CIRCULAR
Subject:- Preparation and maintenance of Annual Performance Assessment Reports for the year (2024-25).
Reference is invited to circulars dated 24.03.2025, 09.05.2025, and 16.05.2025, wherein all field units and officers/officials were directed to adhere to the timelines prescribed by DoP&T for preparation and submission of Annual Performance Appraisal Reports (APARs) through the SPARROW Portal.
Despite repeated instructions, it has been observed that 1,035 APARs are still pending with the Officers Reported Upon, and 7,056 APARs are pending with the Reporting Officers, as per the latest status. This is despite the fact that the due dates for these activities i.e. 15.05.2025 for Self-Appraisal and 30.06.2025 for Reporting have already passed.
Furthermore, 8,467 APARs remain pending with the Reviewing Officers, and the final date for review, i.e. 31.07.2025, is also approaching. Immediate action is therefore required to ensure timely completion of the APAR process.
In view of the above, all concerned are hereby directed to take immediate action and ensure completion and submission of all pending APARs through the SPARROW Portal positively by 31.07.2025. It is reiterated that any lapse in compliance will be viewed seriously.
Furthermore, all field offices and PAR custodians are also directed to monitor compliance of the above instructions at their respective levels and ensure that the timelines and procedural guidelines issued by DoP&T from time to time are strictly adhered to.
This issues with the approval of the competent authority.
