सा.का.जन. 621(अ).— उपिीजिकािन्य सुरक्षा, स्ट्िास्ट््य और काययदिाएं (केंद्रीय) जनयम, 2026 के जनयम 165 के उप-जनयम (1) के तहत मुझे जमली िजियों का इस्ट्तेमाल करते हुए, मैं, उज्ज्िल ताह, खानों के मुख्य जनरीक्षक-सह-सुजिधा प्रदाता (जिन्हें खान सुरक्षा महाजनदेिक के रूप में भी नाजमत ककया गया है), इसके द्वारा व्यािसाजयक प्रजिक्षण केंद्र के पूणयकाजलक प्रजिक्षण अजधकारी की योग्यता और अनुभि को इस प्रकार जनर्दयष्ट करता हूँ:

दायरा: यह मानक उपिीजिकािन्य सुरक्षा, स्ट्िास्ट््य और काययदिाएं (केंद्रीय) जनयम, 2026 के जनयम 165 के उप-जनयम (1) के तहत व्यािसाजयक प्रजिक्षण केंद्र के प्रभारी के रूप में जनयुि पूणयकाजलक प्रजिक्षण अजधकारी के जलए आिश्यक योग्यता और अनुभि का जिजनद्रेिन करता हूँ ।

लागू होना: यह मानक उन सभी व्यािसाजयक प्रजिक्षण केंद्रों पर लागू होता है िो कोयला, धातु-युि (मेटैजलफेरस) और तेल खदानों की प्रजिक्षण आिश्यकताओं को पूरा करने के जलए उपिीजिकािन्य सुरक्षा, स्ट्िास्ट््य और काययदिाएं (केंद्रीय) जनयम, 2026 के जनयम 163 के तहत स्ट्थाजपत ककए गए हैं।

a. कोयला खदानों की आिश्यकताओं को पूरा करने िाले व्यािसाजयक प्रजिक्षण केंद्र के मामले में: प्रजिक्षण अजधकारी के पास खदानों में कम से कम 10 िषों का अनुभि होना चाजहए और कोयला खदानों के जलए योग्यता का प्रथम श्रेणी प्रमाण पत्र (First Class Certificate of Competency) होना चाजहए। बिते कक, यकद व्यािसाजयक प्रजिक्षण केंद्र ककसी एक या अजधक भूजमगत (below ground) कोयला खदानों की आिश्यकताओं को पूरा करता है, तो प्रजिक्षण अजधकारी के पास कोयला खदानों के भूजमगत कायों में कम से कम 10 िषों का अनुभि होना चाजहए और कोयला खदानों के जलए योग्यता का प्रथम श्रेणी प्रमाण पत्र [अन-ररजस्ट्रक्टेड/जबना प्रजतबंध के] होना चाजहए।

b. धातु-युि (मेटैजलफेरस) खदानों की आिश्यकताओं को पूरा करने िाले व्यािसाजयक प्रजिक्षण केंद्र के मामले में: प्रजिक्षण अजधकारी के पास खदानों में कम से कम 5 िषों का अनुभि होना चाजहए और धातु-युि खदानों के जलए प्रबंधक या फोरमैन का योग्यता प्रमाण पत्र या माइननंग इंिीजनयररंग में जडग्री या जडप्लोमा होना चाजहए। ितय यह है कक, अगर िोकेिनल रेननंग सेंटर दो या उससे ज़्यादा मिीनीकृत ओपनकास्ट्ट मेटैजलफेरस खदानों की ज़रूरतें पूरी करता है, तो रेननंग ऑकफसर के पास मेटैजलफेरस खदानों में कम से कम 7 साल का अनुभि होना चाजहए और उनके पास मेटैजलफेरस खदानों के जलए 'फस्ट्टय क्लास मैनेिर सर्टयकफकेट ऑफ कॉजपपटेंसी' होना चाजहए। इसके अलािा, ितय यह है कक अगर िोकेिनल रेननंग सेंटर ज़मीन के नीचे (अंडरग्राउंड) मौिूद एक या उससे ज़्यादा मेटैजलफेरस खदानों की ज़रूरतें पूरी करता है, तो रेननंग ऑकफसर के पास मेटैजलफेरस खदानों में ज़मीन के नीचे काम करने का कम से कम 5 िषों का अनुभि होना चाजहए और उनके पास मेटैजलफेरस खदानों के जलए 'मैनेिर सर्टयकफकेट ऑफ कॉजपपटेंसी [अन-ररजस्ट्रक्टेड]' होना चाजहए।

अगर कोई िोकेिनल रेननंग सेंटर (व्यािसाजयक प्रजिक्षण केंद्र) तेल खदानों की ज़रूरतों को पूरा करता है: रेननंग ऑकफसर के पास इंिीजनयररंग की जडग्री और ऑयलफील्ड में कम से कम दस साल का काम का अनुभि होना चाजहए। लेककन, अगर रेननंग सेंटर एक से ज़्यादा खदानों की ज़रूरतें पूरी करता है या रेननंग लेने िाले कमयचाररयों की संख्या 1000 से ज़्यादा है, तो रेननंग ऑकफसर के पास इंिीजनयररंग की जडग्री और ऑयलफील्ड में कम से कम पंद्रह साल का काम का अनुभि होना चाजहए।
