सा.का.जन. 552(अ).— प्रिासजनक (पिुओं पर प्रयोगों संबंधी जनयंत्रण और पययवेक्षण के जलए सजमजत) संिोधन जनयम, 2026 के मसौिे को, पिुओं के प्रजत क्रूरता जनवारण अजधजनयम, 1960 (1960 का 59) की धारा 38 की उप-धारा (1) के अधीन अपेजक्षत उपबंधों के अनुसार, भारत के रािपत्र, असाधारण, भाग II, खंड 3, उपखंड (ii), तारीख 23 माचय, 2026 में, अजधसूचना संख्या का. आ. 1496 (अ), तारीख 12 माचय, 2026 द्वारा प्रकाजित दकया गया था, जिसमें उन सभी व्यजियों की िानकारी हेतु, जिनके इससे प्रभाजवत होने की संभावना थी; तथा यह सूचना िी गई थी दक उि प्रारूप जनयमों पर, उि अजधसूचना युि रािपत्र की प्रजत िनता के जलए उपलब्ध कराए िाने की तारीख से तीस दिनों की अवजध समाप्त होने के पश्चात, केंद्रीय सरकार द्वारा जवचार दकया िाएगा; और उि रािपत्र की प्रजतयां जिसमें उि अजधसूचना प्रकाजित की गई थी, िनता को 23 माचय, 2026 को उपलब्ध करा िी गई थीं; और उि प्रारूप जनयमों के संबंध में प्राप्त आपजियों एवं सुझावों पर केंद्रीय सरकार द्वारा जवचार कर जलया गया है; अतः अब, केन्द्द्रीय सरकार द्वारा, पिुओं के प्रजत क्रूरता जनवारण अजधजनयम, 1960 (1960 का 59) की धारा 15 के साथ पठित धारा 38 द्वारा प्रिि िजियों का प्रयोग करते हुए, प्रिासजनक (पिुओं पर प्रयोगों संबंधी जनयंत्रण और पययवेक्षण के जलए सजमजत) जनयम, 2023 में जनम्नजलजखत संिोधन दकए िाते हैं, अथायत्:-- सं. 494] नई दिल्ली, बृहस्ट् पजतवार, िुलाई 2, 2026/आषाढ 11, 1948

1. (1) इन जनयमों का संजक्षप्त नाम प्रिासजनक (पिुओं पर प्रयोगों संबंधी जनयंत्रण और पययवेक्षण के जलए सजमजत) संिोधन जनयम, 2026 है। (2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृि होंगे।
2. प्रिासजनक (पिुओं पर प्रयोगों संबंधी जनयंत्रण और पययवेक्षण के जलए सजमजत) जनयम, 2023 में जनयम 23 के उप- जनयम (3) के बाि जनम्नजलजखत उप-जनयम अंतःस्ट्थाजपत दकए िाएंगे, अथायत्:- “(4) (क) िुल्क, नीचे िी गई सारणी में उपबंजधत अनुसार जलया िाएगा: सारणी क्रमांक प्रयोिन प्रसंस्ट्करण िुल्क (रुपए में) छोटे पिु बडे पिु
3. पंिीकरण 12,000 12,000
4. आंतठरक उपयोग हेतु प्रिनन के जलए पंिीकरण (Bi) 18,000 30,000
5. व्यापार हेतु प्रिनन के जलए पंिीकरण (Bt) 30,000 30,000
6. प्रत्सयेक उद्देश्य हेतु पंिीकरण का नवीनीकरण 3,000 3,000
7. पंिीकरण में संिोधन 12,000 12,000
8. संस्ट्था्गत पिु नैजतक सजमजत का पुनरीक्षण 1,200
9. बडे पिुओं पर िैक्षजणक प्रोटोकॉल, िहााँ संयुि जनिेिक (अनुसंधान) अथवा डीन (अनुसंधान) या समकक्ष सक्षम प्राजधकारी यह प्रमाजणत करेगा दक इस श्रेणी के अंतगयत संबंजधत प्रोटोकॉल एक िोध-प्रबंध (थीजसस) या िैक्षजणक पठरयोिना है

