सा.का.जन. 700(अ).—मोटर यान (यान स्ट्रैपपंग सुजवधा का रजिस्ट्रकरण और कायग) संिोधन जनयम,
2025 के प्रारूप को, मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 212 की उप-धारा (1) के अधीन यथा-
अपेजित, भारत सरकार के सड़क पररवहन और रािमागग मंत्रालय की अजधसूचना संख्या सा.का.जन. 548 (अ),
तारीख 13 अगस्ट्त, 2025 िो भारत के रािपत्र, असाधारण, भाग 2, खंड 3, उप-खंड (i) में प्रकाजित दकया गया
था, जिसमें उन सभी व्यजियों से, जिनके इससे प्रभाजवत होने की संभावना है, उस तारीख से, जिसको उि
अजधसूचना को अन्तर्वगष्ट करने वाली रािपत्र की प्रजतयां िनता को, तीस दिनों के अवसान से पूवग, उपलबध करा िी
गई थी;
और, उि रािपत्र अजधसूचना की प्रजतयां 13 अगस्ट्त, 2025 को िनता को उपलब्ध करा िी गई थीं;
उि प्रारूप जनयमों के संबंध में िनता से कोई आिेप और सुझाव प्राप्त नहीं हुए हैं।
अत:, अब केन्रीय सरकार, मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा 59 की उप-धारा (4)
और धारा 64 के खंड (त) के अधीन प्रित्त िजियों का प्रयोग करते हुए, मोटर यान (यान स्ट्रैपपंग सुजवधा का
रजिस्ट्रकरण और कायग) जनयम, 2021 का और संिेाधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथागत:-
1. संजिप्त नाम और प्रारंभ.- (1) इन जनयमों का संजिप्त नाम मोटर यान (यान स्ट्रैपपंग सुजवधा का रजिस्ट्रकरण और
कायग) संिोधन जनयम, 2025 है।
(2) ये रािपत्र में उनके प्रकािन से प्रवृत्त होंगे।

भाग में, "वह ऐसा व्यजि, फमग, सोसायटी, कंपनी हो" िब्िों के पश्चात्, "(िहाि तोड़ने और पुनचगरण, प्लाजस्ट्टक
पुनचगरण और अन्य के जलए पुनचगरणकताग सजहत)" कोठक क और िब्ि अंत्स्ट्थाजपत दकए िाएंगे।

NOTIFICATION
New Delhi, the 19 September, 2025.
G.S.R. 700(E).—Whereas, draft of the Motor Vehicles (Registration and Functions of Vehicle
Scrapping Facility) Amendment Rules, 2025 were published, as required under sub-section (1) of section 212
of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of
Road Transport and Highways vide number G.S.R. 548 (E), dated the 13th August, 2025 in the Gazette of
India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from all persons
likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the
Official Gazette containing the said notification were made available to the public;
And, whereas, copies of the said Gazette notification were made available to the public on the 13th
August, 2025;
And, whereas, no objections and suggestions received from the public in respect of the said draft
rules;
Now, therefore, in exercise of the powers conferred under sub- section (4) of section 59 and clause
(p) of section 64 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the
following rules further to amend the Motor Vehicles (Registration and Functions of Vehicle Scrapping
Facility) Rules, 2021, namely:-
1. Short title and commencement.- (1) These rules may be called the Motor Vehicles (Registration and
Functions of Vehicle Scrapping Facility) Amendment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, in rule 5,
in clause (a), in the opening portion, after the words “be it a person, firm, society, Company”, the brackets
and words “(including recyclers for ship breaking and recycling, plastic recycling and others)” shall be
inserted.
