**का.आ. 5660(अ).—**जबकि, भारत सरकार के नागर विमानन मंत्रालय की अधिसूचना संख्या सा.का.नि. 137(अ), दिनांक 17 फरवरी, 2026, जो भारत के राजपत्र, असाधारण, भाग II, खण्ड 3, उप-खण्ड (ii), दिनांक 20 फरवरी, 2026 में प्रकाशित हुई थी, और भारतीय वायुयान अधिनियम, 2024 (2024 का 16) की धारा 10, 11, 19, 20, 32 और 33 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, वायुयान (खतरनाक माल का वहन) नियम, 2026 बनाए गए थे;

अब, इसलिए, वायुयान (खतरनाक माल का वहन) नियम, 2026 के साथ पठित, भारतीय वायुयान अधिनियम, 2024 (2024 का 16) की धारा 19 तथा धारा 21 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केंद्रीय सरकार एतद्द्वारा प्राधिकृत करती है:

• (i) कि नियम 3 के उप-नियम (2) के प्रथम परंतुक के अधीन इसके द्वारा प्रयोग की जाने वाली शक्तियों का प्रयोग महानिदेशक, नागर विमानन, संयुक्त महानिदेशक, नागर विमानन तथा निदेशक (विनियम एवं सूचना)- खतरनाक माल प्रभाग द्वारा भी किया जाएगा;
• (ii) नियम 3 के उप-नियम (2) के तीसरे परंतुक के अधीन महानिदेशक, नागर विमानन द्वारा प्रयोग की जाने वाली शक्तियों का प्रयोग संयुक्त महानिदेशक, नागर विमानन तथा निदेशक (विनियम एवं सूचना)- खतरनाक माल प्रभाग द्वारा भी किया जाएगा;
• (iii) कि नियम 4 के तहत इसके द्वारा प्रयोग करने योग्य शक्तियां, महानिदेशक, नागर विमानन, संयुक्त महानिदेशक, नागर विमानन, उप महानिदेशक, नागर विमानन, निदेशक (विनियम और सूचना) - खतरनाक माल प्रभाग, उप निदेशक (विनियम और सूचना) - खतरनाक माल प्रभाग, वरिष्ठ खतरनाक माल निरीक्षक, सहायक निदेशक (विनियम और सूचना) - खतरनाक माल प्रभाग, खतरनाक माल निरीक्षक और विधि अधिकारी - खतरनाक माल प्रभाग द्वारा भी प्रयोग करने योग्य होंगी;
• (iv) कि नियम 13 के उप-नियम (1) और (3) के तहत महानिदेशक, नागर विमानन द्वारा प्रयोग करने योग्य शक्तियां, संयुक्त महानिदेशक, नागर विमानन, उप महानिदेशक, नागर विमानन, निदेशक (विनियम और सूचना)- खतरनाक माल प्रभाग, उप निदेशक (विनियम और सूचना)- खतरनाक माल प्रभाग, वरिष्ठ खतरनाक माल निरीक्षक, सहायक निदेशक (विनियम और सूचना)- खतरनाक माल प्रभाग, खतरनाक माल निरीक्षक और विधि अधिकारी- खतरनाक माल प्रभाग द्वारा भी प्रयोग करने योग्य होंगी;
• (v) कि नियम 16 के उप-नियम (6) और नियम 21 के तहत महानिदेशक, नागर विमानन द्वारा प्रयोग करने योग्य शक्तियां, संयुक्त महानिदेशक, नागर विमानन द्वारा भी प्रयोग करने योग्य होंगी।

NOTIFICATION

New Delhi, the 15th October, 2026

**S.O. 5660(E).—**Whereas, by the notification of the Government of India in the Ministry of Civil Aviation, vide G.S.R. 137(E), dated the 17th February, 2026, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated the 20th February, 2026 and issued in exercise of the powers conferred by sections 10, 11, 19, 20, 32 and 33 of the Bharatiya Vayuyan Adhiniyam, 2024 (16 of 2024), the Aircraft (Carriage of Dangerous Goods) Rules, 2026 were made;

Now, therefore, in exercise of the powers conferred by section 21 and section 19 of the Bharatiya Vayuyan Adhiniyam, 2024 (16 of 2024), read with the Aircraft (Carriage of Dangerous Goods) Rules, 2026, the Central Government hereby authorizes:—

• (i) that the powers exercisable by it under first proviso to sub-rule (2) of rule 3, shall also be exercisable by the Director General of Civil Aviation, Joint Director General of Civil Aviation and Director (Regulations & Information)- Dangerous Goods Division;
• (ii) that the powers exercisable by the Director General of Civil Aviation under third proviso to sub-rule (2) of rule 3, shall also be exercisable by the Joint Director General of Civil Aviation and Director (Regulations & Information)- Dangerous Goods Division;
• (iii) that the powers exercisable by it under rule 4, shall also be exercisable by the Director General of Civil Aviation, Joint Director General of Civil Aviation, Deputy Director General of Civil Aviation, Director (Regulations & Information)- Dangerous Goods Division, Deputy Director (Regulations & Information)- Dangerous Goods Division, Senior Dangerous Goods Inspector, Assistant Director (Regulations & Information)- Dangerous Goods Division, Dangerous Goods Inspector and Legal Officer- Dangerous Goods Division;
• (iv) that the powers exercisable by the Director General of Civil Aviation under sub-rules (1) and (3) of rule 13, shall also be exercisable by the Joint Director General of Civil Aviation, Deputy Director General of Civil Aviation, Director (Regulations & Information)- Dangerous Goods Division, Deputy Director (Regulations & Information)- Dangerous Goods Division, Senior Dangerous Goods Inspector, Assistant Director (Regulations & Information)- Dangerous Goods Division, Dangerous Goods Inspector and Legal Officer- Dangerous Goods Division;
• (v) that the powers exercisable by the Director General of Civil Aviation under sub-rule (6) of rule 16 and rule 21, shall also be exercisable by the Joint Director General of Civil Aviation.
