्रामाधणक आवंटि” से अधिधियम की िारा 4 की उपिारा (5) और िारा 22 की उपिारा (4) के अिीि धवधिर्दवष्ट
आवंटि अजभप्रेत है;
(घ) “वस्तुधिष्ठ मापदंड” से अधिधियम की िारा 4 की उपिारा (5) और िारा 22 की उपिारा (4) के अिीि धवधिर्दवष्ट
मापदंड अजभप्रेत हैं;
(ड.) “योजिा” से राज्य सरकार द्वारा अधिधियम की िारा 3 की उपिारा (1) के अिीि अधिसूधित योजिा अजभप्रेत है;
(ङ) “राज्य” से संधविाि की पहिी अिुसूिी में धवधिर्दवष्ट कोई राज्य अजभप्रेत है और इसमें संघ राज्यिेत्र सधममधित है;
(च) यहााँ प्रयुक्त तिा पररभाजित न दकए गए, दकन्तु 2025 के अजधजनयम में पररभाजित अन्य सभी िब्िों और
अजभव्यजक्तयों के िही अिि होंगे, िो 2025 के अजधजनयम में क्रमिः उनके जलए जनयत दकए गए हैं।
3. मानक आवंटि – केंद्रीय सरकार प्रत्येक धवत्तीय वषव के धिए, इि धियमों में धवधिर्दवष्ट वस्तुधिष्ठ मापदंडों के आिार पर,
प्रत्येक राज्य के धिए धिधियों का मानक आवंटि जनधािररत करेगी।
4. िस्ट्तुजनष्ठ मापिंड. – (1) प्रत्येक जििीय ििि के जलए प्रामाजणक आिंटन जनधािररत करने के प्रयोिनािि, केंद्रीय सरकार
सोलहिें जिि आयोग द्वारा अनुिंजसत तिा भारत सरकार द्वारा स्ट्िीकृत, राज्यों के बीच क्षैजति हस्ट्तांतरण हेतु प्रयुक्त िस्ट्तुजनष्ठ
मापिंडों को अंगीकार करेगी;
(2) उप-जनयम (1) में जनर्ििष्ट मापिंड, केंद्रीय सरकार द्वारा यिाजनधािररत पद्धजत के अनुसार, जनजधयों के अंतर-राज्य जितरण
के जलए लागू दकए िाएाँगे।
(3) अजधजनयम के प्रारंभ के प्रिम ििि के तत्काल पश्चात् िाले जििीय ििि से, प्रामाजणक आिंटन का एक भाग, िैसा दक केंद्रीय
सरकार द्वारा जनधािररत दकया िाए, जनम्नजलजखत जनष्पािन मापिंडों के आधार पर भी जनधािररत दकया िा सकेगा, अिाित्:–

(i) मििूरी का समय पर भुगतान;
(ii) सामाजिक लेखा-परीक्षा संबंधी अपेक्षाओं का अनुपालन;
(iii) दकसी जििीय ििि में कायों के पूणि होने का प्रजतित;
(iv) ऐसे अन्य जनष्पािन-संबंधी संकेतक, िो केंद्रीय सरकार द्वारा समय-समय पर जिजनर्ििष्ट दकए िा सकें।
5. संघ राज्यक्षेत्रों के जलए प्रामाजणक आिंटन– उन संघ राज्यक्षेत्रों के संबंध में, जिन पर क्षैजति हस्ट्तांतरण लागू नहीं होता,
केंद्रीय सरकार जनयम 4 के उप-जनयम (3) में जिजनर्ििष्ट जनष्पािन मापिंडों तिा ऐसे अन्य मानिंडों के आधार पर, जिन्हें
केंद्रीय सरकार उजचत समझे, प्रामाजणक आिंटन जनधािररत करेगी।

NOTIFICATION
New Delhi, the 22nd May, 2026
G.S.R. 396(E).— Draft of rules proposed to be made by the Central Government, in exercise of the powers
conferred by sub-section (1) of section 33 read with clauses (a) and (i) of sub-section (2) of section 33, sub-section (5)
of section 4 and sub-section (4) of section 22 of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission
(Gramin): VB–GRAMG (विकवित भारत - जी राम जी) Act, 2025 (36 of 2025), on or after the date of coming into force of
the Act, are hereby published for the information of all persons likely to be affected thereby; and notice is hereby given
that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which
copies of this notification as published in Official Gazette,are made available to the public;
Objections or suggestions, if any, may be addressed, within the stipulated period from the date of publication
of this notification, to Shri Deepak Kumar, Under Secretary, Department of Rural Development, 2nd Floor, Kartavya
Bhawan–3, New Delhi – 110001, or may be sent through e-mail at suggestion-vbgramg@gov.in
The objections or suggestions, which may be received from any person with respect to the said draft rules
before the expiry of the aforesaid period shall be considered by the Central Government.
DRAFT RULES
1. Short title and commencement - (1) These rules may be called the Viksit Bharat – Guarantee for Rozgar and
Ajeevika Mission (Gramin): VB – G RAM G (विकवित भारत - जी राम जी) Objective Parameters for Normative
Allocation Rules, 2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Definitions - In these rules, unless the context otherwise requires, —
a.
“Act” means the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB – G RAM G
(जिकजसत भारत - िी राम िी) Act, 2025 (36 of 2025);
b. “National Level Steering Committee” means a steering committee constituted by the Central Government
under sub-section (1) of section 14 of the Act;
c.
“Normative Allocation” means the allocation as specified under sub-section (5) of Section 4 and sub-section
(4) of Section 22 of the Act;

d. “Objective Parameters” means the parameters specified under sub-section (5) of Section 4 and sub-section (4)
of Section 22 of the Act;
e.
“Scheme” means the Scheme notified by the State Government under sub-section (1) of section 3 of the Act;
f.
“State” means a State specified in the First Schedule to the Constitution and includes a Union territory;
g. All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have the
meanings respectively assigned to them in the Act of 2025.
3. Normative Allocation- The Central Government shall, for each financial year, determine the normative allocation
of the funds, for every State, based on the objective parameters specified in these rules.
4. Objective Parameters– (1) for the purpose of determining normative allocation for each financial year, the Central
Government shall adopt the objective parameters used for horizontal devolution among States as recommended by the
Sixteenth Finance Commission and accepted by the Government of India;
(2) the parameters referred to in sub-rule (1) shall be applied for inter-State distribution of funds through such
methodology as may be determined by the Central Government.
(3) from the financial year immediately succeeding the first year of commencement of the Act, a portion of the normative
allocation, as may be determined by the Central Government, may also be determined on the basis of the following
performance criteria, namely:–
i. timely payment of wages;
ii. compliance with social audit requirements;
iii. the percentage of completion of works in a financial year;
iv. such other performance-related indicators as may be specified by the Central Government from time to
time.
5. Normative Allocation for Union Territories. – In respect of Union Territories for which horizontal devolution is
not applicable, the Central Government shall determine the normative allocation on the basis of the performance criteria
specified in sub-rule (3) of rule 4 and such other criteria as may be considered appropriate by the Central Government.