6,000 (प्रजत प्रोटोकॉल) (ख) पंिीकरण में जनम्नजलजखत प्रयोिन सजममजलत होंगे, परन्द्तु इन्द्हीं तक सीजमत नहीं होंगे— (i) जिक्षा हेतु अनुसंधान, (ii) वाजणजययक अनुसंधान, (iii) अनुसंधान, (iv) गैर-अनुसंधान वाजणजययक दक्रयाकलाप, अथायत् हाइपरइमयून प्लाज़्मा एवं सीरम का उत्सपािन। (ग) वे संस्ट्थान िो जवजभन्न प्रयोिनों के जलए सीसीएसईए में पंिीकरण हेतु आवेिन कर रहे हैं, उन्द्हें अपने-अपने प्रयोिन के अनुसार िुल्क िमा करना अपेजक्षत होगा। (घ) िो संस्ट्थान पहले से सीसीएसईए में पंिीकृत हैं और पंिीकरण के नवीनीकरण के जलए आवेिन कर रहे हैं, उन्द्हें खंड (क) में उपबंजधत अनुसार नवीनीकरण िुल्क िमा करना होगा। (ङ) पंिीकरण के संिोधन में जनम्नजलजखत िाजमल होंगे, परन्द्तु इन्द्हीं तक सीजमत नहीं होंगे— (i) समान या जभन्न प्रयोिन के जलए छोटे पिुओं की नई प्रिाजत (िो पहले पंिीकृत न हो) का समावेि; (ii) उसी पठरसर में छोटे पिु सुजवधा में संिोधन; (iii) छोटे पिु सुजवधा का उसी या जभन्न पठरसर में जवस्ट्तार अथवा स्ट्थान पठरवतयन; (iv) बडे पिु सुजवधा में संिोधन जिसमें जवद्यमान बडे पिु सुजवधा का जवस्ट्तार (संख्या में वृजि) उसी या जभन्न पठरसर में या स्ट्थान पठरवतयन सजममजलत होगा; एवं

(v) समान या जभन्न प्रयोिन के जलए बडे पिुओं की जवजभन्न प्रिाजतयों का समावेि। (च) यदि प्रयोिन एक से अजधक हों, तो िुल्क पंिीकरण, नवीनीकरण तथा संिोधन के संबंजधत प्रयोिन के अनुसार जलया िाएगा। (छ) वे संस्ट्थान िो पंिीकरण की समाजप्त की तारीख से पूवय अपनी पिु गृह सुजवधा का नवीनीकरण नहीं करेंगे, उनसे नवीनीकरण िुल्क के स्ट्थान पर खंड (क) में उपबंजधत अनुसार संबंजधत प्रयोिन के जलए पंिीकरण िुल्क जलया िाएगा। (ि) िुल्क में प्रत्सयेक तीन वषय की अवजध पूणय होने के पश्चात पुनरीक्षण दकया िा सकेगा। (5) पिुओं पर प्रयोगों संबंधी जनयंत्रण और पययवेक्षण के जलए सजमजत द्वारा एकजत्रत सभी िुल्क एवं अन्द्य प्रभार भारतकोष के माध्यम से भारत की समेदकत जनजध में िमा दकए िाएंगे”। [फा. सं. MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Animal Husbandry and Dairying) NOTIFICATION New Delhi, the 30th June, 2026 G.S.R. 552(E).– Whereas the draft of the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026, was published as required under sub-section (1) of section 38 of the Prevention of Cruelty to Animals Act, 1960 (59 of 1960) in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated the 23rd March, 2026 vide number S.O. 1496(E), dated the 12th March, 2026 for information of all persons likely to be affected thereby; and notice was given that the said draft rules would be taken into consideration by the Central Government after the expiry of a period of thirty days from the date on which copies of the Gazette containing the said notification were made available to the public; And whereas the copies of the said Gazette notification was made available to the public on 23rd March, 2026; And whereas the objections and suggestions received in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 38 read with section 15 of the Prevention of Cruelty to Animals Act, 1960 (59 of 1960), the Central Government hereby makes the following rules to amend the Administrative (Committee for Control and Supervision of Experiments on Animals) Rules, 2023, namely:-

1. (1) These rules may be called the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Administrative (Committee for Control and Supervision of Experiments on Animals) Rules, 2023, in rule 23, after sub-rule (3), the following sub-rules shall be inserted, namely:- “(4) (a) The fee shall be charged as provided in the Table below:

b. The registration shall include but not limit to the purposes of - i. Research for education; ii. Research for commercial; iii. Research; iv. Non-Research Commercial that is to say, Production of Hyperimmune Plasma and Serum. c. The establishments which are applying for registration with CCSEA, for different purposes are required to submit the fee as per their purposes. d. The establishments already registered with CCSEA and applying for renewal of registration are required to submit the renewal fee, as provided in clause (a). e. The amendment in registration shall include but not limit to – i. addition of small animal species (other than the one already registered) for same or different purpose; ii. modification of small animal facility within the same premises; iii. expansion of small animal facility, same or different premises or change of location; iv. modification of large animal facility which will include expansion (increase in number) of existing large animal facility in same or different premises or change of location; and v. addition of different large animal species for same or different purpose. f. If the purpose is more than one, the fee shall be charged as per the respective purpose of registration, renewal and amendment. g. The establishments which do not renew their Animal House Facilities before the date of expiry of the registration, shall be charged registration fee for the respective purpose, as specified in clause (a) in place of renewal fee.
