सा.का.नि. 868(अ).—केंद्रीय सरकार, मोटर यान अधिनियम, 1988(59 का 1988) की धारा 59(4) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निम्नलिखित मोटर यान नियमावली (वाहन स्क्रैपिंग सुविधा केंद्र का पंजीकरण और कार्य), 2021 बनाने का प्रस्ताव करती है, को इस अधिनियम की धारा 212 की उप) धारा-1) के द्वारा प्रभावित होने की संभावना वाले सभी व्यक्तियों की जानकारी के लिए प्रकाशित किया जाता है; और एतदद्वारा नोटिस दिया जाता है कि उक्त प्रारूप नियमों को उस तारीख से तीस दिन की अवधि समाप्त होने के बाद विचारार्थ स्वीकार कर लिया जाएगा जिस तारीख से सरकारी राजपत्र में यथा प्रकाशित इस अधिसूचना की प्रतियां जनता के लिए उपलब्ध करायी जाती हैं;
इन प्रारूप नियमों के प्रति आक्षेपों एवं सुझावोंयदि कोई हो ,, को अपर सचिव (परिवहन), सड़क परिवहन और राजमार्ग मंत्रालय, परिवहन भवन, संसद मार्ग, नई दिल्ली-110001 या ईमेल :comments-morth@gov.in ,के माध्यम से भेजा जा सकता है।
विनिर्दिष्ट अवधि समाप्त होने के पहले उक्त प्रारूप नियमों के संबंध में किसी भी व्यक्ति से प्राप्त होने वालेआक्षेपों या सुझावों पर केंद्र सरकार द्वारा विचार किया जाएगा।
प्रारूप नियम
1. संक्षिप्त शीर्षक एवं प्रारंभ - (1) इन नियमों का संक्षिप्त नाम मोटर यान (वाहन चलाना सुविधा केंद्र का पंजीकरण और कार्य) संशोधन नियमावली, 2026 है।

नोट: मूल नियम भारत के राजपत्र, असाधारण, भाग- II, खंड 3, उप धारा (i) में अधिसूचना संख्या सा.का.नि. 653(अ), दिनांक 23 सितंबर, 2021 के माध्यम से प्रकाशित किए गए थे और उन्हें पिछली बार अधिसूचना संख्या सा.का.नि.700 (अ), दिनांक 19 सितंबर, 2025 द्वारा संशोधित किया गया।

NOTIFICATION
New Delhi, the 30th September, 2026
G.S.R. 868(E).—The following draft of the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, which the Central Government proposes to make in exercise of the powers conferred by section 59(4) of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made available to the public;
Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (Transport), email: comments-morth@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001.
The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.
DRAFT RULES
1. Short title and commencement. – (1) These rules may be called the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Amendment Rules, 2026.

Note: The principal rules were published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide notification number G.S.R. 653(E), dated the 23rd September, 2021 and lastly amended vide notification number G.S.R. 700(E), dated the 19th September, 2025.
