Check the official recordThe Employees Provident Fund Organisation has issued clarifications regarding the service status of Social Security Assistants (SSA) and Senior Social Security Assistants (SSSA) following permanent inter-state transfers. While transferred officials lose their seniority and are placed at the bottom of the state seniority list, their pay is protected. Past continuous regular service in the parent state is considered for financial upgradation to Level 6 (Grade Pay Rs. 4200) and for Modified Assured Career Progression (MACP) eligibility. However, such past service does not count toward promotion. SSSAs retain their designation based on their Grade Pay, and transferred officials are included within the 80% SSA cadre strength of the recipient zone.

Please refer to the subject cited above.
Multiple Zonal Offices have sought clarifications regarding service matters of SSA/SSSAs transferred on Permanent Inter-State Transfer basis.
In this regard, it is informed that as per Para 6.2.3 of the Group ‘C’ Transfer Policy, Officials transferred on Permanent Inter State basis will lose their seniority and will be placed at the bottom of their state seniority list in their cadre. However, their pay will get protected.
Further, as per Recruitment Rules, 2021 for SSA Cadre, after completion of 4 years of regular service in the Cadre, 80% of Social Security Assistant (SSA) shall be placed to the pay in Level 6 in the pay matrix (35400 - 112400) subject to fitness and availability of vacancy.
The clarifications to the queries are as under:

However, he/she should fall within the 80%. It is also clarified that the benefit of financial upgradation will be provided by the offices where the official is presently borne in the cadre by calling for the service details from the previous office. (Copy attached) |

| (a) | Since the pay of transferred officials will be protected after Inter State transfer, whether their pay will be fixed in their existing Grade Pay i.e. Rs. 4200/- or they will be reverted to Grade Pay of Rs.2800/- i.e. initial Grade Pay of SSA cadre. | Yes, their pay will be protected in Grade Pay of Rs. 4200/- only. |
| (b) | What will be their designation, SSA or SSSA after being placed at bottom of the seniority of all SSAs in position? | The SSSA designation is an internal nomenclature distinguishing the SSAs drawing 2800 GP & 4200 GP and therefore the designation will flow according to their Grade Pay. |
| (c) | "Will SSSAs transferred through Inter-State Transfer be counted within the 80% SSA cadre strength of the recipient Zone?" | Yes. |
| (d) | Some transferred officials have already completed 10 years of service in Grade Pay of Rs. 4200/- and are eligible for MACP of Grade Pay of Rs. 4600/- in compliance of HO Circular dated 14.02.2025. So whether their past service in parent state will be considered for grant of MACP (in Grade Pay of Rs. 4600/-) in "transferred to" state? | Past continuous regular service in a post carrying the same pay level (or Grade Pay) rendered by the transferred employee in the previous Zone/State shall be counted towards qualifying for the purpose of MACP only. However, past service in the previous Zone/State by the transferred employee shall not be considered towards promotion. |
