L.-33004/99 xxxGIDHxxx xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण् ड (i) PART II—Section 3—Sub-section (i) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY सड़क पररवहन और रािमागग मंत्रालय अजधसूचना नई दिल्ली, 23 जसतम् बर, 2025 सा.का.जन. 714(अ).— केंद्रीय मोटर यान जनयमावली, 1989, जिनमें केंद्रीय सरकार मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा110 के द्वारा प्रित्त िजियों का प्रयोग करते हुए संिोधन करने का प्रस्ट्ताव करती है, में और अजधक संिोधन करते हुए जनम्नजलजखत कजतपय प्रारूप जनयमों को इस अजधजनयम की धारा 212 की उप-धारा (1) के द्वारा यथावश्यक इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा प्रकाजित दकया िाता है; और एतिद्वारा नोरटस दिया िाता है दक प्रारूप जनयमों पर उस तारीख से तीस दिन की अवजध समाप्त होने के बाि जवचार दकया िाएगा जिस तरीख से सरकारी रािपत्र में यथा प्रकाजित इस अजधसूचना की प्रजतयां िनता के जलए उपलब्ध करायी िाती हैं; पूवोवत अवजध समाप्त होने के पहले उक् त प्रारूप जनयमों के संबंध में दकसी भी व्यजि से प्राप्त होने वाली दकन् हीं आक्षेपों या सुझावों पर केंद्रीय सरकार द्वारा जवचार दकया िाएगा। सं. 630] नई दिल्ली, बृहस्ट् पजतवार जसतम् बर 25, 2025/आजश् वन 3, 1947 No. 630] NEW DELHI, THURSDAY, SEPTEMBER 25, 2025/ASVINA 3, 1947 सी.जी.-डी.एल.-अ.-27092025-266490 CG-DL-E-27092025-266490 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. इन प्रारूप जनयमों के प्रजत आक्षेपों एवं सुझावों, यदि कोई हो, को अपर सजचव (एमवीएल, पररवहन और सड़क सुरक्षा), सड़क पररवहन और रािमागग मंत्रालय, पररवहन भवन, संसि मागग, नई दिल्ली-110001 के पास या ईमेल: comments- morth@gov.in पर भेिा िा सकता है। प्रारूप जनयम 1. िीर्गक एवं प्रारंभ — (1) इन जनयमों को केन्द्रीय मोटर यान (............संिोधन) जनयमावली, 2025 कहा िाएगा। (2) बिते, इन जनयमों में अन् यथा उपबंजधत के जसवाय, ये रािपत्र में उनके अंजतम प्रकािन की तारीख से प्रवृत्त होंगे। 2. केन्द्रीय मोटर यान जनयम, 1989 (इसके बाि उि जनयमों के रूप में उजल्लजखत) में, जनयम 120 में, उप जनयम (2) के पश्चात्, िूसरे परंतुक के पश्चात् जनम्नजलजखत नए उपबंध अंतःस्ट्थाजपत दकए िाएंगे, अथागत्:- "यह भी प्रावधान है दक नए मॉडलों के मामले में 1 अक्टूबर 2026 को और उसके बाि तथा मौिूिा मॉडलों के मामले में 1 अक्टूबर 2027 को, श्रेणी एम और एन के जवद्युतीकृत वाहनों में ध्वजनक वाहन चेतावनी प्रणाली (एवीएएस) लगाई िाएगी, िो समय-समय पर यथा संिोजधत एआईएस-173 में जनर्िगष्ट श्रव्यता के संबंध में अपेक्षाओं को पूरा करेगी।" 3. उि जनयमों में, जनयम 138 के उप जनयम (4) में, मि (क) में, िब्ि और अंक “एम1” के स्ट्थान पर िब्ि और अंक “एम1, एल5, एल7, ई-ररक्िा और ई-काटग” अंतःस्ट्थाजपत दकए िाएंगे। [फा. सं. आरटी-11036/103/2025-एमवीएल] महमूि अहमि, अपर सजचव नोटः मूल जनयम भारत के रािपत्र, असाधारण, भाग- II, खंड 3, उप धारा (i) में अजधसूचना सं. सा.का.जन. 889(अ), दिनांदकत 16 जसतंबर, 2020 के माध् यम से प्रकाजित दकए गए थे और जपछली बार अजधसूचना सं............दिनांदकत ........... द्वारा संिोजधत दकए गए। MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 23rd September, 2025 G.S.R. 714(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. Short title and commencement. — (1)These rules may be called as the Central Motor Vehicles (………. Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicle Rules, 1989 (hereinafter referred as the said rules), in rule 120, after sub-rule (2), after the second proviso following new provisions shall be inserted, namely: - “Provided also that, on and after 1st October 2026 in case of new models and 1st October 2027 in case of existing models, electrified vehicles of category M and N shall be fitted with Acoustic Vehicle Alerting System (AVAS) meeting requirements with regard to audibility as specified in AIS-173, as amended from time to time.” 3. In the said rules, in rule 138, in sub-rule (4), in item (a), For the words and figures “M1” substitute the words and figures “M1, L5, L7, E-rickshaw and E-cart”. [F.
